dwelling units to the site. and the project proposes the parking radio approximately 8 point spaces which is below the permitted 8.5 and finally the project willfully utility the impact fees. based on those finding the project sponsor is here and has a presentation for you. that concludes my presentation. and i'm reliable for any questions >> thank you project sponsor. >> thank you, commissioners i'd like to take this time and briefly walk you through changes as a result you have two
10:01 pm
continuances one of which we have delayed for the community. this is a snapshot we're a small developments company here and in orange county that is a renovation on third street and market street. the project overview that the rendering of the project you can see in the upper left hand corner the modification to step down the building facades on illinois and along the property line the project 93 on site affordable housing we have the meeting 74 total parks through the stacking system more than code would require for class one
10:02 pm
bike storage as well as street footage we've worked on with the community. as an overview of our design team we have john arrest warrant done that's done projects in the detaching neighborhood is our design projector manager and our architect will go through the sixth changes with our neighbors this is in red the project site located between mariposa and 18th and bound by third and illinois. the left arrows talk about the surrounding site so what you see are this site a mostly developed with residential use.
10:03 pm
this is looking down on the site to the left is the residential project to the north and to the south is the residential projects with courtyards on both sides this is trying to lion our courtyards with the other prongs. this is a photograph at the top a residential across the street as well as the picture both off to the left that's our site with the block as viewed from the corner of 18 and third. this is our project site highlighted in red exist on the site is small industrial buildings. this is the project site from illinois street. as viewed from across illinois in 4 different shots you see the picture of the eucalyptus trees they're going to be removed as part of the project proposal.
10:04 pm
i'm i'd like to go invite john up to talk about the project >> thank you, john architecture. we'll go through a few slides and hang around nor questions this is a 3 dimensional masking of the project in blue and on the left and right two existing projects. next slide. so just viewed from above to talk about the open space san francisco has a lot to do with loin the radishes to create space in the lot two existing is that a while talk about how to influenced accident design. overwhelming when the project was anticipated to be built with most of the views facing the bay and an essential coward view it
10:05 pm
went to the neighbors and the neighbors said this doesn't work with realigning the vieshgdz it was scrapped and a new design this shows the rare space we've rotated that so this masking lions all the rear yards it allows the southern light sweeps through the block with the current design. next slide. this shows the next step the neighbors lobbied for reducing the molls massing along this side has been cut away nearly 20 and 10 feet off the side of the
10:06 pm
building so to allow more light to access not only through the courtyard but a 45 angle that cease that. one of the other things we moved all the elevators to the south side of project they're all against the south property line. so we moved all the elevators over those are only required by cod you see the green open space to the east there's one stair we had to remain for code reasons but the stairs were removed from the building along third street to allow more air and light to the project to the nor
10:07 pm
north. so more space and the major center of the block the green space is liquored up ann and on the upper roof. this is a plan of that it's a little diaphragm that red director reiskin rectangle we've been asked to plan another 3 feet so our rare wall and their rear wall lions if we made that further move we'll lose a bunch of 3 bedrooms we think the alignment is close enough sunlight will get in there and the 2 bedrooms is important for the district and project and then you see the elevators alienated to the south and not shade that project.
