yes. we will have some of all ages. >> will you modify the plans and the operation's plan for those events? >> we would like the cater all of those, all of the plans that we are going to have for those events, specific to the event that we are having, so if it is all all ages event and we are not serving alcohol and then we definitely would adjust correctly to moderate. >> awesome. >> okay. under your sound plan, you talk about base traps. i want you to describe your base traps to me. what are you doing? >> i have recently purchased over 4,000 square feet of the best sound insulation that we

are advised to buy, that will be put up and is being put up currently throughout our building, specifically on the ceiling, to capture all ambient noise and absorb it creating a much more enjoyable environment as well as reducing the ambient noise that we will be getting out of the building. >> so you didn't describe the base trap. do you know what the base trap is? >> i mean, the base traps in the corners of the building, as well. and i know that base traps is sound absorbers in the corners. >> it is a way to trap bass, so that it does not move out of the building. as best as it can. because, it is a basis of frequency that falls and it can travel through the floor into the concrete below the floor and down the block, and hit your neighbor's building >> regarding that, there is certain type of plastic that you can put under the subwo

ofers that absorbs most of the frequency that will go down, so we are going to have a thick layer of this material that is a sound insulation for the bass and that will go under the connecting point and it will have that underneath it. >> so that is one method that we will be using as well as we are working with a variety of really experienced sound companies, myer sound being one of them and they are helping us. >> you are working with myer. >> par and myer directly. he has walked through the building. >> it is a manufacturer. >> they are a family owned business out of berkeley and they are a wonderful group of people and they are very much in support of this because of the new technology that the demetry sound installation is a piece of software that they have written that allows you to control the sound in the 3 d

different certifications. >> so we will be bringing it in. >> and how much to put it in and where to put it. >> we are working with the teams that have done the other installations and they are the primary consultants for this and myers is one of pretty much one of the leading ones that we feel confident going with, in terms of this. so that is why we have reached out to them and built this. >> this building is pretty much office above? >> or is this single use, space. >> it is a single use. >> yeah. >> it is, well it is a three story building, and we occupy the whole building. >> okay. >> i just have a couple of comments, and a couple of

questions, i want to echo commissioner joseph to put the business there and i think that there is a lot of work that needs to be done and a lot of momentum happening with the restaurants coming in and housing and so i think that the event space is going to be great. >> okay. >> i think that it is ambition and so i am trying to understand a little bit you have three separate spaces are you going to rent those out separately or it also sounds like your underground is going to be a brew pub is that just marketed differently? >> we have decided not to rent them separately, there is a large staircase that connects them and retain the ability to rent the top floor as its own floor. it seems to be an ideal fit for the corporate clients because they want to have a general session, they want to have a

break out area, they want to have a reception, and staging these environments in the middle of an event and doing a switch is hard for them and hard for any venue to do that and to be smooth and so it is a perfect match for a lot of these three to seven or 800-person events that want to have multiple functionality within their event. >> and then, are you planning or can you buy out the whole facility, or those separate floors connected? >> right. >> it says that there are separate entrances >> yes. from stevenson and market street to any of the floors and they can be connected via the three elevators as well as stairs that go up, and down, from each floor. >> okay. >> two different sets of stairs. >> that is helpful to know. thank you. >> it just, so... >> yeah. the village is on market street? >> and backs up to stevenson alley.

>> correct, it is in between 5th and 6th on market street and also has... >> so it in the middle of the block? >> pretty much, right in the middle. >> okay. >> that is what i thought. >> and i just have one, other question, and do you have a corporate events person that is going to be doing your bookings or soliciting people? >> we do, and we have, we have a few who are going to be work og that but we are happy to say that we just hired angelic hee who has been working at city view for three years, managing all of their sales and she is now accepted an offer and she will be the sales and working and in the experience of the catering world and owns and has been doing corporate events for a decade. >> have you small potatoes? >> i had two.

