understand the short time rental in san francisco has stated 9 thousand units this past recently and if that's the case that's removing affordable housing and that has to be addressed and i think the board of supervisors and the mayor are well aware that's one of our most urgent problems is affordable housing. the next is the secondly,y units that passed this year i hope you put something in there that the secondary units provides more affordable housing that is not used for air b and b and so far as insurance or taxes it's illegal to collect but the clubs understand their taxes are being collected if i'm not mistaken if they are you, use the same types
6:01 pm
of taxation the people should save their money. >> i live in bayview. bayview area i'm host and landlord. and i hosted over 2 hundred and a people and most of them were like under thirty year age i talked with them most of the time and everybody says their dream is to come to san francisco and see san francisco but because of the high hotel industry they couldn't afford to come here but because of the air b and b they could afford to come and enjoy what san francisco is. i simply used air b and b as a guest i went to
6:02 pm
oklahoma i saw that's why i came here to talk about i went to simple mom's home she works two jobs and supports her kid and the kid had a dream to become a ballot dancer she's giving here own bedroom for the person and giving the bedroom for a dr i'm an artist i felt like that passionate art and give her doctors and it happened because of air b and b and i support air b and b and they're making a
6:03 pm
difference in this world. >> thank you very much. next speaker. >> hi, i'm mr. hay man, you, probably tell from my age i'm for home sharing i hear proponents of home sharing they spent me to deliver jell low mold to the folks open the streets i don't have personal relationships with any of my neighborhoods i'm respectful the function of a neighborhood is changing we continue to have a better exchange it is common we meet a person there facebook i believe that a healthy neighborhood properly welcomes neighborhood and not one that
6:04 pm
restricts guests there should be no restrictions on the hosts days they should be as generous as possible greater than the 90 days they then promote the respectful guest behavior an opportunity third year that should be handled by hosts by creating better systems to promote guest behavior we make the most of our behaviors for neighborhood spending and general win connections. home sharing is a buff practice i appreciate our work to support it's growth and capitalize on it's prosperity i ask you to let us view through a connected place. thank you for listening.

>> next speaker >> my name is jay i live in the mission district i'm a tenant with a lot of folks i want to thank supervisor kim and i used to work in the tenderloin i love air b and b i did it about a year ago it wasn't something for profit but to stay in the city i'm sure you're aware of the rent changes 5 a minute here i did this to subsidies a pate rent. it is something i believe in it started for financial reasons and turned into the stories like the people that have stayed in our home and people around the continents and
6:06 pm
legitimately has changed my outcome on humility i have friends that have come and stayed at my house it's incredible. this is not-for-profit merely to find other income as a freelance we have time to find more income. i urge you to support, you know, the legislation that allows the tenant to share my home we love air b and b >> thank you very much. next speaker. >> hi. my name is bill that's a
6:07 pm
good question i don't have an answer but everything's kind of oh, that's the wrong page. i live in hayes valley i'm all for letting people get help with rent but within reason and regulated i'm against this legislation because it seems weak has many gaps and will be difficult to enforce it kind of soldiers one dollars per guest per night one of the phrases i've heard in this room. if it doesn't go over today awhile enforcing the laws we have on the books regarding agree air b and b i was shocked it took awhile from going to the burden
6:08 pm
of the permits etc., on the residents and owners nobody mentioned air b and b and finally somebody did and open up your books there was so much talk about how long it will take at that investigate those are 5 thousand homes but no air b and b open up your books. the smarter thing and obviously no, not for them. quickly everyone complains that everyone is placing catch up that to this back to the drawing boards and not some air b and b-1 dollars per guest per night person. thank you. >> thank you. next speaker. >> hi my name is dave and i
6:09 pm
moved to the city about two years ago i have some understanding how different difficult advertise it 20 took me two months to find a place it took a huge chunk of change when there was no hotel rooms i slept in my rental car so, now that i have a place to live i have a very small space large enough for a bed and nothing else i use it as a guest room it's been nice i love the city and love the things it has to offer one of the things i enjoyed is being able to help out other people that are moving to the city and need a place to stay while they find a place to live. 3 of the
6:10 pm
people that stayed with me are long time residents in the city in selma and noah valley and their your constituents and being able to stay with me helped them and me and made long lasting friendships the social benefits of the modeled the biggest advantage that i've received out of it the people who stayed with me are politely and generous and i hope you have been able to model with the landlord permission that longer tenant can rent utility spare spaces within their apartment legally and fairly and thank you very much. before we get to the next speaker i think we had some
6:11 pm
rule breaking going on in terms of people getting in line two early by sorry about that i'm sorry elizabeth i can't read your last time so all the elizabeth's can get in line (laughter)
6:12 pm
6:13 pm
(calling names) you followed the rules thank you sue (calling names) a few more (calling names). >> thank you for waiting.
