want to address one point mr. johnson kugd what dpw could have been done is to hold the hearing open and allow for the time to review the additional sites at&t could have submitted more than one site at the outset there was nothing in the process that prevented at&t from submitting more than one and it - the language used the plural in addition the sites that were identified as the box walk if at&t would have allowed the populations the time to review what was being proposed we might not feel ourselves obligated to deny but as argued the state law does allow us to look for a site
