6:31 pm
6:32 pm
leaders. >> hi everyone i'm patrick the director of earthquake safety forever for the stoifbl and we have the ryan white fair to teach people about the made sure soft story ordinance and connect them with the services they need you can save thousands of lives
6:33 pm
and if those buildings are rooiftd people will be allowed to sleep in their own beds while the city is recovering. >> we're here at the earthquake ryan white center for people to comply with the ryan white or do a ryan white on their property to connect with the resources they need. i came here wondering what to do as a owner of an apartment building moderate to comply with the must rules that went into effect last year >> we don't want to go to 10 different events people said so
6:34 pm
we advise people of the event. so we try to be incentive not everyone is going to be able to come 0 so this fans the afternoon and the einstein >> i've decided to be here it's amazing to see all those people's here it's critical to be prepared and to recover from disasters as finishing as possible. >> i've been to a lot of shows and this one was a trufk turnout a. >> since the structure the building represents the super structure the lower part of this particle on the buildings on the corner they shack quite a bit.
6:35 pm
>> so for the floors above as shaking that top floor is fog go-go have no more mass and we saw in 1984 more structure destruction where we're ryan white this by adding a steel frame typically you want to brass in both directions and see how strong the building is. >> we've adapted a thirty year implementation program i worry about that was a retrofit requirement this is what we do to mitigate the shom and have's evacuation for the people and our partners. i had questions about what kind
6:36 pm
of professionals are involved in this i want to start to put together a team of people to help me get through this. i'm a structural engineer and i'm thrilled at the quality of the contractors and engineers >> we've taken one civic awesome and put all the vendors in one place. >> you have financing and engineers and contractor and they come here and every we're rebuilding are that the office of the city of administer and the depth thought i environment and other partners. >> all those things one little piece of a resilient piece of - >> and i felt more positive
6:37 pm
about things i thought about how to pay for this. >> we didn't want to have one financing option it didn't work. >> we found information about financing they are different options for different types property owners. >> we've seen them offering financially and a pool of styles for a complicated way of saying they'll be able to pay back their loans over the next two years. >> we have 3 options and secondly, to get a loan for the ryan white and the third becoming in the past program participants in that.
6:38 pm
it is encouraged along coastal easier where we have set time like sand and a high water table to a cause the sand to shake i'm going to get this visitation on the same bridge you'll see the water come to the surface this knocks the foundation over and pushes out the ruptured pipeline >> it is intimidating i'm talking to people as a layman who needs help. >> this is a difficult process for people to navigate we're only focused on outreach so we've got the informational and
6:39 pm
we've spoken to many different owner groups and community groups all across the city. >> outreach is critical for the retrofitting program the city has to get out to the community and help people said what they have to do and do it and raise finances so this program is an advocate and resource for the community. >> so why not skip to the theme. foremost and most to come we've been presenting community meetings and going face to face with community owners and helping people understand what to do >> you may be wanting to know about the sf green but this will allow you to have is a loan for
6:40 pm
the property so if you have the property the loan will be summoned by the new owner and this is pay back for your property taxes and the low rates this is a fantastic option. >> i'm in favor of the program obviously we're going to have a earthquake this is from an investment stewardship. >> after a few minutes with folks even if you don't agree you understand the concept. >> we've talked about being able to do this now we're going to be forced to do this it's a good thing but to pay for it. >> it's not only protecting their property but every dollar is for mitigation it truly is protecting our investment overall the city. >> it's the right thing to do.
