3:30 am
for people that are under ami and are having to live in their trucks because they've not been able to after being evicted not finding housing they move to the outlying suburbans in the bay area or they live in their vehicles in the bay area and as commissioners as residents of the san francisco i think you'll agree we there are needs to be a better solution how development happens what happens in the affordable housing crisis this is unacceptable. thank you. >> good afternoon, commissioners. congratulations commissioner richards idiom a nearly 10 year tenant west of the project. i'm speaking on that oath of the temple association representing
3:31 am
the 35 thaents e tenants nonprofit building >> i'm sorry to interrupt you're not part of the last group that speak. >> we are we're part of the 16 coalition of a moratorium 0 on market rate housing the red stone building is celebrating it's anniversary and we're inviting all the commissioners to attend here's information about the event the temple association has opposed the project since property because of the negative impact on our buckling this and the need to respect. >> building and it's values this project does none of those it is essential for the mission district is one of the if i commercial office spaces today's political organization and community meeting is that a continue it is a community space
3:32 am
about one hundred people work in the building and people attend the functions there we at the red stone are considered about the high rents in our building we can't afford high rents the projects finished or proposed in our neighborhood have led to increased commercial rents like 490 will change the demographics of the area and add to the pressure of rents we're concerned about the lack of outreach by the developers they've never directly approached the building manager to hear our concerns and positive suggestions anthony how development can be a united process rather than the process we now have that finally at the red stone strongly feel this is in violation felt priority of proposition m we send you a
3:33 am
letter. i want to highlight number 2 that states existing housing and neighborhood character be preserved and protected. sir unfortunately, your time is up >> the developer went on the to second thing. >> sorry your time is up. >> okay we'll open this up for public comment (calling names). >> good afternoon, commissioners. it's my pleasure to be here on behalf of the children that go to marshall secretarial the children's safety is very important and they walk an cap street they bike ride daily parents push their strollers to go to marshall school on cap it
3:34 am
street they have to use all the streets to get to marshall school it is 16 and 15 and all the others and cap street. the school is utilizations everyday from 7:30 when the teachers come until 6:30 with the skoorp is finished. they use all the streets to go and come to school on a daily basis it's a challenge for parent that have cars to come in on cap street because children are coming and going i feel that the project at 490 south van ness will impact the streets where they want to place the
3:35 am
garage on awe dare the project already has the whole blockage frontage on south van ness that's where the garage entrance and exit 80 should be placed next to their front entrance doorway. i would like to have them reconsider relocating the entrance and exit to the garage to be place on south van ness to take away the center traffic on cap street where all the children walk. children 5 to 11 years old need to be protected as they walk to school. marshall will be slnt one hundred years too it's a long history? neighborhood i'd like for you to help us make this a
3:36 am
long process so children will be safe i'm elizabeth i didn't i'm a retired teacher and pc a >> next speaker >> i'm susan a parent and marshall school i'd like to have a little bit more time to work with the developers and architects to have their garage entrance and exit on south van ness as the speaker before me mentioned. there was a building recently on south van ness and 15 that moved their garage from 15 to south van ness to maintain a safe zone for children and pedestrians that's an easy fix awe the car is a one-way street so cars that want to enter will be coming along cap street cap street between 15 and 16 is occupied by
3:37 am
pedestrian, children ages 4 to 11 from approximately 7:30 a.m. to 6:30 p.m. there's a late after-school program so i understand that the metro transit authority self-like to have entrances and it's i exits open south van ness but they've made an exception a block away in balancing the goal of a safety zone for children there are two goals that need to be balanced the goal of consequence for adults in automobiles and the safety of children, pedestrians ages 4 to 10. i don't think that's a really tough call. and i would like to have more time to talk to the developers about this unfortunately, we
3:38 am
only find out about this very recently surprisingly the school district was was notified but failed to notify the parents >> next speaker i'll call for names (calling names). >> good afternoon commissioners i'm victor stein i own a building on 15 and south van ness i'm a thirty year owner on 26 and valencia i've was involved? neighborhood crime watch i strongly support this because rampant crime as mraujd us one of the two facts and
3:39 am
circumstances that saved the mission from urban blight the crime was relentlessly and for more of the tenants had would go in fear the next door building has made an impact on the safety of the surrounding two blocks. building unit on an abandoned lot makes it safer for everyone that loves the mission please support 490 van ness thank you >> as the next speaking comes up i'll call the next names (calling names) and hi, i'm ben an e l s teacher i'm a margin of a suit of officers the other renters and the suit of film makers and
3:40 am
