11:09 pm
probably the best thing that's happened thirty to my life not only the city's life and your life and your districts there's a thing that was not mentioned in a lot of the topics about home sharing but the people that have been starting the home sharing with their b and b that's an amount of hours they've given freely to make the parks beautiful sro's painted and high schools paint and their grounds manicured and also for the kitchens to provide vocals for the classroom. rb and b brought in 4 hundred people on their own dime to support our city we made 4 thousand volunteer hours on one

emissions thanks. >> next speaker >> hi, i'm andrew king daily i'm a lawyer and also a volunteer for citizens climate lobby and a proud resident of district 5 and here to voice my support to urge congress to enact a neutral carbon tax climate change is one of the greatest threats in the world and our future generations i'm grateful i live in a city and county that makes is a priority but unfortunately, there's only so much that a city and state can do it's time for congress to act. as part of my job i represent nonprofits that with or why hard to enforce regulations and air
11:13 pm
quality regulations and climate related laws this is griffin work, however, i see first hand how inadequate those laws and regulations are they're not strong enough to achieve the levels even if green house gas emissions that we need now. the quickest way to achieve those reductions is introduce a well-designed carbon tax that's outlined in the resolution. thank you for adding our voice to this moment and thank you to supervisor avalos and staff. in their leadership and thanks to all the other supervisors. thank you. next speaker. . >> hi, i'm ashley. i live in the excelsior district i'm in support of home sharing i'm been a hoot for a year like

11:24 pm
productive conversation we also hope that we have enough time to complete the discussions and that we would expect it the are formations are typically sequence actions unfortunately, this one isn't we believe that the item before i contains fundamental changes that have material impacts on the transbay and the documents in 2012 but we look forward to a productive decision on the details of the cf d and hope to have a sequence approach going forward thank you very much >> thank you. next speaker. >> good afternoon, supervisors. my name is bruce aim the vice chair of the t pc ac and the board member of the mission bay neighborhood organization
11:25 pm
association i'm speaking on behalf of myself and other on the board of the association that couldn't be here. here are the specifics the transit center adapted in august of 2012 concentrated growth if near the transit center to build taller buildings for net revenues or properties the developers will pay a special tax to fund their portion of the necessary infrastructure improvements. the annual fee of tax is quantity to each development project unless there's a fundamental flaw in the plan the developers must pay their fair share if not those infrastructure costs will be shifted into us the taxpayer. most of the revenue will fund the downtown rail extension for
11:26 pm
the transbay transit center a smaller portion of the tax review will fund the transbay district to make the neighborhood more pedestrian and bike friendly this is critical we as neighbors are being asked and willing expel all the development, however, we must have those infrastructure improvements district 6 has the lowest amount of open space and the largest sdrarz intersection and la a study found the property within they quarter mile will increase in value by approximately $4 billion in closing please uphold the tax as defined. thank you. next speaker. . >> good afternoon and welcome
11:27 pm
back i'm patrick valentine i'm the transportation authority i'm here for the implementation fees in under the document i like tall buildings in our neighborhood in exchange for the fees specific for the rooftop park and to bring caltrain and high speed rail into the transbay center we don't want to spend thousands of dollars for a fancy bus station i understand there are continuing conversations to come to a sequence but significant factors that make the challenge very much unclear the method and calculation of the fees and the
11:28 pm
documents are very clear. the recites that were priority in the table table 5 and the descriptions on page 4 discuss those are samples not confusing amounts their suggesting those rates could change up and down. developers had significant input in the process off how the fees were to be calculated they've come up with a cap of 4 percent on the upside or down side we've seen an increase the cap at 4 percent increase and as the prior speaker mentioned the tax rates are within the standard when we add the property tax to stay well under 2 percent so in conclusion i'd like to see the board and city implement the document as planned thank you very much.
11:29 pm
>> next speaker >> good afternoon and thank you honorable supervisors and president chiu. i am ass licking list rogers a 20-year resident i serve on the board of the mission bay association and several other worker groups involved in the community i support the commented from the people that serve on the tjpa obey far more knowledgeable on the details of the documents, however, i would like to say in the past decade plus supervisors before you and the city generally have by hair own admission failed that the developers share in the infrastructure costs that serve the area of their development. the city and this area especially is builds in a rears
11:30 pm
this area will fail the willingness of people to buy to the dense urban core will hang in the balance taxpayers are being asked to foot the bill for the extra transportation gore bond and recent parks and open space bonds and those funds will not solve for the current conditions with what messages does it send if the city backs a away from the negotiated that funding that shares the burden for forward planning that i thank you >> thank you. next speaker. >> good afternoon president chiu i'm chaerl with the operators union i'm here to encourage the city and tjpa to continue discussions to enter maturing
