4:30 pm
calendar year. >> you will be serving alcohol during 24 days during 265 days? >> that is correct >> what beverages will you serving because i am sure that you hope to operate more than 24 days. >> well, when there are alcohol-based events, the corporate events that we will be taking care of, there will only be 24 that we can do. and then if they are going to be a number of non-alcoholic events, which the village is open to utilizing any other caterer. >> so, if they are doing coffee or something like that. >> the village does not intent to get a liquor license for themselves? >> that is in the plan, down the road. we have spoken with sfpd, with officer santos and chan and because there is a limitation on the 58, that we can only do 24 events a year, it makes
4:31 pm
sense to begin that application process as soon as is reasonable in order for the village to, you know, be in compliance and do a lot more than 24 events, small and large, they are going to have to go for a license, and i think that at this point. what we are looking to do, is to do the 75, the license. >> it will not survive on 24 events a year. >> yeah. >> this is a short term solution to then get the village to appoint where they can get the application process started for a 75, we have 24 in this calendar year and that resets in january. >> on days when you will not have a liquor license, and you are doing a public event, are you doing all ages of event? >> not with our license. >> on a day when you are not having a liquor license, on a day when you are not having a liquor license,... that is actually... >> that is a question for jonathan. >> fair enough. >> thanks. >> and according to this, it
4:32 pm
says that with the type of 75 license, you are able to do more than 24 events as a brewerry. is that the village or monarch or i am not sure. >> that is the village. >> that is the village. and certainly we will be lending whatever advice that we can in terms of making sure that process goes not only smooth but goes by the numbers. >> okay. >> how long is this relationship lasting given that they are probably going to get their own or may get their own liquor license down the line, at that point, are you what is your, or what is monarch's role? >> monarch's role potentially could part company. and they have an option, which i think is completely fair that if they get their license, they operate on their own that is not to say that when that time comes, we don't have a discussion like working with each other like we are doing now but certainly that is an option and a fair option that they would go on their own. >> so they could put you on as management for the bar
4:33 pm
operation. >> it is possible. we have not crossed that bridge yet. >> do you have an idea of what kind of events you plan to do for public events. >> what we have been discussing now is similar to the style of events that we have done at monarch. >> and most likely, club-style events, and edm events and what the expertise is in and it is our strength is in, and so we have the access to the people and the promoters and talent agencies and whatnot. and so it will make the most sense to those style. >> helpful to know. thank you. >> yes. >> other questions for..., well is this the end of your presentation. i don't know if there is additional people. >> why don't we get everything out here. >> we will call you back up. >> thank you. >> thank you, again. now i would like to introduce john winsor from sis security.
4:34 pm
>> good evening commissioners, my role is your logistics and providing a solution to the village, and from a functional standpoint and i will start with the function, it is that we have done, over the last eight years, just under 70 corporate event properties, and some viable today and some no longer. and out of that, we have a proven base of personnel, and to build an appropriate team for the events that they have. the one that was the most similar is city view over at the metrion and for these events are for the corporate customer. and as some of you know, we designed each solution, per the client, and not just a building. in addition, we have done and with each event and because they are going to be different for now, the protocol is to do the premeetings with the venue management which is jonathan and elaine right now and then do the premeetings with the
4:35 pm
event producer and that will be for like, and i would have the two premeetings with today with the venue and thursday the produce for themselves and based on those meetings we provide a site map that is on page with everybody and what we internally called a pid, position identification sheet that matches a site map with the first and last names and the head of security and supervisor and a primary team that are all critical positions at the breach points, fire exits and id checkers and the supervisors and the head of security will be part of the meeting and part of the first shift. we will in conclusion, on an event like this, attend to follow the ebb and flow of the crowd and so all positions except for critical will be outside, and as a line gets aggregated will be inside. and so we will follow the crowd, to and from. and that is in a nutshell, any questions? >> just one, and in your security plan, do you put
4:36 pm
security at exit doors, throughout the venue, even when most of them are outside? i mean is the inside of the exit doors always covered? >> yes, and so to us it will be a critical point. >> thank you. >> okay. >> and i have one, go for it. >> and so what is your recommendation, i mean market street, the closest 6th street, and i know that monarch is handling that challenge on mission, very well. and so now market street, it is still, you know there is a lot of, it is kind of dark and things and so i want to know what your recommendation and how is your team going to handle, especially the corporate events when they leave and they have to go to the parking lots, or things like that and i just want to hear your recommendations for how you are going to handle the patrons in that regard. >> with the experience in the neighborhood, city view, most importantly, old, and we are
4:37 pm
