amending the ninth amendment entertainment greater than 25 thousand jooet square feet in western sylmar. >> supervisor jane kim i'm a co-chairs wall. >> thank you colleagues for your consideration and supervisor wiener and supervisor campos for your co-sponsoring this legislation was recommended by the planning commission is a set of clean up legislation meant to honor the original it is not of the western selma plan to allow communities while supported a difference character in the western selma plan when was passed last year and, of course, had begun through a 7 year process in the clean up legislation we made two primary changes one is to allow elementary secondary childcare

use beyond the 25 thousand square feet use site restriction and this restriction was put in place to insure we had a diversity have used along that two corridors with freeway to make sure there was a diversity of ground floor activation how have in our discussions prior to planning the silver plan we already considered a k through 89 school in the neighborhood we have a need for elementary and secondary school in the western selma area we have one major school serving the neighborhood and want to make sure that others can specifically the pre k through 8 that has already started their school on this corridor we want to allow to continue to grow, and, secondly, the western selma plan in the legislation and fks in the

neighborhood has recognized as a cultural place for the lgbt community we want to support the night life that provides jobs and entertainment too was our original idea to allow entertainment but a slight overview on a parcel that was entertainment we wanted to continue the. >> but had to put in 0 clean up language and in particular this site appreciatively had the 2r5er789 in keeping with the area i think it is so important for us to continue the work especially the day after the 31st anniversary of the fulsome street fair my understanding the largest fulsome street fairy know i was there on fulsome street address great to see so many friends and die-hard

there should be night life i had a lot of respect for the work that supervisor kim and her office and members of the community did in moving in western selma plan forward i ultimately did not vote for that plan that was a 10 to one so obviously i was think the losing side even though there's a lot of good in the plan in my view it was not support of night life in a neighborhood that is one the epic centers of lgbt night life in our city we know that night life in san francisco is incredibly important as part the cultural heart of the city it is what makes our city what it is in so many ways all too often night life is a problem to be

tolerated or a thorn in the side to be dealt with we know that's not the case so one of the first things i requested our city visits do a night life plan it was was a $2. million industry and those 53 thousand jobs i think it is those jobs tend to be jobs that are very accessible to people you don't have to have an advanced degree a maigd and working class job for people that all ages one of the challenges that we've had with night life in san francisco is zoning are and i'm a believer in zoning there are areas in night life is appropriate and where it is but

there are times our zoning becomes r50i6b8g or r50i6b9 it is hard to have night life in areas where everyone will agree that night life should be this area is certainly one of those areas where night life is completely appropriate and a good important thing i know that supervisor kim and i went through a multiply year and supervisor campos as well as stiletto mission alcoholic controls that are riveting that was was undermining all sorts of cultural used whether the 0 bowling alleys and so on and so forth we finally addressed that i'm glad we're addressing this here today as i said i know the proprietors

good neighbors so bring this site to life today thank you. >> >> thank you. next speaker, please. >> hi, i'm nancy stage name nancy french so thank you, supervisors i lived in santa fe san francisco since 193 and i've been an actor and event producer and representing lee at least one dozen families members and friends that couldn't come including my brother in fulsome and 11 and a friend that owns a condo across the street from the da of west west silver i moved here because of the space so far the performing artists and the lgbt community san francisco oh, say can you see by the dawn's early light is going through another change and the tech boom has attracted

other folks that define the culture in this zoning question part of what attracts the residents to the silver strict is the vibrate art but ironicly those are the reason for people losing their homes i've worked at the theatres and we've built inclusive clubs this club is a much needed permanent venue so far the local artists i feel it's important to stabilize the art and there's strong support among the neighbors supporting this club to preserve the culture we've supported and folks live lessor because of the energy not despite of it i'm glad i can live here and without those folks san francisco wouldn't be san francisco thank you.

and no buffer zones to worry about this is predicted on the need for everyone to be a good neighbor the court: surely. there has to be rules when it it easy to open a club but tough rules for the neighborhood whether in pacific heights or south of market we're bound by one big idea everyone is entitled to the quiet use of their home and if you don't respect it every neighborhood has a right to haul your butt into small clams court where neither the facebook friends or scott wiener can help you it was our desire is welcome new forms of entertainment 0 into the neighborhood so i hope our

of time and the change it is is it true we were going to grandfather the used including the oasis club but worried about the zoning with potential residential coming to 11 street and not every relationship is a nightmare but the one resident that lived across from flynn that was shutting down the club every other night but not inviting more residents for the corridor that had been there so the change was to make sure we were allowing office that is more long with entertainment we connected to fulsome actually, the large large mbdz particle but it was important for the

to the production you, you should have received in front of you a fee technical amendments it increases the lead time from twenty-four hours to 72 hours when i understand green from the city attorney are non-substantive we've seen an increase in the film productions across the entire city it's a great thing with when we're seen around the world it is equally important we provide alp notice to residents and the businesses that might be impacted by the flom so it is involving streets that are closing that cause unnecessary disruption in people's everyday lives i've heard from many of my constituents and many of yours from eight and 6 about concerns

about the lack of outreach and notification to the businesses and residents when film production is footprint in the neighborhood while finalizing the legislation we've dealt with the removal of parking garages in the katrero neighborhood first floor for the duration of 3 months with no advanced outreach to the recipe or businesses just yesterday, my staff received a parking garage removal and limited streets in mission in the mission neighborhood tomorrow without requiring the 72 hours parking sign it's my hope this legislation will bridge this communication gap and provide the residents and businesses the information that they need to consider bely prepare for disruptions caused by the film production companies ze we have a representative from

films with more lead time for a production they come into town a month in advance haven't had take more time to actually set up their shoots because we have commercial shoots very often they're coming in with less than a week time of actually looking for a location confirming their locations and negotiating the contract and shooting the location and sometimes that location manager is working with one set of locations and the director comes in two days before and says it's not going to work and so forth so that might cause a change in the 72 advance notice another thing that effect the productions ability to invite 72 hours in

advance is that an actor is not available suddenly because their ill or another scheduling problem so the production has to cancel what at the intent and because they've hired the staff very often they'll shoot another sweeney screening with an actor that is available and come back to the schedule for the day a flight can be cancelled and weather whether it's raining not that we've had rain it does happen it effects the productions ability to shoot so they have to push to the next day and even construction which all the construction in the city construction going on nearby that the production had not anticipated can cause noise

issues they can't get sound i unfortunately, sometimes both the construction project and our program have been given approval for no parks in the same spot and suddenly the luxury i production can't shoot there so my request would be that we continue with the 24-hour notice because i think then we're more likely to meet the deadline with more accuracy and percentage number and people will generally be more happy if we stay 72 hours then the 72 how notice is not met i want to point out about the notice for no parking restrictions and areas in there is posted with no meters we need to post a no parking the general

transportation code is 72 hours in advance, however, there is a clause in the transportation code section 3.4 that gives the film commission the ability to post twenty-four hours in advance of the parking restrictions so it seem like this would be in line with that expectation to the transportation code. >> okay. can i ask a couple of questions so the way i read the line the phone company when feasible have the 72 hours in advance that reads to me if it's not feasible the flight is cancelled or flight cancelled that means gift the affectionate to the commission it's not feasible

give them 72 hours. >> when feasible which we appreciate that but i think we'll have i would think you'd be disappointed in the amount of productions that would not been able to do the the 72 hours visitations due to unexpected changes that is why i ask we agree to meet more often than not with the twenty-four hours window. >> i mean, we do encourage productions to do notification more than twenty-four hours in advance but i just feel like it is important not to set a bar that wouldn't be choufd well. >> is that another question what do other
