and to increase our enrollment from 2 hundred and 2 hundred and thirty students presidio school has been there since 1918 for the factory model of education of its time. you might ask yourselves as many people do what's a progressive school. to summarize briefly progressive education has two condones one an emphasis on social justice and preparing students for democracy. the schools history includes events shrlt european russians from the nazi being the first independent school in san francisco to admit african-american children in the
2:01 am
1940s pr being the first time independent school to march in the pride parade to meet our goals the school offers three-quarters of a million dollars in tuition this is a significant amount in a $5 million budget 25 percent of our students gets the assistance and the grant is 18 thousands average. rational and ethnic diversities are important to us. 46 percent of our students identify as children of color and come from 22 zip codes in san francisco. the second component centers on the way students learn it puts the student at the center of the enterprise students that have interests in skills and it's itself teachers roll to draw on
2:02 am
the students skills nourishing the students skills. teaching progressively takes more space children's space need more stacey space here's where we've been lacking currently students work outside and even in my office classes are two small and not enough of them. our outdoor spaces are severely limited as well when the opportunity to purchase 233 maple street we thought immediately f that could significantly help by adding half again, the current indoor and outdoor spaces as mentioned presidio has been in the presidio heights for nearly one hundred years we like it there and want to preserve the neighborhood as our neighbors we have partnerships with the local
2:03 am
businesses with the presidio and with the rec and park department with the institute on angling and many more we want to be good neighborhoods and building our agreement with the association will further that relationship. we also want to be the best school to truly live our mission we need more space and have before you an opportunity to make that happen. thank you for this chance to speak to you and your consideration of our requests. >> hi good afternoon, commissioners architect. along with other architecture. as ass an architect and it gives me pleasure the product of unusual hours from the school
2:04 am
and the neighborhood. incorporating 233 maple into the presidio campus will gain us another 50 percent program space and 40 percent exterior place for the children staying true to our roots in presidio heights we've been on the site for one hundred years we share the rear yard so our daily functions can occur through the front door on the street with the curve side white zone and access to the building across the rear yard. it's a potential historic resource to protecting this building is something we take seriously and it's will a tllt it's a wonderful building and handsome details and adds a lot of detail to the fabricated it
2:05 am
will be xcht with the relocate and we're not proposing any changes to the facade beside a new oriental gate all the locations are to the rear for example, the elevators on the north side and pushed back. we have a two-story edition not back that is replacing a 280 condition out of view from the public. a brief tour of the school just to highlight the neighbors and city at large the ground floor will have 26 classrooms and parking spaces for bicycle in the ground floor in the maples library and immediate tech center. think the first floor are the heart of the school we have the
2:06 am
lower classrooms splil out and on the second floor because of the location of those younger classrooms in the building we've freeing up a lot of space it will double in size we'll do some acoustic fencing around the playground happening at the lower level on the top is the balance of the middle school and the administration places. the incorporation of the presidio came busing puss will be tremendous and the project will allow more opportunity. the student body address the spaces like the learning spaces and the tech center and the small business we're here to ask for your approval and thank you very much.
2:07 am
>> thank you. is there any additional public comment. >> good afternoon, commissioners my name is is ron i'm here been a lot of the fan the presidio heights association of neighborhoods and on brown on behalf of the nightclubs that are adjacent and close to the state and local school we've been working closely with the members of the school community to reach the agreement we have now reached so i could say we're wholeheartedly some support there was a letter that came out some of you have seen it that encourages or urges our support to you for this project. i'd like to take a second as was s. by ethan to thank you supervisor farrell and his
2:08 am
department i know how this building works and supervisor mark farrell is remarkable and thank you to ethan and mary who is a board chair those two were involved with jim and myself and all attorneys forging at the end of the day a pretty good relationship going forward with that, thank you it's been a grueling process but hopefully, the results maples we wouldn't have to worry about those things and we on behalf of the neighborhood you urge your support >> thank you. is there any additional public comment. >> forgot one thing i wanted to mention as ethan wise brought a tremendous detail something that was important for the immediate neighborhoods was the white
2:09 am
zones stay the way they it are and urge although the department didn't recommend the continuing inclusion of the white zone use conditions or provisions that that item be included in this as well we'll ask you to include that with that. thank you >> thank you. is there any additional public comment seeing none, public comment is closed. commissioner sugaya >> sorry. it's heart living that an agreement has buena been done but everyone appreciates the hard work i wasn't here for the presentation in the beginning but ms. woods you have
2:10 am
conditions of the approval to the draft motion there are 8 new conditions >> yes. >> and some of them are incorporated from the requested conditions that have been hammered out between the two parties and some left out. >> right. >> and one that was mentioned about the white zone i assume it's left out because we don't have jurisdiction over some of the other ones and that one. >> the 6 other ones were left out their standard condions that already in the draft motion that's before you those were left out and the remaining 8 those are the new and the last one regarding the future woody allen one was a mta jurisdiction. >> i'll admit we don't believe that's appropriate as a condition of approval that didn't preclude an agreement that was reached by the party
2:11 am
