auditors or reboyd the contract or reevaluating it i have no question with the auditors but should we think this is routine rolled over every year >> we've have a good relationship with the auditors and you mentioned and we did go out to bid there are basically if you companies that don't want those bids a lot of cases it becomes very costly event for some. i was surprised but i wasn't with the district very long how few people were interested? assignment. they change partners every 3 years and mr. dan i presume will
9:31 pm
be up this year at the end of 2014-2015 so they do p do that. they've been very good and understand the district i've been satisfied but we can go out for a bid and see what happens i can't say how helpful they've been >> i appreciate that that's the answer we want the same person do it the same year after year so thank you. >> thank you, sir. i think we're ready for a vote >> ms. jones. mr. chin. commissioner mendoza-mcdonnell. no. dr. murase. ms. norton. ms. wynns. president fewer. that's 5 i's >> thank you item q the first
9:32 pm
reading. the nexus resolution arising to student assignments for policy may having i have a motion and second to consider action anothers first reading >> so moved. >> may i have a roll call vote. >> thank you, ms. jones. mr. chin. mr. haney. ms. maufas. police vehicles. dr. murase. ms. norton. ms. wynns. and president fewer. 6 i's. may having i have a motion and second >> second and mr. superintendant who will read the resolution into the record. >> i'll ask the superintendant to read the motion into the
9:33 pm
right and our executive director defense attorney lien. >> good evening the subject is resolution number 148 resolutions to the students policies the requested action that the board of education of the sfusd adapt the provisions and the student board policy. as aemthsd here in and the board suspend the board policy requiring the provisions made 3 months before sfusd invents accepting applications so the provisions shall be effective immediately would the commissions like for me to read the background >> commissioners do you - i think just the recommended
9:34 pm
action thank you. commissioners we have no public speakers commissioners any questions or comments >> yes. commissioner norton. >> so i'm going to support this recommendation i had to get my head around it and the student assignment committee whatever that was but i do feel like we need to still keep thinking about how you to attract robust enrollment at willie brown and i definitely hope i'd like to have the board get an update on the problematic work maybe as item m the project manager has reached out to me but this is an important conversation it should come to the board and be on the
9:35 pm
radio but i'm wondering superintendent if you can tonight shed light to attract a more robust and better enrollment to the willie brown. >> thank you commissioner norton we do have a multi departmental team that meets regularly and working on a comprehensive plan at willie brown we can have a date of a vesting but it relates specifically to attracting students to willie brown we're discussing a number of initiatives one of the initiatives we're talking about has a suggestion to the board members can we incentivize students with willie brown with perhaps priority to high schools in the city. so we're exploring that
9:36 pm
particular idea as well and, of course, we want to make sure when we bring a recommendation to the board we've considered all the legal and procedural issues involved with that. we're also looking at in terms of our outreach having a multi lingual outreach plan that is very far along in its development we're not waiting for parents to come to meetings we're going out into the community and i would say going to parents and families where they not only worship but live and they come together. so we're working on that plan and engaging our cb o partners and various organizations in that county to help us with the outreach and we're looking at the problematic aspects of willie brown is second to none in terms of the stem focus that will be there we have a full
9:37 pm
community approach we'll have wellness clinics and 0 vision and working on dental and social services and partnering with the 71 to flush that out and working on a full music program at willie brown as well there are a number of things when the community is able to understand what willie brown middle school will look like it will be hard to say no to attend willie brown that's a thump nail i don't know if the superintendent wants to add anything >> i think your superintendant gave a broad and comprehensive look at the components of the educational program as well as the supports we want to make available to our students and families we want to make sure
9:38 pm
that this school it gives us an exciting opportunity to model our programming we want to have across our middle school grades. and given this smaller program welcoming the sixth grade placing class and we talk about often the opportunities we want to give the students to stack lack language and arts and i'll the option that our families and students find attractive so the good thing we gave ourselves a year to get into the planning and soon will be coming to you with the initial outlines and it's involving sort of across the departmental efforts and with external partnerships to make sure that a lot of those
9:39 pm
aspects materialize so we look forward to coming up to you with that and artist facts we're excited about to share with the broader community and with our enrollment fair to provide a visual for potential parents about what they can expect at the school site this includes not only the physical plant and sort of the rendering of that building as a it continues to take shape out in the bayview but other questions the parents have >> thank you deputy superintendent. i know there is a deadline parents are looking at the enrollment that's a topic the decision quite frankly from memorial day to high school so
9:40 pm
how hand soon can we report that to our community about the programs. that we're going to be having at the new willie brown middle school. so we've had extensive updates but not updated on the outreach plan and also the program i've been talking to parents when i'm in the bayview they've asked me what is it going to be like the wow. about it. i think we have a lot of wow. plan we're anxiously waiting to hear about the wow. plan i want to add into commissioner nortons plan i'm going to support that but i want the superintendant to bring back to the board a proposal on how the district plans to difference and
9:41 pm
have a responsibility enrollment at willie brown we know we're going to have a fabulous middle school and tell the public if they invest in this school that will be a great experience for the children in the middle school i'm requesting the superintendent came back to the board talking about diversity and a a foundation for continued success at those schools i mean willie brown >> commissioner mendoza-mcdonnell you have a question. >> i have a question i'm going to support this i'm curious on the schools we're going to be giving preference to so most of the them made sense but i'm curious about petaluma and another school.
