were murdered. all of our children are leaving us i say a as a mother hold onto the children when they walk out the door tell them you love them you never know. i'm suffering and i'm tired of crying but i'll continue to do this i may not ever get justice but i pray to god that i do >> thank you ms. brown. (clapping.) >> thank you.
1:04 pm
my name is marrying tom brown pr before i get into my subject matter i'd like to express my appreciation for the richmond police station. i think we've had excellent leadership as well as staff. and just to demonstrate how efficient they've been i've been told by save that we have the loaded number of neighborhood watch groups. i'm unable to get anyone in my neighborhood to join in with me for the neighborhood watch group i suspect because there's a southern amount of displaced committee because of our officers in the richmond district. on another note that's probably
1:05 pm
recommended to the same theme you're all familiar with the incident in southern california the one the killing prey that involved several killings and san brownish barbie won't go into the details what i want to pose to you i'm going to read - i'm going to submit this as my comment i'm islam to read i the last paragraph i'm going to read it gateways because if you give him give me the stage i'll talk forever the question is the police department is sufficiently trained regarding accident fine line quote/unquote
1:06 pm
normal behavior and evidence it warrants further investigation as an unstable person having infancies despite all outdoors appearances, of course, the pollens will not have the training of a psychiatrist but all the technology a background check of a person can be done very easily. in the case in southern california santa barbara when the deputies visited app rogers rogers already work out two handguns that have been entered into the ownership database under his name as regarded with the california's registration law the deputies were unaware of that fact, however, because they didn't check the studying gun
1:07 pm
ownership database or the police files the information was already there and if i'm not placing any responsibility i believe that the information had been there a background check could have provided the ground for the police officers to get a search warrant. the guns were there in the killing were right there when the deputies visited the perpetrator so do we have enough training within the police department in dealing with unstable people with mental problems that maybe violent. i'm saying that every mentally ill person is violently prone but if there's sufficient evidence my question are we our
1:08 pm
officers sufficiently trained to do that kind of analysis. i'd like to submit this >> thank you. we don't ordinarily respond but the deputy chief who has a lot of experience in the psychiatrist would you mind talking about our trained officers we have in san francisco >> i didn't mean to pick out the chief with you but we have a heightened training some of the officers are crisis intervention trained. >> we have one hundred and 8 departmental wide officers that have been trained in mental illness 2 hundred and 69
1:09 pm
citywide we had a graduation is week ago i think the officers are trained to respond and be able to talk to people and identify the issues the subject is dealing with. so we are trying to train more officers and we have to keep the classes small because there's a lot of interaction and roll playing and in a tune and matter that mitigates the situation and get additional resources there we can provide to the citizens that we serve. so the department-wide we're doing very good we're trying to do more and offer more classes we have a lot of officers that want to take the training weigh-in to provide that training there's other classes
1:10 pm
that members go to but this is one of the important popular ones we've put a lot effort so weigh do a good job the younger officers coupling with a lot of colleges degrees and some with psychiatrist degrees we're continuing to moving forward on that >> thank you, chief. my chief has said she has advanced degrees in psychology our department is well trained. >> next speaker and first, i'd like to thank all of the officers and leaders in the richmond police department they've done a good job i'm holy that e hoping that captain
1:11 pm
