thoroughly, to listen to the sides during presentations and try to make an informed and objective a decision as i can in each individual case. with that, i'm happy to answer any questions. >> any questions? supervisor -- >> sure, i know that i spoke with you a little bit prior to this, but wanted to get your thoughts on what are some of the issues you may want to work on if reappointed to this body and some of the challenges you've experienced given your previous time on it already. >> i think some of the challenges are ones that we really can't address, but they're when they involve decisions around the livelihood of individuals when you are taking away something that allows them to earn a living, but in order to up hold the law, one has to do that. so this is probably the least pleasant situation. as i think we talked about when

we met, i believe that when we see waves of cases around the same sorts of issues that it may suggest there are some deficiencies in regulations, in ordinances and so chance to maybe discern [inaudible] look at ways to amend that so we can avoid some of these challenges and expedite permits where that's appropriate. >> seeing no other questions, thank you. >> thank you. >> any public comments on this item? one, you have two minutes. >> my name is gail bagh. i hadn't intended on speaking on her behalf, but i found miss blumlein lazarus really

focused, has done her homework when presented an appeal case and i strongly recommend you reappoint here. >> thank you. any other public comments. seeing none, public comments now closed on this item. i had a chance to meet with blumlein lazarus a few days ago and i felt she was one that sometimes one of the questions i ask when -- especially when they go for the second or third term, i want to get a sense of whether they still have the passion and commitment to continue, and there was no question in my mind in terms of her answers that she still has that passion and that she could bring a lot to the board of appeals. supervisor tang, do you have comments? >> sure, i mean, i'm very familiar with miss blumlein

lazarus and her work on this body and find her to be balanced and fair so i would be happy to support her continuing to serve in this manner and like to make a motion to move forward on a motion approving -- amend the motion to approve ann blumlein lazarus to the board of appeals pending reck ommendation to the full board of supervisors. >> thank you. i'm happy to support that motion. i think that when the issue of reappointment comes up, the question is has this individual done what you'd expect of a commissioner, and i know that commissioner blumlein lazarus takes her role very seriously and is well prepared and i think it's a good reappointment so i'm happy to support it. >> okay. before we take supervisor tang's motion, is there a motion to delete from line 3

and 11 -- the board reject? >> so moved. >> with no objections then amendment is made. there's a motion on the floor to approve this nomination. any objections? seeing none, motion is passed. congratulations. okay. let's move on, item number 2. >> approving or rejecting the mayor's commission of legal frost [inaudible]. >> mr. frost. >> good afternoon supervisors. i'm honored to be the mayoral nominee for the law enforcement seat of the entertainment commission. i'd like to take this opportunity to tell you about my background. my experience, which i believe will help me to serve as a commissioner. with regard to my background i was born and raised in the sun

set district of san francisco. may parents both served the city of san francisco. my father retiered out [inaudible] cable car shop, my mother served as a clerk for the warrants bureau. i became a member of the san francisco police department in 2001. in 2013 i retired at the rank of lieutenant after 31 years of service. i am married and my wife, mary, works as an x-ray tech for the university of san francisco campus. i have two children, one is a sergeant of the san francisco police department and assigned to the department major crimes unit. jennifer's an assistant district attorney with the san francisco district attorney's office and is assigned to the general [inaudible] unit. i have two stepchildren, patrick and kira.

patrick is in the marines rotc program. [inaudible] will be a senior at [inaudible]. after retiring from the san francisco police department i retained a job working part-time in hills borrow for the [inaudible] foundation. i currently serve as president of two community boards and a board member for a third. you volunteer at the veteran's hospital and am still involved in the employee assistance prament with the san francisco police department. i believe my various assignments and tenure during my tenure with the san francisco police department provided me with certain knowledge from which i hope the entertainment and citizens of san francisco could benefit. during the majority of my career with the police department i worked as a patrol officer. i was assigned to park station in the tactical unit as an officer. i was promoted to the rank of sergeant and assigned to bay view station where i performed

supervising patrol duties. i worked at park station, and finally as central station as lieutenant. i gained experience learning how public safety and quality of life issues interact with the city's entertainment industry. during my time with park station, i walked on hey street for about five years. during this time there were about five clubs and bars along the street. it was my obligation to meet with these owners of these establishments and with residents to ensure the two could share the neighborhood with few conflicts as possible. tlrn often competing interests, but i saw how opening discussions could lead to an agreement and heightened understanding of opposing viewpoints on both sides. later we were given fending on what was going on in the city at a particular time. when clubs or jars were having

problems we would be assigned to saturate the area and conduct high visibility patrol. i saw the positive effects of this tactic as well as some of the negative ones. as a sergeant assigned to bay view station along with my patrol duties, i also performed the task of acting as the executive officer e known as ples 10b at candle stick park. in this role i became very familiar with the 10b program. i saw how the broadway night life and entertainment venues have an impact for neighboring businesses and residents in the area. given the various roles that i held and neighbors i served, i gained and understanding of the type of issues that arise in areas where entertainment business stand in close proximity to other businesses. as a police officer i was

offering a position to speaking with the people most affected by these issues, and found how important it is for people on both sides to communicate. abham lincoln said something to the effect, i don't like that man, i must get to know him better. i think that when parties with different views come together and explain their thoughts, issuings can be worked out in most cases. i'd like to make sure that when possible, people become acquainted with each other before a problem arises, so if a problem presents itself there's a relationship in place. i know has a member of this board and city, one must be able to make tough decisions. i read somewhere that you haven't made a decision unless you have ticked someone off. in my experience, [inaudible] does not care for a particular decision. it would be my honor to have the opportunity to serve as a member of the san francisco entertainment. i would love to have the opportunity to give back to the

city and to serve its citizens in a new way and useful way. humbly i ask your support in recommended my affirmation to the full board. i believe by virtue of my experience i'm uniquely qualified to serve in the entertainment krigs. i know the entertainment industry is important to san francisco and tourists come to city in part for that entertain. further, i know people reside here because of all the entertainment options the city has to offer. it is my hope that as a member of the entertainment exhibition i can hope to maintain a thriving industry which attracts tourists, while helping the city to preserve the small towel town feeling of its neighborhoods. thank you for your time and i'm happy to answer any questions you might have. >> any questions? no? okay. no questions. >> thank you. >> thank you.

