tv   [untitled]    June 8, 2014 12:30pm-1:01pm PDT

12:30 pm
this is the precipitation chart i've shown you see the 2014 level is approaching the 2007 level closely and the snowpack is gone for the year it's running off into our reservoirs. the delivery slide the green diamonds that show the level of delivery continues to be variable it drops once again and pops back up with when the weather warms up this is our delivery to the whole customers to reconsider my different message to the folks out there. the control board is considering issuing occur contaminate nos to the water right holders they are walking up to that if the water board issues the curtailing
12:31 pm
we'll have our pre2014 are modesto and turlock the state boards staff stayed they're trying to make sure that the legal water yourselves down stream are okay. and our staff t is working with the legal council to make sure that our rights are protected should anything go forward. heave given the indication i they maybe considering emergency recollections in june. we are relieving the water from cherry to make sure we've got the maximum amount of water and ramping up to open missing our water bank. the cherry is one hundred and 50 thousand and hetch hetchy may fill this year. in terms of management actions there's a couple of things to
12:32 pm
highlight we've talked about our where for 10 percent volunteer reductions and we're looking at the data hard to see if my additional action a warrant and on may 7th we asked our wholesale customers to look at this and we're working hard on outreach campaigns win and without san francisco. we have a website we've just put up open web call my account and that's something individual yourselves in san francisco people who have water meters can go online and see their daily usage and compare. we think that's a helpful tool to educate people and is if that effects consumption and the
12:33 pm
cherry act duct is happening and we're helping people to get funding for that and looking at snow valley improvements to treat the lower cherry supply if we need it in the future if you have any questions, i'll be happy to answer them >> vice president commissioner president caen. >> so we can deliver our allocated amazes of money wrong topic water which is fun n fibula in a sense to our wholesale customers we don't have to cut back. >> no, but we've asked them to reduce by 10 percent if the coming winter is dry if we don't reduce our use next summer is going to be worse yes, we have
12:34 pm
water and if this winter is good but we have it to make that supply last 3 years into the future. >> but this time is volunteer. >> yes. 10 percent but we're not seeing results so we may have to do more we'll examine the data. >> thank you. thank you, mr. richie. so the next item which is not on the agenda by you wanted to give an update on the budget we've submitted to the board of supervisors. we had a hearing on the may 21st we presented the mayors budget
12:35 pm
and in the mayors budget the mayor actually reprogrammed the cac 19 point plus million dollars for the go solar program and the 15 million he reprogrammed it to allow us to fund the capital projects so we won't have to borrow as much money important capital projects we've been working with the mayor's office on scenarios we found out that late april that was a scenario that he lapped on we informed the budget finance committee on i think on april 30th that was something that the mayor was going to move forward in his budget so may
12:36 pm
21st when we presented our budget the board of supervisors was very clear that they wanted a conversation to be had around the cac for whatever the plan is for cac. so we've been working with the supervisors to pretty much articulate that whatever the mayor budget that he presented it is probably the best financial solution for hetch hetchy because we've articulated that by setting money aside and collecting no interest while we're borrowing money at a high interest rate make sense but they felt the money reprogramming it has issues. so we are and will be working with the mayor's office and board to try to actually they've
12:37 pm
tabled our budget that is more significant than continuing our budget. so we're not working with the mayor's office the budget office and the controller and the board for the next steps. do you want to add anything to that? so that's an update on the budget my questions >> my questions. >> thank you mr. kelly commissioner torres. >> so when do we anticipate the budget to be ready. >> i am in the process of trying to determine if the mayor can reintroduce a budget prior to june is it june 1st? and if that were to happen the
12:38 pm
board mr. will have an opportunity to re-evaluate and look at the budget you right now the budget is not in front of them so that's one of the disadvantages of tabling our budget if they continued our budget they can bring it up at the next supervisor meeting >> what was the reason for adapting our budget a was it the energy or - >> ii think the major concern based on the supervisors i've talked to was the lack of communication around is reprogramming of the cca funds. and i'm just concerned with so many shuksz i've heard in the
12:39 pm
press all i have which i expect in this commissioner are not accurate it's clear how i voted i'm an adult and made a decision based on my life experience not by someone else telling me how to vote i find this is insulting >> one of the things we've made clear and every opportunity that when we had our budget when we presented to the commission we had after two years we'll be in a situation for our reservoirs been zero so there's a lot of challenges person addressing the mountain tunnel the i a the
12:40 pm
discussions with p&g and the requirement for nert and the general funds rates so the first stop with the mayor's office is to get a willingness to increase the rate so coming out of the mayor's office we were at the a 15 percent reserve we can borrow money through we're funding solar we're in a better situation we have challenges go ahead of us the last thing in our presentation we made to the commission and we move forward we funded the money for cc organization but if unsuccessful we'll have to liquidate all the
12:41 pm
