>> i was not going to say anything, but i will just thank katie albriegt and abigail for sharing the story and the vision that you have for the thousands of children in the city that have been abused and i thought that walter's song when will i be loved my favorite version is linda ronstat, but it is a great question, when will i be loved, and for the many children that have faced abuse i think that your vision and children's advocacy vision and the child abuse center vision is incredible and as a city, my hope is that we always support these efforts and i had the questions that supervisor farrell had about the retroactivity about the lease and but to help, seven or more children over a period of time,
4:01 pm
did, and to this issue and obviously we have to work on many, many leases going forward and so we will work on that together and for the budget analyst for addressing that. but in particular, to all of those that are here and they are involved and particularly miss albriegt thank you for your leadership and the impact that this has is incredible and we have heard from so many people about the great work that has been done and so thank you for the leadership in the city. and so with that, the colleagues, if any of the comments that we have the budget analyst recommendation and then the underlying item, and to get a motion to approve the analyst recommendations and
4:02 pm
the underlying item as amended. >> could i have a motion ta that effect. >> so moved. >> and we will take it without objection. >> so moved. >> chair? >> i would like to request that the department provide us with the amended legislation before 9 a.m. tomorrow morning. >> okay. >> so moved. >> okay, thank you. madam clerk, do we have any other business in front of us. >> no, mr. chair, >> okay, we are adjourned. >> turn off all of your cell phones or pagers so that we don't get interrupted and we would like to thank sf gov tv
4:03 pm
for fulfilling my weather girl fantasies and putting me on tv, and so thank you for all of that. so the first thing that we are going to do is have public comment, which is... sorry, we are going to call the roll. >> commissioner al perez. >> here. >> commissioner akers. >> here. >> camp angoli. >> here. >> and hyde. >> and we got an e-mail from president tan who said that he will not be here this evening. >> public comment on anything that is not in the regular agenda, do we have public comment? >> good evening commissioners
4:04 pm
thank you so much for having me unexpectedly this evening, i know a couple of you commissioner akers and hide, and my name is stephanie ashley and i am the director of the saint james infirmry to tell you know about an event that is coming up on june 5th is the 15 anniversary of saint james and it is the first occupational health and safety clinic by and for the sex worker community in the nation. so, every five years, we have a major fund-raiser to celebrate our existence, and we are having our biggest one yet this thursday at temple nightclub and i see dave peterson here from temple, and they have been very generous and helpful in getting this party off the ground. and it is going to be a great night and we are going to have some celebrity djs including
4:05 pm
david harness and ricky sins and we are going to have a dungin and the former lefty ladies and i am going to have a photo booth and a lounge area, and basically just stars of the adult entertainment industry coming together to help support the work that we do and we would love to see any of you there you can make it june 5th at temple nightclub, 540 howard street and 9 p.m. to 3 a.m., have you to stay up way past your bedtime on a school night, so thank you. >> thank you. >> is there any other public comment? seeing none, public comment is closed, item two, review and approve the minutes of may 20th. >> i move to approve. >> second.
4:06 pm
>> okay. >> ready? >> public comment? >> okay. >> is there public comment on the meeting minutes from last meeting? >> okay, seeing none. public comment is closed. >> thank you very much. >> commissioner campagnoli? >> aye. >> commissioner lee? >> aye. >> joseph. >> aye. >> akers. >> aye. >> perez. >> aye. >> hyde. >> aye. >> now we will have the report from the executive director. >> good evening, commissioners. it has been a while since i have been here. and i was in edmonton and i will get to that in a minute and i wanted to update the commission on a couple of items and one is a very exciting late night integrated transportation plan, that we are moving ahead with the task force has been created and invitations to the first meeting have been sent out and about 30 people have or
4:07 pm
rsvps from the local transit agencies and the sfpd and the labor unions and the taxis and the early morning other early morning industries, and we are hoping to, you know, have a robust conversation, in the first meeting and break into smaller groups. we have been working with the transportation authority as well to assist us with data collection and analysis and obviously that is going to be vital to producing a document that is worth while and that the people can use going forward and so we will report back to the board of supervisors in about six months but as we go forward i will continue to update the commission. the plaza program got the final read today at the board, and so happily, rob, and the group have decided to have a cocktail party to congratulate each other. and we expect to continue
4:08 pm
working with oewd as the plaza program becomes, or goes into implementation phase and so you will probably continue to see and hear those things and then, as you know, that we will be using llps to activate music and outdoor stuff, on those plaza as they get created. so, that is exciting. update on the economic impact phase two, basically the revisit of the impact study and the controllers office to add the fairs and festivals and so that began with the data collection at the how, weird street fair at the end of april and early may and the breakers and the haight street fair where they intend to survey the people as well and we are assisting the controller's office and hopefully through all of these fair and festivals happen and we will get the data and crunch it in the last part of the year and in theory we will have something early next