union organized. we are disturbed by more luxury houses being built? myths we've seen too many long term residents of the city all right. veekdz by upwards pressure by the rentals and this current heirs rental crisis must be pit to an end on south van ness we stand in opposition to the proposed will project at 490 south van ness i objectively the previous tenant that spoke no tenants in the building or manager have been contacted by the developer thank you. >> next speaker >> sorry i'm not good at this i'm the building manager of the
3:41 am
red stone building this has over thirty nonprofit organization and artists we're celebrating the one hundred anniversary this sunday. i'm primarily opposed this i was not able to spend time those people have not talked to me i have specific issues that have not been and the a starter with a couple of things. first i'll do it i'm a nervous person for one thing it is going to destroy two of our that's right we are a low income building we have altercates adjacent and we've got a building struggling they're a year behind in rent the rent have doubled in the past year
3:42 am
the building i don't have pictures but the three are north and south it's going to create a wind volume we're low income our building and heating bill is going to skyrocket they've not done investigation of the water this is along the basement the water will be pushed subordinate our building go there is no investigation of the impact of the water in addition to the loss of the rent increases we've lost in the itself and the first one? last three or four years the pressures you've failing to look at we have two other theatres that are on the edge this building will go down we've lost 2/3rd's of our renter
3:43 am
people we used to serve we can't sever as an nonprofit i can't afford to live in the bay area i don't know anyone that makes modern $25,000 a year you've given of giving us a million dollars rental no one can afford this your advocating the mission plans that was originally set up. i've got so much it's sad you're making me cry our building is not as tight we're not 68 feet it's wrong. >> good afternoon, commissioners. i'm morris project sponsor just like to thank you guys and
3:44 am
excuse me. your time was contained within your representative times so your opportunity to speak lost >> okay albeit members of the public that have public comment. >> good afternoon commissioners i'm gideon having lived in the mission district i've seen it at the worse i've devoted countless hours to make the mission a good place i'm the founder of the san francisco green patrol and the maintenance system that made it's mark on the mission and north beach at the time when the trash and ghetto and the legal posting including the illegal political advertiser times were out of will control and the
3:45 am
public works was doug doing nothing inch the author of the training manuals i believe passionately that the first step in making a neighborhood okay. is being clean a blighted neighborhood nobody cares and clean and green says and does the opt i'm happy to see 16 and van ness finally being addressed it will be fresh air to an important corner that has not been productive it is bring new residents that will bring their energy to the neighborhood and further improve the quality of life i urge you to approve 490 van ness.
3:46 am
thank you. >> good afternoon, tim on behalf of the action coalition we reviewed and endorsed this project i remember in the 2000 when projects came up in the mission there were tense option wait you can't build this dunn until there's an eir that led to and became the eastern neighborhoods plan the community-based and got input from the community a plan that took almost a dozen years to adapt and hundreds of hearings and the participation of thousands of people that that was the document that said this is how we should grow and our neighborhood should e evolve the adapted before an plan of the city i won't mention all the
quote
3:47 am
depends e benefits this project brings their self-evidence but in the end someone has to stand for the integrity of the eastern neighborhood 24 is how our vision is you should support this project it's an excellent project for the neighborhood. >> thank you. next speaker. >> good afternoon my name is eddy keel i live other 25 and fulsome i volunteer with various organizations with food and bombs we serve a free meal every theirs i skipped my shift in order to come and speak here he want to speak in opposition of 490 van ness first of all, i want to say ivory delivered 68 letters in oppositions of the plan to our office so i believe
3:48 am
that the earlier statement there were 56 letters of opposition it is incorrect i wanted to put that on the record. basically, i'm opposed to the projecting project what we need is housing we don't need luxury housing affordable by only theful few the the so-called affordable units are prices for 53 percent of the medium so the mission medium income is a lot of lower than the regional protect we need housing that's affordable for people that live in the mission district thaip that's a waimd i want to raise
3:49 am
the issue we need an open community process not a closed developer or facility planning not rubber stamping this developer had a community meeting on april 23rd and 20 people came to it i've been working with 16 and we're getting hundreds of people people are interested but putting it in the hands of the developer to carry through the process people's voices are not being heard and fm i want to say that the marshall parents are being exited and the last meeting the developer would meet with the pta the developer met with a select few parents but
3:50 am
never been a meeting between the developer and the pta itself so i urge you to reject the plan or at minimum delay it so the people can have the meetings about the project thank you very much. >> my name is kearney too am in opposition of the 490 what's going on here in the mission is going on all over san francisco. alleyway as you've heard it's plaza 16 that is going doing the outreach not the developers that is the same as in our neighborhood. when plaza 16 holds a forum many people? neighborhood come if you were to see closely yes, this building does tower over the red stone that's the building i go too often the mission district
3:51 am
