shown on there ramp park we made anywhere changes to the park again there's a map of the project area we're i'm joined i should stop and introduce who i'm joined with by scott from the landscape architect we've been working with them on various open space designs in the project area for example, on the fulsome we're under construction and this is the highlighted area. including both the park obviously underneath the future bus ramps and as well as a component on ethnics street and also joined by courtney our have an opportunity project manager. so as i mentioned the last time we came least a year ago we had

concept designs we've advance to seismic you designs and we're here to get your feedback open the design and way to move forward but we wanted to give you other information about the schedule and the funding and some of the issues we've been working through especially, since the dissolution from the agency in naefl that's changed a lot about the future is ownership and the under ramp park was originally spoeptsd to be part of the very development agency that's no longer possible because the agencies were dissolved in 2012, we can't enter into long term ownership for example, on fulsome street we're working with the city and they're going to take over long term ownership and for under

ramp park since an tjpa property the tennis is we're going to be the long-term owners so we're working with the tjpa staff reviewing those designs part of the improvements are under caltrain ramp to we've submitted those to caltrain and gotten go feedback and part of it is on park leased land we're going to work with the tjpa staff for the leased items and we have some information to talk about that today. in terms of the funding as i mentioned our agency has tax increment funding we anticipate having the funds $20 million to complete the park we have limitations on our bonding but we have strategies obviously additional state legislation is

a possibility we've completed with mission bay and the pocket of entering into a loan agreement that is secured by tax agreement and we're exploring the avenues to finance the construction of the park but we have the tax increment funding it's a question of figuring out the agreement before the construction in 2017 arrest toppling owns and continues to own the area under the ramps. we have had additional laegs information next to the tjpa ramps underneath the interstate 80 they want to receive the same revenue they were receiving previously from the parking fraeth the ramps initially that was a challenge but we've

reconfigured the park and skovt is going to go into those in terms of the design but you'll see did major change is some retail space but we've expanded that greatly and you'll like the designs it will bring activity to the park our focus is on an active and vibrant space it's successful in mission bay and elsewhere around the country but don't forget about the need to draw people in so it won't are hard to find and in addition to providing for revenue that helps to pay the caltrain lease it brings activities to the park that will make it better too. we've also obviously been focused on the long-term maintenance obligation of

funding those are improvements before it was clear that was a tjpa facility this was a concern so we've been work i'm sure you're aware of a steering committee to create a community benefit district that will include this park as well as other parks including the rooftop park and the funding for the maintenance of the mark will be covered by community district and any insurance costs are by the retail in the park as well as the lease with caltrain which obviously needs to be renegotiated we'reful within the range. with that brief introduction i'll introduce scott. >> thank you mike and commissioners. i won't top too much time i'm

sure you're familiar with the site those are the key views and great opportunities and, of course, some of the constraints. the views on the screen in the upper right this is the existing condition at howard street and, of course, those will be covered by did new bus ramps and some of the other locations throughout the plan from fulsome street to howard as well as crossing fulsome up to harrison and the site as actually neighborhood edges and at all and low ceilings a some sun so all those considerations were taken was we tried to create a site that responded to all the issues of the site. we worked with cac and the

public and free community workshops to identify some dowels of the project the first and primary goal was the transbay neighborhood into the transbay neighborhood so this is a transit neighborhood and to develop programs and activities in park spaces that foster a new community we want to make sure that this community has amenity we know the challenges of the ramp and the blank walls will make this place harder to get to so we want a space that's liquifyly. the image on our screen is showing the sort of park design north is off to the right and it runs from fulsome ethics street and howard street off to the

right and the two ramps the transbay bus ramp and the area on the park that's quoted to sun vs. under the ram. this diagram talks about the active and passive used for the kids playing where patent can hang out and watch them and the dining can overlook the events so there's a mix of things happening throughout the day. and this is a planning plan with the roof taken off so you can see what's happening underneath from a playgrounds to a kimg gym to a beer garden and a picnic area and a unique custom play and dog runs those are the kinds of things that will bring people together. as i mentioned circulation is key the primary riots are along

the western side and this is the pedestrian route if howard to fulsome street light the new commercial street in the neighborhood that's complimented by a fine network of linkages to connect and parallel to that but separated is the bike class bike lane that brings you into howard street and synced to a new track on fulsome street. i have a series of birds eye views this is south from howard street and a new bus ramp and this give us a sense of the programming pieces that primary looks like the bike repair pod and the bike station off to the left and the metal on howard street has the potential to open

on harrison street and the promenade moves through the center there's the other opportunities we have we're working with a structural lighting corporation and interesting the lights change the whole wall on the west side will have reflecting lights on the walls to animate the space this is a prospective view on howard street. this is a view looking east towards first street towards oscar additionally this is for chandelier to bring light to the space below this is the shadow line of the ramp and this beer garden that's one of the revenue generating parts we have a

picnic deck and this custom play space off to the right is the new parks practicing verify it negotiates a 12 space had allows for us to have activation optional retail for fulsome street we see this to provide not only cafes and maybe wine bars some kind of active that has park services with the park maintenance facility will be there's a place you might be able to get activities equipment so the kids can come here and doing messy projects i can come and finger-paint there's a amenity space that allows that kind of equipment and assessors this is the view towards the play structure.

and a view from first street to the left this has kids scale basketball courts and a garden in the sunny spot if you move back. this is a view of the beer garden and under the turning around we're going to have the porch swings this is for a privately owned plaza space that will augment the parks. and then is a verify from fulsome street from the 12 foot grade happens from this space you see the provingville off to the left and you see the particularly bicycle and promenade on the west side of the screen. this space is a typography of

the equipment rental space and the yellow is the park maintenance services office. and this is a prospective view in clem 10 a street this is the ground floor of the retail space and looking back this the view coming down the promenade looking at towards the paragraphingville and the climbing gym off the left. this is the top story of the paragraphingville and we have those public sun desk chairs this is one of the places to swivel and people can gather and hang out in the park the pavement part of the park is filed with the light panels to premeditate the lights creating a unique effect and see the art

where can young kids learn how to skateboard. obviously, the entire skateboarding community wouldn't use this but and i was also i noticed that the basketball court for the borders first street is a huge traffic congested corridor especially during rush hour but thinking authenticityly though to keep that south africa if balls are going out into the corridor this is an emotional corridor for drivers they're sitting there for long periods of time so we wouldn't want that upsetting conflict there's a curb out this will help but to think about how folks can cross and i doubt a

crosswalk is being put there we have to think about the safety but over all i like the street widening and we talked about vision zero and the pedestrian safety we have to make sure that people are going to get to the area safely any worry is jaywalking. but it's really nice to see the bike lanes and see did two-way on howard and fulsome in the design that will cause some of the traffic and then i have one question will this be phased can he do the basketball court surrender the one onesic and fulsome to get people excited and have are the lights generate from the grounded up how are

this is not a new version of q and a time if you're wondering but we have a major announcing announcement to make and something that all of us and particularly the people that are standing behind me want to really thank them for working hard for us and a number of people throughout the city realizing our city is more expensive and work families mr. taylor those who eastern minimum wage have struggled longer hours to try to make end meet and recognizing we'll have a tremendous effort being given to sustain jobs in the city and want to continue doing that but beyond the jobs how much you that make and so you can pay the high rents and all the things that costs sometimes
