might be politically possible, if a developer were to suggest, there is no alternative but demolition, and so we have many examples where we will place that deed restriction to preserve consistent with secretary of the interior standards preservation and we don't see a reason to open the door for removal nor have i heard anything from the senior planning staff that suggests that that is appropriate and i don't think that is an issue, but that is also a driver for the net cost and so we have to keep that in mind and it is a delegate balance and but, the similar circumstances were before us on the tennessee street property for the fire department and that has preservation requirements on the exterior, and the interior did not have a historic context. >> great. >> and the other question that i have is that you mentioned the seismic and it is not seismically sound and that i guess that we are subject to the abandoned building act?

observation i recognize the statistics are very, very clear but we need to add a dose of reality their indeed different benefit designs and operation in the current market in the 10 county so so while the stick is kind of what we use to measure the yard we know that some of the inches are not all inches and need to acknowledge that my hope as we now begin to look at the market in a different way that we will at some future point look at this conclusions we draw from the market go in terms of either different benchmarks different plan designs or other relevant issues the statistical summation of the costs are not absolutely the comparison that i think we want

my negotiations with blue cross blue shield is that you have a rate path for 200515 a point of clarification this rate is higher than the rates for the medicare comparable medicare produce for kaiser and is much higher than our low f c rates the reason is they have a p dp piece and have a co b piece in 4 areas they don't have the access under the blue cross blue shield structure for the medicare we average the two numbers and that's why the costs are what they are. the willful m ap d we'll get into later we didn't elaborate on all of that. because if you look at the 3

we got an incredibly good deal from the drug premium it's one hundred and six bucks they held it at the $142 because of a drop so i hope the board is aware it was one hundred and 42 one year we messed up the patient and it was one hundred and 42 they gave us the earlier renewable in december they let us roll it to a six or seven increase we thought the number could go up thirty or 40 or $50 they want to stay in the area and active and benefit the people of the city and county of san francisco and that's their biggest bucket they said we're all in under the

we've had with blue cross blue shield and the co b plan and how difficult it was to get them to move to the advantage and accept an advantage plan i'm hoping they're under wrirgz will look at they continually i believe use very high-risk rates that are not justified by population and our experience well, it seems like a few pennies i think it's substantive i appreciate the fact their blended rates and that's helped the co b folks it is still rated high and blue cross blue shield needs to take a look at this they continue to be noted in the news for the fact they're really making their rates twoovp too far nor individuals in a number of areas it gets reflected in our group