any public comments on this item? on this item? >> good afternoon. i am honored to stand before you today to provide character reference for mr. liam frost who i have known for over 30 years. he serve nd the san francisco police department with great distinction throughout his career and he was assigned to seven district stations and was a dedicated tell member in four specialized units, the narcotics division, specialist team, tablth cal swat team and under water recovery unit. a: he worked in the chief's office for the 49ers for 12 consecutive seasons and was also proud to be a critical

incident response team member, peer counselor and police officer association board member. during his tenure in the san francisco police department he tenured his self starter, a capable, efficient officer and an exceptional worker. liam coordinated mayor events in our city with attention to public safety. he had the ability to constructtively engage with business members and city departments and fostered public and private partnerships that benefitted all san francisco citizens. i believe knowing him puts me in a position to provide you with an assessment of his character. he's commit today his family, home, community and the citizens of san francisco. as a friend i've found liam to be honest, con sit rate,

good communication. so i would be supporting his nomination. >> i would also support mr. frost for this nomination. i had a chance to meet with him prior to and he shared some of the things he wanted to work on like the fact that he -- not only does he have a law enforcement background, but having to do with crowd control. given some of his various roles and through the sfpd, as well as the nakt he has grown up in san francisco, has whole family of city workers so is very familiar with san francisco landscape and entertainment world. i have wanted to [inaudible] report and ask that we make a recommendation to -- a motion to approve, amend the resolution to approve and then also send forward with a positive recommendation to the board of supervisors.

there is nothing i love more than the unique culture and unique offering that san francisco has to offer. i mention our bars, clubs, parties, concert venues, and of course street fairs, showcasing our city to the world is both a personal and professional goal of mine and entertainment is a key part of that. i hope that you will vote in favor of my application today. i bring a unique set of skills from which the entertainment commission could benefit remarkably. in my position as exec tiff director for folsom street events i have worked extensively with the san francisco convention and visitor's bureau, as well as many governmental agencies, including sfpd, sfbph, sfdpt and sfdpw and many others. these are qualifications unique amongst the applicants.

knowing how residents react to policy is a core strength of mine and i would like nothing more than to help actualize and propose [inaudible] on ethnic and cultural events including outdoor festivals, i believe my nomination to the entertainment commission is vital. by way of support from the offices of supervisors campos and wiener of the outdoor festivals and we have set about to illuminate the massive financial impact we have on the city and local business. finally, your vote of confidence in my nomination will signal to the community that your support of the -- excuse me -- will signal to the community that you support the non profit sector as a partner with government. not only is folsom street events a charitable organization, but we support national charities working with public health, human services.

my application brings a like to use to improve our local entertainment industries. please support my application with your vote today. thank you for your time and consideration. >> thank you for reading his statement. >> of course. >> next person would be mr. grillo. >> good afternoon supervisors and entertainment commission. my name is mario grillo, i'm a native san francisco citizen. i've lived her all my life except when i was in the military. i'm a vietnam veteran and as a manager there i knew how to prioritize things and get things done. i learned that from the military. and also how to work with other people and compromise, make decisions in order to get

things done in a professional manner. i'm 58 years old so i think i have enough life experience to be able to make decisions and since i've grown up here i really am concerned about what's happening in the city as far as the entertainment scene and everything else, actually. i live at mid market around 5th and market where there's a lot of things and tourism and a lot of call for entertainment, which i don't see happening actually. i haven't seen a lot of entertainment for people other than san francisco citizens in this city for some reason and i'm kind of disappointed. and that's one of the reasons i'm here trying to run for entertainment commission. i want to bring a parodyne, more pride and professionalism and more common sense to the city as far as entertainment or anything else for that matter. i'm a professional musician, a

bass player and performed practically every venue in the city. i'm a member of cmat california music and culture, and i have -- what i'm doing professionally in the city, i think is really important to me, and i think the city can do more of it. last sunday as you know, there was the fillmore jazz festival, and i don't know if you can see this if i put it here or what but -- okay, so last sunday that's me right there and that -- there's the bands right there. i'm trying to make a point that this is not abstract, this is not theory or a trickle down thing. this is what music can do for a city, it promotes a city, connects with visitors, connects with people.

that's as real as it gets. and i don't see a lot of this happening and i really have to wonder about that. so that's part of my impetus to come over here and run for commissioner. er. every sunday we do this kind of thing near the hyatt there and embark dare row and it's not just for hip administers or people who are cool or whatever. it's for everyone, families, children. we don't charge people for this. we do have a tip thing, but we're connected with people and not asking for anything except that they listen and enjoy it and get something out of it. believe it or not, there's a lot of people from europe that appreciate that we are doing american music.

i'm a teacher in the school district. i only mention that so you know that i'm invested in this community here. i've lived here all my life, but i'm vested in the community, and i'm doing thing. i'm doing the music thing for people, i'm doing the education thing for people. [inaudible] school district. and yes, i
