great job for the police department and it is the best job that i have ever had, so thank you. [ applause ] >> on the other commissioners are making their way up here, i want to thank you, captain perea and that was excellent and you have growned well in the roles, and it is very impressive. and what we do now, is this is the part where we have the community input, so if you have anything that you would like to south dakota to what the captain said, anything more that you would like to see out of the district now is your opportunity and so we will start the public comment. >> line item five, public comment, the public is now welcome to address the commission, regarding items that do not appear on tonight's agenda, but are within the subject matter or jurisdiction of the commission and the speakers shall address the remarks to the commission as a whole and not to the individual

homicides in are they down? there is more unsolved homicides than there are solved homicides. and i have no venue to put this. i can only put this in my room in my little room above the fireplace, i have no place to put it. i would like to have a venue like put it in the library and the dmv, and the bus or something that the perpetraters can see their victims, because i am still suffering. we can all give our children and we can give them jobs, but what about the trauma that they are experiencing and they still have to go back home to their parents who are grieving over their lost loved ones, and they have to go back home and the only solution that i was thinking of is putting or making more homicide posters, like these. you have made some before, make more. saying where were you when we were murdered? make cards for the jails, for

the prisoners to play the cards and put those loved one's faces on those cards. and in the prisons and the jails, and the guidance center and put the loved one's faces on those cards and so maybe the cases can get involved that way. i also, and you know, i was thinking when i was talking to you, chief, that we were talking about the one of the loved one, of my perpetrators thomas hannible, who may have shot my son, that was there, he is out living his life, he is doing comedy. and he has a job. so he is still living a good life, so he get a get out of jail card because he changed his life around, i don't think so, i don't want him dead, but i want him to go to jail and serve his time for murdering my son, all six of them.

that murdered my son. all right? the names, all of these names are the guys that murdered my sons, thomas hannible paris moffet, jason thomas, marcus carter, all of these guys were there when my son was murdered and i don't know who all had the gun, but they were all there and these are all mief sons case down at 850 bryant. they murdered my son. and i am still suffering. so, he has sister and brothers that are still suffering out there, my daughters is s*ufring one of them is working at old school cafe. and you know, and she is, a good advocate now, but still, she is suffering too. we need our cases solved. and so that we can have some

>> (inaudible) [ speaking in a foreign language ] "good morning america", the view, williams and i want to say these things about the diversity in san francisco, august 4, 1980, 34 years i started to work for the south west bell in arkansas and i look at what has made me and i am a member of the boys club in arkansas and i have been a member of the 4 h and the omega and the million and a half club in arkansas and today, you know, i thank god, but, the office of complaints and i really need to be there with you, since you have been there in 82 and for the police department, and mission, and when i hear you talk about the thc who is working on the sro, and here in the mission and here in the tender loin and we don't have that and i remember going to the mission when you are all supposed to work about lgbt issues and that has not been done yet. but also, then i hear you talk about safe and how great that is.

and when i think about this school, i went to school, and i took yoga here and i learned a degree here at this school at city college, and the last meeting with that and i learned ak you puncture there and i learned about the police investigation at the city college and the campus and i know that today at the wind and you know as the present and the huge, 53 on the august 4th and we are the same age and i know when mr. brady died on that day, it was a fan for us and i would love for the police to join us in most of the state and making sure that the habitat for humanity and the safe house and inside, and i notice on your report, about the retrieval of the videos, and i have just left for it, and i will be able to stay at my place but they are going to gut it out and i have to move all of my black history books that might be and my videos out so that they will not destroy those, and at the did not have

video retrieval and i could not talk about that in court, why since there were 20 seconds that i have become... as someone put this news in my room and i want to thank god for cool off to help me in the community and the violence and so that i know that you don't have to become a violent person and last night i was at the caster in front of the hall and you know what? that was what filled out the area at 12, and it was, just, and i thought it was, i thought that it was out but it was black, and it was one of these, ccop and i knew that was a sign right there because it is still on my number one... >> thank you, sir, but your seeum time is up. >> thank you all, and thank you all for being the men and women in blue. and thank you miss paul here to arrive here and thank you. >> thank you juicy.

