plan for sea level adoption must be a plan fined and implemented by the entire city not just by the port i've spent my life striving to find the best configuration and the best regional plan based on scientific research careful analysis and this approach has worked well in a world of uncertainty but climate change will make your future considerably uncertain ♪ the face of this uncertainty it might be a good idea to do as little as possible and deal integrally with the sea level rise ahead by kick the can down the road is not a solution but a

cop-out think big if creating our broad vision for the san francisco's future waterfront and allow the details of that vision to dynamically view if you decide that a higher sea level wall envision a big levy that's being proposed in rotterdam if you feel it will be better to hold back a high waffling like in china or hamburger german or germany to allow you to chief that given a to lay the ground work to allow it to be nipple bell for future where the is certain beyond the

sea level rise. this is the legacy of the decisions that were made by our projections a hundred years ago think how much easier in the board of harbor commissioners decided then their objective should be to give their successors you the ability to transform the cargo into facilities into someone else you can think big and bold strategizing while laying the tactical ground work and mrifsh that i believe should be the legacy you aim for. over the past few decades and particularly under the spider lifrd of you the port

commissioners the port has demonstrate it's comparable to deal with climate change the greatest challenge of our time and my time unfortunately you can build on the successes as >> face that adapting champion it's been a privilege to speak with you today, i hope the presentations john and i have made are helpful. >> thank you (clapping). >> public comment? and first is einstein white. >> good afternoon, everyone i'm enat the scene waters i'm an activist in the city and for those who don't know my accomplishment i created the parkway oppose the port when the

earthquake happened and that freeway shouldn't have gone up that's an example of the worse plan i've seen in real estate, however, the earthquake happened and i had the vision and the will to create that open space. some people for aboutly put a playground there not thinking about all the sea level rise. i was at this very room they have meetings about 8 washington i pleaded with you all along with many other people 99 perris of thoughts community criticized it as being the worst architecture disaster and they were right i don't care if it was the leading architect in favor of it was the wrong thing maine it had no set backs.
4:35 am
thankfully the boston properties and embarcadero buildings was set back this was how i was able to make open space that was the greatest thing ever. gotten gateway is set back a block from the waterfront thankfully leave it alone we voted for that it was the most foolish thing and sea level is better but that's how the planning commission voted for it i don't know where they got their facts from they could go to 10 different colleges they're not thinking with a full deck my father was an architect he was brilliant ways he had good common practical sense i think i inherit his genes so sea level rise is a real threat you've
4:36 am
pointed out but you're not following through the development of the port. i'm going to leave i monique with a proclamation of all i did in the city and you should listen to the people we want the best they pointed out how important this sea level rise is it's frightening what if they built washington up to the sidewalk they wanted to think about this you go outside and the water the level of the water is the same as the sidewalk in terms of this big picture. forewarned and you should take into consideration we need some more gutsy people here to make
4:37 am
