commissioner hyde i think you're trying to figure out and evaluate a measure of how well that is going is there something you want us to or the staff to look at if we're succeeding or not >> i've seen more outreach is what i'm seeing i don't think there's all like the permits are like stellar but all of them hass have at least made a attempt to do a neighborhood outreach that's different than when i got here that's the message i said to continue with if people also see that that's why i wanted to know if other people have seen that i'm not the only one so i'm the only one that thinks of it is improving. >> i think one of the things that commissioner hyde failed to mention it is vital to the idea
1:31 pm
if we bring everyone into one place it's obviously important fiscal for staff or the idea we need a couple of works of applicants to speak to whoever is assembled as part of this concept as well whether it's a beer burst or the eagle and the 21st amendment a variety of different ways to do the outreach you've all appreciated and that's the kind of things you want to be presenting and is that is consonant and this is happening and people who have done it and they can talk about the benefits from hair prospective it's not us only saying that's workers.
1:32 pm
>> so the consent of the summit to explain the program tell the neighbors to get involved and look for the postings and engage the people as well. and utility invite neighborhood organizations as well as regular neighborhoods would it be just the presentation and in the auditorium will have breaks down what do you envision >> that's the reason why january and february the thing you said definitely a large presentation and in the auditorium and, yes there could be break out sections but before you plan on what the break out sections there are community organizations that might have an idea of what they wanted to see
1:33 pm
or the police or i'm not sure what this is but, yes to be engaging interactive portion as well. >> make a giant citywide input system on night life. >> right. >> town hall meeting. >> any other he meetings. >> yes. it makes sense town hall. >> yes. >> i'm going to open this up km is there any public comment? . there's one >> commissioner i'm not going to elaborate but i'll say you're going to have a high standard this festival is during the day you might want to consider having the neighborhood thing in
1:34 pm
the evening because most people work during the day so a better turnout of the neighboring neighbors i like the model for the industry summit the neighborhoods get to know the neighborhoods it's a win-win for everybody. >> thank you. is there any additional public comment? >> yes. michael nolte representing the alliance for district of. many years ago it's been a few sins i've started coming to the meetings and learning the personality of the commissions. and, you know, i mean, the commission a has evolved and it's just like the pc hearings
1:35 pm
at city hall they've evolved trying to deal with the permits and finally, there's understanding what works i congratulate commissioner hyde for reilly what it is to be a community member and what the impacts are and start mitigating them and how to make things work i think when everybody is on the same page it makes it easier when people are not ton the same things and people want to just make money and everybody wants a return on their investment people want a return sometimes a too quick of a return but, you know, within 3 months they think all the permits are going to come quick and sometimes it take longer than for a business to
1:36 pm
get started but no way i guess my first question i don't know if i have a copy of the outreach policies there's a new version of it or it's something online. i will appreciate a copy of that at some point. and i'm sure it's been well vented and it could be vent more if the neighborhoods have issues again, i'm one of the few i don't know how many community outreach people come to those meetings i know i'm one that shows up because it is in my district. and unfortunately or fortunately i should say that a lot of the permits are in my district and then the other part is that 5 of the 10 police district are in my district so i have to deal with 5 different police officers in
1:37 pm
dealing with predicaments that's half the city so i don't know. i guess i'm fortunate in some ways we have an active organization that looks like permits and we're regularly dealing with the issues and commissioner hyde did before he got involved attended our meetings and saw what we deal with in dealing with stuff. we appreciate the commission and look forward to a town hall meeting when it exists maybe in district 6 >> is there any additional public comment seeing none, public comment is closed. we're going to move onto the commissioner questions or comments >> i really want to go to this and it's june 26th. >> we just got we set back -
1:38 pm
>> i sent it to you you blanketed it out from our memory. commissioner perez >> i'd like to invite the staff and fellow commissioners to the hunt at the yerba buena gardens it's on the second weekend of august, august '59 and 10 this is my pet project i do as a volunteer this is my 12th year volunteering so, please come and checkout it out if you like the food you'll like it here. >> the foods you love the kinds of foods you love you work with her on some events on the women's shuttles. >> commissioner lee. >> after the festival is the
1:39 pm
market street fair in japantown and the newest thing is the venture car show so if you have a venture car contract the organizationers they're going for 20 cars on saturday and 20 cars on sunday. >> commissioner hyde >> thank you for serving commissioner campagnoli it's great to get to know you and a joy. >> i second and third that. >> secondly, i wanted to is that, you know, i'm pretty in touch with the sister of the perpetual indulge theirs at the worsened and hoping to pull out of pink saturday it's been going
1:40 pm
on for years and years in san francisco and went to rules last tuesday and they were talking about the need for more sports for these sort of fended here in our city i thought it f it would be important to echo that and i feel like the sisters has given so much to community organizations and done so much for that so many people in the community who really needed their help you hope in the future when organizations like that take it upon themselves to do large event and this kind of work when they approach the city and so forth for height that people will listens to whoever it is in the future and that maybe as a city we can look at supporting those festivals that are important and the people that through them usually would no budget or close to that i
1:41 pm
wanted to make that comment and is the sisters upset because the city or the quality of the event. >> i think one of the things is because that they didn't feel supported if i understand correctly some of the codifies that i've heard full f fully support that has two sided, of course, you have to ask for more sports if you want more sports and when asking for support make sure you direct it and know what it say you want so i think it was a lot they didn't feel supported and also the cost and in general like the sort of how hard it is to put something like that together as a nonprofit organization of volunteers.