programs because we will have run you occupy u out of money in year two. so again, we're in a better situation like the power enterprise than going into the mayor's office but the existence should be between the board and mayor >> i want to offer my support to whatever negotiations are necessary we're all adults and mature and seasoned and come to the best interests of the internal revenue service taxpayers. >> thank you commissioner torres. >> commissioners. that prts >> any public comments on the general manager. francisco >> commissioners, i have two brief comments one of the
12:42 pm
commissioners today asked about the amount of consumption from the big companies that use a lot of hetch hetchy water at a very fair rate. and in my humble opinion they should be noticed they should reduce it by whatever percentage 5 or 10 right off the bat and the same for swimming pools and so forth. they have to revisit the regular act and see what it mission was and that tactic was right now we're accommodating to some very large companies that are you're going huge amazes even if drinking water for a cheap rate that's my substantive opinion and number 2 on our website we
12:43 pm
need a chosen local way to address solar and community choice vocation so one of the commissioners said in the newspapers they said this and that and we can point out to the newspapers to the editorial board go to the website and see what we've done this didn't exist and that's the mistake of our assistant general manager's or manager who thinks that they know who too much they may have a degree in philosophy but if you don't have management and other specialities then let's go to the website and chronologically starting from
12:44 pm
1999 or 2001 that was what we did those other amaze preoccupied or whatever. this is how we're going to go back and forth so thank you very much >> thank you francisco any other public comment on item no. 7 report of the general manager. thank you. >> well, i'm not sure i have a comment or not mr. president. >> take a shot. >> thank you very much if his report relates to the agencies ground water supply project i do have a comment 0 so if the president buildings it relates i'd like to say something. the injuring nut called the
12:45 pm
ground water supply project needs to be delayed until san franciscans know about it because the mix of ground water into san francisco's legendary high quality hetch hetchy water will reduce the quality off our water and very few people know about the decision. i consider myself a well-informed people but until i read an article in the commenter. i think just cop a coalition a the neighborhood and the employees of the law library and public library and persons working on the yes on b campaign. one person heard of the project and that person thought that the
12:46 pm
project was going to be limited to drought conditions but you know it's not true this project is going forward regardless of the drought conditions in normal years i urge you before you go forward with this project and have it backfire on you, please provide appropriate notice to all san franciscans you're changing the composition and quality of their water after 80 years. you should and they deserve to get appropriate notification i'm going to do my best to inform them >> thank you again for that being here. any other public comments on the general manager's report >> my dr. >> good afternoon. >> i wasn't going to speak but when this young man spoke i'd like for you to make sure that
12:47 pm
all of the citizens of san francisco know but make sure that it is in the languages they understand such as know i've been coming here for the last 20 years talking about the latinos and the asians the filipinos, the asian pacific islanders and they don't understand english so, please put it in the languages that we understand because we all you homeowners we all get water billions it could be in the languages they know we're not going to have good drinking water we shouldn't drink the water. >> thank you. any other comments seeing none. >> this is the bosco update.
12:48 pm
>> good afternoon commissioner courtney and commissioners. pleased to be here there's 3 things i want to address as part of my report two are related to items on your agenda and one on what the ygd was talking about the bay area relinquishment partnership i'm pleased to support our action this represents a great sftv for the bay area water agencies to form a relationship in which to make projects go forward that are incredible to our reliability. for example, i have two ties that have served this system very well during the kissing up and making sure the liability you have other assess and the rim fire is one of the
12:49 pm
facilities we were looking to say if we need to go to alternative supplies this is the type of projects that we're looking to identify and propose and support and your action is excellent i'm pleased to support it. another item you had in your agenda item is the helpfully quarterly report. this is something that i'm pleased to see i think it needs more work. it is taken 10 years to get the quarterly reports so what a format their incredibly helpful to your customers and the sub customers and to us and i'm hoping that reports only the hetch hetchy water enterprise will get to the same spot and serve us well, as you make investments and reinvestments
12:50 pm
into the infrastructure and my deserve is to also i'll tell mr. kelly to support your a's when you need the investment and part it having the input so our customers who pay two-thirds of the bill are supportive. last weeks san francisco chronicle article about the energies program raised concerns with me and my office about the puc having the funds to cover the shares of costs to fix the mountain funnel. repairing the tunnel is a vital part of the san francisco system it should be completed without delaying other promotions within
12:51 pm
the puc. the dispute with the board of supervisors with you is not my business and but i want to be sure that nothing interiors this commissions ability to not repair the projects as soon as they need construction those are to deliver the water we rely on and my agrees in san jose and santa clara counties that dependent upon that system for 2/3rd's of the water to meet the customers needs therefore i ask that your resolution contain a solution for the puc priority for water and power funds and nothing will stop this economy from the projects like the tunnel.