4:09 pm
year, as far as a number. and sort of a version two of the economic impact of this addition, to what we can consider sort of entertainment/day life, night life in san francisco. the reason again, that i was not here last meeting was that i was in canada and i was invited to represent the city of san francisco, at the international hospitality conference, and which took place, may 21, 22, and i was able to present the work to the commission, and the city, regarding the way that we handle the night life and it was joined by paul davies from the uk, and discussing his purple flag program which is really cool and it is accreditation program that will work excellent in the towns and villages and managing the nighttime economies and there are other programs like that, that were discussed, that we can all look towards including
4:10 pm
beth bar none and all of the things that i will be trying to bring to you as we can integrate the stuff into what we do here and then i was intending to go to speak on san francisco at other conference on june 12th but that got canceled so that is not going to happen. the hiring process for an additional inspector has been concluded and hr are in the process of checking references and fingerprinting before they can make the normal offers but all of the work as far as the front loading and the list and the interviews that are accomplished so we hope to have somebody new on board, in the next few weeks and so hopefully, if not, the next meeting the one after that, maybe we will a new staff person. so, took a long time, but hopefully before maybe, before the end of the fiscal year. i don't have any corrective
4:11 pm
actions to report. oh, yeah, but i did want to mention last night was the i think the third round of sfheritage bars and restaurants and so i am going to show you these things, it is a map they created. so i don't know if there is another one coming, but, oh, right, okay. but, this is really cool, and i think that there is probably more if you want to take those, we can get some more, you know, to spread the word about where, it is a map, for the people that can't see it. and we will know what you are looking at all of the heritage bars and restaurants in san francisco, and so that is that. and cami reminded me that our july first meeting is canceled, based on a motion that was made months ago, by this commission.
4:12 pm
so we did issue a cancellation notice, however, we do have a meeting after this one. so, the next meeting is the 17th of june, however, july 1 is canceled. so, put that in and don't show up. because you will not be here. and again i have nothing in terms of corrective action to report and i am going to hand it over to inspector burke. >> thank you, director, and good evening, commissioners. two things to report, this week. a couple of outdoor events that went very smoothly at cafe cocomo on sunday at 524, they are doing a few events this summer. and at an outdoor courtyard and we have established a good decibel limit and that limits the amount of sound escaping into the neighborhood around them and we also had an event at market and powell for matt
4:13 pm
cosmetics and it was starting may 30th and then saturday and sunday we are concerned about the sound effecting the flood building on market. and we have kind of the inclusion that no reports were made, or no complaints were made to the commission and they are from the sfpd as well and so that went off without a hitch. one administrative citation was issued since we last met, for managua to place on the mission street. and after a notice of violation, a couple of months ago and one reminder in between, we went ahead and issued them a citation, and they should be coming in this week. we received a complaint for the revolution cafe this past week
4:14 pm
about prolonged amplified music that goes against their conditions on their permit. and made us stop by this past weekend and we had noticed multiple violations of the good neighbor policy and we will be sending out the notices of violation to them this week. and i spoke with a or their manager on duty and who was a former manager of cafe revolution and she said that the current management has been having the trouble staffing and there is no security on site and there is more of a crowding and there was a door left open and so keep an eye on them and we will see if we can't bring them into compliance. red jack saloon and we received a complaint about them and they were not permitted by the entertainment commission and i sent that over to the police department alcohol liaison unit and we do have an interesting new complaint for the procidio
4:15 pm
theater about a religious event that takes place on sunday mornings and so i will be going out this sunday to take a look at that and take a listen to that right before i check out the haight street fair. i think that just about wraps it up, any questions? >> are there any or comments or questions from the commissioners? >> yeah. okay. great. i do have just two more items. overlooked here. conya on florida, 500 and florida and the mission had their first event for the carnival. i was there the majority of sunday patrolling the mission. and there were a couple of moments as carnival let out where they were having the trouble managing the crowds that were coming in from
4:16 pm
