3:00 pm
they wouldn't have known about last week, we hosted a family with a young disabled child i needed this kind of a adequate neighborhood investment to stay in san francisco a hotel wouldn't have deny it there are many reasons why people do that. >> thank you very much. next speaker. >> good afternoon. i've lived in san francisco for 10 years now i'm a homeowner i this live in my home and chosen to human resources or housing authority i representative a lot of districts in san francisco where homeowners only have a single-family unit and to they're the home share it with other people and whatever the argument it is incredibly hard to make the case this is the
3:01 pm
group if engages that somehow puts the home sharing distributors their neighbors or somehow takes off the market units that would be on the rental market i want to urge you to amend the legislation to amend the single-family homes and not have restrictions on the registration requirements thank you. thank you very much. next speaker. >> i want to take the opportunity. i'm speaking today as a senior citizens living in the sunset in a single-family home and a landlord for the post legislation is problematic in that all my current tenants
3:02 pm
under rent control have signed a lease it puts landlord against tenants. i've had problems with tenants renting out their apartments it's rent controled they rent it for above what they pay i'm not you've never seen a air b and b advertised for $2,500 a month i get complaints about noise i'm responsible for the building and it put me at risk for damage and i don't own those those people are here i'll come to the building and find strangers with keys and when i ask where the tenant is they say their away for the week it put me at liberty when i'm 0
3:03 pm
responsible for the health and safety of the other attendance. i'm concerned it self-talk about how the property is listed on the registry i believe that my property should not be listed without prior written consent and the idea of visiting the owner of the building that the unit is up for registration that's an after the fact thing and a notification could be missed in the mail there's many reasons why i - >> thank you very much. next speaker. >> my name is andrew the san francisco tenants union we have this chant we say air b and b you can't evict me the city folks say; right we have a
3:04 pm
housing crisis but really an eviction crisis sro tenants are being evicted because of air b and b right now short time rentals are illegal i'm shocked to see how many people are here public library to say they're urging air b and b service illegal. and, of course, here because air and b and b needs to be regulated but this legislation doesn't do enough. at the tenants union we're pushing for anymore accountability there's talks about the concerns of how this is regulated one thing that's not in the current legislation we're suing landowner which are using air b and b and no part in the legislation for the city to enforce if the dbi or planning commission didn't do the
3:05 pm
enforcement themselves. lastly there needs to be some protects for tenants being evicted by landlord to convert their buildings into air b and b tenants that used air b and b and the landlord are using this as an excuse to evict them we need more tenant protection around attendance that are unknowingly be evicted and i keep hearing about the affordability crisis this cross-examination crisis is created by a free market capita lynching and won't be addressed by the false home sharing for the market - >> thank you. >> hi, i'm tony i'm the senior disability action that advocates
3:06 pm
for seniors and people with disabled. it's interesting how this is being framed the home sharing as if there's a philosophy philanthropic there's some density not being seen in years. there are tenant protects that should be in this as has been mentioned it is illegal venture and the thing that gets me, you have so much money lost i understand it's tens of million dollars i've heard $100 million plus i'm not sure what the exact dollar amount is but if we're talking about sharing why not start there for goodness sake the people are sharing they're not talking about all the money the city has
3:07 pm
lost and working as a tenant advocate there are many people that have lost their housing good people on account of air b and b and the other hosting platforms and nobody seems to be concerned about that it is this false sense we're sharing and being philanthropic in this incredible nonsense, you know, i'm tired of being hoodwinked and tenants and elderly tenants that couldn't be here and tired of being evicted and going through, you know, being having to live through this climate of fear that is happening in the city. so i know, i'll be for a continuance there are things about this that are still unclear the tenant - >> thank you and if i could
3:08 pm
note one thing there are some people that have spoken we've not called their cards i see people in line he i'm sure i haven't called our card we want to be fair to people otherwise everyone can get in line so i'll ask people to respect that. >> next speaker. >> my name is jean in aim here to support home sharing i live in brunner heights and moved here since 1992 more than 22 years. nibbling i rented my place for 19 years. and i an opportunity u thank you for the opportunity to buy my unit about 3 and a half years ago around the same time because the economy had gone down any company reduced my salary by 10
3:09 pm
percent so for those reasons i had to go to home sharing i didn't use air b and b nirnl e initially without the home sharing income i couldn't afford my mortgage, the property taxes, the condo duce that rise the insurance rates as well as any repairs i have to do on my unit. i'm a hosted i host my guests that means i don't rent my place when i'm not around only an extra room when i don't have my own personal guests all families visiting me from overseas.
