>> [gavel] good afternoon and welcome to the july 28 meeting of the san francisco ethics commission. i will take attendance. chairperson mr. hur has been excused for personal reasons and calling the other commissioners. renne. >> here. >> commissioner andrews. >> here. >> commissioner keane. >> here. >> before taking public comment on item number 2 i just want to call everybody's attention to the fact that the regular meeting for august has been
10:03 am
canceled, and there will be a special meeting on august 18 at 10:00 a.m. in room four one six to consider the report of the civil grand jury and the commission's response thereto. at this time i will take public comment on matters of not appearing on the agenda that are within the jurisdiction of the ethics commission. >> members of the ethics commission. ray hart director of san francisco open open government. in 1964 and here in san francisco barry goldwater accepted the nomination for president and his brief acceptance speech included items that were boiled down to the following. i would remind you that extremism in the defense of
10:04 am
liberty is no vice and let me remind you moderation and the pursuit of justice is no virtue and i want to make it clear that any citizen including myself has the right to come here and tell you stuff that you don't want to hear and talk about your performance as members of this commission and this commission as a whole. and yet the pattern here seems to be that you joke about it and you act when members of the public come to talk to you that they're being species or anarchistic or whatever and the perfect case when we were talking not too long ago and you were joking "well, you think we're trying to hide stuff." i don't think you're trying to hide stuff. you do it all the time. that's what you do. you're here to hide stuff that you do and other
10:05 am
city agencies do. this ethics commission is a waste of the resources used for the operation. it's nothing that the citizens of san francisco could have imagined when voting for the establishment of open government. anyone that wishes to put a minimal effort can examine the record and see that this body has absolutely nothing over the course of its existence to open government and as done everything possible to hide its secrets including illegal actions from the public. three commissioners -- commissioner hur, renne and commissioner hayon are political flacks answerable own to those that appoint them. that is not a personal attack. it is my personal opinion and i base it on years of watching you. you do nothing but protect the people and in my case that was heard without my presence
10:06 am
commissioner hayon participated defended the person that was on the opposite side of the case. talked all about the reasons why they were right and why i was wrong and then at the end recused herself to avoid the appearance of a conflict when she actively was in a conflict during the entire proceeding. i had sincere hopes for the new commissioners and although they talk a good game there is nothing that will indicate that they will just follow the lead of the other members. i challenged you before. come here before the public and gave examples how you improved city government. you never do for the simple reason you can't. you don't do a damn thing to make government in this city better, nothing. in fact you are the antithesis of what the
10:07 am
>> yaerth preparedness is a way of life in san francisco san francisco we hope the new law requiring the upgrades is soft story building will help keep residents safe and sound.
10:08 am
so bill tell me about the soft story building program what is it >> it's a program the mayor signed into law a year and a half ago the whole idea was to help homeowners strengthen buildings so they wouldn't collapse. >> does the soft story program apply to all buildings. >> it only applies to buildings built in a timeframe of 1978 and earlier it's aimed at wood framed building 3 or more stories and 5 are more units but the openings at the garage level and the street level are not supported in many buildings without the support in a major earthquake the professionals sent them to flatten and many are under rent control so
10:09 am
everybody's advantage to do the work and make sure they're protecting their investments and tenants. >> nos have gone out to have thousand owners but fewer one one third have respondent and thousand might miss an important deadline in december let's talk worse case scenario. >> so first soft story walls the building will collapse and be a total loss. >> can you talk about the sfrelg in the retrofit. >> you want to think of this building like a rubber abandon in the upper 3 floors are a rid i do box and the earthquake the garage tends to really over the first floor is a very tough but
10:10 am
flexible e flexible rubber abandon you would not drive the forces to the upper force so it goes into the plywood or steel frame. >> so here we are inside a soft story building can we talk about the kinds of repairs property owners might expect and it's a simple process we try to keep it that way so what's involved whether you install plywood to make a wall and cover it with the gossiping so many stellar it adds underneath e flexibility so during the earthquake you'll get movement but not collapse it gets strengthened more when we go to the doorway to the steel frame to support the upper floor. >> so potentially the wood and
10:11 am
steel that sound like a straightforward process takes our odds of collapse from one in 4 to one in thirty. >> that's exactly right we're hoping people will move quickly and make this happen. >> great let's take a look at. >> so let's talk extremely frame talk about that. >> we have a extremely frame there are two of those and go up to the lower floor and a beam that goes 0 across that forms this it's a stiffer and stronger so during the quarter the upper floor won't clarion and according the engineers and contractors it could be done in two weeks time easy. >> if you're a property owner with questions about the soft story retrofit program signs up to this on august 11th from 3 to
10:12 am

10:17 am
day rules that provides san francisco school district to allow the district to have oethd for this allocation. the children between zero and 18 in san francisco is only 18.4 percent of our population making it the lowest in the united states. the city must do better for your children and families this legislation will get us closer to doing a better job. first, i want to bring up mayor ed lee to kickoff today's program i'd like to visit him up and thank you for being here today to support this crucial measure mayor ed lee >> thank you supervisor yee. hello even e everybody happy

10:19 am
making record nichlts north e never letting the episodes that the state or national government effect us two negatively but we've attempted to recover that's why we have one of the best schools not only in the classroom what happens before and after that's with the families and in our neighborhood. and that's both of these incredible sources has come together to support but the backdrop of a school that's improving and, in fact, not only do we enjoy record niechlts from the city but the private investments for the foundations that are putting their money together like the benny harassing foundation with their contributions to the middle school initiative but it climates all the foundations that are working with us they
10:20 am
believe that early education and sustained support at the school system will help all the families improve and give the skills we need for the 21st century. this children and families first initiative brings together the children's fund and the public enrichment fund those are incredible fund and need to be renewed but we have not only renewed them in this initiative we've adding for conflict of interests and creating accountability we've heard parents throughout the city they've never heard a lot of our programs they don't know where to enroll we want them to be provided with all the contributions that our city has been given but all the great
10:21 am
programs and want to make sure that all the families that deserve our support get it in a way in which to in fact, and here heard from parent to have a more efficient system and let's not have me find out when my kids are in the teens there are so many great programs we've got to get a system that i think this is reflected in this initiative to have families analyst it easier and to increase it at the time not only when the city is plentiful but when the city wants to enjoy more investments and i'm happy to join the entire board of supervisors the elected officials and tom who started a lot of this back in the days
10:22 am
when he was supervisor i give him credit along with applicant working together they're pushing hard to make sure we have the best programs and we have the opportunity to have this conversation with the public this november. we're going to have the best children enrichment programs in the world here in san francisco. raids our families here and get our kids in the public schools? going to be the best city for the families here >> thank you, mayor ed lee he did a pretty good job introducing assembly speaker tom he's also going to be considered an educator and the only reason we're talking re30 years anything is because of tom. thank you very much (clapping.)

10:24 am
libraries this was quite gifrt i'm glad to be here to start the engines on our school district system the business community has the criticism but superintendant co-sponsor random has done a good job so when businesses is this this and that when you want a worldwide school system to produce world-class folks we need you to be helpful and to understand that that's why i want to say a big thank you to warren around the k3wrish9 program prop h, you know, (clapping) i was the lion tamper the guy who inherited the cats. he would curse and scream and

10:26 am
layoffs so it's been a great journey without the board of supervisors and the school district working no partnership now and then none of this could happen once a teacher also a teacher i knew there was a difference between the city and school governs when the supervisors got elected to a certainly district all of a sudden the parents are asking for a crossing guard there is no heat in the classroom and the initiative placing class that was recommended in 2000 came screaming to me i don't know about schools additional they learned so thank you.
