department in terms of gardeners, in terms of park patrol and in terms of the basic maintenance. we were able to put in more money but it's not enough. we have to do more. that shouldn't stop us from making the system even better. open space is one of the bige drivers of quality of life in the city. the thing about open space is once you lose it to development, it's gone. you are never going to get it back. so when you have an at some point to preserve open space, you have to strike while the iron is hot. even if you don't have a plan of a hundred percent in place at the time. if it takes you five 5 years to build it out, that's fine. it doesn't have to happen right away. but if you don't strike when you have the opportunity you are going lose it. it's going to be developed and you are never

going to be able to get that back. i think we should lock it down while we can. i think it's a terrific opportunity. >> thank you supervisor wiener. supervisor mar? >>supervisor eric mar: i know randy shaw is here from the housing clinic. i think this is a good way to connect the last final parcel of the blue greenway and even from harg ton park through the trail all the way through. i understand open space and feel this is a good way to move towards chrissy field southeast as mr. ginsberg said. i do want to ask, i know sometimes there is contentious battles on affordable housing on the sites. i know they considered landmarking the cottage and also building 200 units 50 percent affordable housing. i know the neighborhood has gone through various discussions on this. i see equity as having open space for low income

southeast neighborhood, but i know that housing is such a big goal. i'm just wondering what the history of that discussion from five 5 years ago and now we are considering this as open space, but if mr. uptike could talk about the need for housing and now we are moving towards this open space project? >> yeah. actually randy would be good in the tenderloin housing clinic. >> thank you, supervisor mar. i will say that there has been very strong support for this park and we are at a planning commission hearing in 2010 where joe fox laid out her plan for the next chrissy field for san francisco and i said, that's fine with us, but no one is offering us any money for a park. the city wasn't offering it so we are moving towards developing it.

actually this has been a very long process. it was in december of 2011, i'm sorry, 12, that john uptike called me and said we would like to buy your park and get it closed by 2013. so, at that point we said, well, we haven't done any eir and development. we got the property last day in 2007 and then we started to look for financing and just as the market is recovering and we are looking to develop it, i get a call from the real estate department saying they want to buy it and we can close it in 6 months. that's okay, well, that seems like good things. so what's happened obviously it's been a year and eight 8 months for that conversation. but at the time the reason, there is no question the neighbors and us

had a different opinion about how many units should be on that site. there is no question. you are right, supervisor mar that it does happen around the city when you have a strong neighborhood support for many units, that would have been the direction we went, but when the neighbors are against it and the city wants to make it a park and it does connect to the trail. we were always an aware that it's the greatest site and the least windy behind southern point. you go down and it's windy. it's still, if you have been down there, as mr. avalos and wiener have been down there, it makes it great for a park. it's a sunny and warm spot which i thought it was good for housing. nevertheless, the other thing i have to say the st e -- city is getting a

project to reenvision this project all the down to the southern border by an acquiring this is a critical opponent of that master plan. the environmental agency was initiated by the neighborhood parks council years ago which we conducted initial assessment including the india basin. that led to current relationship from the epa and the environment follow up studies and also indicated providing 43 assessment of 900 eunice that has material positive impact on the purchase price now proposed before you. the epa does have actual remediation funding

available to the tune about $800 thous for this site. that is a revenue available to the city for that clean up that is needed. finally the chrissy field for the south east. there is much more going on. immediately next door is the build insight. they are at the table talking about an open park and immediate next to them is the hunters shipyard. move back to the north where we have the pg & e site where they have expressed an interest in engaging their shoreline. that gives us the entire shoreline of india basin to become one big regional park. >> thank you very much. next speaker, please. >> good morning, supervisors, kelly nice speaking in support of this acquisition. san francisco needs to prioritize open space during this

want to that -- thank them for their incredible hard work. to me, this piece of land has been in the works and has been sitting there as concrete and chain link fence for decades in the city of san francisco. it's a really once in a lifetime opportunity to work on this promise -- project of this magnitude and it's been an incredible process. we have worked very closely in the san francisco reservoir working group by four surrounding organizations in the immediate area. the neighborhood groups, their leaders, many that are here today have truly stepped up and this would not be possible without their help and assistance. we worked together with the neighborhood groups for support for our city and we have worked with over 34 organizations city wiechld this is a four 1/2 acre park

and we want to know that this is viewed at and operated as a citywide resource. i think we have been able to do that. the working group has raised the funds necessary and build the park in the future. we are going to purchase the land from the public utilities commission. whether it's town square or san francisco reservoir or any other plan like this, that we have the opportunity to purchase and lock up for agoed in the city of san francisco as open space we need to jump at those opportunities. it is located in russian hill boarded by chestnut high and larkin. it's currently under the jurisdiction of the public utilities commission. it has been dormant as a reservoir for over 60 years. i will

