general public comment thank you so much. >> let the record reflect that's an error. >> great so we'll move on 0 to the executive director report. >> good morning, everyone. just a few items report that the good news first we've successfully reached a settlement of eminent domain on 564 howard street as i recall this is a two-story office building is necessary for the bus ramp and train 0 box arrest as a benefit for the director beal in 2010 on behalf of the city the eminent domain was filed to acquire this the fair market value is that was for a 4
3:01 pm
hundred and 64 though we settled that claim for 18 thousand. the you didn't recall trial was set for june 16th of this year, the property owners submitted a proposal for the $2.75 million plus we had a single date for january 2011 for one mile 75 thousand in january of 2014 we were successful in persuading the court to have the days other than january of 2011 that left the property owner with the appraisals for $3.5 million plus. 2 million seven hundred thousand plus in may 2014 we had an offer of one million plus that was only 10 percent on behalf of the appraisal the final settlement
3:02 pm
was that .5 million the property owners accepted our offer and i can't emphasize how what a wonderful outcome that was this is a very hard fought case the other thing 26 properties we needed for phase one when we have settled 25. that's just an unprecedented project for this size and complooekt complexity we have one more property on howard i'm sure you're aware of we won a 5 day trial the court rejected their claim damages and the you didn't recall trial is for the following winter that's our last remainder property for 2010 i'm pleased to see this behind us now an june 3rd the city
3:03 pm
introduced the mel rose rows community for the high-rise tax i'm sure you're aware of the strict said that certain buildings have to have a certain density the tax will be paid quarterly and the city has agreed that 86 percent of the precedes for the transbay transportation district. recent projection indicate that the bonds will vetoed significant amazes of money and i'll continue to keep the board updated so the legislation will be in phase one in the audit and ignorance committee on june 26th, '20 to be considered by the full board on jill 8 and on july 30th and by
3:04 pm
consideration for the full board of supervisors on september 2nd and the third and final phase will be heard in october or november and credit card by the full board on december 9th. and finally, i want to mention a millstone on saturday we poured the concrete over one thousand cubic yards and more pours i'm going to let steve talk about that >> steve. >> thank you maria steve with turner connection construction oversight we had a wonderful projection of the concourse level pouring. we i'll get into that but we've had one pour and one additional
3:05 pm
pour for friday that will get most of the area currently implemented. there was one recordable incident this last period involving an iron worker that was suffering is from a bout of chaegs and taken to the hospital and returned to work so the corrective actions have been implemented and a better awareness especially with the heat sometimes, it's cool but trying to make the workers aware and part of that awareness and overall awareness on the project the web core team is putting together a festive there will be demonstration of safety except and he briefing for the entire project during the lunch period
3:06 pm
of the 20th. we're up over a million like last time and 20 thousand contrast hours we often talk about safety at our brooefz and was asked to compare we believe the project is extremely safe but those not familiar with construction it's hard to visible lists that i wanted to put together a slide and we'll continue to i didn't want it but safety is projected on the loss time incidents in the field in 2011 and 2012 we have the federal statistics you can see on the recordable incident that web core is well below the national standard in 2011 and 2012. in 2011 and pat we have one incident of recordable hours
3:07 pm
that put us above the average for lost time the 2013 statistics are not available but i'll post those. and we'll keep tracking that as the executive director pointed out we successfully had the pour on june 11th and the walls and columns continue and we'll work on the lower concourse preparing for more concrete in the eastern end. waterproofing it down and doing a protection is a slab that will free up two or three more areas for the foundation slabs that continu continues. just the current overview the eastern zones i've showed you. we've changed up the critical
3:08 pm
items and schedule instead of that millstone lizzi wanted to provide for reference those are the major trade and the work is in progress and nearly complete as the train box the black line was planned from the 2011 baseline schedule that web core provided in the orange, yell boars that major active. and we'll continue to track against this i think it's more easy to interpret the overall impact of the activity than the milestone graphic we had before. this is the below grade concrete timeline we've seen obviously, the ground is complete and the waterproofing continues we have 5 map slab pours remaining and
3:09 pm
one is scheduled for the end of june and another one in july and those anothers for september the lower concourse slab is being completed and the contra concrete is completed and the lower concourse slabs will be gone. as far as the low grade we trajectory that in the western and central zones the lift waldo's walls are the key to pitting in the lower slab are nearly complete and one hundred percent on the first lifts and over 90 percent in the central ear and 25 percent in the western area you have to start the wall forming in the eastern but that is be following immediately, the next foundation slab pour. just an action shot up to date
3:10 pm
the picture on the left give us an idea of the column forms going in and fewer braces and some of the braces have been removed as the wall is poured optional the right the waterproofing going in and the second list to the wall forming and the revised wall bracing on the northwest corner. the lower concourse the focus in the central and the lower slab and the subsequent pours we've discussed and continuing eating in the central area still working on walls. as those pictures though u show and zone had the waterproofing and the protection slab, and
3:11 pm
