the hospital she's a single woman they wishes her godfather motto come and look after here surgery. unfortunately, if the neighborhood the hotel are very expensive the best western costs over $300 a night he she wanted to know if i couldn't help. i hear how we help each other out and make our neighborhoods better for each other. finally, i wish to specifically to the recommendations of the staff report and i wish to stress that my organization in home shareers we strongly are trouble by many of the recommendations to give you two works. we believe that the recommendations that speak specifically to the efficiency
5:01 am
of enforcement we've heard a lot but enforcement we believe it's important but not at the cost of personal safety and personal security >> thank you, thank you. to the public we appreciate that everyone is waiting so along i have 16 more cards in your hand if you're repeating something some editing would be prefbd but thank you for coming out >> hi, i'm jenny i'm a small homeowner i've lived in san francisco for 39 years mooning we have children we can't rent the rooms furthermore my husband is a public school take care for 35 years unfortunately, the cost of living has far overtaken the
5:02 am
wages we not be able to stay in our home our only chance of being able to afford to pay our mortgage and property taxes to have the additional income two weeks ago i received the defendant stat news from the san francisco planning department we have to stop sharing our home this destroys our plan the planning commission go needs to understand that home sharing we can't afford to stay in our home without that we're having those rooms empty i ask you to please consider who are we hurting we bring them to restaurant they use public transportation and real human connections are made our friends and neighbors love
5:03 am
that we share our home. earlier this year we hosted a buddha event for two years weeks she sat at her friends bedside and hugged us this was the only way to be there for her friends passing i ask you to please allow the home shareers to >> your time is up. >> thank you for considering president chiu's legislation. >> thank you. next speaker. >> hello, i'm overview my husband and i live in a dui perplex and share ore he hour home edward reiskin there's been
5:04 am
count license benefits but it makes it financially possible for me to visit my mother every month she's frail and older and lives in boston her mind is great but at 85 she needs assistance i'm on the west coast to be with my brother to spend time assisting my mother with chords and driving and shopping and medical needs. unfortunately my mother has occasional medicine emergencies that catapult me back to the east coast. home sharing hope's helps to be able to afford this time with ply mother and have control of my schedule. i would like to comment the planning department report. i obtain to the yearly 90 day
5:05 am
limit as it is now i need to be on the east coast a anytime of '84 days a year i rent out the space during those times when my mother has medical inheritances itself time increases i don't think the home sharing to time time in above the. the 90 day limit will 0 cut both my care driving percentage life thousands us all curve balls i want the ability to orientation my time and income as i see fit and be there for my mother thank you very much >> thank you. next speaker. >> hello, i'm chris, i live here and i own my home and do come here today in favor of the home sharing. i could go through the list how
5:06 am
it helps my financially and had those amazing experience with the crossing of different cultures but the thing i haven't heard this is the wave of the future. if you look at the sharing economies and what's been happening in the present years this is a progressive city we can't close ourself off i ask you to consider legal listing home sharing i'm not in favor of the registry i'm happy to pay my taxes i'm in favor of paying taxes and in home sharing thank you for your time >> thank you as the next speaker comes up i'll call more names (calling names). >> hi, i'm gary of san
5:07 am
francisco native. long time property owner. my concern with the sharing issue is how it undermines the body of what are you that protects tenants and landlords there's a whole screening process that we go through to insure that our tenants are safe in a multiple unit building if we start losing control of keys to common areas and enterprise ways and that kind of thing having my tenants put at risk. it's one thing if a single-family homeowner wants to rent they space but the aspect of people coming and going in a multiple unit building with no control and screening is problematic. also you can consider that
5:08 am
there's an incentive also to for tenants to try to sub letting their units and take advantage of things. so this is my discern there could be public harm to future renters and to current tenants and landlords. thank you. >> thank you. >> next speaker >> hi optimum david a you figure out generation san franciscan my kids work and live in the city and i have grandkids that has nothing to do with anything laura. i'm the former president of the twin peaks council and our neighborhood opposes this legislation there is no sharing it's taking no new wealthy unless your two of the following groups. rb and b stakeholders win and
5:09 am
they've have the inconveniences of the neighborhoods coming and obligate with the strrlgz this is not the planning department how it's worked the zoning changes the planning department would host commercial districts and treason comments by other stakeholders then the department comes up with a proposal for on the area this has not been done if this is to be considered. this is not fair and not open and a pay out for a few it has usage consequences for those who stay and live in san francisco. >> thank you. next speaker. >> my name is richard i'm a resident and homeowner in san francisco i have no interest
5:10 am
