the last few years the mayor's office and board of supervisors has taken up issues for seismic safety including the legislation the board passed to have retrofits for soft story buildings. i'm proud to be a co-sponsor of those various pieces of legislation and look forward to work with the issues on the future preserving our building stock and keeping people safe when the big one hits must be a top priority at city hall today's legislation advances us towards it this goal it requires private schools in san francisco under go a seismic evaluation they've been retrofitted and this legislation is not a retrofit requirement but instead

on evaluation requirement and will allow everyone to have a better understanding of the state of our private seismic safety and if any work needs to be done this will make our private sxlz for resilient and teachers and staff and children safer what was t was introduced we heard a number of concerns while the private schools have expressed the overall goal of making our schools safe they've raised aspects of the legislation. i'm sure you're aware of there is a bit of a scooper that all private schools are wealthy i didn't the numerous schools serve working class families there's concerns that some of the schools do not have access to deep pockets but some of the schools would be forced to

closed as a result of seismic requirements my office began working with the mayor's office and is the private school community to address the concerns this led to productive meetings convened by the mayor's office and others conversations how to go forward where the appropriate amendments were made. i want to recognize patrick who will be addressing us and our staff for having engaged in a meaningful way to try to move forward what is a solids piece of legislation and thanks to the members of the private community that put in an enormous amount of work including bayview hunters point from the archdiocese and jessica from the

jewish community count ii community and armando from the cbc armen school and bob and charles from the academy and steve wilson and sharon wilson and sister diane to help strengthen the program and thanks to my staff bringing the program together. we have a piece of legislation to improve the seismic safety while mitigating concerns all c k through telegraph hill undergo on evaluation schools with a 25 or less will think exempt this legislation applies to buildings use for educational purposes

non-educational buildings like places of worship will not going under go this program. the evaluation will be a publicly maintained document available at the department of building inspection there were questions about seismic work will trigger other code requirements around the ada and fire codes we can't exempt schools from the requirement this legislation commits the mayor's office to 0 form a group to less than e lessen the burdens for non-triggered requirements as well as to assure the permitting process and to identify a single point of contact within the

departments so the schools may have a contact they've met ones and will continue. there's provision in the legislation if a school chooses to increase go a retrofit if the school voluntarily retrofits they'll be exempted for the next 20 years the last thing we want to have a school going through a physical retrofit and a few years later they have to do it all over again, we want to encourage the schools save in the knowledge they'll not have to redo it pr the mayor's office will provide case management to help them through the evaluation process one other go concern is the financing. there are, of course, significant limitations in terms

of public funding being used to help private schools especially religion schools the mayor's office is committed to assisting and identifying financing opportunities for private schools. finally one additional request of the mayor's office we know from the soft story ordinance that schools will be approached by various businesses and consultants offering to do the evaluations and retrofitting is services this can be confusing and overwhelming for the schools there's different of types of businesses in terms of their ability to rub believability i've requested the mayor's office to put together a one page fact sheet that applies to qualifications and so forth

simply helping to guide them not to be take advantage of and finally at the conclusion of public comment i'll introduce clean up and other amendments we've worked through those amendments have been agreed to by both the private school community as well as the mayor's office and will not require a continuance. again, thank you to everyone that made the legislation possible and colleagues if there's no opening rakers i'll turn it over to patrick the director of the earthquake safety and implementation program >> good afternoon, supervisors patrick the chief officer for the city thank you, supervisor wiener it's important to note this is the capstone on a very long program we launched the

program in san francisco and coming up on the 25th anniversary the october it is more than appropriated we talk about the issues in a meaningful way in san francisco. private schools are an important part of the fabric of san francisco they've have 1/3rd of the children in san francisco 24 thousand kids we've talked about them in the terms of the safety by also talk about this in rebounding from disaster we've seen the terrible situation in the schools in new orleans after katrina we know that the air force disasters we have to have our kids in skltz i want to thank the supervisor you've done a wonderful job of coordinating the parties. also important to note that the

group met once this was made up of the city agencies in the permitting process so on behalf of the mayor we've asked them to designate a person on the staff but also to come up with their formation documents making sure they can expedite the permits so when is school does the retrofitting we've doing as much as we can as quickly as possible. the outreach is important once this goes into lieu we're going to let every school know about the requirements and it's similar with the soft story program a series of workshops with the professionals connecting them with the resources whether technical or in a wide case go management so they understand the scope so if there's requirements that are

rigorous catholic secondary neighborhood for the underserved our initiative program gaemz our young men and women in a workshop that funds a significant portion of their tuition costs but also provides exposure to possibility in the work world world that might not be assessable to our students. i wish to express great gratitude to supervisor wiener and supervisor kim and you supervisor malia cohen for our support of our young women scloorldz we work to help the women in a safe elapsing or leadership and community vision this ordinances surely will have serious impact on our school but we appreciate that living in