down jessy or market to sixth and that is often times unavoidable and we work with the parking lot if we are using the parking lot to be sure that it is well lit, all of the persons outside are gracious enough to provide the additional personnel to what i recommended which is odd, that is a 60 percent increase of what i think will be robust and part that have is line management and building the perimeter guards and we can't go across 6th street but we can insure that the customers don't walk alone. and it is a public transport or a private transportation and we insure that they don't park on sixth or whatever they work out to be sure that it is dropped. if there is alcohol and we are there, and to be sure that the individual does not walk down that we believe or experience are hot areas, in so far as
4:38 pm
being exposed? >> other questions related to security? commissioners? >> all right. thank you. >> thank you very much. >> any more to the presentation? >> just one more. >> last but not least, our founder and ceo jonathan rowe. >> good evening, commissioners. thank you, for taking the time. i think that my team has explained a lot about our project and what we are focusing on what we want to do with the village and the mid market area. and our intention with creating a very interesting environment for private events as well as some public events. and we are already functioning as a production company have been for about four years with a different entity, in the madrone studios that has been
4:39 pm
doing a variety of interactive technology and projection and design and international as well as national events for large, corporate entities as well as non-profits and we are very excited to have a home in mid market and be able to share these capabilities and have these installations and work with the other art entities as well as corporate entities to kind of merge creative and financially supported by the tech industry union of entertainment and tech. and so, basically kind of one of the foundations of what the space is for and we explain a lot in the operation's plan. and very much i am opened to hearing any questions, that you guys have in answering them. and i have produced a little reel of the previous events to kind of show case the things that we have done in the past. and happy to share that with you guys at any point if you want to request questions first or if i should play it first,
4:40 pm
let me know. >> commissioner? >> first of all, i love that you are doing something in mid market. it needs revitalization, the more great businesses that are there, the better for our city. i am also really pleased to see your occupancy load is what it is. we certainly don't have venues that can accommodate that size, and that is definitely an asset to our city because we do new venues of that size. >> thank you. >> i have two questions. one, under your... well let's answer the question, i asked tad before. >> on the events that will not have alcohol, will they be all ages. >> i believe that some events will be all ages. yes.
4:41 pm
we will have some of all ages. >> will you modify the plans and the operation's plan for those events? >> we would like the cater all of those, all of the plans that we are going to have for those events, specific to the event that we are having, so if it is all all ages event and we are not serving alcohol and then we definitely would adjust correctly to moderate. >> awesome. >> okay. under your sound plan, you talk about base traps. i want you to describe your base traps to me. what are you doing? >> i have recently purchased over 4,000 square feet of the best sound insulation that we are advised to buy, that will be put up and is being put up currently throughout our building, specifically on the ceiling, to capture all ambient
4:42 pm
noise and absorb it creating a much more enjoyable environment as well as reducing the ambient noise that we will be getting out of the building. >> so you didn't describe the base trap. do you know what the base trap is? >> i mean, the base traps in the corners of the building, as well. and i know that base traps is sound absorbers in the corners. >> it is a way to trap bass, so that it does not move out of the building. as best as it can. because, it is a basis of frequency that falls and it can travel through the floor into the concrete below the floor and down the block, and hit your neighbor's building >> regarding that, there is certain type of plastic that you can put under the subwo ofers that absorbs most of the frequency that will go down, so we are going to have a thick layer of this material that is a sound insulation for the bass
4:43 pm
and that will go under the connecting point and it will have that underneath it. >> so that is one method that we will be using as well as we are working with a variety of really experienced sound companies, myer sound being one of them and they are helping us. >> you are working with myer. >> par and myer directly. he has walked through the building. >> it is a manufacturer. >> they are a family owned business out of berkeley and they are a wonderful group of people and they are very much in support of this because of the new technology that the demetry sound installation is a piece of software that they have written that allows you to control the sound in the 3 d space and it is the same language that we use to control the visuals. >> operated on your ipad. >> yeah, i am familiar with it, i think. >> so we are very excited to connect our technology with the
4:44 pm
visual projection with their technology with the sound and the 3 d and i believe that they are the best in the industry to consult us and produce an ideal sound situation for the venue. >> thank you. >> other questions or comments commissioners? >> just follow up, on commissioner joseph. >> you can call me audrey it is okay. >> okay, so myer sound can custom make the speakers for you, are you working with any certificated sound people at all, i mean just... >> what certification specifically. >> there are sound engineers that have certifications that you know really can map it out. >> yes, and i mean their sound engineers are certificated and you know in a variety of different certifications. >> so we will be bringing it in.