next speaker? >> good evening, commissioners. and chief shuhr and the rest of the audience, my name is jean, and i live in the mission district. and we are going to program on 24th, and treat street and i have been there for 38 years. not at that location, but just two blocks down. and what i would like to say is, i would like to thank the chief very, very much, for all of the support that he has done for the mission district and i am sure that throughout the city, but i can only speak about the mission. and i do want to talk about the new captain. and the new captain, is

wonderful. and he approaches us to work and to give us some recommendation and asked us the suggestion. and now i think and the captain to come to a community that is what he should do and we don't have to go and look for him. he should come and he makes people feel comfortable. and again, just like the chief, he was excellent with us and he worked with the community and we had a neighborhood walk, and 20 years ago when it was not safe in the mission to walk on 24th street. and every friday night. we had our parents and we had the children in the program. and we had officer thanks to the chief for doing that to us. and now, as you can see, the mission is much better in my viewpoint because i am right at a good location that i request see whatever is happening.

and also, i want to thank the chief because i know that it is his idea about garfield park. i have been looking at garfield park for many years. i at 35 little kids from 7th grade on to kindergarten, and it is not too nice to have a park, a half a block from you when you can't bring your kids to play there. and now, we can bring our kids there and we need some improvement, and i am sure that the chief is going to work on that one. and the officers. there needs a little improvement, but, you know, we can go, and the parents feel very relaxed that the kids can go and play soccer, and baseball, and any type of sports, that they would like to play. so i want to thank the chief and his staff for working with us in the community to make it safe and the captain and i see

the captain following in the chief's footsteps and i have worked with the chief and i would say approximately, 20 years, and so, i know the police department and not only the chief, but there have been many other captains at the mission station. so i want to thank all of you commissioners, and all of the people who support and help the chief and the police department thank you. >> thank you very much. >> next speaker. >> hey, john. >> hi. >> and president mazzucco, and the commissioners, my name is john shepherd, and i work as a crime prevention specialist with safe. i am one of the people that the

captain perea reached out when he first came and he called me and in the next night he was in a former neighborhood watch meeting and with just him, and also his lieutenant and he has been very supportive. i, basically, just so that you know, people understand what we, or what safe does, we kind of have a description in the captain's presentation. but i want to mention just briefly, within a couple of minutes that i have, neighborhood watch. that is the key part of the safe program, which has existed for over 30 years. and a neighborhood watch, is a cohesive group of neighbors on the block who know each other well enough to communicate confidently, to identify and

prioritize, their quality of life concerns, and then, establish three leaders, two strategies, and two structures to complete the formation of their neighborhood watch to help them effectively access resources to address their concerns. and from the very first, they start to identify and prioritize their concerns. they generally get formed within three to four months, and i usually on the second meeting, because of many of them have crime response and police response questions, the police are invited and they come. i really appreciate the support that we have had there. and so, my next point is if you want to form a neighborhood watch, or you know somebody that does, speak up. many of on you neighborhood

watch come from recommendations from the police from other neighbors, and i mentioned channing, who is here today, from a stella r group on albian street and he participates on the cpap, and also, helps to be safe in that way and the police, and thank you very much. and thank you captain perea. >> thank you, thank you, john. >> that is better than last time. president mazzucco, and thank you for having us here today. i want to thank the captain for the kind words that he speak to the organization, and i am brian and i am on the board of advisers and as he mentioned,

we basically do, sort of citizen level, crime prevention, and crime deter anssinger, and sort of a light level of auxiliary law enforcement in a way. i mean, the basically ask the people in the neighborhood to behave themselves and then when they don't, we call the great men in blue. with that, and that is a good point, men and women. >> could you... >> and with the commander as well. >> and the commissioners. good point. >> and i come here today, asdy last time, the last time, president mazzucco you spoke of the cooperation and the collaboration between the various agencies and the various city agencies and the police department and the crime prevention and fighting and i want to encourage us all to not forget the important role that the patrol special plays in

that, the patrol special is in the first back up in the castro when we have a situation that requires somebody with little bit more command presence than we have. and handcuffs is what that means. and they are great. and i want us to not forget that they are around. they are sort of the unsung heroes of the auxiliary law enforcement world. that is my comment. >> thank you. >> thank you very much for everything that you do. next speaker? >> good evening, commissioners my name is pete and between phil and i, we are on the merchant association for probably around a decade. and just wanted to get up here and take a few seconds to tell you that captain is doing a great job and i for one was a little anxious when bob got promoted because he was

