inter next so they can incorporate that into report as well. >> lastly can you talk about the system around the rates and what that could potentially mean in terms of options in order to successfully implement the program? >> yes. i'm assuming you are talking about having a 50 percent renewable? that is a potential option that is available to the puc to do. they can follow marin or sonoma type model. what it comes down to is you need to make sure your energy generation from an environmental standpoint is equal or better than pg & e and gets to incorporate all of their -- hydro. as long as we have that we can set any standard we want for the generation. the report while right now talks about 100 percent because that's what the current city plan was, it doesn't make sense to
10:31 am
potentially do it. but as i was talking with the report that it's much more of a policy statement to make. the rates isn't that great. >> i understand that, butted but we just need it spelled out so we can make a decision of how we move forward. >> correct. that's one thing they will be looking at. when you see the final report, here is all the assumptions that were made to get there, you don't have to keep that sums -- assumption or why you chose this instead of something larger. we can reboot the system and they willen corporate that into the report itself. >> for some of the comments or feedback that we got back from the initialing report do you plan to respond to that in writing so we can address some of those concerns. the coalition and puc
10:32 am
submitted a letter and i want to make sure those are responded to. >> lafco itself is not responding to it because it was comments to our consultants and they will be incorporating those comments into the report. >> will they be addressing some of those comments based on our feedback? >> yes. if it's something they are not addressing, i will at that point work with this em to help explain, here is why we couldn't get this specific item you wanted us to address, and here is why we didn't address. >> great. thank you. colleagues, are there any other comments at this time, seeing none, we can since this is a discussion and there is no action that i'm aware of, it's a discussion and action. i don't see any action. >> we normally leave action in case you want something done
10:33 am
but in this case we just file it. >>supervisor london breed: item no. 4. resolutions honoring commissioner hope schmeltzer. >> she had her meeting in the north coast. she was hoping to make it in time for today's meeting and unfortunately was delayed and she will not be able to be here. what i might suggest is we pass the resolution thanking her for her service and then we can have her at the next meeting. >> okay, is there a motion to move this item forward? moved by supervisor mar and crews. no objection, this item moves forward. next item?
10:34 am
>> item 6. skoou officers report. the next meeting le at -- will be at the end of october. if you have any comments for the report, please get those to me. >> madam chair, we forgot to take public comment on item no. 4. >> okay, can we rescind the vote for item no. 4, please. so moved by commissioner mar and crews, the vote is rescinded. for item no. 4, is there any public comment for item no. 4? seeing none, public comment is closed. is there a motion to move this item forward? >> so moved. >> moved by commissioner mar and second by commissioner crews. without objection, this item passes. just for clarity, i know that you called item no. 6.
10:35 am
do we need to take public comment on each and every item in okay. on the executive officers report, item no. 6, is there any member of the public who would like to make public comment at this time, seeing none, public comment is closed. madam clerk can you please call the next item. >> item no. 7, public comment. >> is there any member of the public who would like to make general public comment? seeing none, general public comment is closed. item no. 8. >> item no. 8 future agenda items? >> commissioners are there any possible future items that you would like to bring up for the agenda? okay. in public comment on future agenda items? >> yes, good afternoon commissioners, one more time,
10:36 am
eric brooks, san francisco clean energy advocates, san francisco green party. first of all, just to amplify on what commissioner crews said earlier in the meeting, the 2007 study on fiber broadband network in san francisco is very old now and in light of what's happening in chattanooga, it's time for us to now do a new fiber study in san francisco and it would be great to get lafco or at least leverage money from the city or how it works. also we should have lafco right away take up the legislation around hetch hetchy power sales that is being sponsored by supervisor wiener and breed. we met with supervisor today
10:37 am
and it's good that we are putting forward legislation that will allow the city and the san francisco public utilities commission to make use of hetch hetchy power here in the county instead of selling it off for a lower price in the county. we need lafco to specifically look at that legislation. we met with andrus about today is to make sure that right now it doesn't mention community choice aggregation. we need to make sure it's addressed extensively and once it's in place in san francisco, that it gets the first priority to buy that power so it can then sell that to customers. that's really crucial and we need to make sure that happens. and so, in my last note on that is that previously the utilities commission told us they were selling that power.
10:38 am
>> thank you. next speaker, please. >> i want to speak to really briefly to something that would fall as a proceeding under puc not covered under item 3, essentially there is a public process going on to is it the success or tariff for the net energy metering tariff, a technical issue but ultimately the puc is determining what net metering will look like in the future or if something will replace net metering. it's essentially, i'm going to make a fool of myself in front of policy experts where you
10:39 am
are generating renewable energy at your location that you essentially feed that. that's the meter going backwards that you hear about. it's basically feeding the energy back in and the utility keeps track of that energy and credits you for that energy on your bill as opposed to being a free be -- to a utility anytime you have access. anyway it works in california has the impact of the form and success of cca. i would ask that lafco take a look at that process where there was just a hearing in san francisco i think one or two 2 weeks ago on this and it will be on going for the next several months and just to make sure that the puc is representing the city's interest, their interest and
10:40 am
the interest of a future cca in the energy metering process in addition to the green tariff process. >>supervisor london breed: thank you, any other members of the public that would like to provide public comment at this time? seeing none, public comment is closed. >> if i may ask the clerk in tools to indulge clarification. >> yes. >> we have provided information under the act at our cost. our cost is typically below the market price for wholesale electric sales. to the extent we have power available beyond that today that power is sold into wholesale market and we receive to going rate. san francisco is not in the habit of selling power below
10:41 am
market prices. under the wiener legislation referred to earlier that would find opportunities to sell that power at retail and in that environment we would sell at retail prices to be able to convert today a wholesale sale into a retail sale which would prove greater contribution for margin from that same kilowatt hour. >> thank you for the clarity. okay. so we are at our last agenda item. i want to welcome commissioner crews. i know i missed the beginning of the meeting and i want to welcome commissioner lindo to meetings and we are at the end of our meeting and it is adjourned at this time. thank you. [ meeting is adjourned ] >> >>