silverman will stay for a while we've had a lot of turnover since 2009 maybe five or six different captains in our district in that time. so we're hoping to not see you in months but years. there's two aspects i'd like to talk about but first i want to respond to her thing i want to thank chief suhr for standing up for the new bores law they're hoping to do in san francisco it's criminal we don't treat people. mental illness just because they're so sick they can't ask for the treatment themselves once their treated they'll usually stay on. but i want to talk about a traffic issue i've brought this at the police department meeting
1:12 pm
and the mta didn't seem interested but your new program i then is important. i came down to this school over the weekend and i parked on the outside of geary and when i went to cross the street i waited for the light to turn. and i was crossing from the south to the north. and first, i crossed actually from the west to the east. no problem green light cross over the street wait on the other corner the light changes and the hand goes up well, apparently that intersection if you don't press the bottom you never get a walk the hand goes up. and i bring this up because i wasn't claiming will this intersection in the past i was
1:13 pm
complaining about the intersection on park presidio. and most of the intersections except the one at park presidio and fulton that goes to a walk then the count down all of them if you don't press the bottom even if you get there as the light is changing you hit the bottom it doesn't change to a walk. i've had numerous difficulty trying to find out what the problem is why it didn't go to an automatic walk light and the number count down it goes available to to a hand you don't know how much time you have to cross the street. you can staples there and if you don't know the button is not pressed you could be there all
1:14 pm
day. we need to have a standard i think the police department needs to say this is a problem it's a problem with pedestrian safety. and that people can get across the street without knowing they have to press the button for so long as they're waiting for the light. thank you >> thank you. >> good evening. >> good evening. i'm dave i'm a 42 resident of the richmond district. i wanted to thank captain silverman for the neighborhood meetings i had the opportunity earlier to raise a question about pedestrian safety on fulton in the avenue of 38 and beyond i'd been corresponding with an engineer anothers sfmta about the same time of making wall and raised a point about
1:15 pm
the city of seattle having a 20 foot no parking prior to all crosswalk lines. indisputable to discussing this with captain silverman i'm somewhat aware of the fact there are certain limits in the infrastructure of the police department where they don't have the ability to communicate with sfmta i had a conversation with director reiskin and raised the same issue about pedestrian safety and frankly their no reason that people should be hit on fulton. and edward reiskin said he had a name for it it's called daylight savings time daylighting it's a well known practice within sfmta
1:16 pm
but they have a construction timeline or schedule they were moving westward and even though the statistics suggest there are certain intersections on the outer fulton area that have state of california more accidents than others they're not jumping their construction timetables to address those particular intersections that are problem. my request to the commission and i don't know if they have the authority to do it would be to write director reiskin and to the board of sfmta asking them to jump their timeline and address the daylighting issue on certain streets crossings i generally think it's 38 avenue and beyond where the parking goes up to the crosswalks if you
1:17 pm
have an issue with a large r v or vehicle there's no oncoming view i've been trapped at the safeway there you are it's an ankle last year distance and 9 out of 10 pedestrians and the drivers can see each other you need the distance i ask you to write a letter if at all you possibly ca can ask them to jump their timeline and address the key crosswalks where there's been accident that item passes >> thank you, david. >> we as the police station have no authority over the mta but captain silverman will be talking to them and i can say i know that his officers are out
1:18 pm
on fulton streets in the areas of 3 of and knocking them dead with traffic pull offers so they're doing a job. >> i'm ann and our block 21 avenue started to captain silverman came and i'm pleased to see the street smarter program and one of the things that i feel is really needed i'm mostly a pedestrian but when i drive it seems like so many pedestrians have given up responsibility for themselves and their safety they just step off the curb don't look right or left and just go i hope that is an important part to have your program. thanks that's all.
