10:30 am
the confer process and the city has not responded to the unions request for continuance negotiations she if listen to our advise in the rules and she even gave us not good signal in terms of norwalk with his in good faith this is not the beginning of a pro traffic fight with the district if you remember during the and/or 1021 has filed cases over cases because the human resources at that time was craving hostilities with the union this is the beginning of our demonstration to showing show that 1021 is not going to tolerate those practices we just want her to consider the civil service rules and bumming her
10:31 am
out of her position she said she's doing the job so she can get out from under the district for her to not consider to bump the people that are not permanent civil service is not good for our relationship we are not going to just sit back and listen to what she going to say we're going to be 5th back i was the driving from our local union and you know we're going we're not going to stay away. >> thank you. next speaker, please mr. solomon. >> i have a question before i
10:32 am
start, i put two subjects on my card yes. i can speak on both of them i'm sorry ms. solomon i got the card after we spoke about. >> this was any intention. >> you can speak about in general but not specifically about the two items we voted on today so feel free. >> thank you. >> thank you. >> good evening, commissioners susan solomon unit workers of san francisco i'm up here speaking in support of mr. passion, prejudice i don't think we've worked with him often he's one of the point people important reasonable accumulation he's put reasonable in the reasonable consumptions he's caring and kind and
10:33 am
realistic so he doesn't stripping our members along if they can't get their accommodations he's helpful we're saddened he's been let go he's a valuable employee as for the other matter i wanted to speak to in light of the fact we're in negotiations right now and chapter school the students of chapter school employees have been award a benefit that our members have been denied that's the preference for enrolling their students their own children in their schools we'll be amending our demands at the bargaining table thank you thank you (clapping.) okay. so i have a list of other people that signed up to speak.
10:34 am
(calling names) so sorry i can't read our last name come on up and press the bum and identify yourselves. >> i'm lisa i'm a mother of a sixth grader at heros as man it has handled several very difficult situations around the death and suspect of murder of two children in our school our vice principal was taken is a harsh word but charged with a different responsibility days before our school started he's gone and we wish him well, we want him to serve the district
10:35 am
in a different way but i'm here because we're talking about something imitate the lack have teachers in the classrooms so we know that tdr 62 teaching positions and 60 paraprofessional jobs unfilled in the district there are kids 20 to thirty depending on the grade level sitting there without a teacher in our case the spartan arts teacher, however, the district has also placed 2 hundred highly qualified teachers into teaching our special assignment positions that keeps them out of the classroom it is true that san francisco is an extraordinarily expensive place to live but 60 but 62 minus 2 hundred that's a
10:36 am
leadership human resources issue not a pipeline issue if you don't have enough teachers in the classroom i see the pipeline but as a nonprofit manager this is a leadership and human resources allocation issue while i've learned a lot waiting for the last two hours it's timely the last person was taken off of h.r. there's an h.r. issue so, please do way, those children will not be in second or thirsted or fourth or fifth grade again, they need the teachers now you have them so move them around thank you very much. >> hello, i'm maria a parent
10:37 am
after a sixth grade at horace man, i want to talk about the lack of a spanish teacher many people within the sdrirth they're saying their filling the position this is wonderful i can only hope the replacement will be of the same high caliber of the teacher hired we not got answers to qualification why not processes in june when hired who was responsible for mr. prayer not getting his transfer and why was the district not able to resolve the problem what processes are being put in place to share this process didn't
10:38 am
happen none of the questions have been answered if it's true there's a general lack of spanish teachers the h.r. department d department shall have done everything to make sure the teacher was able to come to work when the school year started the parents need to know how the district will share this will not happen again and our lack of 0 sixth grade spanish teacher we think the district should be working on filling the open teacher positions and leaving the classroom teachers and attempting to rouse grace size as opposed to putting the teachers on special assignment they need to look at the hiring for accountability in putting children first thank you.
