cac was reconvened and october reporting happened you know the benefit agreement that we passed in january they actually were very problematic to the cac but i recognize we have to have something to work with so we approved them with a working reinforce when it got to be october the new cac looked at the specifics and the reporting back it was contention they indicating came at - we workout at them pretty hard it started a risk between the last sons and the cac they felt a little bit shokdz and at this point have yet to come back to us. the discussion happened in november rolled around there was

attention problem so we started over with a brand new committee soy we had to learn how the meetings were run and so forth. so i think one of the finks was problematic what the level of reporting i was getty was handed i think two quarterly reports that were pretty scant on details. they largely it was more of a spreadsheet that had a couple of objectives and whether or not the objectives was satisfied it would say briefly yes or no or ongoing and if someone wants to analyze the success and failures it was problematic so this was something to address. so in november we got november 1st, the deadline for applying for the tax breaks for

the following year for the subsequent year 2014. and there's a lot of frustration from the community about the whole moss process we went into december 5th we had a meeting i don't recognize previously last year a draft of the cac was proiftd we didn't follow the drafts the way they were provided it gave the cac a month to share with the community members and then the january cac meeting will have a large discussion on the drafts and hopefully hold a draft, however, in december we have no draft and

still waiting we were told that we would ghetto the third quarter report at the end of janet it had been due and completed on october 31st i found that troubling i'm expected to evaluate this and not seeing the third quarter of reporting that was sitting somewhere not prepared for the public distribution and also interesting at the same time there were reports coming from the city administrators officers that 80 percent of the objectives were met i hadn't seen the third quarter report and in a quarterly fashion we'd be at the 75 or one hundred percent i was told this number but never saw any of the evidence on december 9th we had

a meeting from representatives from each company that was interested in applying those meeting were scheduled upstairs and the main part was the meeting could be on the morning of that date i had to contact the cities attorney's office to find out the schedule he was resulted in not having the information actually, i reached out, however, the companies didn't know the information was not excited is of the padded on at the last meeting. most companies had a draft presentation some augmented what we were doing we were vice chair

conversations about the benefits agreements adjusted. and twitter was there that was the one company that didn't have a draft it was frustrating but they can provide an opportunity to have a conversation. we were supposed to have a followup meeting you come and bring a draft we didn't send you out into the world without editing. that meeting was cancelled because no one submitted on updated draft. i've been working on nonprofit they're relying on a government grant you just can't call up an office in the building and say you know what i don't have apple updated draft you're going to lose our funding i never felt there was an interest to hold

the companies to acknowledcount our next scheduled meeting was january 2nd so december 17th to january 2nd city hall a shut down i was no town i don't have anything to do so i was outreaching to the individual but not surprisingly i was resulted in people were not available on january 2nd we had the meeting the first time we saw the draft did i see the draft gil until i'm at the meeting so this is frustrating i didn't have much time to prepare we respected through the draft devoting was a week late because

companies had their liaison not back in town and were not able to present. we saw the draft and had conversations then the pressure from thecy administrators office to vote at that time, i didn't feel prepared to vote i believe the advisory committee didn't prepare to vote we subsequentially scheduled a meeting for the following thursday on january 9th to enable the companies to give us updated draft and to have time. that next meeting we say updated draft they are that better but not complete. devoting was basically a week behind the other companies we had a discussion about another meeting it would be it is the duty so we decisions to vote on the cb a we regretted autopsying

all of them except zen deft we knew it was a ceremonial vote. i think following that they wanted the city administrators went ahead and signed that there were good things this came out of it but more about the process we moved from a quarterly reporting 1278 that was not effective the quarterly reports came in late we were meeting without the latest reports and the reporting didn't seem to be that important that it would be actually on time. since then we've changed it to mostly reporting it's much more robust and more information and we've gotten it on time for the most part and physical because we're meeting this first thursday of most that falls on

the third of the month it's a difficult to get the report previously but overall it's good, i think we have conversations about wanting to see invoices and the communication change been nonprofits and the companies i still have not seen any of those the cracking cac has a volunteer committee and say we've talked to this nonprofit but not the time to reach outreach but hires or here's their phone number that's the tools we need to check in with that person to get their impression one problem we're trying to overcome the impression of working with a company they i may have a rosier impression of the interactions with the nonprofits.

