practical problem is while they've been working they've not accepted applications or processed anything we've had a new process that will ca take a couple of months through no fault of their own shut down construction in san francisco it's a subsequential thing >> i have a question mr. johnson what other entities don't have to comply. >> for instance, you'll notice through the use of definitions that only utilities have to comply and formulation bus shelters and others are exempted clear channel is the entity that installs all the bus shelters around san francisco when you

that is at least butch on the population so we have the populations weigh in on it the hearing officer is left to deny those applications. the applications were properly denied. and again, because our new ordinance requires that any permit that is not final in the effective date of the ordinance should be subject to the new ordinance. i will once again explain we were flu on target to meet the 60 day deadline we give them a chance to talk about this and we gave them an opportunity to weigh in as we were still crafting the order and had a more formal process that

culminated in a public hamburger after the public hearing the inspires office that supported the legislation the supervisor who required the 60 day 7, 8, 9 limit requested because of the holiday season we allow people until after labor day we were the ones that enclosed it we agreed other than that we were to have a time limit in place >> ms. short. how many are denied or appealed permits are in the pipeline >> this is the for denied permits those cases before you tonight. i believe we have i count it a how often of appealed permits that are still? pipeline there

>> good afternoon, everybody. thank you, everyone for being here and i want to thank you for joining me and the board of supervisors for this special occasion to sign our next two year budget 8.6 he million dollars this city is worth it. it is as i may say an historic time and budget navigate as i signed this budget i'm reminded and i think the supervisors know this as well it is really the first time in 6 years we've had a budget deficit under $100 million the supervisors feel it as we've gone to every

district and 4ri7bd to the needs of the district and make sure the budget reflected not only citywide values but our neighborhood as well i want to thank you president chiu and supervisor farrell all the members of this year's budget committee who are standing here and the entire members of the board of supervisors. i want to thank and department heads many who joined us in our neighborhood and thank the commissioners for your hard work with checking in with our department heads to make sure we're producing this budget this year's budget reflected a lot of good hard work between the city government and the people we serve we've should with our city family and left-handed to

hundreds of community leaders and the people that get the work down you our labor force they were a great part of this year's budget we should to get the contracts with literally all our city employees thanks to our labor leaders this is a strong reflection of carried out services i want to thank all the elected officials not only do we represent the department argue as elected officials they give us a lot of good advice well beyond their divisions. twoeth together with the board we've made smart investments and the budget is fiscal pursuant that is a keystone to our city

we've increased the services to our recipe are the input they've been critical in transportation and education and our social net and infrastructure that is recorded in the cost of living increases we make sure we did for our nonprofits and their an incredible part of our delivery we've made fair wage increases to our city employees an, an historic investment in our housing. i would say i think we all truly building that the big challenges of our economic challenges are behind us but we don't want to deviate what is has gotten us here to be the fiscal success the continued commitment to our fiscal responsibilities to make
