confident, and pleased with the out comes of our work for this year. and as you heard, in our appreciations and we currently have a 14 possible members to the bcc and we have ten members by next monday we will be down to six, and so we will have a need for the board working with us, to bring our nine new members, and as you, and you can note in the and in the report here, based on our new, by laws and really echoing what we heard from this night of how important it is for the san francisco unified, and for the board of education to have family engagement, really authentic family engagement and we have put into our by laws that of the 14 bcc members, 5 need to be parents of current english learner family and just bringing the families who really walked the path of being english learners, and english

language learner families to the table in a really important authentic way and so we will only have when, everybody steps down that is going to step down, one of the six bcc members, will be a parent of an english language learner. and in the district. and so, one of our questions or our concerns, and hopes is that, we would be able to engage with the board of education, and with the san francisco unified to know how we can work together to make sure that come in the beginning of 2014, 15 that we have, a full membership of the bcc, which will reflect those five parents of english language learners, on the bcc. and the other concern that we would like to highlight or question, would be because we focused on special education, and just need to make and what i like to make sure is that we are continuing in conversation

with the text process, at special ed has in place to make sure that there are checks and balances for iep compliance. and working at each sight and this comes from the reflections of what we heard from the parent community, and coming to the bcc, with their personal stories. and before we receive your comments and questions, cindy who has been a long time member of the bcc has asked to make some brief comments for the board. >> (inaudible) superintendent

[ applause ] >> i would also like to thank all of the members of the bcc that are coming off of the years of hard work and in particular, cindy is my appointee and we are good friends and among all of the accomplishments that you have done, i think that your greatest is michelle. and this is a parent who has supported her daughter, she will be going to trinity college in texas and she is the recipient of three scholarships she is the vice president of the san francisco youth

commission, and she has from a very young age assisted her mother in translation, even when i am speaking to cindy and so this is what happens, i think, when we have a really strong parent voice, behind a child. and it is a parent who has advocated and fought for her child and services for her child and michelle is a shining example of the excellence that can be produced here at san francisco unified and thank you for all of your hard work that you have done beyond what you do in the bcc and all of those community meetings that you have facilitated and the hundreds and hundreds and hundreds of parents that you have reached out to and know you personally, and actually have faith in you and believe in you, giving a translating for us but also being our cultural broker for the district and for the chinese speaking community and i want to thank you on behalf of all of the parpts and also the board of education and thank you, cindy. >> i just wanted to thank all

of you as well, and mine that will be cycling off as well and you have done a tremendous amount and cindy, thank you and we have worked together for a very long time as well. and i think that even your through our own growth and to see you, deliver your own message, fully in english, sitting up front, and feeling incredibly confident, i think that it speaks volumes to not only who you are as a person but the role model that you have presented to not only our parents but to our students. actually had a meeting with your daughter today who shared with me her point of view on the children's fund. and is just an incredibly beautiful, and confident and amazing woman, and you should be very proud of her. and as we are of you. and all of the contributions that you have given over the years. thank you.

>> and don't expect and it is like retiring when the principals retire they always come back, so i am sure that we will be seeing you again because you will not be able to stay away us from. thank you. >> commissioner? >> i just wanted to recognize the long time chair, miss masa for her leadership and ten asty in the position and i wanted to thank cindy for the service and i worked with her on the pac and she brought in several english learner parents into the pac and that was really valuable and i want to thank my appointee, who had retired from the district but agreed to come back and serve on the ecc. so, i appreciate everybody as well, and i am not going to belabor it because i just ditto what everybody else said and su all so much, are regoing to comment on the report? were you going to do that after? >> okay, so i want to cut to

business, but i just wanted to thank you so much for this report. particularly the focus on special ed, which as you all know is a interest of mine, and i think that it is really helpful, to look at this issue of the dually identified students, how many dually identified students do we have at this point? >> we have approximately 2,000 students that are dually identified. >> are they do they fall along, i guess along our over all percentage lines for native spanish speakers and native chinese speakers? >> there is a higher percentage of spanish speakers and a significant percentage of chinese. >> thank you. so this is really helpful and i think a number of the recommendations that you made are things that we need to do in special ed any way, too. but i just want to thank you