3:10 pm
anyway, i would like to say i'm opposed to the 90 day limit for hosted home sharing and i would not like my unit to be public library available in the registry because of my personal safety and my privacy. thank you. >> hello, i'm alison i host an air b and b since 2012 when my husband and i were trying to get pregnant i wasn't able to get pregnant and at the same time i took a 10 percent reduction at the hospital it they cut my shift and laid off my husband. incorporated for us to pay our
3:11 pm
mortgage we opened up our extra room a painting room it's not been removed from the rental market because we wouldn't rent it out full-time to a regular person we decided to try air b and b and it helped us get through we continued to home share we host quite a bit i'm opted to the 90 day limit we're saving up money for an adaptation i might adapt a grandchild at this point we enjoy hosting and host staying in the flat with our guests we don't allow people to stay in our home when we're not there. i support the legislation and really think we need to find something that works for the
3:12 pm
tenants and landowner my parents are landowner and it's not right for people to take advantage of their rental property to evict other people or not to make money above and beyond what the landlords are chairing i think i speak for a lot of the people in the community we want to make sure what works for our community i'm passionate about this city thank you. >> thank you. >> next speaker ami to call a few other cards as we
3:13 pm
(calling names). >> i'm resetting my time i'm victor i support home sharing i've been an expire for about a year and a half as of now we share our home fully legally and everyone this stays in our house has been vested they fill out applications and get involved with the local community donating to nonprofits and getting involved with the local businesses my landlord is in favor of this and we're in favor of the home sharing that is fair
3:14 pm
to landlords this huge economic by the people we've got people traveling to san francisco 3 otherwise would stay in a hotel and pay a huge preempt and be forced to stay less than a month we've got a great feeling of the community of togetherness and building trusts of cultures around the world i've hosted over 25 criticize and built amazing relationships and continue to stay in touch with them they've been rupture visitors to my home and it's a great togetherness of the community i hope to build in the future and with respect to local laws and local interests so definitely in support of home sharing would appreciate some
3:15 pm
fair legislation to make it legitimate and representative of all the interests in the city. thank you. >> good afternoon. my name is david gruber i'm president of the coalition for better housing i appreciate the effort gone into the legislation today. i'd like to comment on my own i feel the economic growth of san francisco is going to continue. what we've seen now is part of a growth pattern that we're fortunate to have, in fact, we're the enar very of the world not only in san francisco but the bay area. rough numbers one hundred and 25 thousand sdwnlz that are 2 hundred and 50 thousand rental in buildings of 2 or more units if we want to take the one hundred and 50 thousand there are 20 percent
3:16 pm
not protected and that brings us to 60 thousand we're talking about one hundred and 85 rough numbers of unit that are part of this legislation. so what you have today is only the giving you have to realize you're going to be working on prevention that has to control the growth into the future it will impact the city more and more. so i ask please as you're going through the questions thought of fully there's no rush but all the succinct subjects need to be vested permission is paramount and insurance has to exist roadway there is not insurance for this product and the code and zoning that's urban answerable we're talking about commercial and residential and it's got to be vested properly thank you very much.
3:17 pm
>> >> next speaker. >> my name is elizabeth gibbons my mother and you are co- owned on alone mountain my primary residence for 20 years i support harry reid's for a variety of years i've been an air b and b host and hosted 15 different criticize as well as many parts of u.s. home sharing has allowed me as a single mom to stay in our home and taking care of the property tax and educational experiences i oppose capping the number of days this will impact our family it not to exceed need to do it longer 90 days it's allowed mow me to start and grow a business on the side so i can find other ways to
3:18 pm
support my family. the majority of any guests prefer home sharing because the friendly traveling experience most of them wouldn't take the trip otherwise. we send them to restaurant, shops and culture activities month take pickup transportation and many guests spend quality time 8383 at graduations it has approved the quality of life and been a wonderful experience i believe that home sharing helps to keep peace and conversation between races and cult that will not otherwise moping meet we take care of each other and been expressed with air b and b for the screening of our guests we've never had guests
3:19 pm
disrecreation and parks department our home navigate the opts is true many are concerned about the local issues. >> next speaker >> hi, i'm julie i'm here in support of hrgdz i'm a homeownership and a mother of two and a full-time artist when we purchased our home in noah valley my husband and i were null married this is our dream home but at the time, we needed to grow into representing the bedroom allowed us to meet a challenging mortgage and renting our entire home has helped us to maintain and have an art studio. and now we've had our second child and our first is in preschool oh. it's helped us to
3:20 pm
meet the overwhelming and childcare education most of my colleagues find it hard to live in san francisco and be an artist for almost a year i was unable to make my work and being able to rent my home has been essential to working as an artist to afford childcare and grow my practice so supervisor kim i really hope that you look at the 90 day cap in my situation low impact my situation and put the ability to keep my studio in the city at risk please support the passage of this legislation where it doesn't restrict the number of days to 90 and i'm trying to be as creative and supportive as