10:08 pm
this shows a 3 dimensional to be sensitive to they're open space. again another view this shows the original rendering and the next is the cut away highlighted no red and brought down between 20 and 10 feet on the side. 24 the other street from illinois. the next slide you can see how we've getting cut it away to reduce the impact of the project through neighborhood meetings at their requests. next slide. is i think jason is come back to conclude thank you. i'll be here for questions >> with the remaining two minutes i want to briefly go
10:09 pm
through what drove the ground floor action we've worked with the dog patch neighborhood association to drive the design and we've received their support. you see the streetscape to use the space as a light food service cafe are this is open to the street with the access to the street the points are recessed this is the remain access to the building and the bike storage and this is the recessed entries to the building along third we've more than doubted the sidewalk this is an liengs this is cutting through the access how the two bays that 0 up to the street on third
10:10 pm
we've done the same thing on third street understanding what's going on the original design had a backdoor towards illinois a lot of the federal bureau the neighborhood there's a lot of activity and maybe a more active use with about appropriate we've received the feedback this is the same illustration the 3 arrows illuminating set back at grade at the entry point on third and illinois there's a public educational bench we're near a mini stop for the public to come and sit down to utilize that space. those are just some imagery showing the prospective use and finally an illustration
10:11 pm
>> okay open this up for public comment (calling names) if i've called your name i can approach the podium. >> planning commission. my name is amy i'm the owner of a loft on 610 illinois kwh which is north of the planned development and the plan is directly effected it will require all 6 facing windows to be closed when my boyfriend and i first moved to the dog patch
10:12 pm
we were on second we loved the area how it's grown and the quirky industrial nature unfortunately we were evicted the owner move in eviction it was a horrible feeling so i wanted to let you know i surely understand the need for housing we moved in with jake's mom to stay in the neighborhood. we can't let those greedy out of town developers cram as many high-rise as possible we have to protect the texture of the waterfront area. to the developers aim is to squeeze as many units on the lots as possible we have is
10:13 pm
issue rain tree has made minute changes you can't tell the changes they're not significant they don't show my interest in protecting our quality of life for the distinct community or the tenants they won't do anything to stop harmony beg you not to allow rain tree to have my leniency in the code this is a much higher building it's going to turn over over our building they want to industry the trees those eucalyptus trees they're beautiful red blooms and they're filled with my favorite
10:14 pm
humming birds a wonderful space to congratulate. so i have a specific suggestion that i believe will solve many of the issues this site expands the fuel weight of the block it's one hundred and 20 feet below the author way if we had a setback to the properties of the north will provide confessing access to the park this is across the street will provide community space and light and air and would be great for future and existing tenants. thank you >> thank you. >> hello, i'm victoria and my 3 minutes are brought you to by myself and laura we were the original buyers on 16 illinois
10:15 pm
and laura's husband. i'm addressing you as an opponent to the plan rain trees partners they're not complimentary to the pattern and structures. the location of what we call an in fill development calls for a sensitive design important the buildings around that the project mergers 3 lots inform create 3 lots between third and illinois the design guidelines those mergers are disfavored for affordability the submitted plans are over sized that significantly 0 impacts the air and light i'm getting light between 9 in the morning so i
10:16 pm
rise and work at home. two years from now those 9 hours of light will probably be down to 2.5 hours depending on how they end up structuring the building the 2.5 i'll get as opposed to 9 i'm use to. i'm going to tell you that rain tree keeps they been i saying they're our neighbors they don't live in the area. we've scalding asked them to move their elevators thief refused we recommended balancing the spates they refused we ask to lion the property so we have breathing space they refused and despite our sincere efforts to
10:17 pm
find workable solution they refuse to work with us the changes they've made it so small to be incomprehensive the height and you need to understand we're not opposed to the development we understand that inform needs more rental space especially but we need to work with someone who is concerned with our quality of life and the fact we own our loft and our quit is in the lofts and our building >> thank you. >> good afternoon commissioner president wu and the rest of the commission. i'm jackie recently purchased a condo located in the central waterfront neighborhood next door to the proposed development
10:18 pm
on 61 third, i work in the neighborhood so i walk to work everyday. rain tree development plans are incomplete especially on the impact that i live in the building apparently, the towers will be to feet over our building will block the only community space we have in the building. it will also block all 6 of my unites south facing windows angelian my unit to the shorter east side this makes a difference in the amount of light and therefore the value will be reduced. rain tree didn't kwam alert my real estate agency.