>> >> have you seen the police conditions? >> yes, we have. >> i feel that they are fine. one question is as mark mentioned. >> the hours. >> to be able to start at 8:00 a.m., due to the corporate events wanting to start early. >> sure. >> i have a question, the police condition two, it says, permit holders shall retain control of the venue operations and venue staff, and also it says that that southern station and the entertainment commission will work to approve or disapprove the third party promoters, how do you feel about that? >> i think that is a little, a little strict in terms of approve or disapprove. >> i would like to retain the

are you going to do dj and live sound? >> yes. >> so, are you going to be able to, are you going to have separate sound systems on each floor? >> probably not that often. i think definitely the ground

floor and the basement are... >> will have permanently fixed. >> the ground floor does not plan on having a permanent installation, except for something as presentations if we were going to do something larger than a presentation, and we will bring in a sound system i don't think that it will be often, but the basement will most likely the first place that we will install or the only place that we will install the bigger sound system and it is better for noise and if we are going to have subs it will be in the basement. >> do you have a policy for the sound brought in? >> we are in control. >> you rent the sound systems for them. >> exactly. we do not let any other party control the sound in the building. >> okay. great. thank you. >> all right. >> let's i am going to see the police would like to comment on this and then we will bring the public comment, thank you for the presentation. >> appreciate the time.

>> hello. >> ladies and gentlemen of the commission, president tan, good evening, my name is lieutenant santos and i represent the san francisco police department liaison, and i want to talk about 969 market and what they learned about their operation. the police department has several concerns regarding 969 market. and how their operation will impact public safety and city resources. the commission may not be aware, but again, they may be that 969 market, is located on one of the highest reported crime areas in san francisco. having said that, we spoke with mr. jonathan rowe at length and we spoke to them in depth about the potential issues regarding the operation on market street. they were very receptive to our

issues that we had and we did come up with some thoughts of how they were going to operate safely. after our conversation, we did take a tour of the premises, which is pretty well put together, and we feel confident that if something were to happen there, that public safety would be able to get in and out of it with probably not as difficult entrance into the place and exiting out of the place. we then met with them the following day, we did talk about some of the abc issues, specifically minors on the establishment. and they will be using monarch's catering license, which is a 48, which obviously will not allow them to serve alcohol to minors, if minors are on the premises.

after that conversation, officer chan and i spoke about the conditions that we feel would best represent public safety and the community, officer chan, prepared the conditions, and i did speak with mr. rowe about the conditions and asked him if he was in agreement with him, he did express to me about condition number one, the hours of operation, and he said that he would like to be there at 8:00 a.m., after taking that into consideration, the police department does not have any issue with that. in respect to condition number two, i agree with miss joseph in her position, but, we also would like the commission to take into consideration this is something new to mid market, and again, it is a high crime area, and we want to see the

village succeed, but at the same time, we also want to see it serve the best interest of the community, as well as the city. in speaking with mr. rowe, we do believe that mr. rowe can operate the village confidently, and that he will have a positive impact within the community, we do have his assurance that he will continue to cooperate with the law enforcement, to minimize the calls for service, and enhance public safety. >> is that it? >> that is it. >> okay. >> thank you. >> they are going to be sending a calendar of events and at that point, you could see who in advance and you can see who the promoters are. if there is a promoter on the calendar that has long standing issues with the city, you could advise them of that.

or we could advise them of that and let them know that this is a promoter that has issues. and you know, make them aware, but i think that it is prohibitive for us to approve or disapprove who does gigs in their place. >> that is correct. and i am sure that mr. rowe will do everything in his power to make sure that all of his events proceed and operate in a very safe manner. so, we are confident that he will stay in contact with us. >> thank you. >> commissioner hyde? >> yeah, i was just wondering if we could not just say as part of the condition instead of approve or disapprove making sure that they are on our promoter list for sure and that they are registered on the promoter list. >> i am okay with that. >> okay. >> there is even the corporate event planners have to do that. >> right. >> any other questions?