and they've agreed to that i think those are issues that's been settled by the we can't enforce that. >> right it's understandable i guess the commission can, you know, indicate that this is not something desirable from our review of the document and not included in the document. with that, i mean, i'll move to approve with conditions and the additional 8 conditions >> second. >> commissioner antonini. >> yeah. i'm happy to hear there's an agreement made within the parties and schools i have a question for mary woods as the motion stated includes the required commission action but a number of features that are included it talks about the
2:12 am
change from residential to educational the dwelling unit the change of the 12 united conversion to institutional and certain months ago to put an institutional use between the zone of the school that's still in the motion. >> yes. >> commissioner fong. >> i'm excited we're here and both parties have come to an agreement it started off as a contention situation but we want to see those get solved by the neighbors themselves. i've heard from different parts the neighborhood and happy to see them forge frindz and maybe a barbecue will come forward
2:13 am
i've already seconded it >> commissioner johnck. >> i'll echo congratulation to the folks if we are serious about keeping people in san francisco the best way to keep the folks in san francisco to expand this schools tend to be in neighborhoods there are issues will loading and unloading and noise and things like that i'm glad that worked out well. >> just for clarity sake commissioner sugaya your motion included a of the of the support for the private agreement regarding the future of the white design i don't know if we can say that but the commissioners by needing their headings heads. >> just a consensus not altering the motions so supervisors a motion and a second to approve with conditions as anticipated on
2:14 am
that motion. >> commissioner antonini. commissioner hillis. commissioner johnson. commissioner sugaya. commissioner fong and commissioner president wu. so moved, commissioners, that motion passes unanimously 6 to zero. and places you on items 12 at about ab at 346 katrero avenue and for a large project authorization >> good afternoon, commissioners diego sanchez i present a project proposing to demolish a auto use with up to 70 dwelling units and retail this project provides off-street parking look at the rear of the property the project is located open that wedding of katrero
2:15 am
between 16 and 17 street an urban mixed use and bulk district. commissioners the project requires the following 3 actions first, you must adapt a motion from the general manager of the rec and park department 80 communication with the rec and park department that the address shadow cast on the frank square is not adverse to the square pursuant to the planning code you must grant a large section to allow the construction of the tall mixed use building included the modification of the rear yard usable planning some time for eyes other than dwelling unit and dwelling unit x important and last you must adapt the m m rp while included
2:16 am
in the packet that was the language was left out of the draft motion to adapt a motion for that and we met with the planning commission and at the hearing the parks commission found the new shadow is not adverse to franklin square. the project provides 70 residential units are mostly multiple use unit the new shadow cast is minor and only has pa 2 point zero shadow and this is not to be adverse to franklin square at current rates 9 hundred and 66 thousands of
2:17 am
impact fees and last the project is balanced with the policy and general plan. lastly since the publication of the case report the staff has letters that are submittal to you that concludes my presentation. and i'm available for questions. thank you >> thank you project sponsor. >> good afternoon, commissioners my name is kim diamond i'm the developer an opportunity to speak here today, we're very happy to be here and appreciate all the hard work you and the staff has dedicated to our development on katrero it's a local developer and builder we have code compliant projects. for the past two years we've
2:18 am
been actively reaching it out the neighborhood and talking to our merchant neighbors and walking the streets to hear people questions or comments. we'll have numerous community meetings resulting in neighborhoods support including over 25 letters of support and 80 signatures. as part of our outreach we've become actively involved in franklin square it's one of the several parks including the gateway project we've helped to organize 3 clean up series for the next two years which will provide over 6 hundred ours 0 hours of volunteer time true market is contributed to the park of $50,000 working with the
2:19 am
rec and park department additional through our homeowners association hoa dues will be contributed to franklin square to assist with park maintenance looking at a 10 year period this is $145,000 towards the park and 50 years 2. $6 million. it's our intent that true marks process will continue and be carried through by our future resident. i'm sure you're aware of the counter site is blighted our proposed plan to have 70 new homes including inclusionary units on site. the project will create over 2 hundred my own construction jobs over a 20 month period of time and have a apprentice partnership. this is a program in partnership r with the united players to
2:20 am
educate folks for the education opportunity within the construction community in closing it's been a true pleasure and honor to with work the neighborhood groups and merchants we've had the opportunity of meeting and we look forward to continuing those relationships and greatly appreciate all the work of the planning staff when we believe has resulted in the building before you. i'm going to turn it over to and introduce glen from the architect to present the plan and design and thank you for your time if you have any questions, i'll be happy to answer them >> thank you. >> good afternoon commissioners can i have the overhead please. we're excited to be here today, this project 346 katrero is excited that not only because of the architect we bring to the table but that the location we're building this project i
2:21 am
think to the a new area of development for housing we're gifted to be part of that. the site itself is a mid block site between 167 and 17 street it's a really mixed bag of product around there some residential and industrial and commercial. so you know from a standpoint of how to reacting rack to the state e site it's a mid block not n that much to build we thought it was important to beginning a history of the district. this area of katrero which is now known as admission creek is a center hub back in the day fore shipbuilding and industrial steel mill plant you might remember the seal stadium was
2:22 am
cut i didn't corner it brought a lot of sense of what we wanted to achieve with the design of the product. as you see we have a mcdonalds to the right-hand side and car wash to the left there's a buddhist snit kittie corner and what is important here's where particular reason and ourselves came together this building we don't look at it as a in fill we look at it as a stand alone architecture piece of, you know, product that we wanted to regardless of what was built adjacent it would stand alone and look great.