carnival and mixing with their folks and we did work on the sound quite a bit that day trying to control multiple djs and a live band. and from what i can see, they are very motivated to try to keep those levels within reason, and also motivated and invest gating some solutions for controlling those elements and getting out of the building. and in this past saturday, after a few weeks of very calm broad way corridor, there was a scuffle at closing for atmosphere. and some patrons that were leaving, after they exited, and officers were involved and no violence necessarily. but, there were some folks that were hollering and screaming on the way out of the atmosphere. and after a few weeks in a row of a very calm broadway
4:17 pm
corridor and so i just wanted to provide that update. >> okay. are there any comments from the commissioners after those two added? >> no. is there any public comment on the director's report? >> seeing none, public comment is closed and we are moving on to the police department comments and questions. do we have... we have no police report tonight? >> what happens to steve? >> he is out there. >> all right. >> okay. >> i feel a little neglected up here. but is there any comment on no police reports? >> all right. >> number five, and now we move to the hearings and possible actions regarding applicants for permits under jurisdiction of the entertainment commission. >> before i even get into this, i want to just make sure that
4:18 pm
if anyone is here for item f or f, for the village or for item g, which is omg, those three item haves been continued and i don't want to waste anyone's time. so, we do have a consent calendar and there is one item that has been continued from the consent calendar and that would be ec1248 kc sheridan. >> and we need a vote to have that withdrawn. >> do i have a motion to withdraw that from the consent calendar? >> i move to withdraw, item b, wix.com. >> i will second. >> and okay, on that motion, commissioner perez. >> aye. >> akers. >> aye. >> joseph. >> aye. >> lee. >> aye. >> campagnoli. >> aye. >> and hyde. >> aye.
4:19 pm
>> so moved. >> so now, on the balance of the consent calendar, we need a motion to... >> do we have a motion to agree to the consent calendar? >> i make a motion that we approve the consent calendar. >> did that come through? >> yeah. >> i will second that. >> okay. so for the balance of the consent calendar, commissioner perez. >> aye. >> akers. >> aye. >> joseph. >> aye. >> lee. >> aye. >> campagnoli. >> aye. >> vice president hyde. >> aye. >> okay. >> do we take public comment on that? the consent calendar? >> is there any public comment on the consent calendar? >> seeing none, >> okay, we might have done that backwards. >> yeah. that is fine >> okay >> taken quair care of now. >> i did want to mention that we had so many things withdrawn is that we are having issues with the planning department where we used to have a two to
4:20 pm
three day turn around on the referrals it is taking up to 30 days and we are work og working on that right now and so a couple of these that we need to continue are because we had issued with the planning department. and so, for the next item, this would be for andy chun doing business as schroeders located at 240 front street and applied for a place of entertainment founded in 1893, a long history of good beer and polka music and so andrew chun and wigginton have taken it over and revitalized it and so that triggered a need of a new place of entertainment permit and we can bring up andy chun to talk more about it. >> i have never been to one so forgive me if i don't answer the relevant questions in
4:21 pm
whatever that you may have. we recently took it over and the business has been around since 1893 and opened the doors on may if i have and this we are hitting the fifth week of operation right now. and i think that the reception has been overwhelmingly positive so far. and you know, it is a big place, with a lot of history and a lot of expectations we are part of the historic registry of the map that you pushed along and our goal is to create a business that can last another 150 years and we want to connect to the past and one of the things that the people have responded to and asked about the polka and this is part of october fest as well and we have actually designed all of the furniture to be able to roll away so that we can have the proper polka space and you know we are just asking for the support of the entertainment commission to allow us to continue this tradition. we have reached out for the few neighbors that we have, we have comments from the gm, and the
4:22 pm
tower and i think that the comment was who is against polka but we don't have any residential towers and we just have the comments from the existing neighbors given that we are located in the financial district. if you have any questions, let me know. >> are there any questions from the commission? >> just do you dance the polka? >> not well. >> that is all, that was my question. >> occupational hazard. >> you will have to learn for sure. >> okay. >> hi, could you talk to us about your community out reach. >> sure. as i mentioned before, we reached out to what we felt was the closest residential tower and then we contacted the businesses next door to us, and there is another building one
4:23 pm
maritime, is putting in the newsletter to allow her residents to know and the local businesses is the wall green manager next door and sandy porter above us and edward king, at 6 spoke media, and then our media michael brian at the rail exchange for the entertainment commission as well because of the saint patrick's day celebration that he puts together and we participate with him as well. so, you know, as much as we have residential and commercial neighbors we have tried to go out and talk to them about what we are doing and i think that more than anything else. people want the polka. >> do you happen to have any documentation to show that. >>dy not bring them. but if the commission wants to see them, i am happy to send along the e-mails and things. >> yes, i think that would be a good idea just to send them along so that we have proof that would be great. >> is there any other questions? >> and i am excited to see a proper polka space. i have only been to the
