concerns given the nature we should have a vote so i would like to suggest making a motion to stunned our board rule only a majority to get this passed. >> i'll ask our clerk to whether or not spend the board rules to bypass the rules committee so if you want to have the resolution up and down today, you'll vote for i for that question and go to committee you'll vote no with that, unless questions madam clerk call roll. >> supervisor mar. >> oh, i think supervisor farrell needs a second second by
6:01 pm
supervisor avalos. >> supervisor mar. supervisor tang. supervisor wiener. supervisor yee. supervisor avalos. supervisor breed. supervisor campos. supervisor chiu. supervisor cohen. supervisor farrell. supervisor kim. there are 11 i's. so at this point we would suspend the rule to bypass the committee and with that, the decision on the matter itself. supervisor campos >> thank you. i want to thank supervisor farrell and the rest of my colleagues to support the opportunity to have an up and down vote on the issue i simply underscore he know that all of us appreciate and respect the work that nonprofit efshgz do in the interference fighting some of the most vulnerable
6:02 pm
individuals we have and they're not making a lot of money. i think as we asked them to do important work we make sure we help them and their families be able to live in san francisco and the bay area so i ask for your support >> president chiu. >> i'll supported the cost of living increases and as supervisor campos just said i agree that nonprofit workers often do some of the most important work at the lowest salaries i can't prioritize the funding but acknowledge this year and prior years it's likely there will be a variety of needs that could include for example, needing to fund non-violation and tenant needs for the
6:03 pm
evictions and the associate serve of non-documented youth in central america i don't think i've considered a resolution to support a appropriation by ask mr. gibner my understanding this is a non-binding resolution so if we make a decision to spend money we'll have to pass another supplemental appropriations is that right. >> john gibner, deputy city attorney. >> that's right the resolution is an expression of intent that the board will appropriate the owners and make a policy call as to whether or not to adapt that ordinance. >> again colleagues this is an
6:04 pm
expression i'm going to support it with the acknowledgment there are other needs we'll need to consider i don't plan to introduce a series of resolutions like this to support of the possibility of needs of supporting violence prevention or social services for immigrant youth but want to say obviously we'll have to evaluate that given the needs given that i want to support our nonprofits organizations and the workers and i'll support this resolution. >> thank you supervisor tang. >> thank you. i do want to echo all that was said between supervisor campos and david chiu i'll say in the past i've not supported measures that were taken outside the budget process
6:05 pm
again to stay consistent with milestone my own belief many our our conversations has to stay between the context. today i've not supported measures by my own colleague even though their measures and efforts i agreed with but again we are taken out of complexity i will not support in but not to say i don't agree that our workers need to be making more funds to survive in san francisco and the incredible work >> supervisor breed. >> thank you. i want to make a couple of comments when i was the director of the african-american culture complex i know that supervisor kim pushed aggressively to support a
6:06 pm
cost of living increase which we received for our organization. i paid my employees very well and they had health care benefits at the time i took the increases that was provided to our organization and actually apply it towards programs i was not guaranteed to increase the salaries of my staffer this is the reason why i can't support this item the cost of cola or cost of living we don't have control over how those few minutes are specifically used number one and number 2 although it is an important thing we do throughout the process the budget process and fought how to spend money it's important to support nonprofit organizations doing the important work to serve our community but not taking it out the context of the
6:07 pm
budget process especially commenting ourselves to someone we have two colleagues that are running two colleagues that won't be here next year and we as members of the board trying to meet in obligation i think we should try but this legislation not to be brought back and use asia tool to say you've made a commitment when there's other priorities i want to focus on those are the two major reasons and i think we need to figure out other ways to deal with situations number one we have a budget process and the budget process is over it's time to move on to work on some of the things we're commented to work on and including nonprofits in my district are going to benefit because we've added an additional funding to their
6:08 pm
organizations but minimum wage peace and the children's fund those those initiatives are going to add value to our nonprofit organizations as he regarding to those and this is not the right way to go about it >> supervisor wiener >> thank you, mr. president. so i have supported some supplementals and others not support them case by case we're appreciable for things to go through the normal budget process but sometimes things arises in the middle of the year whether an unaccepted federal budget cut or or time sensitive situation we can't wait so it's a case by case. in terms of that specific item
6:09 pm
