page and e-mail us or twitter us if you know our twitter handle and let us know your listening because we think it's a y good idea you don't have to run down here and find out what your environmental department is doing and we want you to speak up so if you're listening and watching my bald head listening let us know >> thank you any other questions. >> one quick thing if people are calling in can they stack energy upgrade with stuff like the energy low income people maybe the energy pace when it launches in the city and county of san francisco can it be stucco with additional rebates to cover is $3,000 not covered
2:01 pm
by the energy rebate. there's a possibility if it comes into fruition to provide financing for energy upgrades but currently not in place and when it comes to stacking providing the same measures not double dipping for the same thing twice that's permissible for example, because of the large range of scope of items to deduct installation work we've had homeowners go through the program twice and receive different rebates so it's possible to go through the same program providing you're not double dipping >> thanks luke very good. all right. public comment on the presentation?
2:02 pm
>> (inaudible). >> question was to luke are we still providing rebates with respect to installation. >> her name and attic installation. >> through this program installation from both the wall perspective and actinic installation are all covered. >> okay. thank you. question from ms. harris for the record. any other public comments. seeing none, thank you very much yes commissioner king >> i want to read into the record only ms. harris gets that privilege yelling from the back. >> she always has such good comments. you're the reason why we also make a tally on the no votes
2:03 pm
your minus robert and his rules requires that director's report and the san francisco environment commission pragmaticic and clean air transportation and public outreach and education environmental justice and habitat restoration and knowledge to intoxication and ralph fell this is an informational items >> colleagues this is something we've been calling the moment we've been waiting for to have our director here we did a national international search we searched far and wide and fortunate we found you and excited this is the first of going to be a long series of great work together for the
2:04 pm
commission and you and the staff and the team and i'm really excited to be here and hear our first ever director report and can we all please welcome our director deborah raphael. >> (clapping). >> now first of all, okay. now it's on green. well, thank you president and commissioners for your vote of confidence it's incredible honor to be serving in this position tonsillitis that's my dream job no place i'd rather be working with the partners on the commission, with this particular mayors administration and all the partners he brings as well. 80 so i'm deeply honored to be
2:05 pm
here that long list of things i'll not give ignore i didn't details but want to highlight things in our department to drawing your attention so what i'm going to do with my director's report this is move forward been the agenda and wanting that was your desire to have it move forward up ranch the end i think it's important for people to hear from the director what's going on o going on so i appreciate that that speaks a lot to the value you place on the relationship between director and wanting i appreciate that. so i'm going to do with my first ever remarks give you quick highlights and tell you how i've been spending my first 60 odd days as director. so i'm going i'm going to start with the investment now, it's
2:06 pm
important to note that is a program that evolves with different cohorts of colleagues that come in and they graduate so we very much look at those as graduations we graduated 6 and photo how much this means to them and i think there's no better way to explain the emotion of those presentations than to show you something that ran on tv about our environment now program i want to go to a video of a piece on channel 5 that says it itch better than i could can we have the video >> we it's under a program
2:07 pm
called environment now but be warned the leases need not apply in this restaurant they learn the ins and outs of green living. >> it's part of the city program called investment now her job is to go door to door and achieve the zero waste by 2020 but she's not also been an homeless ambassador. >> in and out of tenderloin shelters and no college degree made a career a long shot. >> that of the - this is the now industry. >> i want to be part of changing the world. >> i don't see any limbs she
2:08 pm
calls that more than an interimship many of the applicants come from a tough background they've become learning in microsoft program aerng a wage with benefits. >> probably the most challenging job when they leave her they'll find the career easy after this. >> you can do whatever you want to pretty much. deborah yes is the director of the department >> when i see her working with the enthusiasm with the cycling that are warms my heart. >> soon she'll graduate with a solid recess may and a mindset
2:09 pm
that could concur the world. >> she says the program works and graduate with a job or accepting an interview for a job you can checkout the san francisco environment commission. >> thank you, thank you (clapping) isn't that amazing. so you know it's pretty amazing when other people tell our story for you this is not our voice but the voice of the reporter i found us because she was knocking on the doors and she was knocking on his door and explaining to her about composite and he said who are you and when they explained who
2:10 pm
she was he said can i come and tell our story that's a wow. okay hard to follow that by we're going to the next thing what's going on in zero waste the focus is interesting in our director report from our packet has a lot of numbers it's telling you that the focus is on compliance with policies with existing policies and there's two kinds of compliance one they call surface compliance does the business or the multiple family building over the 3 binds that's service compliance and on those numbers we're very, very high in the 90 percent for southern sectors and also important is the participation compliance how well are people actually doing the sort of so you saw the
2:11 pm
restaurant working the service but not doing it well, so the challenge that zero waste has trying to figure out are they missing anyone some businesses they don't know exist that are having a problem with service compliance or other things i want to show you another tv spot that sheds light on our general wait program so with that, can we show this video? >> (inaudible). >> profit and losses from self-post offices recycling it's suggesting this is costing of the post office a lot of money.