9:42 pm
>> so in choosing the schools gordon was one the schools where a significant number of children attend that school and where their academic outcomes and their mass and e l a scores are above the proficient rating a that's how that school was chosen and in petaluma geographys and other priorities and schools in 41924 we look to see which schools had the lowest number of requests for the middle school feeder it was morlum and we looked at the geography where it's placed in relation to willie brown and we'll add a bus to provide
9:43 pm
opportunities for children to attend willie brown. so this was the logic behind it >> with the middle schools where those schools would have been feeding into so that will open up how will that be managed in terms of i don't have a larger number of the kids going like fwen e director heinecke man for example what's going to happen at director heinecke man not. were going initially but as the school builds up there might be a different outcome for director heinecke man what does that mean with one of the feeders. >> so they'll continue to have director heinecke man as their feeders wore not taking away anything from the students if we request director heinecke man they'll get the tiebreaker to
9:44 pm
director heinecke man and if they request willie brown they could get a tiebreaker this is though the permanent we can assess the impact on the patterns and our opportunity to create a robust and difference enrollment and come back to the board before the patterns kick in. >> we're clear we're starting with the single request level so any families that are at director heinecke man who feel they want to be at brown who - we're not entertaining that it's part of the sixth grade. >> that's correct. >> commissioner maufas. >> thank you i'm going to support this seems like everyone
9:45 pm
is saying this i didn't want people so think i wasn't i'm happy to hear the superintendents talk about the planning process and really focusing in on the diverse type of outreach and the student assignment meeting i appreciate you repeating that here. and if we come forward to the board with this as an item m i hope it can be an expended item we allow for room in our agenda to talk about flu fully what's happening at willie brown i know it's televised 101 on the radio but i think this the precedent for us recent in the year i'd
9:46 pm
love to give the time and energy this deserves. to do outreach i'd like to hear from the community to speak to the audience that's linking in i live close to caesar chavez in the mission not in regards to a elementary school but i think the families in the area where i live go to mri aluminum so i see the other way being a choice i think about your comments commissioner mendoza-mcdonnell by the time they get to middle school willie brown could be an option for the families that
9:47 pm
live on the edge of 92474 where caesar chavez is thoroughfare between the mission and fair view is something i want to support and those are any comments thank you president fewer and staff and all the community members that are joining in the process with us i appreciate that the outreach has been great and say a meeting in action i am surprised and i'm impressed thank you very much. supervisor >> i want to say how historic it is to 0 open a brand new middle school in the spirit of the vision 2025 exercise that was led over a the past year i want to recognize staff for
9:48 pm
thoughtful and deep work around what we want willie brown to look like. i just had two comments one i want to be sure there's a language component available another willie brown historically that's under those circumstances not been in this part of town and again looking at the 21st century student we want to it emphasis the importance of culture competency and earlier i spoke to the students around the state times and the need that teenagers have for more sleep in the morning i'm hoping willie brown will help us to adjust our sleep time around learning i want to emphasize how excited i am and i'm be supporting in
9:49 pm
>> commissioner wynns. >> thank you. i want to follow up on the issue of city hall's advertise s schools when does the feeder pattern kick in next ye year? i mean for the following year. >> it's for the 17, 18 school year. >> oh, because we should be the one thing that makes me nervous although i'm supportive of it i can't see any other way to do it obviously but it's for some of the feeder patterns is taking longer for them to take hold. so i just think we should be aware if we, you know, we may be
9:50 pm
need to look for other ways to encourage people to make sure they get all the information about the feeder middle school how their children have are doing and come back or whatever we need to have focused outreach and information we should acknowledge this might make that more confusing if they make it a priority into two different schools it is to acknowledge we have competing tension we want people to have the services at willie brown and participation to if we think that you know how if this is undermining the other 2350erd patterns and see if we can't do something about that
9:51 pm