currently in renting my property to anyone else the reason i'm here to comment on the fact there's been no public discussion of the insurance liability issues with liability claims that emanate from the commercial use of residential property almost every hoa 3 and 6 policy in california conforms to the i s o standards that comes from that kind of liability. i'm surprised that the supervisor choosing office or staff has not addressed this. it's unlikely that people in the room that spoke of the benefits of some all of a sudden sharing are aware that their policies will not cover the claims from this type of policy and they're
5:11 am
likely to be scald. i'm not saying it does not exist it has to be handled before you talk about changing the ordinances. i tried to bring this as to the attendance of supervisor chiu's office but basically, their not interested. thank you very much. >> thank you. >> good afternoon. i'm cindy an landlord of 18 properties not in the city i'm a tenant in the city. and i am a single mother window do with a four-year-old i have a two-bedroom apartment i rent out one of the apartment my parent is by ucsf i got a request the other day from a family of 3 that want to rent out the private room the husband is
5:12 am
getting a bone marrow transport they needed need to stay close to the hospital for 40 days i thought about it there is no hotel close to ucsf or a maybe the dr. would have recommended to them at a reduced price well as a landlord if you've got a house and renting out a room do you want to represent out a room for 40 days most people want someone long-term so the other option maybe at that rent out an apartment not many landlords want that for that 40 days and hotels really at a hotel rate in san francisco. so i see yeah. interests -
5:13 am
there's the niche and as the next person comes up i'll call for names (calling names) >> good evening, commissioners i'm brooke turner for the coalition of better housing we represent 50 thousand rental controls control unit in san francisco we have great issues about this in san francisco what it doing i'm going to speak about the insurance issue we've had so far 5 owners of rental property that have had their insurance cancelled because there was rb and b going on with the tenants they rent to be they lost their insurance because of an action taken by someone else
5:14 am
not themselves. and so what we did we commissioned a study on insurance that's available for rb and b style rentals and found disturbing facts like the host guarantee that rb and b host has an insurance company policy that affords coverage to the host that has the ownership so obviously tenants do own part of their building so a tenant is not afforded coverage on the apartment or the host or i'm sorry the host or apartment owner are not afforded coverage under the host guarantee the rent insurance didn't cover this either. so we have no insurance that's available if someone burns
5:15 am
accidently burns the building down the tenants loss their furnishings something need to be done one hundred and 50 thousand is certainly not nearly enough of coverage >> sir, your time is up. >> thank you. >> good afternoon. i'm a partner at pen broke insurance i am an insurance broker here in the city just to echo more of what broke was talking about. speaking from the mind of an insurance carry it didn't matter what everyone says what is matter at hand when a claim happens when the insurance adjustor decides and the problem
5:16 am
is that a renters insurance or some other policy if take into account this is a business activity that's the problem at the end of the day. so actively i believe those hosts air b and b could solve this problem by writing a master insurance policy and adding either the landlord or homeowner to the insurance policy that will solve the insurance issue rossi wanted to add that you next speaker i'll call a few names (calling names) >> good evening i live here.
5:17 am
i love san francisco. and i want to stay here as long as i live because this is my city. i will do anything for my city which i love short term rental to push me out of san francisco raising the cost of living. thank you very much for your time. >> thank you, sir. >> hello, i'm george a hotel worker in san francisco for over 18 years i take pride in our industry and city short term rentals are attacking us you number one taking our jobs away and two by are virtual of those short term rentals driving up the rentals our workers cannot i live here for 0 hotel workers
5:18 am
this perpetrates a job and housing crisis as hotel workers what are we supposed to do when in our industry when occupancy is down we don't work in addition to the loss of income we also don't qualify for our health care many of us rely on taxpayer health care services why should the taxpayers of san francisco subsidize those for workers this the perfect storm. in addition to the jobs of hotel workers themselves there's another incompetent the business owns who are vendor of the services that support the operations of the hotel and our cities tourism food supply vendor and commercial cleaning
5:19 am
services, etc. if hotel occupancy survivors this will also have an phone call on those jobs and businesses. lastly this could present a public safety issue not knowing who our neighbors that this week doesn't inspire the confidence of our children or older who wish to remain active in their neighborhoods thank you. >> good evening. i'm jim taylor a local two member and long term working in san francisco i bought a condo in 2010 and became a member of the board of directors i'm opposed to short term remedies because of the loss of hotel jobs those are jobs with good pay and violated benefits i'm concerned about the
5:20 am
loss of affordable housing. in my particular situation i'm concerned about investors versus are owner occupant we've noticed that the unit sold are going to investors and renting out our units to short term rentals through air b and b and other it is causing problems we have difficulty enforcing the rulings because residents are short term and treating those condos as hotel units. their sort of expecting someone to come long and clean up after them we no longer know our neighborhoods it's a bad situation for condo owners in particular. thank you.
