african-americans but p that means that blacks were killed at the rate of every twenty-three hours and 2010 there were over 53 kim's in the united states alone but we know those numbers that a flaw the bureau the justice is 9 thousand african-americans did not murder anyone in the united states those are the interpretation of what people think are. 58 percent of us are incarcerated and we're inside the san francisco county jail that has no african-american program to work with the recidivism rate is high why from 1983, 11 percent of the population in jail was african-american and 48 percent of the county jails is that
4:08 am
african-american and why now 58 county jail what are we doing here the violence is coming from oppression and induced frustration our black people are not getting jobs and discriminate against and going through straight into the county jails we need to do something about that we are in a state of emergency >> next speaker. >> good evening. i'm perry i'm a member of the community according as the director of the coalition on aids as i stand before you listening to my colleagues come before this i'm deeply saddened and recognition that one body can't answer all
4:09 am
of our concerns. however, i do believe that we have a assembled on unlikely coalition grassroots coalition of organizations including the s c i u that is attempting to deal with the depressing issues in our city. i ask you to not take it lightly to look at the issues and see what and, make a reasonable part of a legislation to see what we can tweak and adjust our budget so we can address some of the issues. we've had several meetings over the past several months and community has turned out in droefs basically pouring their hearts out on this 5 issues we have to do something we have a
4:10 am
community u county many hemorrhaging people are crying out there must be involvement in gilead. one of the things i want to add on the health side i think they come up with creative ideas if african-americans are disporpt bearing the brunt of diseases why not look at the pharmacies and pharmaceuticals to have them contribute something if we are passing millions of dollars to get at the issues and the african-american health budget is 1.4 and not achieved why not double it?
4:11 am
>> thank you. next speaker. >> i'm julie fish from the united food and commercial workers that has worked and lived in san francisco for thirty years thank you for this moment to speak. i want to particularly support meeting the challenge of the disparity i think those welfare to work positions is that have a short time limit is like the resolving door that employers offer and none of us want that we want people that get jobs and keep working so the usc w 5 wants to join with you to make this happen thank you >> please step up. >> my name is larry ed anyone i

4:17 am
>> thank you. >> you want to sever item 67 why not take the items in the order madam clerk call item 65 and a resolution to prioritize the appropriation up to the amount of $304 million during 2013-2014 to fund the allocation for the non allocations fund. >> supervisor campos you know, this is an item that i am introducing to address the very important issue that we still have a concern that our nonprofit workers have not received the level of adjustment nevertheless of cost of living that others have and so this will allow us to correct that issue. i i'd like to see a fuel compliment of the board before
4:18 am
we act and i don't know if supervisor mar - >> supervisor campos i want to deter this to the end of the meeting. without objection to the end of the meeting. colleagues madam clerk call item 66 >> it's a motion to authorize the proponent and ballot agreements - argument colleagues, we have calibrated last weekend our proposed motion for which colleagues will be responsible for preparing written proponent arguments given the dust is settled i'd like to propose one final amendment to the motion that we have in front of us and make someone make this amendment on
4:19 am
page 3 strike the references to the original importance were proposed by the mayor and supervisor kim and add on that page a declaration of policy regarding the housing goals with supervisor kim as the proponent for that argument. i also want to just mention on page 1 on line 19 is should read supervisor yee not supervisor yee's and to strike the references of the all the surveillance charts and ordinances for which there are no prototypes but i'm referenced as the opponent argument and common carriers is referenced on page 7 on the declaration of transportation priorities unless there're questions i'd like to
4:20 am
entertainer that amended by supervisor kim any second >> supervisor breed without objection and on the underlying position as amended if we could take a roll call. >> on item 66. supervisor mar. supervisor tang. supervisor wiener. supervisor yee. supervisor avalos. supervisor breed. supervisor campos. supervisor chiu. supervisor cohen. supervisor farrell. supervisor kim. there are 11 i's. the motion is approved. item 67 and item 67 a resolution to support and encourage the department of the environment and the port if developing a policy to prohibit the export of fossil fuel materials >> thank you. so clearances i've received a
4:21 am
request for a lengthy question i'm going to make a motion to send this back to committee and it's your privilege back to committee. item 68 >> item 68 mr. president, we have already approved item 68. >> why not go back to item 65 now we have a full compliment of colleagues supervisor farrell. >> thank you president chiu i appreciate the comments and i'll see this as much dialog i have concerns given the nature we should have a vote so i would like to suggest making a motion to stunned our board rule only a majority to get this passed.