4:45 pm
>> and how much to put it in and where to put it. >> we are working with the teams that have done the other installations and they are the primary consultants for this and myers is one of pretty much one of the leading ones that we feel confident going with, in terms of this. so that is why we have reached out to them and built this. >> this building is pretty much office above? >> or is this single use, space. >> it is a single use. >> yeah. >> it is, well it is a three story building, and we occupy the whole building. >> okay. >> i just have a couple of comments, and a couple of questions, i want to echo commissioner joseph to put the business there and i think that there is a lot of work that needs to be done and a lot of momentum happening with the restaurants coming in and
4:46 pm
housing and so i think that the event space is going to be great. >> okay. >> i think that it is ambition and so i am trying to understand a little bit you have three separate spaces are you going to rent those out separately or it also sounds like your underground is going to be a brew pub is that just marketed differently? >> we have decided not to rent them separately, there is a large staircase that connects them and retain the ability to rent the top floor as its own floor. it seems to be an ideal fit for the corporate clients because they want to have a general session, they want to have a break out area, they want to have a reception, and staging these environments in the middle of an event and doing a switch is hard for them and hard for any venue to do that and to be smooth and so it is a
4:47 pm
perfect match for a lot of these three to seven or 800-person events that want to have multiple functionality within their event. >> and then, are you planning or can you buy out the whole facility, or those separate floors connected? >> right. >> it says that there are separate entrances >> yes. from stevenson and market street to any of the floors and they can be connected via the three elevators as well as stairs that go up, and down, from each floor. >> okay. >> two different sets of stairs. >> that is helpful to know. thank you. >> it just, so... >> yeah. the village is on market street? >> and backs up to stevenson alley. >> correct, it is in between 5th and 6th on market street and also has... >> so it in the middle of the block? >> pretty much, right in the middle. >> okay. >> that is what i thought. >> and i just have one, other question, and do you have a
4:48 pm
corporate events person that is going to be doing your bookings or soliciting people? >> we do, and we have, we have a few who are going to be work og that but we are happy to say that we just hired angelic hee who has been working at city view for three years, managing all of their sales and she is now accepted an offer and she will be the sales and working and in the experience of the catering world and owns and has been doing corporate events for a decade. >> have you small potatoes? >> i had two. >> >> have you seen the police conditions? >> yes, we have. >> i feel that they are fine.
4:49 pm
one question is as mark mentioned. >> the hours. >> to be able to start at 8:00 a.m., due to the corporate events wanting to start early. >> sure. >> i have a question, the police condition two, it says, permit holders shall retain control of the venue operations and venue staff, and also it says that that southern station and the entertainment commission will work to approve or disapprove the third party promoters, how do you feel about that? >> i think that is a little, a little strict in terms of approve or disapprove. >> i would like to retain the ability to make those decisions ourself. >> i didn't know the last time that the entertainment commission was making business
4:50 pm
4:51 pm
are you going to do dj and live sound? >> yes. >> so, are you going to be able to, are you going to have separate sound systems on each floor? >> probably not that often. i think definitely the ground floor and the basement are... >> will have permanently fixed. >> the ground floor does not plan on having a permanent installation, except for something as presentations if we were going to do something
4:52 pm
larger than a presentation, and we will bring in a sound system i don't think that it will be often, but the basement will most likely the first place that we will install or the only place that we will install the bigger sound system and it is better for noise and if we are going to have subs it will be in the basement. >> do you have a policy for the sound brought in? >> we are in control. >> you rent the sound systems for them. >> exactly. we do not let any other party control the sound in the building. >> okay. great. thank you. >> all right. >> let's i am going to see the police would like to comment on this and then we will bring the public comment, thank you for the presentation. >> appreciate the time. >> hello. >> ladies and gentlemen of the commission, president tan, good evening, my name is lieutenant
4:53 pm
santos and i represent the san francisco police department liaison, and i want to talk about 969 market and what they learned about their operation. the police department has several concerns regarding 969 market. and how their operation will impact public safety and city resources. the commission may not be aware, but again, they may be that 969 market, is located on one of the highest reported crime areas in san francisco. having said that, we spoke with mr. jonathan rowe at length and we spoke to them in depth about the potential issues regarding the operation on market street. they were very receptive to our issues that we had and we did come up with some thoughts of how they were going to operate safely. after our conversation, we did take a tour of the premises,
