responsive and those proposals that is they were a complete package the 3 proposals from bridge housing, from mercy heirs partnered with the housing corporation and have tenderloin corporation or t n d c that is developing block 8 in transbay and chinatown community development unfortunately, the later proposal was not complete it lacked a workforce action plan and a few other items they were not considered as an agency police radios only from the staff but the staff services from the city and the unanimous recommendation from the panel was to recommend to you for your later consideration in an nba

district to be formed and there were a series of formation steps the board took and the last step you're quite familiar was the deposition of special tax rates the district to be formed and that's the item that was continued open it's over the course of the last year city staff as well as your staff because each of our property owners from gop good neighbor policy i think you saw with the j paul developer on fremont each of those property owners in the district in the annex district are exterminated to pay a special tax for residential whether it's rental or for sale office or hotel there was a draft publication of what the special rates will be when the