4:22 am
>> i'll ask our clerk to whether or not spend the board rules to bypass the rules committee so if you want to have the resolution up and down today, you'll vote for i for that question and go to committee you'll vote no with that, unless questions madam clerk call roll. >> supervisor mar. >> oh, i think supervisor farrell needs a second second by supervisor avalos. >> supervisor mar. supervisor tang. supervisor wiener. supervisor yee. supervisor avalos. supervisor breed. supervisor campos. supervisor chiu. supervisor cohen. supervisor farrell.
4:23 am
supervisor kim. there are 11 i's. so at this point we would suspend the rule to bypass the committee and with that, the decision on the matter itself. supervisor campos >> thank you. i want to thank supervisor farrell and the rest of my colleagues to support the opportunity to have an up and down vote on the issue i simply underscore he know that all of us appreciate and respect the work that nonprofit efshgz do in the interference fighting some of the most vulnerable individuals we have and they're not making a lot of money. i think as we asked them to do important work we make sure we help them and their families be able to live in san francisco and the bay area so i ask for your support >> president chiu.
4:24 am
>> i'll supported the cost of living increases and as supervisor campos just said i agree that nonprofit workers often do some of the most important work at the lowest salaries i can't prioritize the funding but acknowledge this year and prior years it's likely there will be a variety of needs that could include for example, needing to fund non-violation and tenant needs for the evictions and the associate serve of non-documented youth in central america i don't think i've considered a resolution to support a appropriation by ask mr. gibner my understanding this
4:25 am
is a non-binding resolution so if we make a decision to spend money we'll have to pass another supplemental appropriations is that right. >> john gibner, deputy city attorney. >> that's right the resolution is an expression of intent that the board will appropriate the owners and make a policy call as to whether or not to adapt that ordinance. >> again colleagues this is an expression i'm going to support it with the acknowledgment there are other needs we'll need to consider i don't plan to introduce a series of resolutions like this to support of the possibility of needs of supporting violence prevention or social services for immigrant
4:26 am
youth but want to say obviously we'll have to evaluate that given the needs given that i want to support our nonprofits organizations and the workers and i'll support this resolution. >> thank you supervisor tang. >> thank you. i do want to echo all that was said between supervisor campos and david chiu i'll say in the past i've not supported measures that were taken outside the budget process again to stay consistent with milestone my own belief many our our conversations has to stay between the context. today i've not supported measures by my own colleague even though their measures and efforts i agreed with but again we are taken out of complexity i
4:27 am
will not support in but not to say i don't agree that our workers need to be making more funds to survive in san francisco and the incredible work >> supervisor breed. >> thank you. i want to make a couple of comments when i was the director of the african-american culture complex i know that supervisor kim pushed aggressively to support a cost of living increase which we received for our organization. i paid my employees very well and they had health care benefits at the time i took the increases that was provided to our organization and actually apply it towards programs i was not guaranteed to increase the
4:28 am
salaries of my staffer this is the reason why i can't support this item the cost of cola or cost of living we don't have control over how those few minutes are specifically used number one and number 2 although it is an important thing we do throughout the process the budget process and fought how to spend money it's important to support nonprofit organizations doing the important work to serve our community but not taking it out the context of the budget process especially commenting ourselves to someone we have two colleagues that are running two colleagues that won't be here next year and we as members of the board trying to meet in obligation i think we should try but this legislation not to be brought back and use asia tool to say you've made a
4:29 am
commitment when there's other priorities i want to focus on those are the two major reasons and i think we need to figure out other ways to deal with situations number one we have a budget process and the budget process is over it's time to move on to work on some of the things we're commented to work on and including nonprofits in my district are going to benefit because we've added an additional funding to their organizations but minimum wage peace and the children's fund those those initiatives are going to add value to our nonprofit organizations as he regarding to those and this is not the right way to go about it >> supervisor wiener
4:30 am
>> thank you, mr. president. so i have supported some supplementals and others not support them case by case we're appreciable for things to go through the normal budget process but sometimes things arises in the middle of the year whether an unaccepted federal budget cut or or time sensitive situation we can't wait so it's a case by case. in terms of that specific item i'm not expressing on opinion whether it's a good or bad thing i've supported the business in the past i know we have a lot of nonprofits when and workers in the nonprofits that could benefit from a cost of doing business adjustment our nonprofit partners in an absolutess