getting ready with map slab foundation work. just anotherbig or next including the extremely another big transition pour the foundation slabs we have 5 left one at the end of june and another one in july and 3 august and at the end of september for the 5 thick foundation pours so the big transition is structurally steel as a point that lowest level of steel is a transfer grider i want to show you a picture of that but surface the steel we're going to continue with the cast nodes and the work is in two locations on washington on the main steel and
3:12 pm
the transfer girders and a small firm working on the light columns and the fabtion is in san bernardino we are now looking at starting e recreation in september and working on improving that date our web core group were up in organ our yesterday and i have not get a full report but we're working on accelerating that. and looking mitigation and following that we believe that is as i mentioned last time we get into the fabtion we'll see schedule improvement. you just some shots from the factory a fab location this picture shows a lot of the flat steel plat being cut and created
3:13 pm
into the built up beams the slices of the heavy steel plate and that's a built up the heaviest built up the transfer girders and in the background that's an 8 foot ladder so you see the height of the beam those are in fabtion in organ our we've delivered 99 of the 3 hundred cast nodes and again, the 99 have been delivered to oregon some different types of photos. and finally the utility location we're down to this section between beale and fremont and
3:14 pm
this is underway we'll be looking at a successful implementation at the end of july we've finished off and removed the concrete and a parking area between fremont and 1 time street this last month and the work is continuing on the remainder of that which should be at the end of jill. so going forward the next 90 days obviously more lower concrete pours and the walls and placing mat down down from the transitional zones and completing the waterproofing and continuing the extremely fabrication and out 60 to 90 days and the starting of the demolition starting up shortly in july and august. surface contingence the big spin
3:15 pm
was, of course, what was discussions last month with the approval of the bus rampage and others expenditures on change orders and showing thees vacation of the materials. finally the labor numbers a tick up on the east bay we're understanding for local labor the san francisco number is 18 percent overall and this is the apprentice hour break down the apprentices:30 percent coming from san francisco kroord to the records and up over 18 thousand workers in our prevailing wage system. are there any questions and
3:16 pm
director reiskin >> yes. first of all, the safety record is outstanding i think it's important to talk about this and i just want to commend the whole team to make sure that project is happening without people getting hurt. >> with regards to the schedule the e i think the by an is excellent but we've lost is seeing where the kind of critical path items are we had some items that had xeroflo and yet we're getting detailed and the schedule is a concern but this is hard to see where we have still schedule changes. >> right the specific activities are appear to be on the critical path so we're trying to track those primarily the steel continues to show on the
3:17 pm
critical path and getting through the concrete pours were critical we're back on track for the steel to be erected when it's available so, yeah we continue to work on a more straight critical path type of delay and i believe that's addressed in the monthly report. >> yeah. we got that last night. based on the current expectation of the timing of the lease the major trade packages do we now have a revised schedule? >> yes. web core is working closely with the design team for the engineering issuances to make sure we're meeting a prudent person schedule. and i i know that mark and mark
3:18 pm
o'dell can address the work plan to meet the engineering changes in you like but and steve can talk about the purchasing side but you tell procurement schedule is meeting what we need based on the redesign for evaluation that's the current - okay >> you don't know. >> i don't know if we need a big decision there was a schedule that had and in some places zero. >> yes. >> schedule buffer we've sense lost times on many of the activities so it would be helpful for the board to see what was the schedule and how to meet it's difficult to see how we meet the schedule but it is helpful. >> we've instructed web to or
3:19 pm
have a revised schedule but it may not be october but later 2013 and the packages we had the project within the budget of july 2013 so web core should be able to bring that we can show that next month and steve. >> yes. >> could you have a presentation on the next board meeting on the schedule? thank you >> thank you. anything else >> thank you. >> so that prts decorations thank you. >> all right. so at this time we'll open up for the next item that is public comment >> item 6 is public comment for members of the public to address issues not on today's calendar
3:20 pm
we have ted olsen and others. >> madam president and executive director i'm ted olsen the newly elected chairperson for the community advisory committee for tjpa just to be able to come and introduce myself but also to congratulate maria and the staff maria came down and welcomed all the new members and had a chance to greet everybody and share with them how important their work was but in addition to that justice department just a suburb meeting thanks to scott and steve and mark they took extra times for the new members to go into background and all the factors we really wanted to look
3:21 pm
at. we too were concerned with slippage but we're schedule is on safety and quality and e tusks we're pursuing that very well so the other thing i want to bring up combaus because i've asked members as a matter of the agenda the future items for the agenda because i have not attended our meeting i was curious in you've heard from the city's vision zero task force at all because, of course, as important as the design of the building it is going to be the safety of the pedestrians and the this one spot this iconic intersection will be the most heavy trafficked and pedestrian
3:22 pm
safety is a concern and if not would suggest you might wish to bring someone from vision zero to speak to all of you >> thank you, mr. olsen for coming to speak and committing to the chair advisory committee it's a huge volunteer effort and you're taking our time i actually share the vision zero subcommittee so far the transportation authority i work with director reiskin and happy to discuss with the cac but i appreciate this is a priority for the transportation authority. >> i'm sorry i and two other members on the cac are involved in the vision zero. >> right. >> so thank you. >> thank you very much. >> mr. olsen. >> yeah. >> and i'm a member of spur.
