4:08 pm
to approve the lincoln park renovation approval of this action is the approve action is defined by the administrative code we've come earlier in 2008, so receive preliminary conceptual approval of the design and now here for the conceptual approval. shall i give you a background. lincoln hill steps is at the end of california lincoln street one of the entries so what lincoln park it economists of about 37 steps and about thirty feet weeds the community group has over the years proposed improving the steps and remaining wall into the park.
4:09 pm
and a number of years ago they actually had approved a implement to the first phase what was adding tiles to the retaining walls on top of the stairs this is basically phase two they're proposing to install the tiles along the vertical steps creating an industry intri into the park they've noted because of the improvements the graffiti in the area has diminished and the usage increased i'm here to ask for approval of the conceptual design it's the same scope of work expect for the color of the tiles and maybe the shaping of the tiles has changed insignificantly. prior to that we had received
4:10 pm
our approval for the shape of the tile and the donation and the sizes and the donation for each of the tiles >> any public comment on that item? seeing none, public comment is closed. >> taken a motion and all in favor, say i. so moved. thank you >> thank you very much. >> we're on item 8 the neighborhood parks contingency fund. >> good morning. i'm here on behalf of the jay crest to present a request for $4.8 million for the clean neighborhood taylor's park the rehabilitation project i want to
4:11 pm
start by saying there's nothing new this is kind of the same budget but we're not able to request the release of those fund under the bond report it mandates that the last project has to go out to bid before we use the million dollars so kimble went out and we were afforded the grant in january so we had to wait. overall the construction project is going well and that we have yet to dofrp a pirate ship a it's he keeping us awake at night we've had the up and down but the partnership mission
4:12 pm

4:13 pm
to in the next few months the contractors came on site they're going to do underground work and we're at the cross-examination where we seeing the final elements above ground last week was one the business outlets times we had concrete poured for the maintenance founder the contractor came on site at 4:00 a.m. and it turns out nice the day before last wednesday we had all the soil tiles you'll see them getting lower and lower
4:14 pm
we've had over one hundred trucks and no complaints from the community on either of those items last wednesday kind of one of the most exciting we see the mexican he liberty bell moved and i want to show that on film quickly too. >> okay, here we go. back up >> this is actually, the time lapse of over two hours i captured in two seconds my favorite time is when it was moved it's intense this is an important feature between the mexican government to match the
4:15 pm
mexican community in the mission district. oh, you guys want to see it again (laughter) it was too short >> it's actually on the blog if you want to see it again so the next few months are really, really busy we're doing the north part first and i start on the south then reopen the north we'll finish all the paths and the tense corvettes are going to be poured the irrigation is being digging dug that's a work in progress it's a fun soil pile site right now. all the finish elements are going to be installed and the
4:16 pm
turf hopefully in october and in october we're looking at diminishing the clubhouse and getting ready to switch over to the south side so it will be done i think that's most the construction updates >> thank you carr raymond that wants to be there at the depiction of the restrooms you're welcome (laughter). >> are the the $1.2 million will cover are we've budgeted for and expect to use and to offset the environmental review and we've ball parked the time delay and the environmental review documents itself you
4:17 pm
costs about $2 million we were not anticipating so that's where we are we recommend approval the item. >> any public comment on that item? seeing none, public comment is closed. >> i'd like to make the motion to approve the allegation of the $108 million. >> before i get a second commissioner low. >> how side this work when kimble with when. >> it didn't need kimble to be completed but a final lock on the price. >> that allows us to fund the contingency. >> actually, the money is - doesn't come from kimble under
4:18 pm
our bond process there was a skernl we'd spend through the dollars early in the program so there was a pause that basic said there's a last $8 million you have to hold onto until the last one goes out to bid so he can deliver the promotions it's there not from kim believable but the forest fund really and we couldn't access those funds until we put kimble out to bid to have the cash in hand. >> so kimble has the contingency. >> we have a motion is there a second moved and seconded. >> all in favor, say i. so moved and we're on the geneva car bond award.