4:54 pm
which is pretty well put together, and we feel confident that if something were to happen there, that public safety would be able to get in and out of it with probably not as difficult entrance into the place and exiting out of the place. we then met with them the following day, we did talk about some of the abc issues, specifically minors on the establishment. and they will be using monarch's catering license, which is a 48, which obviously will not allow them to serve alcohol to minors, if minors are on the premises. after that conversation, officer chan and i spoke about the conditions that we feel would best represent public safety and the community,
4:55 pm
officer chan, prepared the conditions, and i did speak with mr. rowe about the conditions and asked him if he was in agreement with him, he did express to me about condition number one, the hours of operation, and he said that he would like to be there at 8:00 a.m., after taking that into consideration, the police department does not have any issue with that. in respect to condition number two, i agree with miss joseph in her position, but, we also would like the commission to take into consideration this is something new to mid market, and again, it is a high crime area, and we want to see the village succeed, but at the same time, we also want to see it serve the best interest of the community, as well as the city. in speaking with mr. rowe, we
4:56 pm
do believe that mr. rowe can operate the village confidently, and that he will have a positive impact within the community, we do have his assurance that he will continue to cooperate with the law enforcement, to minimize the calls for service, and enhance public safety. >> is that it? >> that is it. >> okay. >> thank you. >> they are going to be sending a calendar of events and at that point, you could see who in advance and you can see who the promoters are. if there is a promoter on the calendar that has long standing issues with the city, you could advise them of that. or we could advise them of that and let them know that this is a promoter that has issues. and you know, make them aware, but i think that it is prohibitive for us to approve
4:57 pm
or disapprove who does gigs in their place. >> that is correct. and i am sure that mr. rowe will do everything in his power to make sure that all of his events proceed and operate in a very safe manner. so, we are confident that he will stay in contact with us. >> thank you. >> commissioner hyde? >> yeah, i was just wondering if we could not just say as part of the condition instead of approve or disapprove making sure that they are on our promoter list for sure and that they are registered on the promoter list. >> i am okay with that. >> okay. >> there is even the corporate event planners have to do that. >> right. >> any other questions? >> i don't see any, thank you very much. >> open it up for the public comment. is there any public comment on the village's permit application? >> i don't see any. all right, public comment is closed.
4:58 pm
the matter is now with the commission. commissioners, happy to take a motion, and any amendments to the police conditions. >> i would like to make a motion to approve, modifying the police, with the police conditions, modifying and our good neighbor policy, modifying police condition number two, to read southern station and the entertainment commission shall work collaboratively, no strike that entire sentence and say, that the village agrees to have the third party promoters registered with the entertainment commission. >> and notify. >> and that is on item two. >> and on item one, the hours shoulding changed from 8:00 a.m. to 2:00 a.m. and the
4:59 pm
notification in is here steven somewhere. and here at number six. >> six. >> and okay, it is already. >> okay. do i need to restate that, or do you got it guys? >> i have it. >> okay, great. >> that is my motion. >> is there a second to that motion? >> i would like to second. and i am also going to add, thanks for the out reach, i appreciate that, very well done. >> all right, any further discussion on this? >> i mean, this is great, this is really good and these business plans are getting better. i mean, i know it. but, again, you know market street is very, you know, it is improving, but it is not there yet. so, i really, you know and i think that lieutenant stated that it is really public safety and for the tourists and everything else, and especially late night to keep an eye on
5:00 pm
that. and so i hopefully the company will do that. >> and we have said this a few times, and for the other instances for that particular part of the city, and along 6th street, but, you know, if you look at the more people walking through the neighborhood, adds to the security and you have more people there rather than just cops, you know having their own presence, and so i think that is really important that we are getting more people and more foot traffic in that area. and we have already have the war field across the street and more and more folks trying to invest in 6th street and so i think that all around, residents, workers and patrons are going to fuel that benefit of yet more in another attraction in that area, with that, let's take a vote. >> all right on the motion, to approve with the good neighbor policy, and the police
