meeting and looking at the schools there are and talking about where those improvements are really taking hold and also that all the schools are pretty full now exercised to - compared to the last small business said we need a school like this in the mission or mission i want to point out this is one of the most important roshths to decide how many schools our community needs can support and will fulfill the requirements of the community i understand that the charter laws seek to and have some stent

remove that to private individuals who have no public accountability certainly not an elective accountability still that's our decision i have when i was looking at the map and thinking about this and i will say that one of the most difficult situations that we've faced with charter schools in recent years in california and certainly in san francisco is the facilities challenge that we have so thinking about the schools how full they are and the number of students that live there and what's being built there and seeing the numerously hard work that's been done so long for people working hard in the community i feel that it it will be like throwing a caliber in addition

into the community there are no available school buildings in the midst i've looked at it since we've approved the mous this evening we have two schools one of which was referred to two charter schools in our buildings of one has had it in their dhaert they'll not have a facility this was prior to the passage of prop 39 but this was the deal we'll not ask you for a building yet here they are asking for a building in our building so i'm not prepared to support this i think we should stand up and say this community this southeast community in the mission we're dedicated to here's the evidence and prove and our commitment ongoing and

we won't accept this responsibility this decision being taken away from us to decide whether or not this school is in the community lastly i want to say that charter management organizations all of a sudden c mo a sense of a term but still are described by chapter proponents some of the foundations mentioned here, etc. those are the best charter schools those that have some organization not only a single school helping them to do the work especially the professional development and the curriculum development so and so kinds of things the things a school district does and i'm unwilling myself to deny that what we do

that what this district side and community is needed for those schools i think that the success the likely success of all the schools in the mission including charter schools will be underlined by granting this chapter so i urge my colleagues not to support 2, 3, 4 and stand up address say we think we know what the community needs and wants because they elected us we'll stand up and do our jobs thank you. >> dr. murase. >> i have a question for the administration doing through the charter it's clear our targeting low income families and there's been reference to the mission and the bayview but there are no

measures for the income or neighborhood how when the lottery is conducted and perhaps it's not low income families in the lottery or not folks in the mission or bayview how are you toorth those populations in your enrollment process. >> so dr. murase thank you for that question let's say first of all, right now for one purpose to put those types of preferences in our chapter would be illegal under federal law it is through the california when they change that we'll medical cannabis come to you and say please give us a revision to the chapter we'll be eager to put in the provisions we were the first school to give preference to percent of our

charter is denied it has to be denied subject to written finding about 6 criteria that are involved in the ed code i can read to you at some point if the board feels helpful by written finding are required we'll have to generate a written record as to the grounds of the denial of charter and would have to coincide with one of the 5 criteria that are laid out many the ed code. >> got it so there would be written following if the board were to rejected the application it would be generated as a result of that was a confidence. >> if the charter is rejected the board some communicate to the public the grounds for the

of those questions around enrollment and demographics. >> surely i'm going to give a quick answer and then i'm going to turn it over to talk about his experience but quickly joy to be clear we're looking at facilities across southeast san francisco and, in fact, we're in negotiation with the excelsior we don't have to be in the mission so the first point and second point is that you know the polluter it of our charter are from the bayview hunters point so from the bayview or the mission or excelsior has a pretty well-rounded population of the southeast san francisco i doubt it will have at about impact on the mission. >> i won't add itch more to

approved a new charter school in a while we're not a district that is, we have in the past folded great ideas into a small schools initiative we want great ideas to be part of our strict but i also feel that you know charter schools are part ever our district and there are things identify been impressed with and things i have concerns about things that i know we can do better and so i want to kind of go through the exercise of rattling off a few things in the 4 hundred plus pages but i'm going to let that pass and commissioner i apologize the

district requires 12 hard copies of the petition and i'm happy to deliver less. >> but they're not double sided there's great opportunity around the schools it is something we do now and it's critical of the former school teacher you guys have gurn done a great you won't be job of fundraising it is supportive of the schools it's critical when we think about our vision of 2025 and the stem model we're creating we're inadequate a lot of support if and starting to see some great opportunities both in our middle school and high schools and we're bringing to our lower grades those are things we are clear we want in our schools

