5:12 pm
breed, supervisor campos and supervisor chiu and supervisor yee thank you for signing on with the local hiring ordinances that we had early this year. this ordinance has been very strongly vetted with the community groups around san francisco as well as the mayors construction task force that provided additional recommendations for housing ordinances to be crafted. really the intent behind this organized is how to maximize the wealth remaining in san francisco as we're creating jobs and wealth how to make sure that wealth can have the greatest impact on san francisco san francisco and the greatest benefits to local resident you especially to help communities that are not as doing as well in our economy so i'm really proud of this effort and mostly proud
5:13 pm
of the worker organizations and the city staff interest this will extend the local hire to private developments on public land like the america's cup there were a few holes around the policies of local hiring and the prevailing wage many people feel through the cracks with lawsuits this will clear that up and look forward prospectively to other projects in san francisco. where there's construction being performed. the legislation extends beyond local hiring to align san francisco policy around prevailing wage with the sb 7 that will go into effect
5:14 pm
january 1st, 2014, in order for the charter cities to have the construction they must have the prevailing laws in place this is inclusive of our construction work that's done publicly funded projects as well. there's been some concern about whether from the local 16 union about twloo their had their concerns addressed they've reached out to my office my staff rachel had reached out to lucky local 167 and things worked out there's another tint for local 16 to express concerns to the mayors task force and that was dub a few weeks they talked to pat mulligan and with the city attorney who ron flynn
5:15 pm
that worked on the legislation to address their concerns both pat mulligan and mr. undermining said they answered all the questions but local 16 was raising the same questions over and over again, i i don't believe this it has been fully not answered i think it hadn't quite sink in the way it needs to. we had a hearing when this protective was before us two weeks ago and local 16 was there and ms. desmond the business agent for the union mr. court of appealsly who is - they didn't come to the podium with concerns so its ready to go we want to make sure as we are doing the great work of the city and opening up our land for events to happen that people can find
5:16 pm
arc and stage hand workers can work on the project i believe they'll be paid a prevailing wage so colleagues, i urge tore support and hope you can support me >> supervisor cowen. >> thank you to the maker of the legislation supervisor avalos i appreciate the work and appreciate you're answering my questions around some of the questions that local 16 raised yesterday i'm becoming more faurm familiar with the questions and i appreciate you also spending a little bit of time explaining light work you've done to provide a space for all questions to be answered. so at this time i'm not prepared to request a continuance thank you >> supervisor wiener. >> i want to thank supervisor avalos for his work on the
5:17 pm
legislation and the others who helped to put this moving forward. i'm concerned to receive local 16s letter and, you know, we also want to have peace and harmony many among the labor unions and but i also note this was a public process and having the author pieces of legislation myself i know one of the reasons to have the labor council involved is to try to identify my potential jurisdiction disputes to be addressed. it's putting you can us in an awkward position when w i have that come up i won't be supporting the continuance.
5:18 pm
i wish this could have been worked out i think we should move forward >> thank you, colleagues i don't think i've heard anyone probation officer to make a motion to continue supervisor avalos. >> one last thing we originally introduced this ordinance there were a lot of issues raised from the rec and park department and we decided to actually give it more time like six or seven weeks we've made amendments to address the events like harvey bluegrass that will help us move forward without there being concerns about things getting in the way for the local hiring ordinance for the most part it's no place and giving jobs to san
5:19 pm
franciscans it's really important that as elected officials we stand to help with the wealth that's been made in the city with local residents this is one tool that does that and i urge our support. >> with that, why not take a roll call vote. >> supervisor avalos. supervisor breed. supervisor campos. supervisor chiu. supervisor cowen. supervisor cowen on item 23. local hiring policy. supervisor farrell. supervisor kim. supervisor mar. supervisor tang. supervisor wiener. supervisor yee. there are 11 i's. the ordinance is passed on the
5:20 pm
first reading next item >> item 24 to administer the prevailing wages be on the assembling and disman and woman in connection with trade shows and exhibitions and others events on public property. >> supervisor wiener speaking of prevailing wage protective colleagues this legislation will help to have the workers in the setting up of light shows are paid living wages we want to make sure that people living in san francisco, california afford to be here. the legislation establishes a requirement that workers be paid for the setting up and taking down of trade shows and other similar events when the work is on city property it is clear and
5:21 pm
explicit that nonprofits and other community-based events are not included it's about insuring the large corporate events that have a primary purpose of a product they pay a fair living wage and the conventions that spill out into the city streets are included but pride or fulsome that's organized by nonprofits are not included. when the legislation was first introduced there was concern by some of the smaller events like the cherry bloom festival they thought there would be more fees this is not the case. this is a might have had case for the properties it's the

5:24 pm
and the students all come together and work to improve our amazing public schools so today, i'm honoring mckinney for one of the turns around in san francisco not that long ago they were on the closure list on 14 and fast forward mckinley received the distinguished award that's only given to 5 percent of schools in california the thing about the award it's based on the schools achievement of the students but not only the overall achievement to get this award you have to show achievements among diversity of
5:25 pm
the ask the in the demographic groups to make sure that everyone in the school is psyching not only on average so mckinley has earned this award by pulling together the school community and moving forward and moving up as an elementary school i love going to the schools it's a happy place to be with the teachers and the students and the parent but mckinley really does a lot of great work i love going for the olympics and i was there for the bike to school day last month it's a tremendous place i'm pleased to recognize your work