1:19 pm
>> thank you. >> hello. >> ladies and gentlemen, of the audience and commissioners good evening. for the record i'm amelia lawrence i'm i've been a resident of the city and county of san francisco so far 45 years i never lived in the richmond district but worked u s stores on geary back in the 70s i know the areas relatively well. before i guinea want to say this that one of the north america anthropologies gifts whiefr he was a big and great commander he had the power of inspecting authority and picking lieutenant under him well qualified when i
1:20 pm
asked for the chief for the lapd i didn't expel chief suhr to be picked but 83 he that i can do picks pollens that have great have you seen. i think the richmond district is like a little city and once again it probably has more a - a greater population than several cities on the senior citizen peninsula i'm a big proponent of the police officer. i think with the sfpd salaries there's room for expanding the special police officer like in the richmond district there's self-sporting and do a go back and they're probably good
1:21 pm
evening to be increased it will stop the expansion of the over blood clot of the salary which $0.92 sgos there their paycheck the mom who was had her son murdered have the case actually and on billboards because misinforming san francisco has won one thousand unsolved murders we know there are killers among us walking around and i think an open cold case file that is well publish user publicized will bring killers to bay ii feel that woman and i ask you deal with those issues
1:22 pm
>> thank you. next speaker. >> hello juicy. >> i'm larry justice i didn't i'm i was on edge trying to get here i went to the school at city college i came here for acupuncture. >> i'm here today because i'm listening to the person talking about street safety and supervisor kim we walked from the betty carmichael on harrison all the way down to junior high school we know that pedestrians do get hit a lot there's a lot of categorized as the city is building up i'm thinking we should have a city walking duo to if you go out at midnight and back to the market in the financial district walk with the
1:23 pm
lights and so you, your tempted to get hit. so i think in the night time there should be bicycle and walking when the streets when there's not a lot of people on the streets it gets your body adjusted to goodness and you won't take those challenges when you're not supposed to walk. it's pride month i know there's going to be a lot of walking in the city but coming out here is interesting because you don't see a lot of people walking out here unless you're here during those hours. i want to get here for pride month >> thank you for coming out
1:24 pm
jewcy. >> hearing none. oh, come forward. >> last but not least thanks. kevin clark i'm a district one rep for the advisory committee and i've been a member since 2007. i found captain silverman to be very responsive and i spoke with him he's written about something i wanted to mention now. and we've had one of the issues with san francisco is it's a congested city buildings tend to be built close to corners reducing sightlines and that causes drivers to tend to go past the stop line to see around the corner and it puts them in the crosswalk. so unlike the green broach i didn't care for the mayor's
1:25 pm
office did this without reaching out to us anyway, i just want to congest alleyway you'll drivers and pedestrians alike every time you reach open intersection look right of left right left right left they train the muni drivers you've got to turn our head don't use your mysteries that did no good and aim high in steering and see the big picture look down the road those are driving habit that need to be done and redone it's a life and death matter. lastly i talked to captain silverman about we've had a safety did i see on all cars
1:26 pm
since 1937 it's very little used in san francisco it takes no effort to use it probably less effort than anything awhile driving it's called a turn signal or blinker it tells us pedestrians which way you're going in an intersection it's completely unforced in san francisco and unfortunately sf pd officers don't look at that if you can ask our officers to start yourselves their blirngz the public don't see the police do it it builds resentment and it does noted encourage good driving habits. i'll just cut to the end the pedestrian safety advisory committee meets the second
1:27 pm
tuesday of every month in city hall interest it's at 6:00 p.m. room 4 hundred the public is welcome and they can find the website on the sf mta site under p sack or pedestrian safety advisory committee. thank you. thank you is there any public comment? . hearing public comment is closed commissioners oh, chief - >> i just wanted to thank the prior speaker for the tips you also make i contact the other thing i want to announce on and on on sfgov officers oh, on the plod we got tips from the public
1:28 pm
on an arrest warrant notify he's in custody this is the person that's been lighting dumpsters and the officers followed up on this guy and he'll be booked on arson charges. >> that's greenback to the peaceful the chief. >> tells us tells a great story about pedestrian safety the chief go out and talks to kids about pedestrian safety and how many parents are on the phone the children tell you their parent were on the phone that's part of his approach to getting people not to talk on the cell phones. commissioners any questions for captain silverman? >> do you have any. >> no, my only comment is great
1:29 pm
to see the numbers captain offering there he is. just the district is a traditionally save district and it's good to see that conditioning there's also issues but certainly when you see zero homicides that's a great thing to see. and again, i said this it to the chief the community of captains in the station addressing issues is continuing to work well, so congratulations. >> i just want to congratulate you on the great report great work. >> commissioner loftus. >> yeah. i'm one of our 4 willed twitter folders i appreciate your you're going that and social media as a way
1:30 pm
to outreach incidents the mission station has 4 hundred and 11 but i want to highlight i think it's really great the pedestrian education work you guys are doing and did chief con convened a joint meeting of both organizations to address pedestrian safety and had all the captains present and it was a really power time to address a new day in san francisco in terms of the congestion and we all play a role but this is so important so thank you for following through and the community really working together to insure that everyone on the road is doing everything to keep it safe. >> it's the police advisory committee that did it. >> i'll follow you on twitter too. >> anything further. well, i want to
