1:01 pm
plans kim was talking about. you can see here the site with this white line around it we have a number of uses and to the north lighted industrial and single-family homes amend residential development and to the east we have live industrial uses this is the trip sdold shape in the multi single-family homes and this doesn't appear but we have a 25 foot grade change to push the limits of height we have to work closely with the staff and follow the slope down the street. the next slide ant washed out some key features showing the
1:02 pm
street landscape plan we've ringed the student with roughly 18 inches ordinance all sides in keeping with the pedestrian friendly project we have 6 stoops all around the project on all four sides that have an entrance from the floor this activates the street. we have the common courtyards in the mid and pedestrian assess. you can be walking down the sidewalk and see the gate to the courtyards it hold this barbecue and all kind of plantings >> the next slide is about our
1:03 pm
roof-deck we've removed from the project so i won't talk about that. briefly this is a basement plan to show you where the cars come in and out where the red arrows are. the active part in the lower right immediately a commercial area we counted add for some of the neighborhood outreach and we have the lobbies for the project and to the resident unit on that street. the next slide is illustrating a view of the black and white image and our project features high quality materials a cladding system and aluminum windows it's very rich palate of
1:04 pm
materials at the ground floor you can see the light the small reach out commercial area. and the next slide this is a view the real 22nd street master program that comes up 22nd street that culminates at the end of our project with bulb outs and you'll see the podium access we're talking about but it's nice to see we worked with staff to break down the building into 35 pieces in keeping with the santa fe san francisco pattern of development with smaller lots instead of mass of building we've zoomed in on the corner to see the retail a lot of folks from caltrain get off
1:05 pm
and supplied right or left we have nice lighting around the project to make it safe and at the ground floor the project has activated public uses. you can see on the lowest does the courtyard so you see did pronounced is set and designed you can move in and out of the courtyard onto the public sidewalks and see two stoop units the green set back and the private stoop and the project above plenty of beige >> and this i'll utility this sighed looking down trying to lulth this to step down the hill and be roughly in keeping with
1:06 pm
the project on the west if you have any questions, we'll be happy to answer them. >> we'll open for public comment if i call our name, please line up on the screen see of the room (calling names) the first speaker can come to the podium. >> i'm andy shaw i'm going to withdraw my objection we've pushed very, very hard and they've responded with a much better design that will fit the neighborhood better and our instruction with the department has been truly excellent credit to the planning commission >> thank you. next speaker. >> good afternoon, commissioners i'm a local sheet metal worker.

1:10 pm
it 22nd street is becoming our hub for people walking to and from the neighborhood up to katrero hill this project is going to be an asset to the neighborhood. also speaking from the point of the greening working with green trust sf i'm also the chair we talked to them about enhancing their facade with greening and working with our 22nd greening plan we've established over the last few years they were very nice about working with us on that with the butterfly habitat and the greening so we did vote unanimously at the dog patch association everyone is happy. i want to commend the group for working with the residents across the streets from the project even after we voted they

year residents of the dog patch area and one of the members of the dog patch playground itself true mark approached us to talk about the playground that is look with supervisor cohen and director reiskin this saturday they've been active participants in fundraising and they've been angle engaging organization we as a neighborhood support both engagement the design and the plan for this area. my address is 1099, third street i'm about two blocks from the site. thank you. thank you. >> thank you. >> good afternoon, commissioners i'm making allen on minnesota which is about 2 1/2 blocks from the project site i'm here to talk about the fact
1:15 pm
in the city of san francisco there's a housing crisis and it's not (inaudible). >> the crisis is the average person working in the city of can't afford to live here. part of it is to say yes to the projects that engage the community that meditates the affordable housing on site i that includes the straight this project is all those things please support it >> thank you. next speaker. >> hi, i'm here to support in project. i live in dog patch and am a member of dna i think in project will be a great addition to 9 area those projects have been present at our meetings they added a retail space and on street units that will add
1:16 pm
activities to the area and the escalating is well designed. this neighborhood is an exciting area more and more people are interested in moving here therefore i think it's important to support this. texas will integrate into the neighborhood. and i hope you choose to support this project as well >> thank you. as the next speaker come on up i'll call more names (calling names) >> good afternoon, commissioners i'm r j local plumbers and pipers in san francisco an opportunity on behalf of the brothers and sisters of local 38 i want to voice our support for the residential project we truly appreciate the outreach from
1:17 pm
true mark we're excited to see this create direct and indirect local jobs we support in proposed development on texas street and urges you to support this development in order to create local jobs thank you for your time. >> thank you. and good afternoon commissioner. i'm riding i didn't corpus i'm with the preservation program that is in san francisco residents for the last 20 years called united players i'm here to speak on behalf of true mark it's a wonderful relationship in our community our headquarters is on howard street the south of market which has not been easy last week, we buried two kids one 18 and one 23 and another one died a couple of days ago