10:39 am
>> >> thank you. next speaker, please. >> hi, i'm karen i'm the mother of two girls at buena vista horace man one in sixth and one in 7th grade they went to the school for the spanish program now any 78th grader has here spanish development with a substitute teacher and my sixth grade teacher has the spanish development with the substitute teacher who's spanish is at a lower level daily asked her what happened in school today and very little instruction is going on last week they watched school of rock and the other day they planned a birthday party in the
10:40 am
nearly two hours of her day everyday we're going into our sixth week of school this is disappointing i know that our principle went and requested we have one of those teachers on special assignment come and fill the position and that was asked to use one of our paraprofessionals i believe to help fill the position and they the kids are being served by those other teachers are really borderline we can't take resources away from the children so tsas sound wonderful and great i think all of our teachers deserve the coaching, however, it isizing on the cake when i don't have a teacher in the classroom that's is what comes first, i encourage you all
10:41 am
to really work on getting all of those open positions in the district filled thank you. >> good evening, commissioners matthew a parent of two kids at heros as man, i come with deep replacement superintendant and staff i sat in that seat for a long time but i think you can do better for the children's at horace mann when the conditions create the conditional use authorization conditions for schools to improve one is a effective staffing principles have to be able to hire teachers that can execute the positions frankly our principle is doing her part working hard to insure that english learners are getting the instruction and not
10:42 am
getting enough of the help she is a good soldier this spring she hired a spanish arts teacher of the qualify commitments and months later they said the teacher was ineligible because of a visa problem i want you to know the messages we've heard the teacher has not come back and we're trying to find a replacement other schools are having shortages and you should fill those i'm sorry it is not good enough not for our school or any the fact is the school district all the complexity if the contracts they/to work for our high priority schools not against
10:43 am
them in this case only against them we expect a better solution thank you. (clapping.) >> i wondering if ms. vasquez about meet to explain the complexities. >> she's not here. >> oh, she's not here tonight okay. so my apologies >> thank you. next speaker, please. >> thank you and would there be a better time and so we'll have the assistant superintendent to arrange a time to meet i'll have the gentleman cooperate with you so, yes mr. steel would you mind getting the contact information and have our professional there with the gentleman. >> thank you. next speaker, please. >> hi, i'm stevie wanted to
10:44 am
speak about safety and education specifically i have a 7-year-old in second grade and i'm going to paraphrase another parent it's our belief our school is not stable and not providing a safe environment specialist the questions our teachers and parents have been in an abuse of environment we couldn't have taken place our time starting on day one my 7 years has been a victim of threats of violence i'm going to kill your family and myself he's witnessed violence and seen kids hit and entertains and parents hit he's
10:45 am
seen teachers punched and parent punches and teachers kicked and parents kicked and he's harder pounding on walls and windows and seen pooch wound and had pencils thrown on him and hands placed on his throat and experienced humiliation and spit on him and other classmates and spitting of water on classmates it's unbelievable we've written letters to our superintendent to the office of family voice we've been trying to work with our principle but at this point we fear for the safety of all the children we're not looking to do anything but to marry that all the children can have a safe environment where they can learn
10:46 am
i took 3 days off of school i saw the level of disruption was constant i imagined that was perhaps every 10 or 80 minutes it was constant it was every minute that was ripping papers and running across the class and standing in front of of the teacher there was no learning going on i respected fully ask you to help restore safety in our schools. >> thank you very much. >> hello good evening mr. restraint and board thank you for having me this evening i'm a parent from the elementary would like to talk about the safety issue i'm here out of concern for the safety of our son and the children at the 7th grade class the students in his classroom
10:47 am
hearsay been disrupt active violent behavior by another student in the classroom that roves the ability for children to lower than and establishes a climate of concern this is was brought to the attention after the 3 day in our past, present, and future the staff has been proven to be untreated and additionally children to continue the emotional and physical stress and we've spooern witnessed disruptive behavior the children was not moved his actions
10:48 am
following behavior was recorded by our son repeated threatened to kill children in the classroom and placing hands around the throats of children and frequent outbursts and standing on chairs and yelling at staff and verbally imitation to the staff macro them cry and discussing this with concerned parents we've heard of the students being hit in the face and body and using various tools as weapons this as created american people emotional sate within our family we're getting to the point of considering potentially relocating our family out of school environment sherman school we want the child in
