living near the conventions shapes the neighborhood i've followed this and regularly attending the moscone board meetings and participate in the moscone examinations participatory group i heard support the project but i support the expressed concerns of my colleagues in a balanced neighborhood. so one of my comments i'll limit to item eir four relating to pedestrian impacts that's deemed to be less than significant it doesn't match my experience i realize if so an incredulously it's in need of mitigation with nothing going on. i didn't see my analysis any

points talking about the conventional days that were also on giants days. it is significantly impacting the pedestrian load on third and fourth on the days of giants baseball games. to the sidewalk that should be the continual passing lane exuding restaurant and trees some of the sidewalks which were talked about being 15 feet are more like 5 feet and the traffic the number of cars turning at peak pedestrian times so what happens is pedestrians use up all the time for turners and only one or two cars can go and the resulted in drivers that enter the sidewalks when the pedestrians are there the rest of my comments are in writing

further public comment? seeing none, public comment is closed commissioner antonini. >> yeah. i have a few comments on the draft eir. my first comment when the deals with the scope of the expansion of the approximately 3 hundred thousand square feet if i'm reading it correctly i assume an analysis is done we don't need an even larger expansion we lose a lot of convention convention to las vegas and chicago not having adequate sized facilities while i've heard mr. lazarus talking about we want to keep e keep what we've got and striving to attract more conventions inform san francisco self-interest my comment in regards to the eir is the amount being analyzed big enough or

should we had an analysis that includes a larger square footage? the second part is i certainly would be in agreement with adding as part of the final ian analysis that would allow the types of things suggested by the gentleman it's a win-win situation the widening of the sidewalks and signals on the contraction even though we're building the bridges on howard street we need to allow for pedestrian crossings in various places along howard not to force everyone to force at the intersections and i thought it was very wise no turns on red and the other thing that's part of the analysis we have a lot of plays downtown where the

comments >> thank you, everyone thank you for your services in san francisco i'm grateful you're hearing this item i know many of you on the planning commission a number of years when the project was approved you have before you today has been formed by an extensive feedback, in fact, we've had over 18 public meetings to discuss the design controls to public benefits and after the enclosures of the schlage lock we partnered with universal paragon corporation to develop a plan for the reuse and revitalization of the critical site in their community. now several years of analysis and extensive community plan process concludes with the zoning changes and a detailed

master plan to guide the change. however, with the demise of the redevelopment agency in early 2000 and the loss of tens of millions of dollars dollars of tax implement funding required us to reaccess and come to the table with a fresh look at the communities goals for this proposal. and for this particular site it's been challenging to move forward without the redevelopment funds but the community especially the advisory committee have been incredibly flexible and rolled up their sleeves so you have before you today accomplishes many of the goals of the original project that cluts

i ask for your support on this incredible project it's truly a transformative project >> thank you, supervisor. >> good afternoon, commissioners commissioner president wu. i'm emily with the office of economic workforce development. since we were hear on april 30th we've identified a few sensitive changes in the final documents. i'm going to walk through the steps for the da and then my colleague will talk about the other changes. this is for the designs we need to make you aware of a so the first change has to do with the application process that you may recall is lead by

the planning department of education and the community. the original version of the da filed out the process the developer held a preapplication process in the community and submitted the application after the application was reviewed the members on the application status held a meeting for additional feedback and only after this was completed made the phase application. specifically the da was specified that the process for the people submitting that process denial must occur within thirty days and no more than thirty days into the 60 day review period and the post operation meeting must take

place. the next change is remthd to the development permit approval if the department of building inspection receives an application and certain other agencies must review the application before the predicaments can be issued and they must complete the reviews between thirty days this requirement applies to the sfmta and dpw and emergency dpw and the rec and park department to the list is added. next the original da states that the cost canceling can't be applied to the project for affordable housing. the expectation is justified because of the act because the city contribution to the project such as the partial impact fees that are described. the update impact makes it more

exhibit g what information the developer provides to the city in its phase application and i is the reporting program that establishes part of the sequa process and updated slightly for consistency with the current project and intersection reconfiguration that sfmta has deemed to be counter productive and exhibit l received several comments from the fire department and the dwp and the puc. the original transportation demand management program which is in exhibit to the project that you received requires that each household receive clipper card credits for a period of 15 years following the housing unit.

the updated transportation management plan specifics that circulates over time to keep up with inflation that adds $4 to the clipper card every 4 years is based on the rate of the consumer index price over the last few years. it was the original agreement suggested that the project site include an adjacent parcel of land from the railroad. the project site can be project owned by the schlage lock corporation. the boundary map provides a proximate map only owned by the

schlage lock project manager. we'll have an update of the. in response to concerns recently raised by community members the expansion is for two updates for the projects first two years. those update meetings are in addition to the process around the specific development applications for building and phases. there are also several items we expect to add to the agreement. one of those item is the terms and conditions under which the rec and park department can have and those memo are in your packet but the agreement will lock in the price that rec and park department will pay the developer for the park or parks.

in exchange for rec and park department making the change the developer will agree for a price under market rate value and bear the costs of the maintenance. the exact locked in price and the construction and maintenance costs are still obeying being finalize. if rec and park department gets the design they consider the controls still apply. the next expected addition is related to the fire system the developer is required to madam clerk, provide a detailed analysis is currently underway to see the development that is protecting san francisco against an earthquake. it maybe possible to set a cost
