>> good afternoon. i'm here from the human rights commission on behalf of the executive director teresa a sparks thank you for hearing this issue. >> thank you supervisor campos for emphasis leadership the human rights commission has advised it's petition on the legislation we believe this will have a positive impact on the lgbt community madam clerk, any announcements? with the simple mechanism that allows for the critical information that is missing if the national discourse on housing discrimination. as noted in our previous discussions around the issue roughly 29 percent which the complainants filed in the last fiscal year were filed on the basis of sex all identified and orientation we believe this allows us to contribute in a

front especially on the ground floor with residential units above thank you for being here they've started to collect the vacancy data in 2013 and according to one of the recent completed survey accounts that's one hundred and 80 spaces vacant within the neighborhood commercial district and they're vacant over a year, however, only about 7 of them were in the vacant registry in our sunset district we had 60 vacant store commercial front with resident above and we wanted to bring forward this protective to capture this leverage not to punish individuals and property owners but to populate us to

help and assist merchants that are looking for haven't storefronts and property owners especially merchant that come and occupy their is that a we hope to do through the legislation we have two different timelines one is within thirty days of vacancy coming on and on online they must register with the building inspection and they must secure their commercial storefronts preventing trespassers and rove graffiti and maintain insurance for their store front as dbi says necessary and within 2 hundred and thirty days we've discussed this with our shoulders the owners of vacant store front will rent their

commercial store front or pay a fee that would include them on the registry that is the same as currently in the program we allow for an exemption so if a project sponsor demonstrates a good faith effort they've been working with a broker we allow for an exemption for that and we allow for a tenant that comes in and applies for a pilot like a conditional use permit we allow for that we hope this will be beneficiary or beneficial is the square footage the prior use as well as the go contract phone number for that vacancy so we hope this will help as it's incorporated into the store front database i want to thank

the attached and mid-market i was curious i know that one of the challenges around this type of legislation is the staffing from dbi and there's push back to see if we have the capacity to support this registry i'm curious about the conversation around that. >> what bill and dbi i'll let the representatives speak to that but oewd we feel confident in the amount of staffing as well as having the so far front database up and running we're confident. >> yes. supervisors that conversation has begun on as a regular part especially with the building boom and the department having quite a few of the programs that we're involved in

but with the addition from the supervisors of extending the 2 hundred and 70 days we felt this give us a little more ample time to be responsive in terms of identifying where the commercial spaces are you introduced legislation like this sometime ago we had a discussion about this and part of the thinking at that time, it will take enforcement hours for inspectors to keep up with this we've been adding staff with the economy as well so i think we're at a point especially we get help from the small business offices in the way of community outreach to make people aware of maybe we

seeing none. supervisor tang >> great thank you supervisor wiener just to answer a couple of questions number one was a question is this legislation to cover the unit above actually this legislation was to address the issue where we were not capturing information on the ground floor so the vacant ordinances in supervisor chiu was to cover all aspects of the building whether it's ground floor, above units all of that. the second question regarding the year to make improvements on page 3 line 14 our stunt was to we we said along theres a valid permit for the construction and they complete that within one year of the irrational permit we'll allow for the leeway we want to make sure that people take out permits and wait five or six years i understand sometimes their hiccups with the

permitting process so for that i don't know if the city attorney can address those issues but our intent to make sure we account for people that have a permit that is valid and taking action and not just sitting on it. i don't know, there there if there's a way to clarify the language >> john gibner, deputy city attorney i think we could i'm not sure exactly i can't come up with the words off the top of my head but we can prepare an amendment when it goes to the board to work with you over the next week to make it happen. >> and the third question about the perspire use and how the information is used we found that having this information in a database like sf a lot of times small business owners when they're looking for a space maybe the previous use was a