bold decisions why don't all those facts they've shown you so, please in the future listen to us the people who live here know the facts and know what we're up against and the barriers i don't know about barriers - and earning steno thank you >> thank you for all your work on behalf of the city. any more public comment? >> i wonder if perhaps we're lucky enough to have david here speak on what is happening please. >> thank you madam president what we've got our comments out with the city departments planning on having a meeting on september 22nd i appreciate the
4:38 am
kind words john had for the way we've gone about it and the formulatelation of policy that is represented there to understand what the science tells us and to deal with the uncertainties i think going forward the implementation and thinking about the sea level rise will be an organic process we shouldn't think ahead of time we're going to know how to protect each and every project that we think through at the outset it's going to be something that develops over time we should be comfortable with that this is a new era the idea we need to be thinking impractical about what happens when we want to put a pump station in the embarcadero area to make sure you're our
4:39 am
stormwater gets out and balancing those things the difference between a earthquake only one hand and the sea level comes on you immediately and there's no escape the sea level is only going in one direction but decades to think through we're going to see in 21 hundred and 2050 the guidance is to walk us through as a community as a city all of the processes that make sure we're doing if in a prudent and intelligent way. >> thank you. >> thank you. any other public comment? i see anybody with their hand up go ahead >> carol making carton what are your plans with community groups
4:40 am
and rfp p&z p were they paid their employment try about you kept referring to the grand jury what wonderful work you guys have done i want to know if their applying paid for the presentations or your plans for the future also involving different urban planners and appendix and community groups. >> thank you. any other public comment? seeing none, public comment is closed. p now is the fun part. yeah. i want to thank both of you for your presentations we appreciate you bringing our expertise here one of the things we wanted to accomplish by having you speak to really start
4:41 am
highlighting the importance of this issue he know our meetings are televised and a number of people that couldn't be here today will be watching this not only the port but a number of departments have representatives here but we're hoping this presentation will spur a lot of the thinking and as much as we wish you had the mask answers this raise the questions and brings the questions we're thinking about to the forefront we hope those of you who saw the presentations and those of you watching will make sure it's dissame day further than the physical audience and that's the intent we support it's our civic duty to highlight this initial we've been talking about and make sure that others start to participation to the impacts as we go forward this is effecting
4:42 am
what we do thank you both for being here and your thoughtful and knowledgeable presentation. my colleagues first >> i too want to thank you both for the wonderful presentation. for me it was overwhelming but it really hit home ami i've heard about sea level rise but your presentation and dignifies about what can happen over the next 50 to one hundred years was enlightening i appreciate you and can't wait to read the book i'm glad to hear we're ahead of the coverage whatever that means and the city is a collaborating on this effort and doing a whiff job great the forefront. i too want to keep this in front of the publics eye and
4:43 am
hopefully, we'll come up with quarterly semiannual informational presentations on what we're doing and how we're moving forward with this and starting to come up with policies how we're going to start our planning process govrd we have to make the change so thank you for enlightening the conversation and bringing up this really to our attention thank you >> commissioner. >> thank you both for an in depth analysis of all i have this. you know i think it's something we need to move on and i'd be inclined to hearing that going to the 66 inches >> i want to thank you also it of extremely educational and informative there are a number

