constantly evolve and update without having to reslint vicinity the wheel. >> i talked about the back door ends so the front end the users will see i sat with the developers and when asked to make a change to the users phase so basically when you log in you've got boxes to fill in data they're able to in a matter of minutes move the boxes around and add logic so when i fill in a number here it triggers logic if i do this you need to do this pop up form all of that stuff was easy to accomplish. >> okay. >> compared to old systems from 10 to 20 years ago.
3:01 pm
>> no more questions on the timeline quickly about governs the structure that tom has put in place has been actively actually very excellent for the project team tom has deputy director sweeny and i work daily on the project he's my go to person to get things denouncing done within dbi so the project team that is in very good shape we have be able to have resources dedicated from the m i s team to achieve the milestone they were partners in the whole
3:02 pm
process and equally condominium with their resources and management to achieve the plan from an overall governance prospective we're calling the project team or the steering committee we've been meeting every week since i've arrived we have one more meeting next week and switch to a meeting every two weeks the executive lisp from the 21 team every friday the project team has a meeting with director huey eye and the leadership team as well as signing up to make sure we're transparent for the stakeholders i know we're positions very, very well. >> i also want to give credit to tom he helped me to get all the business on the business side.
3:03 pm
>> commissioner mar. >> so this is a comment first of all, thank you for the new timeline i feel we should really try to hold ourselves feet to the fire to meet this timeline it's not the first time it's been postponed i think i raised at the last meeting that i've attend, you know, one of the problems about why this has been postponed again is on the business side not the technology do so so i as grateful as and i am to you for stepping up and taking over because our technology person had to go out on leave is that you know, i feel like when a seller was
3:04 pm
first starred the previous director was involved in the by his side and her deputy first 56 i can't day was involved and pamela was involved as a director at the last meeting i was pretty hard on the deputy director because of the lack of involvement in the business side many hindsight i shouldn't have been hard on him because he was just placed there from the minute that 56 i can't day left the minute that pamela left us i feel like the director huey should have been much more engaged in the business side when whether he appointed director sweeny or tom this was really what hung this up
3:05 pm
i think to go back to what commissioner walker do suicide r said is not just about we want to make things easier for the contractors out there who are wondering where the permits are and the homeowners who want to get a permit and want to knows when they're getting them but the public transparency part there's been a lot of years and every year i've been on the commission there's allegations about some people get their permits fast and some people don't get they're the public or the press or whoever wanted to cares can log on and look at the house down the street who they're tearing up and they can see whether to have a permit
3:06 pm
they can see when they got their permit and they, see, you know, certain things i feel that was what a big error on our part to let it get that far behind i was super bowl with president mccarthy it's on the commission every month we've got reports about a seller moving forward and we thank the staff person giving the report and just moved on and later we find out oh, it's not going as well as we thought we have to take responsibility maybe we are not paying attention nate's that's not just a computer program it's about how dbi is run and the public's prospective of how dbi
3:07 pm
is run by putting it off i really want to stick with the december 8th deadline but we owe the public some about we're trying to do this, you know, we're sorry for the day but when it comes live you can reasonably except certain things if you're a homeowner why is our permit taking long or if you're a contractor what's the problem and if you're a concerned citizen or neighbor i can find out where the permit is that's what the public expects from the system besides the technology advances the management kind of dropped the ball by making it so late i wanted to put that out there i
3:08 pm
know that the department is doing a lot of great things but this to me is a big serious problem and it didn't help us with public perception. >> commissioner walker. >> i would like to echo those concerns i feel like we constantly try to supportive of improving our process at dbi i've been personally on this commission over 10 years and those years have been prioritizing the system this is i believe the fourth iteration neither of the previous ones every completed so if there's frustration it's because of the history we also tried to help with the front end permitting and delivering services fairly
3:09 pm
and equally with a system the cubi cubingic system works for other businesses but in our department i hear complaints about unequal delivery of services at the front end i echo commissioner mar in saying that our whole process is how we deliver our services and should be delivering is equally so we should have a transparency thought our process this does that this system we're working on from all i can see will do that once it's implemented so if we're a little bit nervous will
3:10 pm
a about a 2 moss months delay on top of a 10 year delay i want to thank the group doing the work and thank you for come back wilson and i also want to thank the staff for being patient with us and realizing this is a proprietor for 10 years to trying to get this finished so if there's a little bit of impatience it's because of that not the work we're doing currently so, i mean we want the truth here we don't want to have everything come and say everything is okay. when it's not i feel like commissioner mar and i have been attending the meetings to understand what the delays are and i feel confident in this new timeline and i
3:11 pm
appreciate the public's patience as well as the rest of the commission in extending to sf go life we're not that patient. >> i thank you and share did importance of getting this on time. >> thank you. >> so is there more comments you've finished our presentation. >> yes. >> i'm going to state the big thing for me along with obviously meeting the dates and so on is the 21 tech team they're really right now in a position 0 where tyler the all and end all with the training of the staff and, you know, we're in the biggest boom in our industry with the two days history of the
3:12 pm
town and, you know, taking the system and kind of putting it and getting it going and there's never a good time i know that. >> so come the january dates i know in my heart and soul we know that what director sweeny said something could take 5 minutes could go to 20 because of the amount of data to show the public i'm wondering as part of the go forward and goal we have a kind of a where a public relations to the users on a daily basis we've hearing hear in january you mentioned a lot of the tech team there for
