11:00 am
we've opportunity the work. >> yeah. that was in the report. >> yeah.. good morning with the sfmta thank you for the question so if i'm understanding you want an update on the sfmta project eave recently implemented a walking audit and the draft is being finalized we're going to enter the environmental at the end of this year with the construction occurring between october 2015 and 17 and kwhadz that mean >> right now, we're just implemented the walking which will help determine the improvements on the street then we need to make sure that all the improvements are vooiment cleared and construction will start. >> what are the examples of improvements. >> it's usually a variety of
11:01 am
pedestrian improvements that provides for the bulb out for accident pedestrian and commenting any bike improvements but the most useful determining and if you want more updates we'll get you. >> i know that sunny has asked how the grant has been spent down we've not been able to participate we don't know if our parents or teachers have been involved so i know that question has been asked before so we have not gotten a respond. >> we'll be sure to brief our office on the audits. >> that will be great i think we wanted to operator from the beginning of the project and also to make sure that the community and school is involved so it could be that you
11:02 am
contracted them we just want to, you know, you know - >> thank you. >> there the chair i'm the deputy for policy programming prop k is proposed to fund planning work in 2014-2015 we've not allocated the funds for the particular school location. that preponderance of evidence i believe it's k through 8 and there's a facility for the middle school year age group so i'm not exactly sure i think the scoping is on the elementary school but how to consider the middle school area could potentially benefit >> thank you very much. >> i want to add that the traffic around the middle school campus st. is really horrifying so i e i hope the parent can be
11:03 am
involved i i know it's an ambitious number of projects i want to add as we looked at reducing speed limits as a strategy looking at the traffic and pedestrian signal upgrades may not be a good effort on the speed limit issue and in the richmond we're looking at fulton and other aerial streets to make improvements. i know as those prop k projects move forward we'll be findings the connection by thank you to this staff let's open this up for public comment are there any members of the public who wish to speak seeing none, public comment is closed. my understanding this was on informational item so it was action so roll call >> supervisor breed.
11:04 am
supervisor campos absent. supervisor kim. supervisor mar. supervisor yee. that item passes >> thank you. can we have the next item >> item 7 clipper next generation for the collection upgrade an informational item. >> i want to say i asked for this item on the agenda because of the prelims of the clipper card i think the electronic cards we call them clipper card for people to use the numerous, numerous different transportation systems in the region. i last week, i traveled from my home in the richmond district to oakland i'll say that clipper cards make it easier to connect up with the transit options. i think not having to dig into
11:05 am
my wallet to find multiple cards we need more transit agencies to work close together to cooperate and make the transit riders experience better it's been about 10 years old from the technology i look forward to hearing from my staff >> thank you supervisor mar that's a great introduce. the main introduction will be given by the electronic transportation commission and travis from sfmta are here to talk about sfmta involvement. and i feel like i live here working there's high tech people around you but aside from the technology advances this offers carl will touch on the ability
11:06 am
to make further policy changes i'll underscore that is no small challenges given the operators we have we support you carol >> thank you for that enthusiastically and positive introduction. climber has come a long way i'm going to talk about where the clippers are where we're planning for the next generation and happy to take questions. so very quickly as i think most of you know hopefully from being clipper card yours clipper is in place and allows seamless traffic from the all the major bay area riders we have 1.4 million active cards this is
11:07 am
progressing more than $35 million and of note for this group 9 million of the board of directors we support are on muni and about 50 percent of all rides are taken with the clipper card. so we're focused on making sure that the clipper works for the operations today and as well as there's an capitalization to make sure that it provides for 9 be county to expansion efforts are underway what we we will them in other county and further expanding to the bus operators in the m operators like 2016 and the smart railway are going to open as a clipper only service. this is the new operators that will be coming on board.