area of lots of community, and good to know that you are out there reaching out to them and the people here, and they are very happy and you know i would encourage you to continue to do that and i am just really, pleased by your report. so thank you. >> captain, great report and you have not been here long and i know that it is a lot, after you have not had that much time here, excellent presentation and a great community support and i agree that it is a big district and one thing that i wanted to say that i got in a little bit of trouble in the richmond community center because i highlighted that the mission has the most tweeted followers and i guess that while i am here now, and i

guess, i can say congratulationss on that and good job and i follow you that on twitter and i think that it is all on aside of a great way to get the information out in real time and obviously if that you many followers because you are using and it is an important medium because i wanted to congratulate you on that. >> thank you. >> dr. mar marshall. >> and you know, and i say these things, publicly because, i just, i think that it is important to say, and we, and we have heard homicide numbers are going down down down and this may be the lowest, and we will keep our fingers crossed right? in the last few years. but, to me, it is the little things that i hear that just shows how these things are happening. when you say that you know, you can go on the night watch now where you cannot go before. and that is a big deal. and i mean that means that people are feeling safer in the

neighborhood, and that to me is just as much of indicator as the numbers themselves and the fact that you can do that and you feel safe and you are supported by the police. and i was just sharing this with you and it is a small thing and i think that is something that i did not hear when i got on the commission, and it was ten or plus years ago, and i went into the store, and an officer, came in and we got to talking and he was thanking me for what i do and i was saying for what he does and he told me that, he in the bay view station, and that i did not say how often, but, the office in the bay view goes out to one of the schoolings out there and reads to the kids and you may know the officers that i am talking about. and he says, now when they go back, the young people see the office they are not coming to arrest them they are coming to read to them and i thought that was great chief, and that was something great, and i did not

hear this ten years ago or that ten years ago and i continue to say every go around and look i have been in the community meeting and people have something to complaint about they are going to come. and the last few years when we go to these meetings, i can continue to hear about the good will and the engendered by the department and the community and i have to say, again, that is great, and i think that all of that, adds up to why, we continue to hear the improving numbers and that does not mean that there is again, and i love this on the side, and but, i just have to compliment when i heard that story it was great, because you made a point of emphasis to get to the young people and that is where the whole thing about, you know, the real community policing and the community relations are and so once again, good job. >> i just want to say that, my first year in the commission, we had our meetings, and i don't know if you remember, commissioner dejesus? >> dr. marshall, it was my

first meeting it was a very warm summer night and we had to take our jackets off and we were in a very crowded auditor um and we were hearing about was gang violence. and red verses blue and 22nd and bryant and we heard about numerous shootings and homicides, it was completely different than tonight, while miss brown, i know that people continue to work on your son's homicide and we promise that will never leave our radar screen, but that meeting in the mission it was just about pure mayhem that was taking place and i think that a lot to do was the chief and the men and women and the san francisco police department and captain i know that you were involved back then when you were in the narcotics and you had a significant role in doing what cleaned up the mission district and now it is the captain and so i have to tell you that it is incredible progress out here in the mission and it is just great to be here tonight and it is a much, much different circumstance, but we can't do

it without the community and i want to thank all of you for taking an active role from john and safe and everybody in this room and that is important because the community is and it is symbolic that you know, garfield park belongs to the kids again and i know with this chief and the reason that he is chief is that he had support from the mission district in the bay view for what he did as a captain and it is all about the kids and so i want to thank everybody for doing this and it was actually an honor to be here tonight and so thank you. >> so just, i wanted to congratulate you for the crime prevention strategies, and this microphone is not working. and so... >> you are taking mine. >> so, thank you. >> and i want to, captain perea i am not met you before and i don't think so, but i have being, and a long history in the mission, and in fact, you reminded me during your presentation about i was the

first community the first project safety coordinator for the mission. and when we first started, when i am trying to remember who the chief of police was at the time. but that is not, as important as the fact that the some of the events and strategies that you are using and the community involved are really, really important, and getting and knowing who the players in the community are. and they are so important. and so, congratulate you for doing all of the work that you do. and i am sure that, and i want to congratulate the chief suhr because without his support you on probably would not be doing it thank you. >> commissioners anything further? >> no? >> while, i want to thank everybody before we adjourn, thank you for attending tonight and thank you to the men and women in the mission station. and captain perea it is nothing without you, and so thank you for your hard work and we appreciate it. and hopefully you will get more officers soon and the chief will tell you that we are
