sloops as a billboard this is hat notice been updated since 1965 since then the practices are challenge we have seen links like loopholes that have been identified businesses turn business signs in effect the billboards that will close the loophole the voters have over and over again voted in large majorities stating they don't want billboards in san francisco this is inconsistent with the preferences dedicated by the voters at the election time. so those controls will close that loophole to make sure the

windows looking more beyond the signage but transparency requirements for the code we've been pro-active in the tenderloin >> i've noticed a difference in the stores walking by they've increased the number of signages on their windows but in terms of you have 7 full time code enforcement officers. >> what's the plan. >> more than 13 hundred codes and packages of regulations from thought clubs and massage enforcement and affordable housing we deal with the general building requirements working with the legal construction activities things that may or may not included like the affordable housing that is just some things. >> i see it's complaint driven. >> correct we have placement

driven enforcement you'll see the work from john and working on the store front efforts he headed up the citywide survey with the removal of signs and we're doing practice enforcement incorporation with supervisor chiu's office so we're trying to do pro-active enforcement with you we get seven hundred plus complaints a year and right now, we're in closing out more seven hundred and making what you think our backlog but try to publicize how to make complaints on our website or, of course, 311 make a complaint we've got to it. >> you have seven hundred complaints today is that a rough

i want to present this letter to the committee and make it a part of the records >> we'll receive that by e-mail. we oppose is sign controls bra the committee today. for the simple reason the controls circuit a settlement agreement between contest pro tem's and it was approved by the full board of supervisors on july 8th. under the agreement the city in contest accomodation will agree to settle their differences they were required to meet in an existing lawsuit but those sign controls were to prevent the city and the state requirements to proceed under the agreement

their opinions about billboards and public spaces and somehow corporate interests you've heard from find a way to interpret that code to their favor and in stark craft the code was written. so in the last year i had conversations with the mayor's office about their interest in signs from president chiu and our own interests in preventing the preponderance of the legal signs thank you for the controls that gives us a definition moving forward and an opportunity to work with the planning department and to reshape those and if the language in the policies conforms to the guidelines >> thank you very much. next speaker. . hello supervisor i'm here to

it is not being sold there to people wonder why this billboard n is in my neighborhood the settlement we approved i'll read it for each sign within the city the contest promotions shall apply with all applicable pro tem's for the administrative regulations, in fact, at the time the permit for the sign is issued with applicable recreations and electrical code and the puc codes i was not involved but the city attorney's office. >> i don't know what the how the process went but in the end you could have had a supplement that said the law standards to be applied would be the ones in