>> thank you commissioner wynns. >> i want to follow up i think upper talking about mri aluminum and it makes we unsees e easy i'll support it for now but we need to watch that closely. that makes we nervous we're saying oh, we'll add a bus to mri alumiiralom miraloma. we don't offer transportation in a cohort way i understand the reasoning and i'm sort of i guess i'm supportive of that fore now again, it feels like a one of oh, we feel like we have a bus over here we had that with
9:52 pm
our previous transportation system it makes me feel like we're moving in the wrong direction because if we're going to have a transportation system let's have a coherent one that makes sense >> i hope that's not true but i don't think it is because i think that commissioner nortons point is well-taken we should or i'm suggesting as a followup we should look at a transportation system at the same time, we look at things like this so we're going to vaelth the feeders in the middle school and also looking at the transportation the bus we provide and how it is related to this which we don't so far ami i've not seen in the
9:53 pm
annual report those are the buses we've provided and our kids are going from here to there and does this effect our segregations so i think my hope and trust actually, i recall it the transportation system is pretty coherent we've said we're only going to provide transportation for general education. for those purposes this is where they align with our goals we're doing in the assignment system otherwise those are few schools that have pools and bay one of the things not recent policy turn a lot of schools that had no attendance areas we stopped picking up bus kids and taking them to those schools.
9:54 pm
so when you - i said perfectly when you say as part of this to make this work add transportation that can seem to us and the public happen hazard but i think if we looked at the whole thing i don't mean change everything but if the transportation is working and how many people are riding buses that would be really good thank you. commissioner maufas. >> so just in regard to my comments for miraloma i hope it's clear that people that live in the mission we're going to have that feed test. >> i want to say i'm wondering can you clarify we have a preference and a 902 plus
9:55 pm
preference so the 92124 preference would get the preference for example, if a group of students excuse me. from miraloma or taylor lived in the 2124 would have first preference not only they attended those schools but actually have the preference because the zip code; is that correct? >> yes. i think that's correct because the way the tiebreaker system works is that the students it's a hierarchy of tiebreakers students have combinations of tiebreakers this gives them a higher preference so if they come from the zip
9:56 pm
code and have a feeder that guarantees they'll have the highest preference there. >> is my preference that we would film willie brown middle school with residents of 92424 those other students have a feeder school? booif 92414 we if have one. so i feel that actually, if the superintendents brings a proposal that assures diversity i'd like the opportunity to open this discussion up to have the hunters point area discussion and see if we need to include them into this enrollment i hope
9:57 pm
the superintendent will have a responsibility plan innovate to have to add mri limb because they have a feeder middle school we've not had a feeder school in the middle school i want to have the seats for the students to attend to have first preference to the willie brown school and if we can insure that by giving them a tiebreaker of the 92414 so not every fifth grader from george moscone would automatically get into willie brown with you not having enough enrollment we'll then look at the tiebreakers to insure those
9:58 pm
students from malcolm x and others have priority for students to get to their feeder school that is the new willie brown. it's our intention as the district is have feeder middle schools to have them in place in 2016-2017 or is it 17 he 18. i want like to attract a responsibility enrollment first i'd like vote b for this but i hope the superintendent has a really great kick ass plan to actually get robust enrollment that's robust to draw from this
9:59 pm
zip code. when we look at the graphics it's a diverse neighborhood that neighborhood has been without a middle school for some time it's our responsibility for those children who have chosen to go to those schools in the bayview we have them out we deliver to them a fabulous brand new middle school that's robust enrollment that actually is diverse. so i will vote for this but again superintendent to put it on record i'm hoping we can fill those seats with the 9244 residents and maybe they've not going gone to the schools but willie brown is across the street so we would like to offer them that opportunity.
10:00 pm
thank you very much. no more comments we're ready for a roll call vote >> thank you. ms. jones. mr. chin. mr. haney. ms. maufas. police vehicles. ms. norton. ms. wynns. president fewer. 6 i's >> thank you very much. okay. so we're going to be looking for the plan superintendent. okay. so this is new revisions to the board policy community remittance uniform and complaints do we we have a motion and a second >> this is already gone through committee thus this is held over for the next
