11:00 pm
the conversion is more dramatic for the tenants living there >> commissioner antonini. >> yeah. there have been a lot of historically so long as i've been the commission we've never dealt with their rental or ownership so it gives the sponsor the ability as cycles change to modify their projects and the beacon is an example as the market became strong it chang's changed to condo and notice that of renting was dispolice department just the availability to buy it, it's not in the cod so but i am in favor and move to approve it as
11:01 pm
opponent and second. >> commissioner borden. >> i thought it was an interesting policy decision i didn't remember it coming on the other project you recommended for the dollar per year that's definitely new. in terms of this project it is important we look at the changes in the massing they've been responsible and i think the way the building has been improved it's terrible there are a lot of windows that have to be covered it's not an unusual phenomena >> commissioners a motion and second to approve with conditions. >> commissioner antonini. >> commissioner borden. commissioner hillis. commissioner moore. commissioner sugaya. commissioner fong and commissioner president wu.
11:02 pm
so moved, commissioners, that motion passes unanimously 7 to zero. and places you on item 12 for the next case. at the 21020th century 1 on webster street request for conditional use authorizatiusea >> good afternoon, commissioners commissioner president wu glen in department staff this is on webster street and encompass 9 lots.
11:03 pm
the project is a planned unit development and 6 unit conditional use authorization to reuse the institutional building to conduct 66 unit at the existing building that's commemorated to residential use and 10 for in home units for the adjacent parking lot. the plan unit modifications to the project including radish modification this is due to the non-compliance structure and due to the location of the some of the townhomes in the middle block open space. another modification includes the unit enclosure for units within the interior of the open space. duo to date the department
11:04 pm
excuse me. - to date the department supports the project and finds the project necessary and desirable it's a conversion of a building and the project is necessary it will provide 76 new dwelling units and desirable in the neighborhood due to the c p m construction and the john f. kennedy across the street it has concerned with regard to how the project relates to the adjacent public right-of-way particularly at the pedestrian work realm and the condition is to improve the aspects of the project and the department is supportive with the aspects of the project.
11:05 pm
at this point we recommend you approve the project with conditions if you have any questions, i'll be happy to answer them >> project sponsor. >> good afternoon, commissioners. my name is kim diamond i'm even though development director thank you for the opportunity to speaking speak we're happy to be here and appreciate all the hard work you and our planning staff have done at the 2155 webster. i want to provide baubd u background we're a local developer based in san francisco we're seeking entitlements for of projects. all are focused in the city and code enlightenment my respect to the area plans adapted signatures the market and
11:06 pm
octavia plan we've been talking to our merchant and walking the streets and hear their questions or comments. we'll have numerous community and one-on-one meetings resulting in multiple letters of support and over one hundred signatures for our proposed developments we've prepared to the association and happy to submit their letters of support. the project site xhiftd economists of a building that is occupied by did university of pacific to the school of dentistry as well as the surface parking lot used by the dental school their many the process of relocating. our proposed plan to convert existing plan to 6 of units and
11:07 pm
is surface parking lot into unit for 76 for sale new homes. converting the existing structure to a use is more compatible that will result in 50 percent reductions to the project site. although those often provide many physical constraint true mark and our team have complasz the challenge true mark is seeking entitlements for projects approximately, six hundred more units of housing. true mark is deeply committed to building more housing in san francisco and one of the projects pardon me anonym will be presented on site we'll be
11:08 pm
providing over 90 units in 0 san francisco. we're working with the mayor's office of housing we've pioneered a new tier of affordable housing for the 4 bedroom units that previously have been treated as 3 bedroom units that will create seven hundred and 50 many union jobs over the course of 16 to 18 month period and as well as provide apprenticeship opportunity and this is recently with the ailing neighborhood design to educate and connect youth for employment and education jobs in the industry. in closing, i want to add in all our project true mark believes in taking the inspiration in the neighborhood and our goal is
11:09 pm
simple to provide people with a wonderful place to call home. i'd like to introduce you to glen at the architects who will talk about our plans for the site thank you very much. >> good afternoon, commissioners. thank you for having us. overhead, please. >> it should come up. >> oh, yes this is a very unique opportunity in a unique area of san francisco. obviously kim has spoken to you about what this projects offered by it's one of the reuses we're going to have in san francisco in the next coming years you're seeing a lot in the market area now here. it is taking an institutional
11:10 pm
building in a residential community that's a positive thing for this part of the city. one of the things you'll see from the conversion is not only we're converting the use but converting a look and feel of the building we're taking off the heavy cast when of the built if 67 and putting a lighter exterior and the missing portion with the parking lot is we're computing those town houses that helps interpretation from the philip up to the existing main building. here's a view from fillmore looping up it's a my sore today but with the inclusion of the townhomes we're creating a pedestrian feel to the street