10:19 pm
when i learned of those detailed rather the lack of those details about the proposed building i'm eager to live in my unit and serve the community and be a part of the community but the texture and the character of this building does not match the quickerness of the area i believe that rain trees for 51, third street contradict the guidelines and infriendly on my rights as a homeowner and would be a detriment to the community the rain tree objectives conflicts with the i a g the proposed plans don't have a well grandfathered fade and don't harmonize with the character of the area there's not - too many
10:20 pm
0 parking is that a the warriors are ready to move in we want the residents to stay in the area and keep them enjoying the crane co- park. i'm against those units obeying being added not because i'm against more units in the city i believe we're no dire need of housing in the city by this proposed development didn't match with the rest of the areas and the building surrounding. i believe the building should be set back from the street as well as the proposed space at the 610 illinois and third street would be very nice. the height of the - >> thank you. >> thank you >> commissioner
10:21 pm
president wu and planning commissioners i'm maria i've been a resident at the 610 illinois street for the past 17 years. when we moved in our home in the 97 we were the only residential building we were postindustrial urban pioneers i want to express my opposition to this plan by rain tree partners. i feel as a pioneer in this area i'm being penalized because the height of they're proposed development doesn't respect the scale and character of the residential buildings in our block. the development currently promoted is over sized in relationship to the buildings our building on illinois street is only 47 feet tall the
10:22 pm
proposed development is 68 feet tall because the structure. this will create a 36 wall that effects our air and light. we asked them to only maximize their building located on the corner of 18 and third street by matching the buildings on our block it be more comparable their agreeing their matching the rules 68 feet. it's the sign of the times the architect said but i argue because they can build that you to 68 feet they should i'm in favor of the housing but my new
10:23 pm
development must be down done with the relevance of the area. i don't believe the plans for illinois and third street is complimentary to our neighborhood. i request i deny the current plan and request they redesign their project to sensitivity respond to the issues of the block of illinois and 3 between mariposa street >> thank you (calling names) is there any further public
10:24 pm
comment? >> i'm ms. delany i own the property one of hundred illinois to testify n in protest to the demonstration didn't support me in my future real estate ventures i'm a low building why am i here i'm here to support our neighborhood. one of the aspects of that i really have to focus on you as at the commission in the eastern neighborhood plan according to tony kelly in 2025 the projected units will be 2 thousand and this year seven hundred and 4 thousand in the pipeline this is a problem. we have seeing those large developments coming in the
10:25 pm
eastern plan be careful what you wish for and this is one of them. the concurrent plan at the 68 topping out with an elevator to about to 81 we don't look at isolated but all the neighbors do to the waterfront the current adjacent are at the 50 and 47 this building doesn't comply with the block dna did support them neither the north or south elevations were given the plan nor the two trees we're in the process of trying to safe two eucalyptus at about 60 feet tall
10:26 pm
that's in the rear yard set back we're asking you not to agree to this plan. there are a number of issues that play here. additional there's a park called crane cfo park a $33 million park promoted by the port of san francisco they've just presented this to b.c. d.c. that's our park for the whole eastern neighborhood block the intention this park will serve as a park there's no shadow study being done so how can we build a $33 million park with no shadow study we need coordination of the agencies. thank you very much. and this is the building >> thank you is there any
10:27 pm
further public comment. >> my name is sonya straus you've seen me here before i've spoken in in favor of a few projects all rents have an interest. the rent we pay lowered when we have other options and increased with no options. i have to take off work to come here but i do it why? because the terrible effect of not doing it is everywhere how does 2 bedroom market rate, of course, there's many reasons i can't help but include one the reasons the entitle process is bias against renters and in favor of landowners. the phenomena is called fusion harm it is for the benefits or
10:28 pm
disappearing is concentrated in the 4 opponents you see here. the harm is defused over the 2 hundred people that live there it's defying fuzz over every person in dog patch or the mission who suffer marginal price increases. the opponents each said they don't oppose new development but their here we go opposing new development because we have this problem opponents like this, of course, many small developments over the last 40 years. obviously i support this project application for large project
10:29 pm
authorization and everywhere else i look forward to this as quickly as possible >> thank you. next speaker. . >> hi i moved to this area recently to become a student to invest in my education i can investing invest a little bit lower in my rentals i'm flushed to look for rentals and it's unmarooned it's telling me that all the oechsz who said anything about the ownership status i come to you as a renter that's that respect that people say they're in favor of more housing units but they're not in favor in their own backyards i'm here
10:30 pm
to support those projects because the benefits are accrued by people not located on the block but at the moment i can't afford to live in dog patch. i would like to be there and it's not possible. so for the same reasons that sonya is here i'm here to support more housing in san francisco. there isn't enough of it. and a times addendum i moved here from cities 6 stories is a small number so to say this is a monster of a high building i'm in support of this in the dog patch and hope it is approved thank