tell you a personal story. i used to play ball close to the park because we weren't very good football players. we would throw the ball and chase after it. i remember this plot of plant as it -- land as it sits there growing up in the city and we finally have an opportunity to change that for the city. some comments were made around 900 eunice and these are all great comments. in terms of the open space nature of this park, this has been designated san francisco reservoir since the 1980s. it is zoned p for public under the planning code zoned as open space under the heightened district of the planning code and this is open space over the decades. we are finally here with an opportunity to move it

forward. this is an area that is very very densely populated. russian hill is bordered by chinatown in van ness areas comprised mostly of renters when we look at the analysis. obviously the benefits of open space are ubiquitous on the entire project. when we think about open space, we have done a number of approval of projects. this is the opportunity to create from concrete and chain link fence a brand new park in our city. these opportunities don't come very often. to me it's a once in a lifetime opportunity. to me it's a collaboration with a working group. we've had numerous working community and involvement of the park.

once it was acquired hundreds of people turned up for these community meetings and it was incredibly inspiring at the time. once this gets approved we'll have many of those to get an idea of what this park will finally look like. we've been involved with our city agency given that it's own by the public utilities commission right now. i want to thank kelly and juliette and scott harrington about what it would take. it's been a long long road and countless hours of work inside of city hall not to mention what's been done outside with our neighborhood working groups. it has gone through the puc commission approved for sale, gone through parks and recreation commission. i want to thank phil and his entire

team. stacy, and we did a lot of work to get it, a fair market -- a praise al and i really want to thank all the bagsz -- because it's really taken a village to get it to this point. myself and my office. margo and kel eechlt -- kelly, i can't thank them enough for all of their hard work. we wouldn't be here if it weren't for her. the neighborhood community groups. i have been to a number of fundraising events where we've spoken about this project. they have pledged over $9 million to build a park here. when i first discussed this project, it was, you know what, this would be great,

but we are not in the business of owning concrete and chain link fence and we are not in the business of maintaining a park. if you can raise the money to do that, i'm all in. and we've been able to do just that. to raise the funds of what is going to be an incredible park. and as i think about long-term projects and really the long-term financial picture of maintaining our parks, this is incredible opportunity and really the ability to leverage partnership from neighborhood groups who have really come together and i think it's been incredible to really partnership with the neighborhood. the payment terms are going over. the one thing i want to highlight it's not a cheap purchase, but the real positive aspect of this because we are buying from the public utilities commission we were able to initiate a 12-year payment term that will

allow us to provide other projects and for me it's part of this process that we secure open space across san francisco. i know i have had conversations with supervisor kim about district 6 and other projects looked at throughout the city, it's really important from my office with this perspective that we fund this with organized terms that allows us to build these. these opportunities and open space acquisitions are opportunities in time. they exist for moments in time. otherwise, i will tell you colleagues i have had many conversations from public utilities commission and other commissioners otherwise this wouldn't be up for development. i'm proud of the support. i want to mentioned some of the organizations that we have worked with because it's been incredible t north

beach neighbors, the russian home improvement association, russian hill neighborhood association, mayor ed lee has been a big supporter. i want to thank the cosponsors of this legislation and supervisors wiener and breed and campos, katie indicate -- tanning and norman yee and we shared being supervisors at russian hill given the districting and he and i talked about this project for years. he's been a strong advocate this whole time and a true supporter and his support has been amazing. san francisco parks alliance and the san francisco beautiful, the sierra club, the omega

boys club. the neighborhood association. i saw don earlier, this childhood development center, the galileo high school which is just a few blocks away. we talked about some of the programming for some of their classes and what can be done at a vast park like this. the opportunities, the audubon society, the dwellers, the coalition for san francisco neighborhoods. ultimately over 42 organizations have been involved in this effort. to me it was so important if we are taking on a project of this magnitude that it would be a coalition of not only city organization groups but the citywide. i think we've been able to do that. i know stacy bradley who is here is going to be speaking about the project. thank you for all of your help along the way. we went with 900 pro zach who

reservoir that was decommissioned in the 40s. when the reservoir came online, it has not been in use since then. puc currently holds injures dick. we -- jurisdiction. the parks and recreation department owns the southern most section of the site with the open space. currently it doesn't have access to the public but it is owned by us. i genome -- going through acquisition policy that guide it's department's acquisitions. first to acquire parks in or serve a high needs area or open space deficient area. the second is to acquire properties that have identified funding and the third is is to acquire

properties. we have a map with a decision area in the children's playground. the light blue satisfactory covered by existing playgrounds. the yellow dotted line will fill the distribution gap for the children's play area. this snapshot shows the analysis of the recreation open space element of the general plan. the high needs plan. it shows the service area of a quality mile. san francisco reservoir and quarter mile buffer. it shows the mid-range of need and in close proximity and could potentially serve areas that the designated as greater higher needs. the goal of this potential park project is to serve the broader community to access these incredible views in a larger space. as the supervisor mentioned the san francisco reservoir working group has been