11:11 pm
and with the transition of the feel to the street you're getting a refreshing lighter feel this is has an 11 foot floor to floor the unite will have high ceilings heights airy we have 1 and 2 and 3 and 4 bedroom townhomes there's a unit mix that's appropriate for the area as well. here's a closer view of the townhomes fatiguing sacramento we have them on clay we tried to use a little bit of the articulation of the neighborhood and integrated materials like wood and stone at the because of the building with planting this is a unique opportunity because we're actually bringing the scale of the fillmore to or 3 story component up the street up
11:12 pm
sacramento street that ties in with the existing building. also on the existing this we're reducing quite a bit of the malayans you would have on o seen the the existing building two stories of base and concrete we're bringing that down to a one story with balconies and that's a nice gesture one other important aspect as glen appointment is goldberg lane it runs from sacramento to clay you can see the existing complexity it's not well utilized but we're looking at this as an opportunity to enhance it. as you can see from the landscape plan we've got greenery on the many terraces and balconies but pa a strong
11:13 pm
influence on what we're going to do with goldberg lane with transmittals and lighting and commenting right at the middle of the lane implementing a mid point access that allows our tenants at that actually egress onto the lane so they'll get more use hopefully, they'll see this is an advantage and we'll get a nice pedestrian walkway but we'll be doing the greenery and trellis the open space a huge it has a lot of light exposure and the townhomes have
11:14 pm
backyards spacing and it's connected to a grand building to the second terrace and again to the third terrace we're taking the building and terraceing it into the green spates. along clay street we have again 3 town houses there's much larger trees we're keeping you put those in so you can see the building this is really an interesting sort of in fill is ties again, the exist residential context back to the parking lot we have going on up the street and filling in the missing link to the street. just a couple more on webster street the differences creating stoops as well as greenery and benches but one thing that's
11:15 pm
important we're lynn the entire project with greenery to bring the pedestrian scale to the this which it didn't have. another key component bringing a lobby to the corner of sacramento that's a key component. and a final view of the building overall thank you very much >> open this up for public comment (calling names). >> good afternoon, commissioners. my name is joseph scott i'm a labor local 2 61 i'm here to support in project and ask the commission to approve it today. but i'm also to here to testify to know that true market urban has been to what kind of jobs this project creates.
11:16 pm
there are 46 cranes up and around the city today and the construction industry is very grateful to see this. much economic activity. but what the developer understands that some of those projects do not is not as we are stimulating the economy and creating new jobs we want to make sure that those jobs offer a living wage and benefits to the workers try mark is committed to the same cause we are happy to be here supporting in project. we urge you to support in project. thank you very much >> thank you. next speaker. . >> good afternoon commissioners.
11:17 pm
i'm fwreg scott the president of the association we'll have having had numerous meetings with true mark with the proposed development we're thrilled with the recreative use the residential use that's a largely residential neighborhood and we want to see that it better compliments the areas and we think the change to the exterior facade including opening up along sacramento street is positive and there's parking and the patients come to the dental school don't have parking so the number of trips for the industry to residential is great in terms of increasing the impact on transportation and parking so
11:18 pm
encourage the commission to approve this as a positive edition to the neighborhood >> thank you as the next speaker koupdz i'll call more names (calling names). >> hello good afternoon. my name is carolyn douglas i live on 2140 sacramento across the street from the new construction. i do support the project. and actually, i'm looking forward to it i'm looking forward to seeing what they're going to do how they're to do the building and everything. and it will reduce traffic and improve the sidewalks. and it's a very nice

11:20 pm
building. we're living out our dream that's owning our own business. we've heard about and seen all the lovely end relatives the property project we're concerned about is the process that will probably take two years of challenges with construction i say challenges because you see we're next door to the existing parking lot were there will be new housing. construction is a disrupt active noisy dusty process being close we're going to see it challenging being open. we would like to have a point person to connect with for complaints and knowledge of the advertisements of the working day will they be starting
11:21 pm
earlier than 8 my timeframe below the two years we've anticipated would be appreciated while to have adds in our local newspapers stating we're still open and signage also stating we're open and elite jewelry and i plan on being open during the construction hours we want co- partnering and open communication that our two businesses will survive the two years of construction we're geary up for this and looking forward to the change when it's complete. thank you >> next speaker. >> good afternoon commissioners and commissioner president wu i'm an 8 year resident and a current resident