5:21 am
>> good afternoon commissioners. my name is rose i worked and hyatt agency i have been in the hotel for 33 years. i'm also a member of local 2. this is san francisco. the most beautiful city in the world it's too bad because? a very expensive city to live in i'm a hotel worker if there's air b and b company will go on i'm going to lose my job we used to own a house but mortgage was too expenditure that's why i am renting a room for myself. what if i have small kids to support that will not be enough that's why the short term rental companies should make to stop this is making our lives in the
5:22 am
hotel industry very difficult. thank you. >> commissioners i'm manifesting i live in san francisco i urge the planning commission to allow the existing short term properties to occur in operation without change my coverage on the short term i own a four rental building this may be the cheaper investment that the retiree have accomplished after years in san francisco it would be cruel to yank the rug underneath the mom and pop with me the visitors is not possible for a corporate run hotel the ordinance is for unit with 4 or
5:23 am
more purchasing flat screens and quality politics and other home away from home necessities they buy and maintain hardware and they sign long term promotional agreements it's hard to refile and dust and using lint roller and making beds we talk to visitor they must be booked and screened and reviewed. visitors do allow shopping in the city so the operators has to haul the maps and guides and packaging empty shoe boxes as well as those left behind it's constant and hard work and so it won't take over the long term market it's easier to collect
5:24 am
the pay checks this will be offended to top market watts rates and refrnt who have incomes larger than the mom and pop owners. and any existing operations have a higher percentage relationship not occupied by owners. thank you >> my name is a laura i'm concerned about a lot of the mississippi information it seems to be out there and its abuses that gets in the news i'm an owner i'd be hopping mad if a entertainment leased out my space without let me know. i am, however, a homeowner that's lived in the city for thirty years i ended up
5:25 am
disorganized and my job went away i don't see an opportunity to have a secure job even if i get a job this will help me to stay in the home i have a two level condo i'm listed as two units i'm not those are bedrooms with becomes they're not separate bunts units because they have separate entry ways i listed them a separate. the downstairs i'm really to trying to keep open i expect my motto move in if i took only a roommate i'd have to be subject to rent cell and getting rid of a roommate so my mother can move in this makes affordable housing for me work i rent most of my guests are family and friends
5:26 am
that cannot fit into their unit i've flurd increased my insurance so i'm not sure about the insurance so i clean my own unit i am not taking away hotel jobs and one last thing is that i believe that the taxes makes sense i asked the planning commission how to pay taxes but one of the things we should earmark >> thank you, ma'am our time is up. >> it has a purpose. >> ma'am, your time is up. >> good evening. i'm steven brown a landlord property manager and homeowner. i obtain to the legislation there's a big distinction within homeowners that wish to share
5:27 am
their homes and tenants that rent out their units the homeowners can do what is right our tenants do not all my leases say they can't sub by the time let you should have the right to say no and no one should tell me what to do. as a landlord we screen our tenants carefully and do want unauthorized people in the building don't want to upset the quality of life for our tenants and our insurance problems. it says in the ordinance that the tenants that 25 percent of the year people can rent out their unit as an owner why can't i had the same why is there a distinctions why can't i take 25 percent of my units and rent them out 25 percent of the year i could use help paying my
5:28 am
mortgage. i believe that for this to be enforceable it has to be that the tenants mo mo register and they must a notice must be sent to the owner and that owner must know there symshould be in profit you say there's affordability issues it's a hip country so say there are a shortage of housing and then allow tenants to act as hotel room managers so this makes no sense as a property owner we also help the economy we have elevator plums and a patients and contractors sir, thank you yourself time is up >> thank you. good afternoon. i'm marla i represent the north beach tenants committee that formed
5:29 am
this yearness to the evicts we've had in north beach home sharing in north beach is not about renting out a spare room to supplement an income home sharing in north beach means the whole building are being ellis act acted and turned into b and b vacation rentals and we also have quite a number of corporate rentals we've been hard hit. so i support the idea of having some regulation outstandingly because your neighborhood has become increasingly destabilize i think this proposal needs to be reworked i'm concerned about the enforcement reminders about the blanket zoning and the lack
5:30 am
of distinction within whole buildings being turned into vacation rentals and whole rental units and spare people using a spare room it is totally two different things. i hope this will be worked on again, our neighborhood in north beach has been hard hit and now with the addition of the b and b it is really bad. thank you. >> thank you. next speaker. >> good evening. i'm tech are a from north beach i wanted to speak about the specifics of my street which is on lombard between stockton and polling. if you go two doors down from my home there's a had unit