3:21 pm
possible to continue to live in a city i love. >> thank you. next speaker. >> hi, i'm stacey bartlett i live with mire husband vincent and two children we share our home with visitors around the country and world. with us a family of san francisco. our story starts in 2005 when we bought our two-story home with our relatives it included american people in-law unit apartment doubdz and now my brother saved up to buy a home the unit sat unused hosting friends and families from out of town in 2012 any his lost his job and i worked in preschool despite the resurging of home
3:22 pm
prices it has not - we didn't know how to stay annexed float and as an altered concern it is tied to my brothers and sensual upstairs we shared our extra spaces and we've been home sharing ever since without this income we would have been enforced out of san francisco we hope we will be able to begin to save for our children's education we live simply in the hundred and 90 square feet. home sharing has enabled us to get splo through the tough that the time and city in this city please find a way for san franciscans to share homes. >> thank you very much. >> next speaker. >> supervisors david owen on
3:23 pm
behalf of air b and b i want to take the opportunity thank you to supervisor chiu and the city staff working on this issue. this is a piece of legislation that's been in the works for most of two years and testament to the variety of interests and issues that arises on this topic so i want to brief talk about the company and community. we were founded in 2007 in san francisco. it was truly the response to what of the going on in the general economy at that time the founder were tenants living on the corner of well south of market they were opening their homes to visitors coming to design kwevenz they were also tend they had a wonderful experience and showed them the city and made extra money they realized they can
3:24 pm
have an appeal to folks now 7 or 6 years later i don't think anyone had an idea this fundamental notation would be take off in this way but it really is a way that many people especially at that time when the economy was not meeting their needs to supplement their incomes and keep their families certainly in the case of san francisco in a city they love i appreciate you're taking the time i'm sure you have questions i'll look forward to addressing them. >> sir, i want to ask about two issues i've raised specifically around insurance and around landlord notice of some form or another. and for insurance both
3:25 pm
in terms of what individual hosts can do or might be be able to do and air b and b might be doing. >> this is an interesting question it contestant all aspects of the economy as that continues to develop it is important to discuss what we do in 2011 air b and b launched at the time an unprecedented host guarantee that we provide up to one million dollars of through that guarantee toward the property of your hosts whether the personal property we thought it was are important to host in our community and something which to the best of your ability no other rentals has done we know this is an important registry issue discussed by you and the folks in the audience will have varies
3:26 pm
thoughts it's difficult to talk about different policies it's different but this is an issue we think about a great deal and working for the solution in the future i'm hopefully. it's important to note that a year ago industry leerldz were saying in the ride sharing it would be impossible for uber to cover the issues discussed and here we are a year later it is taken off the table this is a high priority for us as a community and as a company we're working hard on. >> i appreciate that i want to reiterate that i know this that in one of the comments we hear from people that are otherwise supportive of home sharing a concern for example, tenants saying my next door neighbor is
3:27 pm
doing this and what happens in something happens it impact my unit or belongings and from landlords saying one of my tenants is doing home sharing and if something happens they don't have insurance to cover this it doesn't exist i be on me or the personal the landlord is saying i'm the one that is going to be sued or ultimately responsible for this so first, i'm in a fix how should we be thinking about this human resources firemen's nevertheless of consent any night of year over one hundred and 50 thousand people are staying in a home sharing air b and b unit since we we were affiliated in 2008, those issues are thankfully incredibly rare but accidents
3:28 pm
happen so it's important to think about what happens in those circumstances it's difficult to discuss any somewhere because every policy is a private contract between the insurance companies but we hear the message this is a critical issue for regulate terrors and something we talk about in the community and he encourage i to pose those questions you'll probably hear a variety of the answers. >> i've heard from some with a different prospective than air b and b your policy is going to get scald and forgetting so do you see a product coming online in the near - and i agree with you uber interest was nothing
3:29 pm
and less and now there is how confident are you. >> i'm confident as our community grows and that market increases the insurance companies will grow. this is something we're thinking about and as our market continues to grow quickly around the world we're focused on this. i'm an open administrative. >> the issue of landlord nose or some sort of way for landlords to know what's happening on the property not rewriting their leases how do we do that and it's an important question our advocacy throughout this process over the last few years has encouraged the city
3:30 pm
not to insert themselves in the landlord tenant for a variety of reaps we host from tenant to property owners and all sizes and places around the world it's important to stay neutral but specific to the question about notice i know it's important that, you know, for us to make sure that the city isn't inserting provisions into a lease that frankly may require something not required if a tenant for instance, has a home business that otherwise complies with the code to invite their landlord or not to seek their permission to practice law or work as an artist in their home we've certainly heard it from the tenant advocacy