innovation is critical it's 21st century learning we're talking about preparing our kids for the jobs we've not seen yet those are the critical things those are some of the big pieces that stood out there's also you know, i know you guys if this is denied you'll go to the state and become a charter under the state and i quite frankly would rather have you guys know what our up to and be part of the district and understand what our doing so there's some go to be said about being under our umbrella many charters come through and go to the state there's something to be said be known leadership and as even though there are minimal requirements you've met those you know we worked with you in

the past and know that what you give and there's a level of comfort and a district we have to do better planning and i think that's part of the conversations particularly around the growth of many of our community there is growth you know n and more families going coming in our city i'm starting to see the first names going come into our city go to the old schools popping up everywhere or the par romantic schools are coming so i want to see our kids in the school system that's the part that's interesting dr. murase brought up the

question about the percentage of charter we currently have 9 plus what that means in terms of going forward i don't think that i personally am looking at this we're going to approve 12 and that's it or that there's a certain percentage that meets a mark we're a district that is particular around chapters those are the ones we continue to support over the years for renewal but it's about quality and about opportunity and inasmuch as i believe that we are doing the 10 things our talking about and we want to be able to do it over and over again, there's a lot of learning we have going on you've had an opportunity to take time to think about that we have moving

parts open a regular basis we had a a lot of great things in our schools but i want to go back to you saw people standing in the crowd and young people in particular do i want to not are some of the young people have opportunities that are ready for them now and so you know this is where in my time of life because you're ready you've got you've demonstrated support and demonstrated innovation and demonstrated there are on that really building that the innovation you're going to be bringing into one purpose is going to be different and see it's an opportunity that i don't think i'm prepared to not allow children many our city to have in particular in the

was looking at the map and thinking about little the schools in the midst where i live and i walk quite a bit and take transportation i think about those schools when i see parents rushing to get to schools in the morning if i see them getting on or off the metropolitan what a their designation i'm curled up the hustle and bustle in the mission being a resident there before i i lived in the bayview so i watched parents and children going to school school was where are they getting to you love seeing families getting off to

school and try to envision with one purpose looks like not that i don't think that you all will do something interesting in sfusd as a part of our school system i don't think that's not the issue the issues we have lots of schools that are doing really interesting thing they're just getting there and first names b are going there now i think that that turn that i've seen in my time living in the mission really exists me and has excited me for several years i appreciate the growth there i so certainly don't like it to dropping a grenade it's competition for our schools that

are doing amazing things i'd like to say a lee lot more parents to look at this the train is moving rapidly i appreciate all the commissioners comments their truly valuable and time to thank commissioner mendoza-mcdonnell for her comments but i feel a deep concern because the other schools you'll pull from them i think that will happen you'll be pulling from those schools to fill our schools i really want to see the schools continue to grow grow grow as they're doing i think that daniel and i had an opportunity early on in the discussion to think about what places in the city will benefit

from one purpose school being in this neighborhood i offered my suggestions earlier but i think for me all that you potentially bring to san francisco i think is good but you understand you'll be direct competition for the schools that are now there and going up and i don't want to support that. >> i want those schools to thrive and continue to thrive and grow as they're doing and continue to provide the education opportunities for the families in the mission and outside of the mission to go to those schools so i want to let you know that clearly and honestly those are my feelings and again, just as mentioned here before we talked about if you didn't get approval where

mr. tap i can't no doubt you're an excellent educator i appreciate our comments in how you added my issues around lgbt youth or difference families and appreciate about the practice i was disappointed not to see basis embeded i thought that was the core of how your school would work so, however, i can't approve this chart tonight because although your school says it will do all those things we're doing them too i know that ms. mclaunch said where are we doing

all that i think most likely our charter will be approved by the state but as the president of the brvbs of our 57 thousand school students i feel a responsibility to work that out to play it out because we're on the cusp of innovation we're in so doing it more slower probably because it's like moving a titanic vs. one with row boats we have issues we believe we're trying to stop the cycle of poverty and not only with particular individual but we're trying to break the cycle of poverty as a movement and if you are approved by the state i hope

you will join us in the movement to break the cycle of poverty because clearly our children in the san francisco and san francisco unified school district the majority of students we serve are in poverty but we're trying to stop the incredibly of racism and systemic racial policies in our district so we're also working towards those things we believe that poverty is one piece of it but a deeper systemic racial system is a a harder to do i know you look at our school district we could do better a than us but i know for the 57 i believe for the 57 thousand school children we're doing good we're working hard and not given