6:41 pm
you can look at the soft story building and theirs like the buildings that collapsed in the earthquake and your shufrtdz to see this >> people are getting caught to get this done and if people can find a place in our homes of shelter it will keep people in their homes. >> together we'll work out of getting out of 0 disaster and making the community bringing back to what we love. >> as a level of folks we've talked about we make
6:42 pm
recommendations to make everyone mitigated their soft story problems no other jurisdiction has tried to tackle this ordinance and we're set to have our program complete by 20/20. >> the quality of the people are here because of the leadership. >> it's a great conversation statewide how to do this and i can only stress this enough if we didn't have the community of the san franciscans that are concerned people, you know, talking about our financing is options and our engineering requirement if you altercated all our work it's consensus driven to provide options we don't have one path but one relative for people to get there. >> it's been an excellent
6:43 pm

6:50 pm
mission now in supervisor campos district a vacant lot a half a block away from bart station for fair statement i am nots this site had been a high school and vacant for a long period of time and an eye sore to take a lot of folks to get us to this point i wanted to recognize the mayor's office to make this a reality and ucsf to work for the exchange i think it will help the affordable housing on vacant property. >> colleagues, same house, same call? this resolution is adapted your next 13 to approve a contract to procure up to 6 hundred light rail vehicles not to exceed approximately
6:51 pm
$1. billion for following board approval. >> supervisor wiener. >> thank you, mr. president. this is i know there was a good hearing in the budget committee but it's important to acknowledge what a big step forward this is for muni and public transportation in san francisco. finally getting the next generation of light rail vehicles. just to be blunt our light rail fleet is not even close up to the task to provide public trafks in a city that relies on our transit system. those vehicles were defective from the get-go and breakdown way with too often and this
6:52 pm
contract will set under the circumstance us on a path to finally have enough light rail vehicles toe meet the needs of a growing city it's not essential when we hear from muni they don't have more service in the system because they don't have enough vehicles it's not essential in a world-class city when an vehicle has an accident or taken out of service there is not another vehicle to replace it as this morning equitably within a one hour period 5 light rail vehicles broke down. none of those things are acceptable and sea meanings mentioned is a highly rubble
6:53 pm
company that built vehicles for transportation systems around the world and stevens has a terrific reputation in san francisco and in addition we'll not make the mistake that was made 20 years ago by not ordering enough this will allow us to double the size of the light rail fleet so this is very exciting for our city i want to say this is not fulfill funded nor should it be not a long term contract to be funded from day one we're going to have to fund this to bring those vehicles in and want to alert this so we add to the fleet we have so we can retire those vehicles and replacing them with terrific new vehicles it's going to take a
6:54 pm
lot of focus to provide the funding and investment to purchase those vehicles in a timely way. the light rail fleet right now is on embarrassment to our city and every week it's impacting our economy and pushing people into their cars it's time to retire this fleet i'm very, very proud of that contract and colleagues ask for your supermarket support >> supervisor breed. >> thank you i'm excited this contract is before us and as sdmefr o supervisor scott wiener mentioned it's not fulfilled funded and my awe anyone else is when we purchase a home we don't necessarily cvs have all the money to purchase the home but have to make the necessary
6:55 pm
arrangements with our city government so assure we have the money this is imperfect not because we have a failing fleet but we're building additional the central subway the tim frye light rail and other trains are important to getting folks to work and we need to make sure we have trains that work. when the doors break the train goes out of service which the trains are installed on the tracks the trains are out of service what is great with the current fleet they've need replace 80 repair up to 5 thousand miles the trains we anticipate receiving through the contract those trains will run 50 thousand miles before service that's significant in and of
6:56 pm
itself when those trains hits the street i'm excited and hope you'll support it today >> supervisor avalos. >> thank you. i want to add my voice to the course and judge want to go back about 20 years to 1997 when we had our first arrive of the brat us at the time san francisco was of the mentality we could fix muni in one hundred and 20 days. we have vehicles that doesn't work for long periods of time or need maintenance the new contract is something that will have a higher standard so i want to congratulate the mta for their work and making this crack and design could about it's something that will work for
6:57 pm
generations to come the kind of thinking that the mta will benefit from in the future >> and with that, colleagues, same house, same call? without objection this resolution is adapted. >> he item 14 to authorize the public works to accept and expend a grant up to one hundred and 22 thousand in the castro benefit district for the castro street improvement for the 2014 calendar. >> same house, same call? this resolution is adapted. why not skip over our special orders and colleagues let's go to roll call for introduction >> first supervisor wiener. >> very much mr. clerk there
6:58 pm
are a couple of items first introducing legislation to allow for properties that are undergoing either mandatory soft story building retrofits to add the in-law units into those buildings. colleagues i'm sure you're aware of based on legislation we passed last year we're on the vertigo of the mandates that the owners of soft story buildings that are 5 units and 3 stories at all will have to retrofit their soft story building buildings and others that maybe interested in considering voluntarily retrofitting their soft story building buildings to make sure our residents can shelter in place that people are not displaced in the evident of the big one. we, of course, have a housing
6:59 pm
crisis the in-law units are the best types of unit there on the ground floors and tend to be in space that is not currently used for living units so there are various studies that show their affordable than other types of units this legislation will allow us to insensitive vices people to do volunteer retrofits and on to do the retrofits more quickly and create more housing and do if in a way that's more efficient as the property owner is working with the contractor to design the soft story building retrofit they can working with the same contractor other one or more in-law units into the building and giving an incentive to your property owners and doing it in a more efficient way.
7:00 pm
the perimeters of the units is similar to what we passed in terms of the legislation i'd authorized to allow the addition of in-law units into the castro neighborhood within the envelope of the building you can't expand the size of the building if the building is a rent control building the new unit will be rent control as well in is a good piece of legislation colleagues, i urge your support i'm also introducing with supervisor chiu and maybe supervisor cohen specifically a resolution supporting san francisco's bid to host the 22nd eight conference in 2018 it's the single