yet. so, i really, you know and i think that lieutenant stated that it is really public safety and for the tourists and everything else, and especially late night to keep an eye on that. and so i hopefully the company will do that. >> and we have said this a few times, and for the other instances for that particular part of the city, and along 6th street, but, you know, if you look at the more people walking through the neighborhood, adds to the security and you have more people there rather than just cops, you know having their own presence, and so i think that is really important that we are getting more people and more foot traffic in that area. and we have already have the war field across the street and more and more folks trying to invest in 6th street and so i think that all around, residents, workers and patrons are going to fuel that benefit of yet more in another

them, and some of their new partners i know them too. and i can't even speak to michael johnson obviously, and he thinks that it is for the entertainment commission and so we marked that. and right now, i am going through the redevelopment agency and trying to sit down with whoever they are for the out reach. and we can't even speak to them. and so, right now, it is a bad mark, but it can, and there is room for improvement. but you make it loud and clear, and in his ear, that ace is on the case. and now, the other thing is, i mean that i don't know how your commissioners are here and the conversation that i have here i can't get from your secretary, she said confidential. and now, i don't know if you just like the rest of the commissioners read the housing authority and all of those, you get those packages and i mean if you have a personal that you want to know, block it out. but i am appalled. and taken my time coming down here, and although, i am down here at city hall, and i call it silly hall, but the deal is

right now, the issue is my name is ace, ♪ and i have been on this case. some of those people out there, did not want me on in that place. but it is no mystery, just check my history, i have been working on that case, because it has got a lot of conspiracy. listen, i did that because it is an entertainment thing and i know that, and i just had to, i just had to. but, the real deal is if you go back to the seriousness, and you go back and tell michael johnson and whoever they are and i got the list of some of their new investors and i plan on some of them and i am not going to name them. it is just appalling and it doesn't look good and there is room for improvement and thank you very much. >> thank you. >> and any additional public comment?

>> do you want to come up? >> good evening commissioners and i feel like i am the opening act and you just saw the headliner. i am a consultant and i just would like to say, yoshi's was a previously licensed venue, and i love the entertainment and i go there for the r&b acts. it is a very, historical place that needs to have music, and it is almost like having florida without sunshine and so we need to preserve the culture there and the people and the music and the vibe in the fillmore and it is my personal taste, and i would like to see the project sponsor come out and maybe layout the details, but, we can't take the music out of the fillmore. >> any other public comment? >> seeing none, public comment is closed. >> commissioners? i think that there is a desire

to continue this. >> yes, i would like to move to continue this to our next meeting. >> second. >> and same house same call? >> all right. >> let's move on to the final applicant for this evening, the yerbabuena community benefit district. and do you remember what we did the hub and there was programming for 30 days and this will be a similar program, but this is annie alley and ambrose bierce and mission. and they worked to make it more and so we have them here, and so if he is with a lot of support letters and a ton of out reach and just establishing this area. and he can tell you more about it. >> okay. >> president tan and commissioners, thank you for our proposal, and the annie alley plaza is part of the larger street wise plan with the development through a community design initiative two years ago and one of the goals what in the ways in the

neighborhood, which has a lot of super blocks that are busy, but the alleys tend to be under utilized but in this case, a small section of the alley seemed to fit the criteria to try some of our street light plans and goals and there was a lot of community interest from the friends of annie alley and rick smith is here and i think that he will comment on that. and so this is the first alley that we have focused on but we are really interested in creating an active pedestrian an plaza that has two to three events a week and we think that it will probably be two daytime and one evening and that is sort of a maximum that we are looking at and we are talking about the lunchtime music and dance and evening and occasionally a screening of a movie or a football game and a fair amount of interest in our community meetings and we have tested the alley in various ways and we did a week of programming with spur where we did the events and they did

events and they have the regular party in the alley and novela which is a long next to it and has done a fund-raiser that is very successful and in terms of the community out reach and we have done to do this specific project we did two community meetings, and a meeting of the friends of annie alley and we have a public space and assuming for the streets, and it is opened to the public and we get that distributed to the list, every month, and thank you to rick smith, and we have been working with the california historical society and the paramount apartments nearby and the condos adjacent to the alley and we have generally really good support and there are some concerns about the noise early on and we during some of our tests the feedback from the one individual in particular, was really positive. and i thought that he might actually complain, but he said that he appreciate ated the

music and so, we were pleased with that, and we have met with supervisor kim's office and we have done the numerous with the ones in the neighborhood >> i was looking it up on the map it seems like a really small block. >> it is about 80 feet long. >> it is a really small block. >> yes. >> and it is only, curb to curb and 16 feet wide. >> it is a really tiny place and so doing the jazz trio and discussions and lunchtime band, and all of the music, and
