opportunity to change that for the city. some comments were made around 900 eunice and these are all great comments. in terms of the open space nature of this park, this has been designated san francisco reservoir since the 1980s. it is zoned p for public under the planning code zoned as open space under the heightened district of the planning code and this is open space over the decades. we are finally here with an opportunity to move it forward. this is an area that is very very densely populated. russian hill is bordered by chinatown in van ness areas comprised mostly of renters when we look at the analysis. obviously the benefits of open space are

ubiquitous on the entire project. when we think about open space, we have done a number of approval of projects. this is the opportunity to create from concrete and chain link fence a brand new park in our city. these opportunities don't come very often. to me it's a once in a lifetime opportunity. to me it's a collaboration with a working group. we've had numerous working community and involvement of the park. once it was acquired hundreds of people turned up for these community meetings and it was incredibly inspiring at the time. once this gets approved we'll have many of those to get an idea of what this park will finally look like. we've been involved with our city agency given that it's own by

the public utilities commission right now. i want to thank kelly and juliette and scott harrington about what it would take. it's been a long long road and countless hours of work inside of city hall not to mention what's been done outside with our neighborhood working groups. it has gone through the puc commission approved for sale, gone through parks and recreation commission. i want to thank phil and his entire team. stacy, and we did a lot of work to get it, a fair market -- a praise al and i really want to thank all the bagsz -- because it's really taken a village to get it to this point. myself and my

office. margo and kel eechlt -- kelly, i can't thank them enough for all of their hard work. we wouldn't be here if it weren't for her. the neighborhood community groups. i have been to a number of fundraising events where we've spoken about this project. they have pledged over $9 million to build a park here. when i first discussed this project, it was, you know what, this would be great, but we are not in the business of owning concrete and chain link fence and we are not in the business of maintaining a park. if you can raise the money to do that, i'm all in. and we've been able to do just that. to raise the funds of what is going to be an incredible park. and as i think about long-term projects and really the long-term

financial picture of maintaining our parks, this is incredible opportunity and really the ability to leverage partnership from neighborhood groups who have really come together and i think it's been incredible to really partnership with the neighborhood. the payment terms are going over. the one thing i want to highlight it's not a cheap purchase, but the real positive aspect of this because we are buying from the public utilities commission we were able to initiate a 12-year payment term that will allow us to provide other projects and for me it's part of this process that we secure open space across san francisco. i know i have had conversations with supervisor kim about district 6 and other projects looked at throughout the city, it's really important from my office with

this perspective that we fund this with organized terms that allows us to build these. these opportunities and open space acquisitions are opportunities in time. they exist for moments in time. otherwise, i will tell you colleagues i have had many conversations from public utilities commission and other commissioners otherwise this wouldn't be up for development. i'm proud of the support. i want to mentioned some of the organizations that we have worked with because it's been incredible t north beach neighbors, the russian home improvement association, russian hill neighborhood association, mayor ed lee has been a big supporter. i want to thank the cosponsors of this legislation and supervisors wiener and breed and campos, katie indicate

-- tanning and norman yee and we shared being supervisors at russian hill given the districting and he and i talked about this project for years. he's been a strong advocate this whole time and a true supporter and his support has been amazing. san francisco parks alliance and the san francisco beautiful, the sierra club, the omega boys club. the neighborhood association. i saw don earlier, this childhood development center, the galileo high school which is just a few blocks away. we talked about some of the programming for some of their classes and what can be done at a vast park like this. the opportunities, the audubon society, the dwellers, the

coalition for san francisco neighborhoods. ultimately over 42 organizations have been involved in this effort. to me it was so important if we are taking on a project of this magnitude that it would be a coalition of not only city organization groups but the citywide. i think we've been able to do that. i know stacy bradley who is here is going to be speaking about the project. thank you for all of your help along the way. we went with 900 pro zach who also recommended the project and i want to thank them and the district 2 representative who are supporters of this project. this is a long long time making and required a great amount of effort but i have never been part of a project that is more worthwhile with this one that

is particularly with all the groups. you realize what you can do when you build coalitions for this and what you can do for the city. i'm going to turnover to safety. i would like to provide jettison, who is president, one of the legislative aids, but invite justin to speak on the project. >> thank you very much, supervisors, just . thank you for your incredible leadership project and the explanation of the project and it's history. it was very thorough. supervisor chiu would have liked to have been here himself. this is a citywide resource. it's in russian hill which has some of the densest neighborhoods on the west