11:08 am
i note that includes san francisco ferry service to va half but other services have, in fact, a high market share of clipper riders the va la route is waiting to be picked up. a quick look at the history yes. the clipper contract was signed in the 1990s pr i'm sure you're aware of it was launched as trans link i it was a long implementation process a long process of working with the resemble operators to launch that the big milestone was in 2009, 2010 when they moved to clipper only including the muni fast pass this is the exceptional growing we're supporting more than 20 million
11:09 am
contributions of transactions a month and where cases where clipper is not working the vast majority will recommended clipper so clearly we have work to do around institutional programs and the senior cards we make improvements but by and large our customers are very happy. so suffice to say all technology hates chang's changed over the los last thirty years i'll briefly is that in the first go run around we were with the technology fortunately, this time around mobile payments are being experimented with we're paying attention and we're fortunate we won't need to be on the kelly whitcraft of
11:10 am
technology we're montana the new payment option your familiar r with those in our daily life be it the online payments and right now today, our clipper system is very much a card based system and the other is on the card not the back end office that's what causes limits so as we look ahead we've gots got system improvements to do, in fact, sfmta is getting ready to experiment with a mobile tithing service we want to see whether it's worst the expense to do innovation on the back end we
11:11 am
can learn from n them in the next clipper generation we'll have the payment options we're looking at our peer agrees. this map shows in black the fair system that is currently operational and in red moving into a reject generation and that's chicago and toronto and washington, d.c. so we have a lot of speculators and grateful that areas like chicago and d.c. are moving ahead of us we can learn from them. specifically what are our plans we have a contract that extends through november of 2019 we don't have to have a system in that time but to keep it the
11:12 am
contractor that provides the clipper system that is going to end at the end of 2019 we have architecture go limitations we have very complicated recreational policies and we have and so all those things inspire that laying in new intelligence today is expensive and risky and pushed united states to the point of what would it take to procure a new systems we've got the long-range committees as well as the staff in gm we're looking at to working on this vision and thinking as well about offering one resemble mobility transportation account like town hall payment and bike sharing and what are the risks involved. just a quick snapshot of our schedule in the nutshell we're
11:13 am
doing intensify work and we're going to have it by the end of 2015 or 16 and give us enough time to have a system in place and layer in our with our existing system not to do a hard cut over but a advanced timeline to transition many new devises so we're going to be sequesterer and with that, if you have any questions, i'll be happy to answer them >> supervisor yee. >> i'm just curious you didn't mention parking meters but the
11:14 am
implementation of the parking meters and other things whether or not the clipper system can be utilized for taxis or not. i was somewhere in korea and they have a clipper some kind of clipper card system and i was surprised it was used for taxis also this this would round-off most the transportation mode >> great so the question was really if i understand correctly specifically related to whether or not clipper can be used for parking meters and taxis we're looking at that and i would say way back in the day even with the transit system the idea i could use one card for you'll
11:15 am
transportation payments that's proven to be very difficult so i think looking at the next generation facilitates the payments correctly and reliability is job one. related services like feeder services and bike sharing are also we're hearing strongly from the transit operators we need to support. when we get further out into taxis and ride sharing and parking meters we still have a question there and there are technology policies questions for example, if parking meters and taxis can be paid for by credit card we want to take a look at if it's i that's meeting the needs of the patrons the clipper is functioning as a bank
11:16 am
and the more clipper 0 persons we serve the most policies and issues arises so at some point that adds complexity so we're going to try to make sure that the clipper meets the public transportation and perhaps the town hall needs that's recreational so i would say the jury is out on that >> actually, the section generation like chig and d.c. what are they doing ahead of the bay area doing. >> a couple of noteworthy items in chicago first of all, they did a hard cut over to a new card they've pulled in the cards and had quite a few of the bumps
11:17 am
but the most interesting step that chig is offering the debit card and it was originally pitched as having appeal to the low income folks that's not a requirement of the card it resulted in the need for a lot of customer communication at the get go and subject to criticism. i think for a long time there's been a hope that can't they piggy back on the financial services but there's a lot of fluctuation there and transit is not a significant player of the big retailers so i think that regions need to look at the deadly that are being brought to the table and truly advantageous for the consumer >> you mentioned on one of your slides a smart phone can you
11:18 am
talk about that the detail in how championing that is but how potentially that might be another transit use in the future. >> sure i'll be happy to talk about that. >> we have kim i want to thank the mta for being here. >> some regions have decided they want to go low-cost. and so they're using mobile card ticketing act you make a purchase and load a bar code into our phone and that's the proof of payment. i think the keyword is proof of payment so in some situations that work likes commuter rail where they visually inspect the bar code it might not work on
11:19 am
bart or with the busses but you might have this experience downloading airline tickets that's at odd with fast boarding time that's one example of a mobile payment application. good afternoon travis i'm the chief informational officer and we have a clipper program person. as cooler mentioned we're look at the mta currently as the the folks that will allow us to use the easier rides and perhaps our tourist with the capable cars and really fantastic in terms of getting folks on other memos of transportation. we're looking at a fall time