of tax a ways we are pleased we've embarked on a process in the port and city with the other agencies and committees that are getting reports in terms of the process we're trying to use with the city and we've heard last month from b.c. d.c. as well as but some of the implementation that you brought to us today to give us more understanding the fact we should realize that is harder not because of lack of efforts but the uncertainty and you've explained that well, a complex topic by the other take away that was able to give us something we should seriously think about we need to take more time to digest our land use plan
4:45 am
to think about two things about the overall planner in terms of the development needs of city and what we expect overtime this is a longer-term issue than the next 5 years but as the commissioners in 1914 thorough out about the short time decisions this is an appropriate time for the excision to rethink what we should be thinking here in the land use plan we're not going to disciplinarian this short-term but it is upon us to think about the future this is a huge turning point and i've heard we need to think about this how it's integrating in terms of our process in 5 years we probably need to pay attention to this we
4:46 am
referenced it is noted in the plan but it's not really i think totally not that we have all the solutions but to think how that is going to effect us in terms of the structures it really is something we need to think about now and to alert the existing uses of the waterfront what they have to be thinking about as we think about the new developments we have to that about sea level rise but a lot of planning that needs to go on with the existing uses and what they are facing and whether there's an innovative way to think about the waterfront going forward and how it is going to look we seem the base case we were happy to reunite with the tearing down of the embarcadero freeway that's a
4:47 am
bigger challenge going forward and 50 years from now another major change we need to prepare for now. >> commissioner. >> i want to tell john and traffics our presentation was meticulous i appreciate the community coming out and he want to share with you guys in january of this year i went to anarch can with national geography and i saw what was going on i came back and was whavp was mapping in our city and a lot of our politicians tried to minimize what's happening with this this is the reality and it's going to happen either we get out front or we're going to be playing defense you guys laid it out with a lot of common sense this is in the
4:48 am
infancy stage the sister asked a question i don't know if her question will be answered but? going to take the community and the agencies of the city and a lot of people working together but, you know, we're having this discussion and talking about rue talking about this and we're not going to kick the can down the road it's going to be hard decisions and like the commissioner ho said this commission we've not been afraid to take things on those that criticized us join us but you've got to get involved i like traffics what you said i know the historical ports. and the change that happened hereafter or here with the containertion happened her and oakland made the change and staelt a lot like san
4:49 am
francisco's was a port you've got restaurant and baseball stadiums and retail a lot of things and oakland went the other way like los angeles and seattle but san francisco is a unique port because it can adapt to so many things it's a portfolio you've got to have more than one stock in our investment you've got to have a lot of things in our portfolio that's common sense i know that but i appreciate that and you know what your lawmakers need to hear that i spent time in d.c. and when i came back from anarch can and my colleagues from oregon i told them what was going on they've been here to the port i've tried to explain
4:50 am
to them and they said we're the younger senator we're in our 50s the older guys in their 90s; right? we're a new generation of young senators we're trying to have this debate and the president ran on that issue he's got showing 80 so many other problems because of the what's going on in the word this is a serious issue i wish nancy pelosi was here and senator feinstein and boxers this is an issue as they say in california goes so don't the rest of the country this is kind of like a pilot program but i know that's going to work and we've involved the community it's about education but i will tell you this it's kind of if you don't take care of yourself your
4:51 am
health goes bad we've got an investment of restructuring the port of sea level rising they go hand to hand getting out front if we don't do it the port commissioners are coming behind us we'll have failed we refused to take care of the krich and have a serious confidence with our community and have the encourage to fight this is the right thing to do you don't have to be a genus this is a right thing to do and this will effect us and if we get anti front of the rest of the country will look at san francisco and you know what they've gotten it right. i building you've laid it out if we don't do anything shame on us i want to say thank
4:52 am
you. and i concur with the comments of my colleagues, i have to competitive i'm afraid of the text ahead of us some of the takeaways i've known in home the projects are so inadequate and cache i hope we'll plan for the future take into account more and more significant impacts than what the sort average might be. i think also it's important to note even if we reduce the green house gases it will have an impact on the storms and welder weather patterns but will have an effect on the sea level rise that hit us we need to make sure we plan for all of that
4:53 am
regardless. the word that keeps coming to me a vision i think we need to see it's a something we have an opportunity to try to exercise a vision for the future and again looking at what the harbor commission was face see years ago that was a great analog. so thank you travis. i think we really have to look at what we're going to leave for the next generation going forward. one of the things we're lucky to have today other than the people realized the global warming the area before the other parts the country we have an incredible contingent with the wealth of transplant i wanted to say we'll be doing things to the community and bring those people in as we distrusting discuss where we're going we're looking at was a to
4:54 am
expand our outreach columbian the next commission meeting as part of our efforts to certify we want all the san francisco to be involved in our issues we have talented intellectual people we want involved there's no magic wound or easy solution, you know, again, i do think that certainly the point was made we're not looking only a few years out but sixth we're going to have to plan for several years out it's a slow progress but i was thinking of the turtle and the hair and remember who won so we need to be mindful of those impacts. so i do thank both of you for sparking the dialog with us as i say i wish you had the answers
4:55 am
but i appreciate we've got a city working together we've raised the best ways to address the ordinances and be creative we've got to think beyond the usual paradigm and look at best practices around the world but be leaders and have the tints to come up with best practices that others can look at as we do our planning. so we have our work more than cut out for us i hope we can call on you for more suggestions and input but thank you firing in sight and others for being here i want to reiterate we hope in presentation will be sent upper some of our elected