coast and least amount of open space. supervisor chiu has engaged in this area for many years and is pleased to see the budget committee being poised to take this next step and longstanding collaboration between countless neighborhood and neighborhood organizations. supervisor farrell and his office and real estate and other department and really farrell described it with an incredible wide a repair -- a rray of supporters. we hope the budget and finances committee will move this forward today. thank you. >> thank you. so stacy, at this point why don't i ask you to come up and talk about the project in detail. >> thank you supervisor. good

morning, i'm stacy with the parks and recreation division. i will be presenting on the san francisco reservoir. this property has been on our roster for years. we are looking forward to moving with this acquisition as it will create open space with easy access with incredible views of the bay and along with other s that were explained. a quick image is a slide of where the property is located on bay street and hyde in russian hill. as you know it was a reservoir that was decommissioned in the 40s. when the reservoir came online, it has not been in use since then. puc currently holds injures dick. we -- jurisdiction. the parks and recreation department owns

the southern most section of the site with the open space. currently it doesn't have access to the public but it is owned by us. i genome -- going through acquisition policy that guide it's department's acquisitions. first to acquire parks in or serve a high needs area or open space deficient area. the second is to acquire properties that have identified funding and the third is is to acquire properties. we have a map with a decision area in the children's playground. the light blue satisfactory covered by existing playgrounds. the yellow dotted line will fill the distribution gap for the children's play area. this snapshot shows the analysis of

the recreation open space element of the general plan. the high needs plan. it shows the service area of a quality mile. san francisco reservoir and quarter mile buffer. it shows the mid-range of need and in close proximity and could potentially serve areas that the designated as greater higher needs. the goal of this potential park project is to serve the broader community to access these incredible views in a larger space. as the supervisor mentioned the san francisco reservoir working group has been working closely with us on pledging funds for development and maintenance. they have raised over $9 million and pledge to raise $11 million . 5 will be ooud -- used for development and maintenance of the park. our next acquisition policy is to

look at the variety of the recreational and open space uses. this area is large and with our existing land it will be over four 4 acres of open space. we can do a number of things on this land. from eating, to active areas, possibly a dog play area and walking and bicycling and sports. for details of the acquisition. the purchase price is $9.9 million. we are looking to pay that over 12 arrears from -- years from the puc. the money that our pd has in this acquisition fund. we'll be receiving the same amount of interest as we are paying out to the puc. the jurisdictional transfer is governed by an mou. this analysis shows you our estimated deposits over the

next 17 years and our projected fund balance as well as our projected payments for francisco reservoir. the estimated payment for 900 eunice and our estimates for sleg lots that will come to us in about five 5 years depending how we move forward with that acquisition. it shows the remaining funds. so you can see we've back loaded the payments so we'll be paying more to the puc after year six or self to provide more space to these acquisitions as well as unidentified acquisition in district 6 neighborhoods hopefully others as they become available. in conclusion, we have received and agree with the recommendations from the budget and legislative analyst office. and recommend that the board approves the resolution

to move forward with this acquisition. we are available for questions. thank you. >> thanks. colleagues, any questions for parks and recreation staff? >> just a quick one to ms. bradley. i just had a request about how the open space funds are how you choose sites. i know the neighbors and supervisor farrell had a great process but i understand a high needs area that is deficient with open space and when we have talked about this in the past, i have that had impression that we are looking for equity in open space and low income areas that tend to have the least access like eunice and the bay trail that we were just talking about were prioritized. i'm wondering how this fits into high needs if you can explain as to why those sites if it were in the city or in chinatown where there is

clearly a lack of open space and definitely a high population that's always there. >> right. so yes, we are hoping this park would be a citywide resource and go a little bit yovenltd -- beyond. it's initial service area to serve the needs of the whole city. we look at acquisitions that come before us as well as drive the process to find different acquisitions and other neighborhoods. some are more available than others at different times. so we have to play a balancing act really a game of figuring out when we are able to purchase and purchase the right things that are going to be lasting resources for the city. we have, we do try to look at the city as a whole and assess what's available and where we can purchase property. our

department has been working very strongly, very closely with supervisor kim and john up tike to look at those responses there throughout the city. we have looked and see where things are available and make the best decision. >> i believe the francisco parks around -- and coalition and when you have neighbors pushing for different projects like this, it belongs to the neighborhood but you are saying it belongs to the whole city as well. >> that's right. >> stacy did a great job of answering that question. i would just only add that you are typically in recent times our acquisition strategy has been very community based where communities have articulated a need and

opportunity and the opportunity has met the moment. district of is an exception where the need that has been articulated is for open space period. there has not been a particular parcel or opportunity that has emerged and we have been working to identify opportunities. typically given the three criterias, it's really a balancing act. there has to be a need and the playground deficiency in the russian hill neighborhood for us to immediate that criteria but we also have an at some point to match the public investment with a significant community investment in both the development and maintenance of the park. again, creating a pretty exciting opportunity to conserve a very unique parcel. >> from what supervisor farrell mentioned it's a fairly incredible generously to contribute to.