i'm not expressing on opinion whether it's a good or bad thing i've supported the business in the past i know we have a lot of nonprofits when and workers in the nonprofits that could benefit from a cost of doing business adjustment our nonprofit partners in an absolutely essential part of the work and the services we provide and help provide as a city. with that said, what does make me uncomfortable about the resolution it is lesbian the nicaragua substance whether to the some point in this year we should do a cost of living adjustment it's more about the fact we just adapted our budget the mayor signed it i can't remember last week he signed is and the resolution was introduced i guess the same and
6:10 pm
it strikes me as uncomfortable we guess through a budget process through the difficulties of a budget analyst report progress making the difficult choices and right as we are approving the budget doing a supplemental i understand the desire to had had supplemental but i i don't like the precedent that it sets. that's not to say you know what might happen if this comes down as a supplemental over the course of the year we'll take that when it and if it comes. i'll say this to those aclu and other nonprofits one of the challenges we had this year as also in the context of the budget we have a very limit set of funds to work with when the
6:11 pm
budget comes to the board and it's the way the system is set up the mayor has a lot more latitude in terms of the budget so the budget came to us we had the revenue for our nonprofits partners were larger than i've ever seen them there enormous merit to the transportation and the youth and so forth so it put us in a position where we want to fund as much of that as we can and having to choose between increasing services and the cost of doing business adjustments. i think this year particularly given the size of many of those apps the board went with enhancing the services so i was
6:12 pm
hopefully in the future the more organized we can have in terms of the increased nonprofit funding the services as well as the cost of doing business is helpful we want to do right by our nonprofit partners but today i'll not be supporting this resolution >> supervisor mar. thank you >> i'll be supporting in measure and thanks to supervisor campos for bringing this forward. several meetings ago we were confronted with protester who gave compelling arguments in 2007 and 8 the second class status for the nonprofit workers it's a clear devised of the wealth and increasing the
6:13 pm
wealthy gap in our city this is the least we can do to prioritize the commitment of the hard working in time workers in the city if maybe uncomfortable since we've golden gone through the budget process as supervisor wiener said but it's our job to comfortable the afflicted so if the in time sectors has not been receiving the benefits we need to help those who are being pushed out of the city and we've heard from the african-american who are being pushed out of the city i worked in the nonprofit sector for decades basically and, that when you can't even put maintain on the table to feed our family we have to consider that so i'm supportive of comfortably the awe neglected
6:14 pm
as supervisor campos as laid out i wanted to thank my former union aclu not only for themselves and their workers but for the hard working staff >> supervisor farrell. >> colleagues i'll be brief on the merits people mentioned i don't think anyone in the room doesn't support the continued and last year, we passed out an increase for the nonprofit i felt compelled to speak with my men and women colleagues it is the precedent setting and a half i hope this self-become something we do every year with the intent to supplement down the road i understand why we're here tonight but understanding
6:15 pm
where we are and look forward to putting this behind us. >> my further discussion. roll call vote and on item 65 marry supervisor mar. supervisor tang no. supervisor wiener. no. supervisor yee. supervisor avalos. supervisor breed. no. supervisor campos. president chiu. supervisor cohen. supervisor farrell. no. supervisor kim. there are 7 i's and 4 nos per the resolution it adapted and madam clerk could you read our end memoriams. today's meeting will be adjourned in memory of the following individuals on behalf of of the president chiu ms. jane kim write and supervisor kim for the late mr. mark anthony >> with that, i want to thank
6:16 pm
sfgovtv for their coverage with mel and tholg and with that colleagues wish everyone a wonderful recess and next open september 2nd michelle's. there's no further business. . ladies and gentlemen, we're adjourned. august 26, 2014. city of san francisco
6:17 pm
>> public utilities commission >> let's call this meeting to order 1:30. tuesday august 26, 2014. jasmine, please read the roll. city clerk: commissioner courtney, veet or, moran, torres, caen is expected shortly. >> next item, to prove the minutes of august 12th #shgs , 2014. >> so moved. >> second. >> is there any public comment? seeing none. i will call for a vote. all in favor say, "aye". >> aye. >> opposed ? the motion carries. next item is general comment.
6:18 pm
if you are interested in speaking on items not on today's agenda, please fill out a card. first card i have here is from francisco decost a. >> good afternoon commissioners, jasmine and ms. hood. i see you are going to have a new secretary -- or back up. that's good. i want to bring today attention of the commissioners a number of things. first and foremost we all know that we had an earthquake. of course we had this earthquake in napa, but what is happening now is the united states geological is survey, the maybe federal agency that
6:19 pm
invest a lot in earthquakes is pointing a finger in the direction of the hayward fault. so if you say the hayward fault, we should feel a little bit embarrassed because we were supposed to finish a project in that area in 2009 and it's already 2014. you know , attorney, you know me for a long time. we need to connect the dots. we have some commissioners here who understand this but this hoodwinking should stop. so now they are appropriating more and more money and god alone knows when we'll finish that project. 2016, 2017, 2018, 2019.
