suggestion on september 2nd they're going to be talking about short time rentals i discussed with the dbi director the october 2nd hearing was set months ago for the two departments to talk about gentle enforcement issues as well as the common software platform not intended to be a discussion around short time rentals but my discussion with the director he's willing to come to the committee to talk about those issues with planning staff so that's why i suggested we come back technique we needed to grapple and understand what the departments think about this before we make amendments and move this out of committee it will take us two more competent hearings here before this moves to the full board once we get
9:01 pm
that information there are be additional you thoughts about other amendment i propose we came back in a week to hear from planning about other clear up issues and then i'm hopeful that we can continue to flush out other issues we are trying to go through all the remaining issues we've talked about insurance and planning department resources and talked about landlord notification there's a how often of other issues we need to where else with particularly the hosted versed non-hosted and other issues that involve dah data but let's focus and three weeks is too long so any suggestion was let's come back next week and supervisor cowen see back so - >> go ahead. >> i agree with one week and i
9:02 pm
just to be clear we don't know whether there will be any more amendments there will be an insurance amendment that's $0.30 not substantive there may or may not a fee it maybe trailing legislation and in terms of other amendments they maybe amendments that don't get support in committee to be made and maybe brought up on the floor of the board so when we come back for the next hearing it might be the final hamburger if subject hearing i don't see hearing after hearing after hearing that martha be continued
9:03 pm
after the next hearing i wanted to make sure and heard president chiu was hearing if i heard correctly to be honest i'm cancerous to here dbi's take particularly on the code so i share in supervisor kim's desire to know this information for october 2nd did the director come to the meeting. >> i asked the director. >> today. >> no, he didn't come. >> when you spoke one half an hour or so ago. >> i called him on the phenomenon i also knew that this hearing on october 2nd there are suggestion we continue this item until after that date but that joint hearing is not going to resolve those issues we get dbi staff with the planning staff
9:04 pm
and talk about the issues. so the idea to bring the staff here to the board rather than having us at the forum so we can directly ask staff on the issues that he knows there are questions on. >> so mr. huey was not here today but will be here technique auto correct. >> and i'm looking to supervisor kim if we can get our questions and answers satisfied and if i'm not mistaken the october 2nd is not an action but an informational. >> it's no a board of supervisors. >> i'm sorry the special joint hearing happening at dbi. >> it's specifically my understanding and ms. rogers can explain that but my understanding it's a joint hearing between the two
9:05 pm
indemnifies a discussion around the general platform and not intend to be a discussion arson short term rentals so again, i'm trying to address the committees interest for more information and given we've focused on it this week we've got questions we'll roll over to dbi and inform whether or not we need additional changes to the legislation. >> so is there this a public hearing on october 2nd i don't see why it's not out of purview of the informational hearing for the joint commissions to talk about the issues and hear public comment specifically on what is a major piece of this legislation. i appreciate the time i don't understand the rush one or three weeks this is a
9:06 pm
pretty complex piece of legislation we're setting this is very different than what we've talked about i appreciate that president chiu wanted to take on this issue we were overwhelmed by the information i want to get the legislation right it's not clear where question rush everyone within a period of that days to get before land use next week i don't think we'll get all the answers if it was the the legislation but i have more work clearly we have a number of different issues that our office addresses i'm not gathering going to be able to get all this done we need to meet about stakeholder and the folks the changes they want to be able to
9:07 pm
make and entitle that for me to get a clear thinking on a number of issues i don't have a clear on on i know that president chiu's office are clear on this but i need that time to feel confident about pushing smlg something out of this land use & economic development committee i think it will be continued again and again so i want to be realistic dbi is only one of the issues i really want to understand the landlord consent issues and hear from the residents and get clarity open the 90 days of hosted vs. non-hosted i want to understand the insurance issue and again, the budget and how we're going to fund this enforcement program
9:08 pm
off of something justice department off the 50 or 75 dlerz too many a issues that's why i made the suggestion it doesn't - i'm not trying to delaying this we need this legislation and it's positive we're moved towards that. >> thank you supervisor kim. you know, i think that in addition to the fact this legislation has been pending for a very long time there was a major planning at the constriction that had a major actually more than 7 hour hearing here but i know that also there's been very, very, very organized supporters and he opponents of the legislation that had clear desires and lists so the universe of the potential
9:09 pm
amendment is well established for some time i don't think there are any surprises so i don't see no reason to continue for a week and i come here on we should continue it to think about the legislation beyond today but not a need to continue it for more than a week if we come back in a walk and there's more amendments or unexpected time. >> i'm hearing three weeks from supervisor kim and 1 for supervisor scott wiener. i wanted more time this is a question i agree with supervisor kim that is a huge legislation and i'm working on another
9:10 pm
pieces that are equally as important. >> and i'm going to asked i watched the planning commission hearing they were not ready for the legislation they realized they weren't passing the legislation so pump up questions and concerns and through it down to the board of supervisors we have the authority to decide on this i don't want to miss convey whaptdz at the commissioner hearing the commissioners were not ready they realize they didn't have the authority they said we'll be okay with that so long as you examined a through z they were 0 competing you want to do that at the land use & economic development committee so those acres deserve to get flushed out it can't happen in 7
9:11 pm
or 14 dies i'm commented duo to getting this. >> i make a motion to continue this for two weeks. >> i'm second that motion. >> if i could speak first of all, i'll ask dbi to be here two weeks from now colleagues if you have questions ask you to consider that and to the extent possible i do agree with sxhvm the universe of amendments we've heard floated around i think is have addressed a majority of them but a number we still have to resolve and i'll ask and suggest whatever we can do in two weeks to bring our perspectives and hosted vs.
9:12 pm
non-hosted the appropriate level of fee or other enforcements we need to work out and i'd like to grapple with as many of them to have the balanced perspectives on land use to vet them and if supervisor wiener is completed them then we'll hold it over to another hearing i want to thank you for that hard work in all sincerity. >> so the motion is to continue item number 2 as amended by two weeks can we take those amendments without objection? >> i'm sorry, i want to supervisor wiener we're continuing that item to october 9th but a comment only
9:13 pm
supervisor chiu's comments to take those amended. >> we adapted supervisor chiu mainstreams early on unanimously. >> okay. >> and we adopted the actual one amendment that i pits forward around the identification and the one that supervisor kim talked about or in hoas those all the times were adapted. >> so the motion is to continue the action and we'll take that without objection.. madam clerk, any other business before this committee? >> there's no further business. >> then we're adjourned
