this is i know there was a good hearing in the budget committee but it's important to acknowledge what a big step forward this is for muni and public transportation in san francisco. finally getting the next generation of light rail vehicles. just to be blunt our light rail fleet is not even close up to the task to provide public trafks in a city that relies on our transit system. those vehicles were defective from the get-go and breakdown way with too often and this contract will set under the circumstance us on a path to finally have enough light rail vehicles toe meet the needs of a growing city it's not essential when we hear from muni they don't have more service in the

system because they don't have enough vehicles it's not essential in a world-class city when an vehicle has an accident or taken out of service there is not another vehicle to replace it as this morning equitably within a one hour period 5 light rail vehicles broke down. none of those things are acceptable and sea meanings mentioned is a highly rubble company that built vehicles for transportation systems around the world and stevens has a terrific reputation in san francisco and in addition we'll not make the mistake that was made 20 years ago by not

ordering enough this will allow us to double the size of the light rail fleet so this is very exciting for our city i want to say this is not fulfill funded nor should it be not a long term contract to be funded from day one we're going to have to fund this to bring those vehicles in and want to alert this so we add to the fleet we have so we can retire those vehicles and replacing them with terrific new vehicles it's going to take a lot of focus to provide the funding and investment to purchase those vehicles in a timely way. the light rail fleet right now is on embarrassment to our city

and every week it's impacting our economy and pushing people into their cars it's time to retire this fleet i'm very, very proud of that contract and colleagues ask for your supermarket support >> supervisor breed. >> thank you i'm excited this contract is before us and as sdmefr o supervisor scott wiener mentioned it's not fulfilled funded and my awe anyone else is when we purchase a home we don't necessarily cvs have all the money to purchase the home but have to make the necessary arrangements with our city government so assure we have the money this is imperfect not because we have a failing fleet but we're building additional

the central subway the tim frye light rail and other trains are important to getting folks to work and we need to make sure we have trains that work. when the doors break the train goes out of service which the trains are installed on the tracks the trains are out of service what is great with the current fleet they've need replace 80 repair up to 5 thousand miles the trains we anticipate receiving through the contract those trains will run 50 thousand miles before service that's significant in and of itself when those trains hits the street i'm excited and hope you'll support it today >> supervisor avalos. >> thank you. i want to add my voice to the course and judge

want to go back about 20 years to 1997 when we had our first arrive of the brat us at the time san francisco was of the mentality we could fix muni in one hundred and 20 days. we have vehicles that doesn't work for long periods of time or need maintenance the new contract is something that will have a higher standard so i want to congratulate the mta for their work and making this crack and design could about it's something that will work for generations to come the kind of thinking that the mta will benefit from in the future >> and with that, colleagues, same house, same call? without

buildings. colleagues i'm sure you're aware of based on legislation we passed last year we're on the vertigo of the mandates that the owners of soft story buildings that are 5 units and 3 stories at all will have to retrofit their soft story building buildings and others that maybe interested in considering voluntarily retrofitting their soft story building buildings to make sure our residents can shelter in place that people are not displaced in the evident of the big one. we, of course, have a housing crisis the in-law units are the best types of unit there on the ground floors and tend to be in space that is not currently used for living units so there are

various studies that show their affordable than other types of units this legislation will allow us to insensitive vices people to do volunteer retrofits and on to do the retrofits more quickly and create more housing and do if in a way that's more efficient as the property owner is working with the contractor to design the soft story building retrofit they can working with the same contractor other one or more in-law units into the building and giving an incentive to your property owners and doing it in a more efficient way. the perimeters of the units is similar to what we passed in terms of the legislation i'd authorized to allow the addition of in-law units into the castro neighborhood within the envelope of the building you can't expand

the size of the building if the building is a rent control building the new unit will be rent control as well in is a good piece of legislation colleagues, i urge your support i'm also introducing with supervisor chiu and maybe supervisor cohen specifically a resolution supporting san francisco's bid to host the 22nd eight conference in 2018 it's the single largest conference on the health issues the san francisco health commission is organizing a campaign for the 2018 over our loan city amsterdam but it should be in san francisco not amsterdam with

the passage of this resolution the board of supervisors will send a strong message on the on behalf of the city of san francisco to recommend that the conference be sited here. because we're nearing a deadline in terms of decisions we need to vote on it today that's the imperative nature so i urge you colleagues to support this and the rest i'll submit >> thank you supervisor wiener. >> supervisor yee. >> supervisor avalos. thank you madam clerk and i have one feel good resolution about camp matthew it provides a great experience for sfolgsz san franciscans and a wonderful place for kids to be free and run arena and get great

activities under rec and park supervision this year they celebrated their 90th anniversary to this celebrates their 90th non-and thanks rec and park for managing the park and providing great services but also the resolution recognized the work of many rec and park staff and fire staff who saved camp magnetically during the rim fire it came within perhaps 50 feet of the camp itself the dining common sense and the ball parks and the flames were well above the trees and because of the work of staff working under incredibly scary and stressful

conditions that was a staging ground for the firefighters to suppress the fire close to the areas around the park so i want to commend their work and we'll be voting next week if we vote on there will be a celebration of the 90th thinking mini the rest i'll submit >> thank you supervisor avalos supervisor breed. >> i have two items colleagues first, the fire department i'm sure you're aware that, yes we've had sadly a few fires in our city but have a real problems are are the ambulance service on saturday august 30th the san francisco fire department had to ask a private ambulance company to step in and help the department respond to emergencies.

this was at the height of calls and the spokeswoman said asking a private company to help doesn't happen often except it happened on this thursday and past sunday the fire department is short on ambulances and paramedics and the management to run a irresponsible ems system it can't serve san franciscans. there was 3 willed plus occasions when ambulances were late on arrival that 3 hundred and 74 times i've been talking about this issue and holding hearings and helping the board has approved million dollars yet i'm at my wit's end on this issue and the fire department is