4:19 pm
>> thank you, commissioners discussion and possible action to approve a design contract to complete the design document for the giving me have a it's a historic building one of the last not one of but the last reminder of the electric railways that went throughout san francisco the firm of a.d. land declaring has if a donated money to help complete the concept design i'm sure you're aware of i talked about this when i came through with the bond we found about 8 hundred
4:20 pm
$0.34 thousand dollars and supervisor avalos expressed his preference we keep those funds with that project and since that time nicole went through the civil service commission to use those funds for 8 land declaring to make the timelines we needed so that's what it is after following through rec and park opportunity to now award the actual contract so the process can be continued for geneva carbarn to compete for a tax credit for which they need the work to be completed and it's evidence of the city's
4:21 pm
confidence for them to leverage the funds if you have any questions, i'll be happy to answer them. >> any public comment on that item? seeing none commissioner. >> let me make one observation i get excited every time i see this project this destine effort as pointed out by dawn will allow the department to qualify for some of the funding that they hope to garner in making this project work as i recall the project is a $20 million project $10 million is available but this design is necessary to go after some of that and clearly to go after private funding to match the $10 million out there with that, i'll
4:22 pm
entertain a motion. >> moved and seconded. >> all in favor, say i. so moved. thank you >> we're now think item 10 the termination of construction contract. and good morning, commissioners i'm marvin with the rec and park department dupont is located in the mission district between clemente and california street. this project is the refurbishment 6 a restroom building under the 2008 parks bond the commission award the contract for 3 how does to replace the restroom building despite the multiple efforts during the planning phase it was appealed in 2013. the permit appeal was primarily based on the historic status of
4:23 pm
restroom building although the project rested a categorical thing they identified the restroom building as being constructed under the dpa building it required the features of the building rather than involving the arts commission to further delay the project the department is to renovate the building thereby keeping it's original features it's necessary to terminate the construction contract per section of the general conditions the rec and park department respectfully asked the contract with a retroactive
4:24 pm
date of 2013 in regards to the post costs prior to the the course of this trial the contract was work that was completed including the work involving mobile shin and partial construction subsequent to the project 57 thousands of work was completed of interior demolitions and hazard demolition and material purchases including the tile that will be turned over to the city therefore the cost is $95,034 the remainder of the money for construction is almost 3 hundred and 44 thoisdz if this
4:25 pm
item is approved by the commission we believe this will begin in the winter of this year. the staff recommendation to approve the termination of the contract contract for convenience and to authorize the final payment in the amount of 95 thousand dollars plus incurred on the project and >> item? seen none, public comment is closed. . commissioner low. so what happened at the board of permanent appeals does the project need to be redesigned >> the department is looking at for the renovation we're looking at withdrawing the permit and
4:26 pm
the item go back to the appeal board and the renovation plan will going cuckoo. >> and have to be rebid. >> we're looking at different vehicles for the construction i mean one avenue could be a form of contract and another a j oc that's think exceeded way of completing that, yes there has to be a rebid to the scope. >> so some of those termination costs that lowers the bids on the new scope of the work. >> that's correct the interior part of the work we'll do on this rams that's buffoon done not an added cost to the rams. >> so the new scope of work we
4:27 pm
k can still stay on budget. >> that's correct. >> seeing no other questions is there a motion? >> so moved. >> moved and seconded in favor so moved. >> we're on item 11 port smith renovation project and. >> it the locked in chinatown and near walter alley it's a living room of chinatown residents next to some time. the restroom was built in 1990 and quickly became the most uses restroom in our public parks. in under the 2008 bond the
4:28 pm
restroom task force evaluated the restroom and recommended to increase the capacity. through community meetings we went through a planning process and recommended replacement of the restrooms in order to increase the capacity. on the overhead okay. our images of that restroom building that was designed and approved by this commission and the arts commission that is the modern interpretation of chinese architecture it is increasing the men's room from 4 to 6 and the women's from 2 to 6 and recreational use. the estimated cost of the project at the time of the commission approval of the time
4:29 pm
was $800,000 plus we put the project out to bid twice. the first time was in may of 2014 we received bids four bids the bids expedite our project and the average was $1.47 million the high costs for the architecture metal work and the c m u this is what the building is comprised of we looked at creating all of the elements in the project identified 8 possible all of the elements and looked at it modifying the details we simply switched in aluminum to a steel material that brought down the

price and did a perform specification so there's no unknowns requiring the contractor to do a mac markup of the construction. the overlay project was increased to $1.265 million. in the 3 bids we received 5 and of those the contractor who submitted the lowest bid is changing construction in the amount of $1 million plus the r and l.b. contractor that performed on a couple of not more city projects including the one south van ness project in 2009 the value was