>> supervisor avalos? >>supervisor john avalos: thank you. i need to ask a few questions. i look at the plans for the park. it's gorgeous. i don't see that all the neighborhoods have the ability to raise funds like this and to its credit, supervisor chair farrell has actually built support for this reservoir and other -- sites over the city. i know he's talked to district 11 for ways that neighborhoods like his could be supportive of the funding efforts that we are trying to do around the geo carbon or other places. while i really appreciate this, the reality is we are still trying to raise money for neighborhoods that doesn't have a lot of deep pockets. i think the open space fund can provide leverage for us to expand citywide, our open

space and our parks. i think this is a better broach -- approach because there has been a citywide approach from chair farrell to other neighborhoods and we are still falling a little bit behind. i'm going to be probably supporting this item. i think it makes a lot of sense. i wish there was also an effort around looking at a combination of open space and housing. we have huge housing needs in san francisco as well. i hear there is opposition to housing. it's san francisco, there is san francisco there is opposition to housing any where you want to put it up. i know it's not happening. i think it's important to express that. we don't all have the ability to raise these fund to have the neighborhood we want to have but there has been an effort through the work of chair farrell to make sure that

other neighborhoods can be considered in how we are providing resources in the public and private sector. i just wanted to add my voice to mr. ginsberg. >> just to comment briefly, supervisor, i think we agree with you. i think the issue regarding housing and open space where the parks department where our goal is try to support increased density and to make sure we have the open space to accommodate and ensure the quality of life as more homes are being built in this city. but to your point, if we look at the patterns and acquisitions we have been leveraging outside dollars with our acquisition event and we have date of -- done it in a number of ways. there was some private fundraising and a proposition in 84. the 900 eunice we have received a

grant and that park will be developed with a combination of public funding and maybe hopefully some community. >> i understand and i think those are really significant efforts, but i feel like we fine tune what high needs are in order to match the neighborhoods that have the significant amount of ability to raise funds greater than other neighborhoods where there are other high needs area that aren't being done. that's the reality of how it works. i do feel that neighborhoods deserve to have amenities like open space. i'm approve this from my vote and i expect i will, but i think we still have as a city to figure out how we can actually use the neighborhoods that have greater resources to share those resources citywide through the private sector resources. that doesn't always allow us to build places of

equity where there are not a lot of wealth in the areas and we can get into place like district 11. >> i don't think i was disagreeing with you, but what i was suggesting was the opportunity to leverage private dollars allow us to focus public dollars in higher needs areas where those applications or grants would be more appealing. so i think through the generosity and philanthropy of the community on the san francisco reservoir parcel, we are pursuing our public investment and state grant investment and some of our higher needs community where that capacity doesn't exist and that is a balance. >> thanks again. one thing i would add and i want to thank supervisors avalos for this

process that we have done our best to leverage outside funding is the really desire for people to do it not just at this park, but at other places throughout this city. i think present my perspective and i appreciate the comments and where that's going potentially, i think as people get more engaged in the city, opportunities come like this for fruition and develop and it bodes well for them for people to continue to get involved in our city throughout san francisco. this is a part in our area of town and there are going to be other opportunities that are going to be tremendous. we are now bringing people into the fold as being part and contributing to the parks and recreation system and it's going to be an exciting opportunity. so colleagues, if no other questions, at this point in time. mr. rhodes, can we go through your budget analyst report, please. >> yes, mr. chairman and members of the committee, chair farrell as you stated

and as we report and as the department stated as we report on page 20 of our report, the parks and recreation and park department will make payments to the puc from the open space acquisition fund totaling $10, 669,000. you can see how it's referred on page 20 of our report. attachment one on page 20 of our report shows an estimated end of year open space fund balance ranging from $11.1 million in 2014-2015 to $39.2 million in fiscal year 2030. 31. our recommendation on page 23 of our report, we recommend you amend the proposed resolution

to request the parks and recreation to report to the board of supervisors prior to december 31, 2014 , on the department's strategy to acquire open space properties that meet the open space acquisition policy priorities and an evaluate of district 6 open space of community process an how it could be extended to other neighborhoods in the city. we consider this approval as amended for an apologize matter -- policy matter for the board of supervisors. >> colleagues, any questions. otherwise i have 12 public comments cards. whoever i read, if you can lineup along the side. everybody will have two minutes.2 minutes.