2:12 pm
>> those are pictures on this they show cardboard and plastic the post office employees recycle those materials. (inaudible) >> what a waste deborah yes is the director of the san francisco environment commission what a waste for the planet we have those potential resources. >> (inaudible). for the lack of recycling it works with recycling material the district spent more than one thousand dollars a month whereas other districts generated thousands of dollars the san francisco district made about $3,000 a month from its
2:13 pm
recycling they told the inspectors they didn't know they had to recycle plastic and trained post office employees responsible for recycling >> we'd love the change to educate the post office and show them how easy it is. >> they wanted to reach out to the community and reduce the cost more than $500,000 for the revenues up to $200,000 the post office turned down our request isn't that interesting. (inaudible) it should be sufficient i can read the complete report and the district responses on cpu.com channel 2 news >> so what was really amazing
2:14 pm
about that report was our zero waste team didn't know the post office was out the compliance because there wasn't a report the second thing amazing was the day after that report ran i got a call from the head of the sustainability for the u.s. post office in d.c. saying we heard that you said you want to work you us we'll work with you so alex and steven on our waste team had a fanatically conversation with the district of columbia and their california representatives and followed up with information and offering our free services and fully expect they'll be in a different place that's an example of you don't know what you don't know and a report can be helpful so
2:15 pm
thank you for that. with bio diversity a miles the recreation and small business known always the rose has been adapted by board of supervisors that's a very important miles for the bio diversity advocates and we sponsored with recreation and parks department and intoxicationic reduction innovate miles that happened the state adapt new policies for the flame retardant and that's jade a lot of confusion so our toxic reduction has xheejd an important meeting and will help the local businesses understand what type of toxic chemicals are
2:16 pm
not required in our furniture the environmental justice our staff work hard reducing the that he had pesticides use the mayor's office gave them additional funding but the local stormwater agencies times them to be a recreational model on the multiple family housing based on that (clapping) another thing that's interesting i got to go on a tour of the blue greenway i don't know if the commissioners your needing so you understand the small business project we're using funds to help rec and park and real estate look at a site in the indian basin we want to make it a reservation site so we're
2:17 pm
partnering with those in this case bringing the resources. energy efficient has been a challenging with the loss of one person and they're working hard to meet the goals without ann's leadership that's a little bit tentative but they're doing a great job and looking for a replacement with renewable energy we've been working on our ordinance i'll let you listen to that and clean transportation working hard on partnerships are the mta and community benefits i without the possibility of parole go into detail our green building team has been down staffed we're working on the existing building ordinance trying to bring audits to community organizations they're trying to ramp up with staff
2:18 pm
there's a big focus on hiring in terms of working with the mayor's office and the board of supervisors the issue pittsburgh that's come to the forefront is the recycling redemption centers getting money from back from bottles and cans and plastic that's important it's been 20 years we're at the point san francisco is out of guidance with state law that the state is threatening to come in and enforce against the state so i'm taking this on to xheej the parties and ask the questions to find a long-term solution we'll need changes in state law as well as the partners to come with the good faith effort to
2:19 pm
forge a scloougs solution so there are maybe some interesting roll we may want to carve out on helping xheej the parties and find a solution. so my first 60 days besides working with those i've divided into two categories xoirlg focus and internally ones i've met with the mayor to work with it's priorities and have regular meetings with his advisors to make sure i'm very much in sync with the mayor's office i've met with the 11 supervisors and now going on to department heads working to get on the calendar of all the department heads that intersect with us and participating in some department
2:20 pm
head meetings even though the san francisco environment commission may not be on the agenda i want to be an gambled partner so i'm getting to know my colleagues in the city departments. i'm now starting to go out the next sort of circumferences look at our city partners and my city staff going out into the community and looking at the boiler retrofit knocking on the hair salons we can touch neighborhood and have a better understanding i'm starting to schedule meeting with our business and community members from the chamber of commerce and ecology to the various community organizations within the neighborhoods that's coming up. internally focused i'm
2:21 pm