6:14 pm
>> next speaker >> hi, everybody i'm nelson i was born and raised in san francisco and been living around chinatown my whole life i'm a student at uc davis my parents combthsd about thirty years i complemented high school and my family runs the restaurant in excelsior literally making that a mom and pop shop my father cooks and my mom prepares the meal. my mother speak less especially than my father. every time i go i am glad to see my folks are a repeat of customers this food industry is comprehensive so my family needs
6:15 pm
help. i'm happy to say the air b and b has options living outside the city opens up sf for visitors but opens a new market for 0 any parent more foot traffic but looking at outside of me and my family there's the community. our restaurants and neighboring businesses will benefit from the new faces and foot traffic i urge you all to pass this legislation thank you very much. >> luger with the local 2 there are 15 thousand local hotel workers they've been doubling up with grand folks to make ends meet this ordinance redefines
6:16 pm
the hotel first there's a growing cottage industry of cleaning services around the short time landlords the hotels are working places and by no maples by clearing this ordinance that the same rules that playing apply to bed and breakfasts will relate to there are hotel workers noted working because this business has moved out of hotels and into the short time business this is why this practice is really hotel jobs have been one of the lost hotel services that people can afford to pay the rent you should impose oppose tight caps by before green lighting the city into one big hotel a couple weeks ago there was one hotel
6:17 pm
listed for sale the owners only made 71 thousand if owners can make $6,000 dollars a more for atrocity who is going to represent for us this is about attrition is if is allowed to grow there will be more, more affordable a units and needs to go back to the drawing board please table feel until we study that thoroughly. >> thank you. >> i'm bryan i want to thank the board for staying. a i don't have prostitutes or drug dealers i rent rooms to and number 2 my concern is privacy. number 3
6:18 pm
would be the fact that many of the things that have been brought up are covered under so many civil codes dbi, adapting i can tell you as a landlord and homeowner that it is my responsible if i have a lease if i'm subletting or allowing my tenants to sublets that's my responsibility oh, people say you don't know who's coming in of our building that's an issue the most important thing is my privacy i don't know how the board is going to address the privacy from a common sense prospective as someone that's been involved in a case that was very comfortable my concern with
6:19 pm
my name and address the internet is a tool to use those pieces of information to expand what is acceptable it's already happening air b and b has guests have had issues where their tires have been slashed and cars damaged who is responsible when someone throws a rock through my window privacy is an issue and the fact that the majority of all the issues that have been brought up are covered undercy code i went through the soft story it's all been covered so if the dbi and the close sprifks - >> thank you very much. next speaker. >> good evening. i'm teresa i
6:20 pm
guess i came into from or living in a whole different part of the city in that renting out rooms being a platform those are businesses. and as businesses i usually have to pay taxes and a lot of rules that have to do with the safety of the employees but also those who come into your business, etc. i live in north beach i can unemploy or tell you about the evictions there are 14 units on one street that are use as vacation rentals when my 81 and 87-year-old neighborhood when those people that made san francisco are being evicted from their homes and as they try to relocate there's not units. those units
6:21 pm
are used as vacation rentals around the corner from me there's additional units so 14 on one street my concern if you're sharing our home could you share it then with some of the seniors that are being evicted in my neighborhood as they're waiting for affordable housing? as we're waiting for units to be related back into the rental market so, yes this legislation does nothing to take care of the problem in my part of the city. i'm concerned about my neighborhoods and san francisco. we're long term san franciscans and so we do have a different view of home sharing and i would worry about how are you going to reimburse some of the things i
6:22 pm