3:23 pm
>> how is the agenda determined for your meetings. >> at the moment it has been reporting much of what was happening here i'm trying to ask our members what are their particular areas of interest obviously you know we have constituents i'm asking for their areas of interest and to focus and be able to take the lead in commenting in the reports. i've also i said ask them for what other topics they want included i'm hoping between the two they are fulfilling our responsibility of advising you thought or of what the contingent wants >> you have no problem with setting the agenda. >> no. >> awe mel i can't lawrence.
3:24 pm
>> ladies and gentlemen, of the audience and follow directors jane kim and maria. good morning. i come from the taxi industry here in san francisco so i'm going to give a presentation based on this center coming to its completion without taxi input i've been appearing before the board to give my gut to the transportation authority as a hub center comes to completion completion i come from the city's over regulated taxi bus and the sfmta due to dra can fees and rules and regulations our income has been collapsing. i've appeared before the board today and been speaking before
3:25 pm
the sfmta for the last 5 years. and they've totally go forward me. since 2005 all of my presentations and speeches before the san francisco tax commission have been essentially erased the mayor and directors do so because i support 6 thousand taxi drivers that don't have minimum wage employment insurance, medical or dental insurance or a pension although they pay for many of yours. and this business model the sfmta sucks $25 million a year from us and give us niagara nothing no return. and the past two years u.s. bancorp constant can be and others have taken over the
3:26 pm
business what the sfmta sits back our income is down on many days 50 to 70 percent and they're still charges us the same fees as if nothing has changed. i come before this board of directors because there's no input for taxi because the sfmta totally ignores drivers has no drivers on their commission or in their back office and treats them as children we have a situation today where one very quickly you're putting together a multiple million hub and as a taxi we have no spots even open the embarcadero and the ports been requesting them for 5 years the taxi drivers that have a place to not get a ticket this is not obey planned and i
3:27 pm
braurngs i have 7 copies of letters that are going out to 50 congressmen and the mayor >> thank you for your letter. >> ladies and gentlemen, board of directors i'm jim patrick with patrick and company in san francisco i sent you a letter which is sort of a volley ball engineering approach to eliminate a portion of the west end the cost of that is going up dramatically for the elevator proposals we can save $6 million. can i get an answer? thank you >> that concludes the members
3:28 pm
of the public that wants to address. >> please call the next item 7. >> item 7 is prevailing the fiscal year y7 not to exceed 21 million plus and not to exceed to 42 million and approving the 2013-2014 to transfer 108 hundred and 95 for the transit operating expense. >> we have the director to report. >> good morning this is the final fiscal year budget we presented the draft last month so i won't go into detail on the categories i do want to point out the few changes we've made since the draft buckled i budget we included the budget phase two
3:29 pm
from our team and the downtown extension engineering team and also some community facilities consultant work though the churches and revenue side are 1 hundred 3 million higher the operating budget remains the same and also as part of this item we'll be approving the item 1 for the current year's budget that will allow the transit to cover their temporary terminal for the operating grant. if you have any questions, i'll be happy to answer them the other thing the staff report notes we'll be working with our funding partners to get 3 hundred and 60 thousand for work that's anticipated with the rail yards that was an estimate based
3:30 pm
on director reiskin was with us earlier we were assured that the work would not be that excessive and there's a small amount of funding to cover that i'm sure the lady from the planning department can correct me but at this point, we're not currently going to be pursuing any additional funding i wanted to note that >> thank you. and thank you also for providing a fairly detailed report on the operating budget for the following fiscal year. are there my questions from board members. all right. thank you very much >> i know members of the public want to address you. >> let's go ahead and take roll call and can we get a motion. >> i'm sorry. >> motion and second. >> thank you. >>