10:49 am
question to get the attention of the sfusd that plan for addressing the imitation is not working on behalf of described above that must be addressed and eliminated thank you. >> you thank you very much for being patient to testify. >> thank you. next speaker, please. >> good evening. i'm steven my daughter is a second grader at sherman elementary i'll echo the concerns of steve and matthew to reiterate what has happened punching students and using a stapler as a weapon against another student using a gardening tool as a weapon and throwing furniture and circles in the classroom another
10:50 am
students and threats to kill multiple students and spitting other students food at them and kicking the food off of cafeteria tables and using profanity gestures and those were recorded to the administration directly in the past since then since the report to the office of the strpt there's been no actions that have improved the action from pie child who has witnessed those attacks, in fact, since informing the office of restraint the following acts of violence have been observed continued purchasing and kicking off children and adults continued spitting and chasing children with skwirz and most frightenly this week a butler
10:51 am
adult forcefully removed a naive from another students hands how did the students get the naive by wondering unattended into the teacher lounges this shouldn't be allowed by working with the staff and advisement to the office of the president restraint the children fear school and hide in the school bathroom this child maybe in the halfway they didn't building that the adults can keep them safe some of the kids don't get to eat their lunch because they've been kicked off the tables and they're not being educated. >> restraint i was going to request - would you. >> i'm going to ask assistant
10:52 am
stevens and doctor to meet with you and they've been involved with this from the beginning there's action i understand they've met several times but they'll met with you so dr. steve son and dr. blanca meet with the parent any public comment on that item? and i'm sorry are you with the flex academy we're going to call your card mr. henderson; right? don't go far. >> mr. kelly i have you under disrespect items i'm i'm not sorry not under the general public comment but feel free to
10:53 am
spank for two minutes. >> i had two comments one in general public comment and the other first of all, i want to apologize for my yelling when you didn't know vernon's name i'm not sorry for that out bust i want to talk about negotiationss more than likely district attorney day and a half we're going to be sent to fax finding that's not happened before i know were up told about it has not happened we've offer gotten close but never happened the important part it's another step away from face to face negotiations where we can accomplish something we can rely on a mediator to translate what you or the other folks said it
10:54 am
makes it difficult last week in mediation the district responded to our proposal and union changed it's proposal and returned to the district and that's seems to be the end of it i think there's room there for the district to respond and for that to continue and now i think we're heading both a dangers phase because there's no conversation there's nothing going on between the district and union now i know you'll discuss all those tonight in closed session since i don't invite us in then listen to this with critical areas for teachers and parents those negotiations are not funny they're not something, something
10:55 am
to say well, i hope you can still be my friend and giggle about it they're in no way funny those negotiations determine the ways our members and families live those negotiations are our life we take it can them seriously and the road you've chosen to go down is the wrong road we'll hope you'll send our bargaining team back to the table where we can come to a negotiated agreement thank you thank you mr. kelly seeing none, public comment is closed again this is item two which is superintendent proposals first reading may i have a motion and second to an one 49 dash 1950 one authorization to grant our
10:56 am

10:57 am
years before moving into school leadership starting teaching in the valley community schools and did that for four or five years in the jewel hall and i met a young man named jose and jose changed my life and jose is the reason i'm here today putting me on the trajectory i was in at&t and out of jewel he come came into the community program one day we were doing an active and jumped up and got in my face so probation is there he said mr. henderson can i talk with you so we're talking privately he said i can't read it was there i looked in the face it's better
10:58 am
to be bad than dump and then i realized although i didn't have the words i was standing in the middle of what we now understand a pipeline from school to prison that goes for children that don't get the services because they didn't get the services jose changed my life what can i do to help personalize education to jose doesn't slip through the cracks so i can be a reimagination of kids to give jose what he needs and how can we use the technology and data to get better i was the guy that who knew how to work the computers so i went through there got a special education
10:59 am
credential he wanted to say that is actually what we have in common is that in working on our el cap i was looking at the work you've done and the vision 2025 documents the board has a good document saying how can we create voibld documents for education and personalize education and more importantly to close the gap that's in a 2025 statement that's what we have in common i believe in that and san francisco flex academy understand beliefs now we're going to talk about in the next few weeks i know in the past san
