and first of all, i wanted to thank mercy housing for the housing our residents they've been a great partner with the city if you look at across the street they are housing seniors and today, of course, we're giving a special tour on 1184 th street that will be new homes to our residents. that's why we're here for our city's homes e homeless families and individuals. there's no doubt our city has changed many lives around the years we've be focusing on the future to insure we remain a city for the one hundred percent that's why i've been working hard to make sure we attract investment and create jobs and investment no our city when our residents have access to good

paying jobs they're to succeed and with the low employment rate weaving we're going to make sure that happens and our focus on housing we'll help all our residents. i've set a goal for rehabilitating thirty thousand homes before i 2020 with at least a third of fooshtd affordability to low income families. with our commitment to the rapid rehousing were trying to make sure that resident don't become homeless to begin with today, we're here to utilize highlight the successes and the challenges and opportunity within the last 10 years. 10 years ago mayor gavin newsom asked then supervisor angelo who will be here to create a 10 year

plan to end chronic homelessness in the city he knew we were up for a big challenge you'll see in the report today 10 years later we've made significant progress as we've struggled 0 through the worse revisions. today, we're taking the best practices like housing first and recommitting ourselves to move forward and continue what works and above and beyond exchange ourselves more. let's first reflected on our past since the adaptation of the 10 year capital plan to end homelessness in 200 had the city has cut chronic homelessness in half that's half what does that mean the city has helped more than 19 thousand people leave the streets.

let me repeat 19 thousand lives have changed for the better. nearly 11 thousand moved into the shelters we've built and several other we've reunited with our families liam repeat it shouldn't be on occupier shoulders to build new housing but one of the most that important things to be reunited with their families thousands of people have done that through our homeless programs through our strong are partnership we've seen thirty percent decrease in homesness within our veterans and we're going to end veterans chronic homelessness by next year we're going to have a lot of announcements to let you know how i've investment hundreds of

thousands of dollars to fight for reform in the ellis act we're as committed as before to do this i thank senator leno and we'll eventually get that done my proposed budget sludz includes $29 million for a homeless need and new funding for new support of services and r for families and individuals. in this two year budget we just passed at at all 3:00 a.m. in morning we're going investing in homelessness housing targeted at the youth and seniors and veterans and single moms we're focused on the lgbt in our homeless count there's also funding that includes support to

rehab hundreds of thousands of housing unit i want to thank our housing authority. having lived in housing myself and representing hundreds of tenant i will safe housing is one more most important tools to end homelessness that's why you're city makes investment into our existing public unit and create new homes through hope sf. with the support of supervisor farrell we will see a laura's law come to our city and there increasing fund for the homeless fathers and mothers and sgrauf enrollment in medicare and new

comprehensive citywide help for those who are suffering from mental illness i'm glad to create the 311 shelter for 90 daybeds. our city's commitment continues with over $3 million in increased states fund for employment services, employment caregiver targeting and those are struggling with self-sufficiency. i'll continue access affordable housing increasing health and stability and we tool our emergency response system and improve collaboration and civic engagement and a lot forward to what i think you're seeing more

homelessness. supervisor mark farrell (clapping) >> thank you mayor ed lee. it's an honor to be here today and with the city department heads as mayor ed lee mentioned if he wanted to be serious about reducing our homeless population in san francisco it takes a village it takes community leaders address staff and i see so many people that placed an integral roll in san francisco. as we reflect upon what we've done to address homelessness and look at the future more importantly it takes us to work together to make that happen. you know, back in february we held a hearing at the board of supervisors to look at our tenure homeless problem to see what's been effective and what we can do better.

since then we've had 5 other hearings on homelessness inside our walls of city hall to explore different populations that are homeless and different ways to approach our homelessness and find collaboration to work out together. i think it takes that kind of dedication to make a dent. since then we've increased our homeless team and thanks to mayor ed lee and his leadership we're going to pass laura's law at the board of supervisors in san francisco i think we'll have a tremendous impact not only on our homeless population but those to have mental illness outside and in our homes to help the families that need that help. as we look at the future talking about what we can do as a city

and what other cities are doing and take an innovative approach this responsibility that mayor ed lee is realizing is important and how much we've done over the last 10 years but this crowd knows we can do more i'm proud to be here with everything i think this report messing dwoifk it signifies san francisco's commitment to be at the forefront of this issue this didn't unhappy happen overnight is takes a sustained effort and everybody involved we've learned in working on the issues in city hall with messing leadership and the leadership of everyone behind me we'll make progress so i want to thank everyone and

our colleagues who's devoted her heart and soul sitting on the council meeting with the hotel council and the chamber of commerce was quite on experience for someone like me and after the first month everybody was getting long beautifully because our goal was to houses the chronically homeless. i want to mention when we came out with the report on june 29th i can't believe it was 10 years ago except i have a 10 years old granddaughter so i guess it was. gaming wouldn't building we actually did that it was such a beautiful plan of action. i talked to lieutenant governor newsom he's excited about the results the point it we are dealing go specifically with chronically homeless people and

them mental health and housing is not housing it's a trans all i firmly believe we stay ton this path we'll have a success from veterans to jail gnats to those who are newly on the street we continue on this path that mayor ed lee has promised to do with duffey at the helm we can black or blue chronic homelessness we get discouraged but we've got people that are determined mayor ed lee i told him mooimg i'm going to be a ambassador for our council every time you can ask trernt or barbara reasonable person deceiving that every time i see a homeless person on the street

i call them on their cell and give a half an hour to do something about it but the goal is they know we get those people off the street as soon as they're on the street. so mr. mayor thank you very much this report is a whiff delight especially the nutritional part everyone laughs at us doctors on any council that was giving vines to people and i was laughed at but it's been studied in that three or four 9 other states if you can get people off the streets within 90 days it's nutrition to the brain cell. thank you supervisor mar and all the citizens of san francisco and the city of is it fair to say thank you from the bottom of their hearts. thank you (clapping)

and over 3 hundred more units in the pipeline we've housed over 11 thousand people and reunited many folks that's 19 thousand people we've moved off the streets in 10 years we've far exceeded our goals given the turnover at the perpetual leadership from angela and, of course, with mayor ed lee incremental that we know the support of housing works we know how to solve homelessness. messing commitment to seeing the 3 thousand unit through as well as hundreds of more units over the next several years we'll remorpgs of the council really shows to my colleagues and his department heads we'll work together and reach those goals

we'll continue to house people. supportive housing works as barking and denver and alien la said we have a wrap around model people don't use the emergency room as much and get arrested people are off the streets the humane solution is also the cost effective cost to homelessness it is the same cost to having someone on the street and using the emergency room it's the same costs of having someplace in an emergency shelter it's a fiscal year e fiscally smart thing we'll continue under the leadership of mayor ed lee and trevent and looking forward to

housing we've been providing housing in san francisco over 3 decades we have 5 thousand san franciscans housed throughout san francisco we're proud to be able to work with the city of san francisco and the form of the community infrastructure investment and infrastructure as well as the san francisco mayor's office of housing they're a fabulous partner and our ability to do this and provide this type of housing in order to have the formerly homeless once they he enter those doors they're no longer homeless we partner up with ken. >> thanks jennifer with the emancipation proclamation california services our involvements sgo guarantee goes back to 2008 when i got a call from jennifer we are excited