very much for focusing in on this issue and continuing to keep the light shining on it because it is a really important one. and it is one that when i first came on to the board, i did not feel like the district really, understood well, or was dealing with very well. and so, i think that it is, in large part to the advocacy that has come out of the bcc and the cac and working together. and that we are paying more attention to this and so thank you. >> commissioner haney? >> yeah. i also want to share my appreciation and congratulations especially to those of you who will be stepping off and i know that your contributions have been immeasurable and thank you very much and i know that whether or not you have grandkids any time soon, i am sure that you will not be going very far and owe will continue to see a lot of you and i aus wanted to share an appreciation back to the process related to discussing the appointment process for the bcc and i know that that was something that had really been

a challenge for some time and i appreciate your willingness to bring forth the recommendations and your patience with it and we brought it to the rules committee for a number of months and times and i am happy to hear your belief that we are moving in the right direction. and i would say, as at least the current rules committee chair, i hope that i would continue to work together particularly, you know, i looked at cristna back there and when i heard the nine openings that we need to fill, both of our eyes lit up there and i think that we want to move as quickly as possible and really work together especially with the outgoing members, and i think that, yeah your service is not quite yet done here if there is a way that we can work closely to identify folks who would be worthy of a replacement and the big shoes to fill, but that would be a wonderful thing in terms of a legacy, if we can help at least begin to fill some of those appointments. and the other two things that i just wanted to raise real

quickly, one is that i don't think that you went too far into it but i would like to hear a little bit more about the point around child care, i think this is an important and i know that in the past, our district has had child care at meetings and it was something that i think that when the times were tough, was pulled back, and i think that it would be important and it is important for us to hear about the need around that. and what you are hearing from your members and how you feel personally and so that we know the level of concern in terms of the priority that we give to that as we think about, you know, lcap and the parent eninvolvement and how to insure that that is as meaningful as possible, if you could speak to that. >> thank you, i forgot to mention that something very important as we looked to have real authentic participation in a very real ways in the bcc having five parents as a goal and as a parent who has served

on the bcc, i can tell you that i have spent a lot of money on child care coming to meetings and i have the capacity to be able to do that, but many of the families don't, and if we are really serious about our families coming we have to provide the child care or provide... we have to provide the child care that is the only way that the parents are going to come, personally speaking if we don't have that it makes it difficult for the families to be engaged and i do hope that as in aadvisory committees there is some child care provided and i think that it just needs to be across the board and if all of the advisory committee has child care and it sends the unified message, to parents that all of the parents are important. >> i was going to add something to that. and i think that it is linked to the communication piece, because often when we talk about the communication, we are

really thinking, one way communication, if we only told the parents this and if they only knew that, that is part of it but the other part is hearing back from the parents and having a two way communication and if you are not providing those child care services especially when you are talking about the parents whose kids are in the younger grades and when she was in high school and okay, i will trust you i think, but elementary not so much. in often when checking things out at the elementary school level you can prevent a lot of problems on the line but i do link it back to the communication piece, because often we would think that the communication means that we are not communicating to the parents and i think that we are sometimes and maybe the parpts don't like the message and they want to communicate back and no i don't like that but not having the child care really is a block to the communication. >> any more comments? >> commissioner maufas? >> i had to step out and i

these items were brought before the curriculum committee last night, and we had a presentation from mr. ryan pardon me while i sift through the materials. go right ahead you are at the microphone and continue to talk and i will fill in. it was sent forward with a positive recommendation. >> i think that is really all that we need. >> thanks. >> may i have a reading of the recommendation? >> good evening. again, my name is jim ryan and i am joined here with my colleague from curriculum and instruction angela torez, it is the requested action is that the board of education adopts the following instructional materials in support of the high school curriculum in selected high school math and ap stats and ap calculus, the ap stats book is the practice

of statistics by daren stars and david more, and dan and the ap calculus is the single variable, 7th edition by james stewart. the, we ended up here because this past fall, due to increased enrollment in our advanced placement stats and calculus courses as well as wear and tear on the previous books caused us to relook at the books that we currently had in that we were currently using in these courses and we needed additional books. unfortunately, the materials used in both of those courses were 2003 copy write and they were over ten years old and we could no longer order the current edition, and so to replenish the materials just so that we had enough for next year would have meant that we would have had to purchase all

new books in the or of the current or of the previous selection. because you can't use the current edition with a ten-year-old edition, so, rather than rolling over, and and make the conscious effort, that we can err on the conscious decision on what book to use. >> and from all of the high schools, to and to have a representative on the selection committee, and three, schools for each of the committees, one for the stats and one for calculus, par participated and the remainder of the high schools, all consented to say, these three people would make a good choice for our school as well and we can live with their decision. >> and over the period of