1:42 pm
>> all right. thank you. any other commissioner questions or comments i want to acknowledge this is commissioner campagnoli last meeting it's been a great 10 year for you to be here a liaison between the police and our commissioner there were points of tension or discussion that needed to be further so i have several meetings with you so thank you very much for your service to the city and the commission >> thank you. >> any other comments. any public comment on commissioner comments. censured and new business for future attention items and i wanted to make sure since we're not having the hearing the first
1:43 pm

1:50 pm
welcome to the executive director it's nice to have you here we're a community building orientation we actually hosted one of the community listening sessions for what the bay area residents want to see in a director for the san francisco environment commission we run public services that include education and construction training and i also run a couple of youth programs one of them we're in mid-stream of its an 8 week program the blue herself is on a interim stewardship so they have work hours to maintain poor properties in different san francisco properties but in addition, we reinforce environmental stewardship in general and so i'm here to
1:51 pm

josh you can't what and marketing and outreach for the energy program an informational and discussion item. >> thanks and luke before i begin maybe we can give background for a director rap yell when the directors went to sfgov it came from that an idea commissioner king said when we're going to talk about the policy discussions maybe we can start off with an presentation around the sf program and call it a community outreach presentations so kind of start off so it's been great the idea has caught on we'll hear from the staff and the youth about the program also going out to folks when it's online or sfgov. it's exciting and something we like when we start off the
1:53 pm
commission meeting. all right. luke >> is it possible to switch over to the presentation? i'm luke with the san francisco department of investment >> better now. >> no, that's the - that's supposed to be that one. >> that one? my name is luke with the san francisco department of the investment. and i'm here to talk about the home upgrade program in san francisco. this program provides rebates of up to 48 hundreds for people that own single-family home or homes to have an energy upgrade.
1:54 pm
there are 5 major green house gas emissions in san francisco. one of which residential buildings that accounts for 22 percent of our foot in san francisco part of the cause and the reason it's high is 50 percent of the housing stock in san francisco was built before the 1950s and not designed to be energy efficient first comfort those homes are not comfortable and the heat escapes quickly and more to maintain the temperature and from a safety precipitate outdated awe appliances causes carbon monoxide through improper venting of carbon monoxide p there are a number of things to do you can add installation or
1:55 pm
replace a hot water heater or a fortune or ductwork and 4th district where the cracks are around window frames and a lot of heat is lost and once you do that look for renewables the department of the environment understands this and pit forgot a step-by-step guide to make our home that efficient at sf.org efficient upgrade. i'll see a quick quiz to take you answer several questions about your home and it will provide you with ideas to make it more efficient and whether this program will help you the second step to get with a contractor to get an assessment. and the third step would be to
1:56 pm
work with the contractor who will provide you with a report including a combustion safety test for gas leaks in the homes and anti carbon monoxide build up. their review the report with you and put forth a list of things to make our home efficient and part of that they'll provide an estimate the costs but how much of a rebate from the program you'll receive it it varies from one thousand plus to 48 hundreds dollars per unit this year they'll complete the work and do an inspectors and the performance of the home. they will also be responsible for completing all the necessary
1:57 pm
paperwork. and following it you end up with a home that's more comfortable and safer and as a result of this you have a more efficient home to reduce the utility costs and increasing the overall value >> thanks luke that's very informative. colleagues. >> so keep in mind that this is not only for us but for the listening audience we're on television and we kind of fought to be on television because people can't run down to city hall because what's one of the most frequently asked questions people will sky when you go out and talk to them. >> that's an excellent question. >> thank you. >> the typical question how
1:58 pm
much rebate can i get it varies from project to project some people want the biggest bank that for my buck other folks want to get the most efficient home and i'm willing to investigator slightly more so there's two open ends of the spectrum but the average out-of-pocket costs is 7 thousands and the rebates $4,000 and that's the most frequently asked question we tend to get questions about the guidelines how can we navigate this that's why question set up the step by step guidelines and a hotline people can call into and guided on an individual basis. >> why don't i give the
1:59 pm
listening audience the hot number and repeat website address. >> the phone number is (415) 355-5007. and the website is sf investment.org upgrade c a like california and are you the manager of the program >> i'm not. >> but you work with the program and my name is luke. >> i'll be the person to help. >> fantastic. all right. may i say one other thing. if you happen to be listening to this and tv land and you think this is a again idea i want you to e-mail go to our contract
2:00 pm
page and e-mail us or twitter us if you know our twitter handle and let us know your listening because we think it's a y good idea you don't have to run down here and find out what your environmental department is doing and we want you to speak up so if you're listening and watching my bald head listening let us know >> thank you any other questions. >> one quick thing if people are calling in can they stack energy upgrade with stuff like the energy low income people maybe the energy pace when it launches in the city and county of san francisco can it be stucco with additional rebates