think - >> thank you. next speaker. >> good evening i represent the north beach tenants committee. excuse me. thursday evening we have a productive meeting with supervisor chiu's aid amy chang one of the points we felt that the homes the units should be spriktd before the registration could be implemented to see if increase code and heath and safety to make sure that both the guests and the surrounding neighbors. we have no problem with home sharing people sharing their single-family dwellings and sharing that space and being residents but the problem in in which just been outlined there are buildings i know it's illegal it's happening even if
6:23 pm
it's happening i live in a 14 unit i unit building essentially florida this 14 unit building everyone has the opportunity to rent 90 days a year i feel like i'll be living in a hotel he north beach is a small beach area blanket by traditional air b and b on the north and south and west this covers about 16 square blocks we would like to keep that as a neighborhood not a theme park so thank you very much i appreciate it. >> thank you very much. next speaker. >> hello supervisors thanks for this very long hearing i'm a candidate for supervisor district of. first of all, i'd like to commend supervisor kim so far asking some tough
6:24 pm
questions of air b and b i found their representative to be evasive and answers not up to snuff and commend supervisor chiu for asking tough questions on the tax issue why not come up with the taxes you want to speak on a narrow part of the legislation as it currently exists it is basically sound but all about the enforcement and the fee is very, very low in the air and b and b units from 2 hundred to $250 per night if you're doing 90 a year it's 45 hundred in gross profit. if
6:25 pm
you're on the other ends only doing 1010 times 2 hundred and 50 it's a lot the people representing to air b and b can afford a rental fee of $250 a year that will put enough money into the planning department to enforce whatever you guys come up with that so i'll ask you to consider raising the fees dramatically it wouldn't you turn people off making 22.5 a year nor turning people making 9 hundred a year as well. >> thank you. next speaker. >> good evening. i'm frernd
6:26 pm
with the consul of community housing organization i'm having a strange feeling i don't if you've been approached by a pyramid scheme a they've got a great thing to make you make a lot of money a little bit for your kids and do it at home that's kind of the feeling i'm getting right now. each of you stated and supervisor chiu and commissioner rosales rent control and housing authority are the key issues supervisor wiener mentioned what we have is a farce we have lace that's making what's happening now is illegal yet people are doing it our concern is what you have before you which looks like regulation but as supervisor kim raised important questions might
6:27 pm
be difficult to enforce and might be urban forcible with very the ability to regulate will bleed rent control from the market and remain the fairs we have now we've raised a bunch of questions and supervisor kim i think hit the nail on the head on the comboshth issue the planning department presented to you a series of potential amendments including reporting the nights of represented and a sunset provision is essential to understand what's going on and a maximum number of days should be insured we're we iceberg you to postpone this and the folks that have spoke asian law practices
6:28 pm
and others. >> thank you supervisor kim needs to make a statement. >> just to let you know i think supervisor wiener have coincide the same conversations i'm going to be leaving and commissioner wu has made him a member of the land use committee so there will be quorum our staff is watching this meeting and i'll be watching the public comments i've mitigations. and when supervisor kim needs to come back i mean, i'll be leaving. >> hi, i'm 39 a free labs handy man, i grew up in the city and own a home in the richmond
6:29 pm
district and my comments have been covered so i'm going to wing it. there's a couple of observations that i have made sitting here listening to those comments there's a lot of scapegoating especially, as air b and b is a company this issue is burn air b and b they're just a platform their successful and do it very well and what they've done is tapped into a real need among citizens here they've given us a way to be able to afford to stay in our home and pay our mortgages and raise our family that's the key thing all of us hosts we're all part of air b and b not employees it's
6:30 pm
important to understand that we're talking about your citizens of this city who care just as deeply as anyone else about those issues of affordability and evictions and the housing crisis. regarding the housing criticized is horrifies all of us hosts that people are being evicted and their units are turned into air b and b units what's the actual daylight because my understanding is that ellis act out units it's illegal to turn around and are we talking about out short term or long term so if the law is being broken that's a law that's currently on the books that's not being enforced so it is ay