approximately eight weeks, our curriculum instruction and curriculum instruction math team facilitated a process by which the teachers evaluated five ap stats books, and six possible ap calculus books, and landed on these two books as a recommendation for all ap stats and all ap calculus books. and or materials. courses used in the district, we for next year, we have approximately 1300 students taking ap calculus, and approximately 700 taking ap statistics, the total cost of the roughly 2,000 books, is 398,000 dollars. and if we make the decision now, we are and that gives us enough time to order the materials and have them available for the start of next year. >> thank you mr, ryan, and i

public comment on this issue, trisha carlin, lori worth and jennifer bester and you have two minutes each, please. >> good evening commissioners. my name is lori word and i am a long time san francisco tax pay and her voter my daughter attends public school in san francisco. i became involved with educate our state when i learned that the state has been diverting half of our local taxes that should be going to our schools and using the money to pay the state debts, san francisco is not reporting this. this diversion of funds has been going on since 2004, and nobody has said anything about it. property taxes allocated for schools need to go to our schools. as a parent, this is very important to me. the educate our state ballot initiative will stop the strain on the local funds and return the property tax money to

schools. on behalf of san francisco public school parents, i urge you to join other school districts throughout california, and support the goals of this initiative. thank you. >> hi. hello, everyone my name is trisha carlin and i am a life long san francisco resident. multiple generations, of voter and tax payer, property owner. we are the public school parent until a week or so ago. and i am here in support of this measure. and it is important to me as a san franciscan and as an american, that there is transparency in the funding and that the schools get the money that they need and deserve. i have three kids with language processing disorder, whatever you want to call it, attention

deficit disorders. and so i would like to see the schools get the money to treat the children with respect and mine in particular though, it is a little too late for me. so, i would like to see transparency, and property taxes allocated to the schools needs to go to the schools and i actually would think that the board of education would be fighting to be sure that all of the money that they are due is in the bank so that they can use it and thank to commissioner haney for bringing this up, good work, keep it up. >> hi, i am katherine again, and i am here just to ask you to say that san francisco public school children need you the san francisco school board to be their voice. why does it matter that you endorse the goals of the protection of the local schools

revenue act. because it is hidden, and because relative to the rest of the state, you are the experts. and what will this do? this is, and this will return the stable, local property taxes to your schools and return accuracy and transparency in reporting. san francisco reports to... i think that is it. >> thank you. >> and san francisco reports to its voters that 34 percent of property owners taxes go to fund their schools. but only 18 percent is actually getting there. and the other 16 percent is being invisiblely diverted to pay the debts of the state. that local revenue, should have gone to schools. many voters believe that schools get all of the money and the voters don't understand why the san francisco schools always seem in need of funding, this is a good government measure that supports accurate and school and state spending on services and without accurate reporting it is very difficult to make informed decisions. we ask you to join the school

boards from as far north as southern humble and san diego and stand up for children and public education by supporting the goals of this common sense measure that will help our schools and our state while raising no taxes or fees, you saw this matters from our local san francisco presentation as well as the report from the youth and education law project, at stanford law school. for those of you and we hope that there are a few, those reports are available out in the lobby to anyone interested, and we will be very grateful for anyone to take a look on the those, those children paid with the future and gave up the education, which we can never reclaim, it is lost forever, thank you for caring about the children, and the future of california. >> hello, i am jennifer bester and i am also here to thank you for all of the good work that you do all of the problems that you listen to and all of the opportunities that you try to mine for san francisco school

children. i do believe that it is hard to bring to you yet another problem or an opportunity. however, the concept of stable reliable and local funding for schools is a crucial one, we can't let san francisco unified school district and we can't let california school children serve the deep pockets for the state. jill, you described in the last meeting, the gut bunch, the punch in the gut of the may revised stir contribution, issue. as long as the state can create obligations that it can't actually meet, and then hoist the obligations on the backs of the school children, we are going to keep having these kinds of conversations and these kinds of problems. and there are three critical concepts that we have asked you to support, and the three are that a, the schools deserve the same protection of their local

property taxes, that the legislature and enthusiastickly awarded for every other entity in 2004, and just the same protection, and secondly that it is the state's responsibility for pay its own debts. and not to launder them through the school funding and third, that voters deserve transparency and accountability to make the right decisions for the school children, my own son who is in high school now will hate this but i am going to give you a quick history lesson, what we are trying to do here is provide the stable and reliable funding that is adequate in california. and we are trying to do it in one small step and this is not a hail mary pass, but last friday, many of us obsed