3:13 pm
problems but do we have somebody in place we'll be dealing with the stakeholders down there and explaining the process is the new progress yes, it takes a little bit longer but this is how it is going to be for the future. >> on that we've got a few different things we'll address the public meeting we'll do to determine 0 the public access to the system will speak to the things on that side hopefully at the fingertips in their home information they used to have to come into the office i'll work with tom's team but on that day of go live we have signage up to let people know we've launched the system please be patient
3:14 pm
we're getting used to the system as well we're going to do more timing and did one yesterday compared to the old platform and the example yesterday was issuing a new plumbing permit so we walked through the system of someone that was familiar not someone that was able to buzz through the system they were able to get from the beginning of taking the customers information and printing the plumbing permit in 78 manipulates that's not a hurry but a even pace we made an error through the process but roughly 7 minutes it's been brought up by tom's team they want to know the process on december 8th we're
3:15 pm
going to finish the customer traksdz to make sure we're not completely tipping over the apple cart in terms of performance from angle operational point we don't want the trainees training the trainees we know there are bright spots that will help us out but i want to stressed that 21 tech team needs to step forward and from december onwards to make sure the goes as best i understand there are in coming but at least we're doing everything we can to make the journalist easy. >> they're on board and deck with providing that support. >> okay. thank you and thank you, mr. barkley for everything we look forward to seeing you in
3:16 pm
the future with good news. >> thank you any public comment on that item on item 5? seeing none, item 6 >> just a classification i had this as an action item i don't think we that need to have any action i put it in there do we want to support it or we're all good okay. >> item 67 commissioners questions or comments and matters 6 a inquires to staff at this point commissioners may make kwiergsz that are of interest to the commission. >> okay. if we're going to be hearing the short term item on the joint meeting and since the
3:17 pm
code advisors he committee reviewed the item cocoa we ask that something in the code advisory committee be representative t at that meeting so we can have questions answered we will try and assuming we'll have it on the agenda; right? >> yes. if this happens i'll definitely reach out to them. >> and if for some reason we could have it on the next full commission meeting commissioner melgar. >> since we're discussing that one and you guys are finalizing the agenda for the joint meeting you probably read last week that supervisor wiener is working on prevention o legislation he introduced it last week to allow property owners who are
3:18 pm
undergoing seismic retrofit to add units within the envelope of the building their seismically retrofitting as an incentive to make the building pencil 0 out this is a great thing to explore but rises questions and this is an appropriate place to discuss it i think that maybe the staff can help figure out the legislation in the process and bring it to the joint meeting it seems like the right place. >> commissioner walker. >> not a bad idea maybe a general type of evaluation of in-law units because i think the octavia plan included the legalization process in an easier way and maybe as a informative it would be
3:19 pm
interesting to see how it worked how many did it i'm sure scott wiener did it. >> it was just introduced at the board of supervisors so under the thirty days is a discussion it will probably go to land use so $0.83 it's in its early early stages my humble opinion too early to discuss it but i definitely could have somebody from the office come to talk with us but i'm open i mean. >> it sorry. >> no, no, no. >> there are as the housing crunch get more intense in san francisco there's several efforts the airbnb and the
3:20 pm
legalization of in-law units this is affixed to add density without having 2w078 big changes to planning but little changes here and there it fits that pattern maybe this particular legislation is early but the idea fits into this input we have for planning and building meet together so maybe our right it's early but that's an issue you, you know, it's one that is appropriate for decision between building and planning. >> it does kind of fall interunder the code enforcement of how we're vaeltd things especially our department it is really not responsible for the issues it's a planning issue but we're out there it's i don't know where it will fit in.
3:21 pm
>> i understand the legislation it dribble picking backs on the work in our department it allows for the adding of a unit when seismic is being done asia incentive for the owners because they'll get a unit out of it. >> yeah. yeah. interesting i'm interested if talking about it i don't know if it's formed enough. >> wumsz we follow through but definitely have a presentation definitely. >> and have planning and the office. >> yeah. maybe if you could get the introduction for the commissioners we can read it if you choose to do so and fourth when would be the best time to discuss it. >> great. >> commissioner mar. >> this is another point about the joint meeting i know one is
3:22 pm
the report on seller i want to make sure that the seller and 21 tech people are invited to that meeting in case the public or we have questions their better suited to answer that's it and okay. >> 6 b futuristic data and agenda at this point we can determine the items to be placed on the future meetings our next regularly schedule meeting is on october 15th. >> and commissioner walker. >> and our joint meeting is. >> schedule for october 2nd. >> the joint meeting is in room 4 hundred correct. >> correct. >> it's supposed to be room 4:10 a.m. but i'll wait for the
3:23 pm
official announcement. >> check back to both of our websites if i want. >> okay. >> current information. >> commissioner mar. >> another point on the joint meeting my understanding it's not up on our website yet this is from the top public that have wind of it we want to make sure we are timely and get it up there's a lot of public. >> we're going to open it this week i had to wait for input. >> they're questioning why. >> i assume it's up on mr. sanchez paw no. >> there's in agenda. >> could we when we do that maybe do a press advisory and he let the public know what's happening so our liaison could make sure the information goes out. >> okay. >> thank you.
3:24 pm
>> any public comment on that item? 6 ab seeing none, item 7 review and approval the minutes of the regular meeting of june 18, 2014, and move to approve. >> second. >> is there any public comment on the minutes seeing none, are all commissioners in favor. >> i. >> any opposed. >> so the minutes are approved item 8 is there a motion to adjourned adjourn. >> so moved. >> we have a motion and a second are all commissioners in favor. >> ize i i and it is 10:18 a.m. we'll take a brief 10 or 5 minute recessing recess and reconvene as another hearing.