11:20 am
>> thank you. >> so i don't see other questions let's open this up for public comment. if there's anyone from the public please come forward >> thank you and very briefly so bike sharing has been mentioned can we have car sharing, you know, one way. the last point to get into the discussion we have riders they can't read looifshg thank like m t c should look at this at a recreational area between the right side and the signage so we are maximum thank you. is there anyone who wishes to
11:21 am
speak on the item? seeing none, public comment is closed. and thanks again to ms. custer from the mta and travis from the mta as well. so this is an informational item. can we have the next item >> item 8 major capital project update with the bus route transit update. >> thank you. we have michael schwartz from the mta. >> thank you, michael schwartz senior planner on page 47 in your packets there's a lot of action on this project as we hit even though environmental phase but this is at another exciting phase the painting is here from the sfmta. just a little refresh on the brt and the entire network we have a
11:22 am
lot of infrastructure it t and it feeds from the downtown south and west there's some gaps from the north and east those represent the brt and van ness is the first project two miles on van ness avenue. and it's supposed to support the rapid in effect the recreational bus routes coming into the city. van ness brt and the brt in san francisco will be unique and the first of its kind operating in a dense urban right-of-way with the transit routes in short blocks represent by all the features in the screen and the dedicated traffic lane but the priority of sf go signal and the fair free payment and the boarding enhancements and high
11:23 am
quality shelters this combines is altogether it becomes a new mode of transportation different from rail and bus. something else this project interested it's not just the bye bus rapt but the features i've described a lot of those are fit into the enter cycle the bus ways to the system, however, there are various other prongs but piece of them are necessary to help make the project work like the overhead contact system and new street lights and waterlines and sewer lines as i've mentioned the sfo those are portions of the project this is the van ness project and this
11:24 am
entire set of circle is one contradiction contract with large funding. so a little bit about the schedule the environmental document was approved by the sfmta and even though lead of the project contributed to the sfmta and peter has been leading the effort and mta implemented the design so it's underway a new project cac was formed and they've met on june 26th a new group of people some people from the environmental cac were there the final design takes us stilettos sum and construction beginning in early 2016 with revenue options in the mid of 2018. with the completion of thirty
11:25 am
percent design in the conceptual engineering report there was a new cost estimate to increase to $162 million it's completely fund through the recreational and was the federal small start fund. the c e r identified a few challenges with the project technical and otherwise they've found first they're focused on the station design so one of the goals of the projects is to achieve the level boarding where the doors line up with the platform and there's issues with the vehicle prosecute curd the lug nuts stick out they'll scratch a platform and in addition trying to achieve vertical boarder level to try to get it to the same height each
11:26 am
and the platform themselves is with the reporter to the station canopies i'm sorry the shuttles there's an ongoing review with the san francisco design committee and agencies agree on a design trying to use the clear channel structures because of the mta contract were inform the maintenance there was an agreement by the various agencies to design the shelter to have wind-screens but no roofs on them. and this final piece of work that mta is working closely b with caltrain for the sequa it's 101 caltrain has concerned about the operation of hours so that will impact the duration of the
11:27 am
operation how intensify it can be on any block to shorten the duration. the other thing with respect to the funding this project will be coming back into this committee in september with an allocation request for a final design there's more details on those developments we'll have in front of you >> i was wording in the judge from the mta wanted to address anything. i'm interested in lessons being learned from the van ness rapid so we can learn from the mta that impacts a number of our districts too. >> thank you. i don't have anything specific to add to what michael said it was thorough. we've discovered a lot of things
11:28 am
moving through the process one of them say at the local we have to be aware of local and national registrations i remember seeing for example, the platform high issue i've seen it expressive in mexico city but once we've got into design we realized it the mexico city system will not pass our standards so we had to rethink our approach on level boarding and how we would board people in wheelchairs so that type of thing >> can i ask both of you about costs i know you gave the estimate of one hundred and 612 million how have the costs increased over time from the
11:29 am
estimate to now. >> my understanding in rough terms is the building eventually of the rail is 5 hundred to 6 hundred miles it's significantly cheaper than building the rail system down van ness but the restore wanting more high-end brt approach. we did in many ways get the most expensive to build >> i know given some agencies like it dp and the transportation and investment policy they grade different policies oakland is tout they're new east bay one by the way, what kind of grading with the van ness brt get according to
11:30 am
the i dp or other grading of other brt's i'm curious. >> i was looking at the scoring system a couple of weeks ago i can't tell you off the top of my head how we'll score you but that's an example of it - it is what i meant about local requirements to the attribute to get you the most points on the scoring system are level boarding which is much for difficult in the united states than other crisis and platform fair enforcements we've never been able to do in a cost-effective fashion and other countries have a easier time doing it
