actually the final approval the vaensz mom and dad of agreement with the navy to the treasure island development authority. this is a really key follow-up piece to the united states moefld with our development agreement as we agree how to convey properties and land on treasure island an agreement on how work on utilities and other infrastructure work happen i want to thank bob beck for coming on as director last july there's this was a lot of work with our public utilities commission as well as the navy and our developers in kind of moving this piece forward he wanted to bring him up for a brief overview of the item that's here before the land use

committee. thank you, mr. beck >> thank you supervisor kim and chair and members the economy it closes in 1997 and tide has been laelsz the residential properties under a caretaker with the navy a lot of work was done between 2003 and 2011 to prepare for the renovation. unfortunately, we are were not able to carry those but i'm happy to say the in each anticipates being able to transfer a portion of the basis to the city and the developer to

begin the infrastructure in 2015 that allows the development to begin so i'll provide a little bit of background on the economic development contains modem or the mou this is the legal document that the navy will be transferring the portion and establishes the conditions before the transfer can occur and the schedule by which they must transfer each of the schedule parcels. there was a draft of this document that was approved in naivete with the other entitlement documents for treasure island, however, that agreement was not finalize and over the last year as supervisor kim said we've spent a good a deafly time to finalize this

document. the agreement or the form of agreement that was approved by the board of supervisors in 2011 established the final terms for the traction with the mother and father that calls for a price purpose price of $55 million to be paid to the navy over a 10 year period for the land that purchase price is to be paid per the disposition development agreement with the treasure island agreement to be paid by the developer. the draft e d c included a profit participation incentive for the navy if the developer meets certain revenue goals. it does the draft in 2011 committed the navy to transferring roughly a thousand acres for the navy base to the

city and to schedule for that transfer. and requires them to meet all the number of closing conditions before the transfer occurs. those essential terms of the 2011 agreement are all included in the current agreement but have been expanded to address specific issues that have arisen during that time. the primary additional issues in the final form of the agreement include addressing the road metrological investigation on the island and establishing terms closing continues that the navy must meet relative to the sites undergoing the radiology inspectors and addressing the operation issues relating to the

electrical issues and the schedule and closing conditions for the transfer. the noticeable closing parts the northern half of the yerba buena island and roughly 2/3rd's of treasure island and offshore property surrounding treasure island as well the areas in white on this map are the areas that are transferred in later areas from the navy to the city they include ongoing chemical remediation sites and areas of radiologist investigation and staging for their investigation or remediation efforts. this shows a color codes that map to show the timing of the

parcels to be closed it is expected before the end of this year with the all of the areas depicted in purple for the closing in january of 2016. parcel 6 in light blue at the end of 2016 january of 2008 foresight 24 and the remaining orange obeying being transferred at the end of 20021 pr so the e d co m a completes the path to title in conjunction with the t da complete path to the vufbl ownership to the pathway of the island and in anticipation with

sub face is you bounded in yellow are the first phase area that includes the yerba buena island as well as the western shoreline of treasure island. that will be the first focus of the infrastructure development and construction that will go beyond the eastern shore where the electric and gas will come into the island for new sewer makes sense for the utility public utilities commission. the overall schedule we anticipate taking that transfer of land fwrts end of this year and before the development in 2016. the t.i.d. anticipates marking

reservoirs on yerba buena island to the water supply it comes from house/senate it's puc waters. from a pimp station from main and bryan street and has historic reservoirs on the eyed so it will include the replacement as the development occurs all no infrastructure wastewater and gas and collection and distribution centers will be developed on yerba buena island and part of the first sub phase t.i.d. will be improving the western shoreline where the gas line

comes into the shore and vech this will serve as the backbone for the utility direction system on the island that includes the new sewer force main for the sewage system. we are working with the puc on plans to develop a new wastewater to replace the facilities the sub phase will be to improve geotechnically the site on which the new wait water treatment plant all this activity begins the process of lifting all the route infrastructure up both on quality and reliability >> thank you director. i think i'll make had 3 comments