1:18 pm
but true mark helps people to give them opportunity to better themselves when you have a relationship that's in a neighborhood that creates relationships it makes a different i support those guys they care about the people in the community and looking out for us in our center; right? sorry that's obama he's going to have to hold this is important (laughter) so i wanted to say in my conclusion please i encourage you to support them those guys are amazing in our neighborhood and helping out united states hood we're really i mean in from the bottom of my heart to build more rimz with developers like true mark >> thank you. is there any
1:19 pm
additional public comment? >> good morning. i'm john morris i live immediately across the street kitty corner i've recently found outful about this information an environmental report mailed to my house. my years maybe tainted i stand in opposition is monthly because this building is way two large they're asking for exemptions and those exemptions are being asked for because the building is way too large it's about two to thirty percent from any calculation longer than the area is zoned for. so it's just incongruous
1:20 pm
reimburse with the nature of the neighborhood mostly single-family homes i know my sunlight is going to be blocked i've experienced this on the other side of the street particularly during the winter i lost light its way too large and high. the other concern is the parking issue whether looking for exemptions for off-street parking. according to the calculations in this planning statement here it is about 50 percent shortfall of the off-street parking it mentioned 30 off-street parking and they're providing 55 to 66 parking spaces we're short on parking it's a fight i have many
1:21 pm
people parking in my derivative i'm late to work because i'm calling someone so there's already a big problem with street parking. so if this gets cemented look at that issue and make them provide more off-street parking. and the noise and pollution that a lot of noise from the others units partying and dropping trash if not the self-same of single-family home neighborhood but they're on the edge of single-family homes and it's not the nature of the neighborhood thank you. >> thank you.
1:22 pm
>> sue hester. i have i hope a non-controversial proposal i ask am bringing this up last week. i asked on page 34 you add another condition and this is that the project shall not be counted as producing housing under the goal of the city to reduce thirty thousand new units of housing unless there's a cc&r imposed on the project guiding every condo ownership that prohibits the association rules and it also biennials the owner in terms of any rental a that's
1:23 pm
happened before condos are sold. there is an absolute approximate on rentals because unless you have a set right near a you countering station how attractive will that be to people using it as a short time rental. a lot of the plays that are initially occupied as condolence people move on and they decide they're to rent it out on an monthly basis the condition is that the planning commission you development a really binding condition and everyone who is coming in for a large project like this one last a condition that it can't be converted to
1:24 pm
short term rental that has to be remaining as a primary residence and housing for people in the city no tourists please incorporate that true mark should be happy to have a resolution like that a condition because their building housing aren't they and if their building housing they want to keep it as housing thank you very much >> thank you. is there any additional public comment seeing none, public comment is closed. commissioner moore. >> the communities voices in support of the project and varies or varying it hard to not repeat many of them. i think the project deals with the difficult side and the most exceptional way it is not just
1:26 pm
project. the unit is interesting having motives to 3 bedroom units but maintaining oversight affordable we want to introduce a mixed neighborhood by the tone for the social intent of the transformation we want to see here. i'd like to take one second and comment on the mr. hester's comment of adding a condition i do not believe i think we need this city attorney's advise normally we're not allowed to condition projects with intents to a large stent but can't do
1:27 pm
that await guidance. i support it but we're in the mid of a project i would support it as an idea but in no position to incorporate it even into the discussion here today. the city attorney is stepping in and will probably remind me of what i can and can't say. going on i think the engagement with labor employment including the selma pathway project is remarkable it attracts as an attitude it reflects itself in locates that are far away from the selma project is actually located. i'm interested in the
1:28 pm
realization of the green trust i think it creates a remarkable project and i'm in full support of that. i have one suggestion. if the architect or true mark will come up to the podium i'll appreciate that. on your drawing this is this is an architecture question if i may. but it's also an owners question. (laughter) on your drawings 83 point zero under our materials suggestion item 15 there is a ambiguity i want to see not being interesting there are you're talking about aluminum until our
1:29 pm
exterior of all systems i'd like to ask that aluminum windows do not get cost into this when the rubber hits the numbers we'll be able to maintain aluminum windows rather than vanilla windows their inappropriate for this building type and ultimately don't deliver the quality while i support the project will be embedded by. is that something you'll be comfortable with >> i think we can but i'd like to take about 30 seconds to say the new energy codes we've found some of the energy folks say the windows don't meet the high standards but we can admit to do that. in addition some of the windows
1:30 pm
manufacturers we're not talking about the one we're thinking about but we find vanilla windows are steel wrapped in vanilla and manufacturers can't make them it's only achieving a design goal but we'll say yes to our aluminum windows >> there's a reason that village starts to change color and that completely alters the consistent of the building. i know your pal system s are using a high system i'll be concerned we're staying on target the best we can given the