4:24 pm
improper ones that my parents had in the backyard during october fest. >> yeah. >> so do you have a sound system installing for these bands? >> we have those, just the normal house system that we have right now. there is an old system left over from what they had before, but i think that we are just going to be relying on the bands and the pa systems that normally travel with. and so, the answer is, we have something that i don't know how well it works. and we were going to cross that bridge when we got there. >> okay. >> so, how would you set sound levels then? how would you know? >> it is a good question. so with our own sound system, you know that exists right now. i think that it will probably be adequate and we can set up a wireless mic and so that is plan a, and plan b, if we need additional we have the house speakers that we had before and which i assume will be okay for
4:25 pm
the commission guidelines and it has been in use for 20 or 30 years, and beyond that, we don't have a tremendous need for amplification, and i think that most of these instruments probably would not need amplification and it would just be the singers and we have no neighbors. after 7:00 p.m., or of 6:30 p.m. and that is the other good thing about what we are doing. >> do you have a phone just in case at the place where people could call at any time to say, there is an issue? >> absolutely. >> i just want you to know that the conditions of your permit mean that you have to get a sound test before it can be finalized. so you are going to have to do something with your sound so that inspector burke here can do a sound test for you. >> yes. >> before you get an official stamp and of approval permit >> that seems pretty reasonable. >> okay. >> i got one more. commissioner lee? >> will you have a door man in
4:26 pm
case you can keep the door shut? >> yeah, i think that is... and it is prudent, especially around october fest and so we will contract with an outdoor security and a bonded firm to provide that person and that ends up being part of our conditions and that seems pretty reasonable to me. >> it seems like you are going to do it whenever you feel, it is not going to be a routine, polka band every week? >> i think that it is, you know, definitely during the october fest we would love to do it once a month on our saturdays. but we are pretty busy monday through friday and the saturday business downtown is where it makes the most sense and the people to kickback and it is the financial district and it is not too crowded that is the time that we want to promote the polka. >> the rest of the year it is a restaurant. >> yeah, >> you dance the polka. >> i haven't. there are not many polka bands out there and i think that i can do it every saturday if i
4:27 pm
tried, i think that it is more of a monthly thing. >> you know, you could do other things besides polka. >> yeah, it just has to sort of work within the cob context of a german restaurant. >> all right. thank you. >> thanks. >> is there anyone from central station that would like to make comments at this time? >> oh, is it central or southern? >> central. did i say the right one? >> how about that? >> you did good. >> steven from the central station, and does the commission have a copy of the proposed conditions for it? and do you have any questions for me, or for me regarding it? >> all right, thank you. >> okay. >> it is so easy. >> and so now this is open for public comment, does anyone have public comment on shroeder's application? >> all right, seeing none, public comment is closed.
4:28 pm
the matter is with the commission. >> i'm happy to move to approve this permit. >> i will second. >> with the police conditions. >> yeah. >> i will second it with the police conditions. >> okay, on the motion to approve with the police conditions, commissioner perez. >> aye. >> akers. >> aye. commissioner joseph. >> aye. >> lee. >> yes. >> commissioner campagnoli? >> aye. >> and hide. >> aye. >> so moved. >> all right. okay. okay, so the next one would be for topsy and this is anzhelika bisesi doing business as topsy and they have taken over the odd, and the clown teamed bar downtown and they would like to have entertainment mostly along
4:29 pm
the lines of djs. >> hello, everybody, my name is anzhelika and me and my partner have bought oslaunch and now it is called topsy's and we opened in march and before that we did, nice renovation, which has a clown theme and fun house theme. and the previous owner had the entertainment license and it has been pretty good and the people in the neighborhood really liked it. so we would love to do the same. we are looking monthly for small bands and djs which will play lounge atmosphere music and not crazy, because the space itself is already pretty small, so it is something that would be nice and relaxing and people can enjoy cocktail while they listen to music. i have got some conditions from police officer. and we are going to meet all of
4:30 pm
them and we already installed the security cameras. inside and outside. and we will also working with the security company, the same company that we are using for the play land. and we have me or manager every day at the place and so it is always somebody, we will have a phone so if somebody wants to call in. and so basically, if all of the conditions to where we are meeting, and it just looking for gaining entertainment license. >> any questions? >> yeah, are there any questions? >> we did out reach. and he helped us with that. >> steve and i did the out reach and it was rather extensive considering it is the financial district and hard to do the out reach there. the chamber of commerce is a big help because they