2:23 am
this will give you an image of what's existing >> what is on the site what's interesting about the project it is a skeleton concrete form structure we'll be designing it's designed with four sides it's not a two sided building facing katrero the facade on the front and back are similar and on the sides. they're an architecture movement throughout the building as a stand alone building it has merit and once the building is constructed adjacent to it it will hold it's integrity. at the because of the building we worked hard on with planning we basically established an identity with respect to the
2:24 am
warehouses in the nearby neighborhoods there are about 2 to 3 stories we wanted to create a robust 22 to 28 bays with retail space and lobby we changed from a concrete structure where we segregate stone structure to give it more of the industrial feeling that the warehouses nearby have and create a more pedestrian realm with respect to the trees and planning department. the section of the building which i barley see has key component we have bike storage and bike repair lockers and 3 incredibly green places we have a green space two in the back and one on the lower floor and
2:25 am
would be overlooking the square. we have retail on both sides central listed the lobby on the building. here's a closer view of the retail space. the other interesting spaces are the two common spaces we divided them up into two to give the residents for variety the lower space is in a quiet tranquil environment and the 8 floor is the residents terrace that overlooks downtown san francisco. we wanted to create those two variances that people had options within they're living environment. what is also interesting with the skeleton idea we have the
2:26 am
windows step back so we created those juliette buildings and this is a plus the light and quality of the outdoor experience that everyone gets a unique in this building inlike other buildings there's a birds i view. briefly wanted to talk about this part of the building the "x" excess skeleton its not just about architecture the engineering and people that work the concrete workers get to express ourselves our the work and it's a quality of workmanship it's not about the architects it's a concrete building with metal and glass we need those guys to perform and
2:27 am
as you see this is unique in san francisco being a concrete town it's great for the workers to be able to express themselves and view looking at from katrero hillish area you see the building flows with the industrial environment i like to conclude by saying i really appreciate working with the planning department we worked hard and together and came up with this great idea that's a great edition to the neighborhood if you have any questions, i'll be happy to answer them thank you very much. >> thank you. okay let's open this up for public comment any public comment on that item?
2:28 am
okay. if i call your name, please line up on the screen side of the room to prevent blocking the door (calling names). >> good afternoon. i'm julian yee i'm here on behalf of the friends of franklin square i'm the leader for the organization where all volunteer based and have 2 hundred and 60 members of folks that use the park primarily neighbors we're here to express our support for the true mark developer they've been a great resource to us and have
2:29 am
been committed to helping improve the park and we appreciated that. i have a - oh. as the developer mentioned they were very forthcoming in sitting down with us and excusing how we can help the paperwork they've committed to doing park clean up they've done through 3 so far and we've gotten to know them and they've made a commitment to doing several more clean ups over the several years and in addition they've made a contribution financially they've committed $40,000 toward our capital improvement plan to have a fenced-in dog area and adult
2:30 am
equipment at the park we've worked closely with rec and park and the major contribution they've made is this very innovative idea of contributing through are their hoa for having a dedicated park funds that will be tremendous in terms of the upkeep so again we've fully support of the true mark at 346 katrero after the developer has been helpful and in addition to having additional neighbors in this building we'll have people invested in the park if you have any questions, i'll be happy to answer them >> thank