was my first neighborhood in 9 city and affordable housing is needed this is million dollars housing that your average san franciscan can't afford this is a disgrace >> is there any additional public comment. >> my name is edwin i own two buildings and i've been? mission more than 40 years. mission has been a much better neighborhood. when the neighborhood become better, of course, the rent goes up do we want the mission it be a high wind area or a better area or low rent like before i mean the people that live there have to think about it. i think also most of the developer or property owner has
3:52 am
the responsibility to take care of the things? city i believe the politicians in the city or the city has to take care of the problems and also it's unfair from the for the developer or the building owner when they have a problem they're the first one to be attacked it's not fair. >> good afternoon, commissioners my name is gwen kaplan the founder and current vice president of the northeast business association founded in 1990. i'm here to support this project that corner 16 the and south van ness is a disgrace. i walk by there everyday and looking look forward to having a new development there and
3:53 am
something that will bring eye on the street and bring other people into the mission district to live right there. we're a group that has strongly supported and adapted the marshall elementary school we donate and to go to their activities we're thursday evening about it and will help with crime live in the neighborhood and businesses >> thank you. next speaker. >> good afternoon you commissioners. my name is redd man, i'm a developer here in the city. i think when we look at the eastern neighborhood plan and all the projects that were put on hold at the time i didn't think we'd be here with a controversial project trying to get 2 approved 24 is san francisco so there's also
3:54 am
ongoing projects. i have a few comments to make i think it's important to be concerned about the school on the other hand, i would like to remind you or of a project in sierra street it was a 67 unit project a block and a half from caltrain. the amazing thing evidence i go into the garage my office is underneath the building threats 75 percent of the cars in the garage don't leave >> next speaker. >> the garage it is the same in that particular area at 16 and mission all those people are using public transportation it's amazing to see that. this is a great project for the neighborhood. we can all talk about the mission in our memories when i came to san francisco in 84 owe lived two blocks away from i
3:55 am
worked on the corner of 17 and mission this is a great development for the neighborhood and i think you should support that that thank you for your time >> thank you. >> hi, i'm litigating i ilth i'm with the developer i want to address the point about the developers effort i'm not the project sponsor. >> even if you're not with the project sponsor if you're part of the team in my capacity. >> i support the project i'm not. >> i don't work for the project sponsor i'm related to one of the project sponsor as okay sorry. >> i want to address one of the people that spoke and the pta the developer met twice with the pta i have a letter from the
3:56 am
president of the pta and i'd like to recording. dear richard i'm the current president of the marshall pta but more importantly a parent. at the executive pta meeting we were not going to get involved in a number of project unless a direct impact on the school we don't see that having a direct impact the shadow study we have to assume that the construction noise will be taken of. the pta executive board is not going under the circumstance to put forward a comment will i'm looking forward to the neighborhood getting cleared up and we good to bart we saw a man
3:57 am
urinating in plain view at 8:30 in the morning we see people drinking and doing drugs and all of that is within bart to school. the corner of 16 and van ness is not as bad but could be best estimate i appreciate this is not a wall that separates the residents from the street the residents hunter's bay should be allowed to communicate i have no problem with the merriment the only ways to get represents back to reasonable rate is more housing. some of the parents at my school are not happy about the changes in the mission their losing their homes in the mission while i understand that i feel we need to have growth 490 south van ness makes sense i'm seeing none
3:58 am
e sending this e-mail because i can't attend. would you like copies. >> that letter was written without accumulation with the pta he will no longer be the president he said he wanted to remain neutral by you really need to hear this okay. >> okay. >> next speaker. >> (clapping.) >> sue hester. i'm living in burdening natural heights and working with people in the mission since the 80s. two things. i find it unimagineable that the
3:59 am
developer has gone this lounge without meeting with the red stone building it won't be acceptable in and middle-income or middle-class neighborhood i won't meet with them you force people to do that you've set up meetings from what i've heard today with the planning department to meet with the developer why isn't he expected to meet with the red stone building that's a historical building next door that's been there for a long time it's a labor temple and has commercial tenants the water table is there and the toxics have been there. for a long time. i'm totally blown away that the
4:00 am
planning commission didn't say hey, we're not more important than the people that live there that have to live with the project you should expect more of yours and demand more of the developer my second point i'm probably one of the few people that went to the process in the mission plan itself. i would really like it if the planning department staff person would say here's a number of projects for housing we've considered in the mission since we've adapted the eastern neighborhoods plan this is how far how many unit and the affordability level this is basic information that's important to people if you all have been