so that's a good thing we talked about companies coming to the liaisons to the meetings. member cac member steven tennis made that his key feature his attendance at all the meetings mr. mar confesses meptsdz some didn't come one company didn't like the way they were spoken, too, and didn't like the fact they were questioned about their cb a and didn't want to come anymore tech they were not required. but still i think it shows a certain level of disrespect to the body you've questioned us and you want more we didn't like our tune we're not going to show

up and so we want to change the culture. we've changed from doing meetings monthly it's foolish as a body to expect monthly reporting if we're meeting bio monthly this is resulting in the reporting falling off if we were not meeting on every report we've been doing that. i also those are some of the main positives now to touch on some of the things we want to see changed or adjusted. one this is a contract signed by a coalition of developers like

the la live staples center agreement the language is your got a community group that files lawsuits and have protests and can gum up the works from a permit side and make you look bad in the press if you do this development without meeting their needs but if you sign this agreement they're no longer opposing our project that's the leverage we have a deal that was proposed by itself city of san francisco and on the back end done the cb a so the experience was 6 out of the 7 down and have them all proved sends a signal to the companies that yeah, you don't need to pay attention they can say we need more time to have more conversation it didn't

matter we're going to approve those anywhere there's a frustration not to figure out the leverage that the advisory committee has to excel those companies to work hard to make a strong cb a and some companies seem naturally interested in working but other ones they do like to refer to this as an obligation. we have no idea what the economic value of the tax break if i could know what the ceiling is this and how much money that company has this is how much we've saved overall but the company to try to recruit that money this is a helpful tool i'm

looking at a document it has computers donated to schools i don't believe if it's horrible or often i don't have the actual numbers of what they're saving it took someone to say hey, we're a big company but our san francisco has 20 people it took that announcement to me nor me to release what scale i should kept with their cb a so the more information we get from the companies that will help to craft an appropriate size. there's a question of how he cleanout that the companies must meet 80 percent of their goals to apply for the cb a for next

year i've gotten little to no explanation how we rate and determine what to have percent is one thing i had to do was strip the word encourage out of every benefit agreement we had companies to set a goal to encourage their employees to volunteer when the goal is to encourage sending out an e-mail has satisfied that requirement not involving how many volunteer hours only encourage people to do. another next thing or thing one was a wanting a certain number of their staff to get like take the test to be able to volunteer in schools but it didn't say that once getting it authorization they would actually volunteer in the school the only measurable people would

get through the process to have the ability to volunteer in schools to every time we've had one of those we've tried to strip them out the lunge is you have a 10 question test in school and 8 of those questions were true/false and two essay you could answer the true/false questions and get an 80 ton the test that's pretty obtain absurd we have to scale that so you have one piece that's a volunteer or have a booth on one street and one another one xhilt commit to local hiring commitments and if you don't do

the committing the hiring goals then we we have to do a better job of looking at the 80 percent. and another thing i want to see more this is back to the test analogy you've got to complete our work. one thing to get people to volunteer to school the column says completed i don't know the quality if the nonprofit if they've divorced i work with volunteers and sometimes the volunteers are amazing sometimes the volunteers have made more work for you and cleaning up after them if you're going to say 3 letters you're not showing your work in order for me to elevate the 80 percent we need to see you need to show the

work. i've spoken about the better monthly reporting it's been improved and it could be better, more of the e-mail and the contact information. one thing a copy came to us we call them and they never called us back. a lot of it has come to the commissioners, that places you under president reports and announcements talk to us and we may be able to help you make the contract that's not satisfying the goals if you have a furthermore liaison a working with the cb a and the community that person should be diligent in making that phone call i'm not saying that happens all the time. i think the to my left we set out easily and the clear understanding amongst all parties about the timeline. we need a month to see the draft

of the of the concrete recommends the cac is making. one that's clear and our office agrees with southeasterly deadlines even though not required by the intruders officials of office it's clear to the city administrators office and the cac is important to have the adequate dialog on the agreement that are made and also to a more positive healthy challenge that's not shadowed by holidays and discussion. number 2 definitely considering having the city provide at least a range regarding the final benefit so the exemptions are managed there's a competitive nature the company didn't value

their examination and it's super super appreciate it's unfortunate that sand dust went first, they set the standard the first year was from we had only sand dust come in and it was a wonderful process and then i think the following years as the number of companies flrtsdz and a diversity of companies it become challenging and third our office is committed to having another follow-up meeting with the city administrators office to make sure we're ronald to the cac. the importance of monthly meeting and the reporting in order to make sure that we are keeping the dialog and finally how do we insure the elevation the check list of the cb a is being implemented so thank you

at several schools our again, you can't replace that community organization and i appreciate our work and leadership and so i'm tiffany i am the community liaison at sand dust i'm here to answer questions but i am here to objectively go what peter said to suggest improving the progress we need a consensus on exemption is it more important to have the companies to commit to a number of dollars i agree that having us volunteering and we make sure there's an gaerment once a week is important for the relationship building we get dings not we but the volunteering aspects get dinged quite a bit in the press there's a prospective as a replacement

for the dollars we have the understanding of the balance between each we wanted engagement and relationships with those organizations since the cbcs do exterior we want to make sure the engagement goes past that. i do think that setting priorities is important as we discuss the draft we agree upon the commitments in the benefits agreement but a year a longer than because issues and i rise when we look at the process last year, we sort of had a lot of our comments locked in and housing was located in and we have few of the housing in the documents so making it more movable or having a list of