12:52 pm
with with that, i'll conclude my comments >> thank you commissioner moran. >> thank you with respect to the hetch hetchy capital report. i think it is important that that information be available on transparent one thing that mr. richie and i have had conversation it's important we highlight periodically efforts to restore the yield of the system and specifically, we asked for a plan for how we could say yes to the 3 questions before depending upon how you look at the water supply agreement. that information will be forthcoming >> absolutely i've been looking forward to working with mr. ricky's staff and the products
12:53 pm
coming forward. >> would you care to develop a little bit more on your proposal that you made at the end of the year report. >> yes. so it's not clear to me how or if this commission when it takes an action on the clean power program cca you're going to have to take an action when you do see one thing that's important implicit this is a choice you need to make within san francisco but the prioritization for a financially stable hetch hetchy water and power funds to benefit the system becomes clear the maintenance essentially of this fabulous water system that is not only the water reliability
12:54 pm
but the power to generate that's our priority and important for the commission to recognize that. >> would you go forward and reread the language. >> that it contain a provision it funding the rebuilding programs are the puc first priority for the water and power funds and nothing will prevent them from funding the projects. >> thank you very much for being here. commissioners anything else? >> mr. president. >> commissioner moran. >> later in the agenda we have a city hetch hetchy rate resolution on the agenda and i'd like to ask the city attorney to consider adding a resolution a resolve clause to that that would indicate that municipal
12:55 pm
rates and other resources of hetch hetchy resources be sufficient to fund hetch hetchy capital program. i think that's that doesn't have my particular effect in law but sends a message to the board as we adapt those rates our intent is that's part of the revenue package and a funding package that's sufficient to do the job >> i'm sure we'll touch on it when we get f to that item but for my own clarification does it have to be resolved or can it be a whereas and is there direct linkage to this report that we just heard. >> i'll leave the drafting of that to the city attorney the direct linkage we have proposed rates and discuss rates with the mayor and board of supervisors
12:56 pm
that are part of an overall funding package that overall package is put into something and i want to make sure that issue is revolved it our intent is clear. that the package as a whole provides the funds sufficient to fund the capital program as was said >> since we're still on this item on the agenda can i have the bosco representative come up to the room and we'll move towards the appropriate item would you be kind enough to make comments on commissioner barnes proposal. >> i think that can go a long way in providing the steps our planning on taxing at this
12:57 pm
point. to me that remains to be seen and hurry actions are taken and you have success but it certainly clarifies what our intent is which is the important piece of it so it's quite clear and there's a change if it's the indication then that's the other piece of. i believe it goes a long way >> we'll go ahead and have this confusions at the line item. >> thank you very much. >> commissioners anything else our on the bosco report a my public comment seeing none, public comment is closed. >> item 9 is the consent calendar 9 a 0 through e may be acted upon by a single roll call vote of the commission. there will be no separate discussion of these items a member of the commission, the public, or staff so requests removed from the consent
12:58 pm
calendar and considered as a separate item at this or a future hearing. >> commissioners. >> item 9 e. >> commissioner moran item 9 e will remove item 9 e commissioner with respect to items 9 a through d i'll entertain a motion. >> i'll second. >> second. >> it's been seconded my future conversation i'll call for public comment on items 9 a, b, c, and d any public comment on that item? seeing none, public comment is closed i'll call for a vote all in favor, say i. >> and opposed the i's have it. next item madam secretary is e >> correct. >> thank you and with respect to item e i'll ask mr. richie to
12:59 pm
make a brief presentation i think that's the and a half of the agreement we're talking about is significant enough i didn't want to to slide through an content the time part is moving along so i ask a brief presentation. >> thank you, mr. ricky. >> i have one slide in the commissions package is a map showing the collective bay area water agencies part of the reliability of the associations that's a simple set of principles that includes the san francisco at&t's and san jose and east bay and sclefkly we serve about half the bay area and have been referred to as a set of balancing confiscates we've not gotten along but
1:00 pm
turned a big corner we can help each other out in situations we have two ties so those principles will lay out is how we'll talk collectively and work together to improve our collective water times in times of drought and in routine times there are power in that organization coming together so the things in red s are various ties between us and additional treatment facilities and for the decelebration project we see a lot of opportunity that includes bosco as a partner and that's a good thing. >> i would like to say that the ideas on the map is not earthshaking they've been around awhile but most remarkable t