6:20 pm
and then some of your employees who work for the public utilities commission have the audacity to speak and say don't speak to dr. spanola jackson or frances skoe decost a, if you want to speak to them, run it by us. oh yeah, the way some of these things are tackled is you about -- buffoonery. you better produce. don't you ever say not to talk to the constituents of san francisco because we taxpayers pay our salary. just give us some respect. don't you ever think that we don't have constituents in san francisco bhor -- who are not
6:21 pm
engineers, who do a lot of reading, who have the best interest of the city and county of san francisco and also of our resources. don't you ever try to undermine them. commissioners, i will be speaking on other subjects, but this will do for now. thank you very much. >> thank you very much francisco for being here. the next card i have a mark weese. did i get that right? close enough? thanks for being here today. >> good afternoon, commissioners, my name is mark weiss and i'm a writer and historian and blogger from palo alto california and i have a blog called plastic alto and i took an incredible tower of -- tour of this building. we had a very lively group
6:22 pm
and some ideas were generated. one thing that came up to plant the seed. 1769 marks the portola expedition of the spanish bho -- who started out in san diego and as a palo altoan. they saw palo alto and realized they were lost and went back to san diego. i don't have the exact timeframe but it's consistent with the same thrust that found yerba buena and eventually mission dolores. with the 250 anniversary of this breakthrough of western civilization i think there should be a regional acknowledgment of these affairs. very specifically i look, i'm familiar with your agenda today in a drought
6:23 pm
and also closely following the regent -- recent earthquake, i think it would be interesting to write 2019 port los ola and uses of water and how it's changed from the 49ers era and spanish era and mission era and through modern times and our technological advances. i think it would be an interesting checkbook publishes parks and libraries and streets and auchlt i think it might be interesting to have a resource or be fun maybe a little bit like the chinatown movie about the history of water use statewide, but i think it would be interesting for us, peninsula and san francisco centric people to have a history of water usage for 250 years. so i just thought i would
6:24 pm
mention that today in front of the commission. >> mark, thanks for being here and thanks for those comments. >> yes, commissioner torres? >>commissioner art torres: yes, it was juan and june ipero sister a -- sera. thank you for pointing that out. >> thanks again. an clark. it's good to see you again. >> thank you. an clark. i'm here to tell you the good news that after wloot -- a lot of worry and concern and after a lot of work by all of you and everyone who pitched in we had a great summer.
6:25 pm
it wasn't without a few surprises. my week was the last week of the regular summer and it finished about week and a half ago. during that week we had thunder, we had lightning, we had power shortage, telephone shortages, we got very warm an we got very cold, and i was amazed at how much fun everyone still had at camp of all ages. again, i want to thank you for that and let you know how much we appreciate all the hard work that went in to open the camp. finally we are going to have a gala on september 20th, to celebrate the 9th anniversariary of camp and to honor all the people who protected the camp during the yosemite rim fire. each week we had a whole
6:26 pm
program that was excellent for each of the weeks on the rim fire and what happened and what was the devastation and where we were now and it was something we never did before. we did this year and we hope to come back to a theme next year and have the same kind of presentation around the mountains that are there and that we love so much. so, again, thank you very much. we all had a good time, all my family made it, even my three-year-old and he's already told me that he is going back. thank you. >> thanks so much for all the work that you do. it's a great effort from you and the volunteers. thank you very much. yolanda louis. >> thank you. we are not surprised that we are in a
6:27 pm
drought here this california and we need to protect our citizens and now we have a reminder with the earthquake that just happened. i wanted to remind everyone of the importance of looking at solutions for decentralised systems. we have the sewage from the surrounding cities. if that fail does not only impact the communities here but will impact those living in the area that this devastating catastrophic event that may take place and i want to address this when i look at what i see the new improvement for a hundred-year-old system. i see the same things being done instead of taking advantage of technologies that are here. there is proprietary technology to remove the sludge. to revamp the sewage system
6:28 pm
it saved almost $500 million 500 000-0000 and also with the odor, they had to set aside additional money. in san francisco we don't want to see that happen, we want to use the latest technology to solve our problems. we can leverage a decentralized system. we can talk about for instance if you have different locations for school, one school may have been hit by an earthquake and another school is not. if this school is up and running, the other schools can share that. if you keep going everything is going to be lumped which is too big to fail. if you have a system too big to fail, we are all going to suffer. we are asking you to take advantage of the technologies to show you that they have been up and running, the technology that these
6:29 pm
engineers that they have built for water and energy. we need to look at this in our community and i'm asking you to take a look at this because there are three major issue that can be resolved through technology that no one is addressing which is the sludge, odor and the additional smaller foot frint and the safety of the community. we want safety at the table an not hearing after the fact. we want to be involved in the planning stages and we have people in the community. we have two phd's on my team alone that can provide you with information on these technologies and how they can be beneficial. not only to save the city money but protecting our citizens and the additional rate hikes that will be required because once you build the facility you are planning, it's going to cost a lot of money to keep it running. >> thank you again for being here. are there any other public comments on this item, item no. 4? seeing none, public comment
6:30 pm
is now closed. madam secretary, next item. >> cl eric clerk no. 5, communication. are there any public comments on the record? seeing none, public comment is closed. earlier when i asked to represent a number of items with community work concerns related in part to green scapes, green jobs. i have asked for probably the past several months to have these items placed on the agenda and somehow and i don't know how, maybe it's me, it doesn't seem to be getting on the agenda. if i