challenging our senior staff to think of themselves as leaders as well as manager what does that mean? to look at leadership we've having had one of site part of the process i went throw in selecting a director gave me the opportunity to see what people president in a director and one of the themes staff said again and again was transparency so i'm trying to model that and challenging senior staff to think about how they demonstrate respect and transparency in everything we do whether how we focus our meeting and who does what and when we demonstrated reliability with staff and follow through and cycle that information we as managers and leaders help the organization become a we rather than a bunch
2:22 pm
of i's that's my sense we have very strong programs we haven't spent enough time figuring out as a whole we've been asking ourselves why do we do the work we do and use that starting point to how we community with other people who we want to focus behavior change and the system our hiring systems our way we deal with interims and track our grants all those things need special attention he we're going to look at those and ask how did we get here looking at the solutions we have 12 vacancies in a department of several people tt's a lot of we need to fill the position and 50 portions we needed to
2:23 pm
transfer from a temporary to permanent service we have a lot of things to focus on, of course, one the biggest pieces missing is the director so david is back helping and consulting with me we've gone so there the mrathsdz and hope to set up interviews at the end of august to look at who's going to fill the big shoes i need help you can imagine. so in a nutshell that's what's been going on we've gotten interesting press we've got important miles that have been reached and challenges working with areas like the post office entertaining with redeems recycling centers and the
2:24 pm
impacts in the neighborhood revising our climate program i can't wait to dive in deeper so thank you >> nice all right. colleagues thank you. director raphael it was a phenomenal report. questions or comments. >> for the sake of time i'm not going to say anything i'm pretty stoked right now. i will say that that's what i've been talking about like number one that the green movement got to makes sense to folks not only sense but c e n t s it has to makes sense to folks and not only that not only have i been preaching that but people i've been preaching to, you know,
2:25 pm
recycling is for the folks that are here taking what's here we're a k34ur7b9 trans impersonate center we're making sure that we look into the areas like the tenderloin, bay area, katrero hill and all those under looked places for the under tapped resource, you know, and how do we recycle that those folks are here now and since they're here now why, you know, would we be looking someplace else those folks are here and care about here now and recycling in a different kind of way so, you know, and the feeling i got watching that we say live with when we were in
2:26 pm
bay area at the community meeting remember that young man that talked about what he did you could see people in the audience say wow. this guy's on top of that and this is one of the projects of all the city departments that got the federal money to do the jobs we've got to be the only program in the city that has something recycling from that. and i can't be prouder. i think one of the things we have to continue to tap for all the 0 people that think that you know the whole green movement is about simply some things they're not a part of its everyday stuff and it's also about the stuff you care about and also about jobs and a good and cleaner environment that speaks to all
2:27 pm
of that i can't say enough about it about where this could be and how we can position this department. to speak to the city about it's importance for its growth as a city and everybody's moving to those places how do we work together to be sustainable because we've got to do it if? the pattern of immigration for the whole country. thanks commissioner. colleagues >> the only thing i want to offer it it may not be necessary would it be helpful until you said the head of the sustainability to d.c. from the post office i was going to offer up the colleagues maybe a letter
2:28 pm
from us i heard about what's happening but it's not necessary. >> i think that's an outstanding idea if i could go a step further invite them to come before you and give us an update on how we're doing. >> maybe if it's the will of the people on behalf of the commission we want a just want on the status of them and invite them to come back in september. >> all right. comments on director's report. >> oh, i'm sorry. >> in doubt. >> i don't do them. >> ms. flynn. >> jackie with the institute of
2:29 pm
san francisco i want to reaffirm the warm welcome and i'm totally impressed with a lot of what i've heard today, i see a new direction coming from the department of environment and in the last several weeks i've spoken with several of the staff that reached out on multiple occasions for the different outreach programs and stoop you've got a community affiliate that's still very much wanting to share information directly with residents in san francisco. and again, i'm totally impressed to looking forward to seeing our work >> thank you. >> thank you. other members of the public wish to speak on the director report seeing none, public comment is closed. thank you if we can hear the next >> update on progress for the
2:30 pm
coordination of air quality management sponsors raphael director and transportation programs and manager david birch of the principle environmental planner and research air quality management and presentation and discussion item. >> thanks monica director raphael if you know set it up for us. >> sorry i'm learning to press bottoms. i'm thrilled autonomy are you going to hear today from our own colleague bob hadden who runs the program for the department of the environment but in the bayer quality district if we are ever going to reduce green house gas emissions we're going to have to get people out of their cards it's
