and first of all the matrix for down to the very last ultimate version, as the legislature has gone home until next year, and we are supposing or deleting 11 bills that either have to go through the process or revised greatly to apply to the other policy area outside of your area of interest. and we have added one bill, which i will talk to you in a minute and that is ab 141 and that is on page one of your matrix, and turning to this, this is a bill that mr. amiano agreed to carry for the transportation in june of this year, this took the effort to identify the bill in the decent position and take over and amend and that happens the last week, and the first week of july before they left for the

legislative break. and the amendments showed up on august 6th essentially what the amendments do is provide a firewall between ss eta, and their roll as the treasure island mobility agency, to protect the sources of revenue, and keep it separate assets and liabilities between the two entity and a lot of work, and went into this before the bill became what it is today. and i would like to thank, and to really express my appreciation to the staff for how collaborativive, everybody was, in trying to get this into shape as a result, when we were inprint, we only found two minor technical changes that need to be made to bill passing handly through the senate with no, no votes and it passed and i am sorry, the senate and then it passed through the assembly, 74 to one and in lieu of a rule

favor, and the two-thirds vote and we ellipsed that and it was sent to the governor and just yesterday, it went from a technical review stage called enrollment for the governor's office and so we are collaborating with his office to get the letter of support in, and requesting a signature and we think ha it will be in good shape with the governor. and so a lot of work, late in the session, but, it is going to pay off. >> and another bill that was of great debate over the summer time for the transportation agency is sb 983 and it is not on your matrix and it popped up prior to one of the earlier meetings that was not expected, but it was amended to essentially extend the authority, which was on the books, but it had only allowed for, i am sorry.

it added it to the number of agencis that could utilize the authority by approaching the cdc and there was a lot of discussion in the bay area because one draft of the proposed acommendments and to support it to the decision the debate between those who supported, and in corporation of mtc, and did not per veil, but still did not pass either,

the chair of the and the way that they have been implemented and so that he she would the bill for the year and i believe that it will be coming back for this year and it is something that the counties in the bay area and the mtc need to work collaborativively as they go forward and get ready for a reintroduction of that bill. it was greatly amended to establish, what it is, and referred to as an enhanced financial district, and it took the ifd, tool and it made some improvements to it and there are lingering issues to it each though the bill passed and highlights were that the approval to establish the ifd no longer requires a vote and it is limited to only a city, or a city and county and no special agency or districts or local agencies, would have this

authority, just the municipalities, and to approve the bonds from the tax inagreement would require a 55 percent vote. and and it does include the authorization to bundle several revenue screams in conjunction with the tax, and one area of concern is that there is no requirement for low income housing, and since this is doing or is postulated for a redevelopment and there is some thought that there should be some low income housing component to this and i suspect that if the governor approves this bill, we will see a legislation next year to address that issue, and the governor's office, seems some what inclined during that last week, that the support it in committee and so we will see if the governor signed it after he goes after the details in the bill, and so that bill is

pending and the last bill, i want to bring to your attention is sb 1077 by the senator and this bill did not look like it was going to have a chance, it was on the matrix and it deals with the road user charge program, and it requires the state transportation commission chairman in consultation with the secretary to develop a technical advisory committee to frame how the pilot program would look and issue a report to the transportation agency, who would then they have been looking at the charge in the larger work group that they have performed to look at transportation and finance. and as structured, the bill

meets a lot of the specific points of interest, that the secretary is looking for. the pilot program will encompass 5 or 6,000 volunteers, and from the pool of registered vehicles from the state, and they would have, and it is not clear how it will work yet, and because that may be just the technical advisory committee to frame the program and it looks like there is a trade off of a road user charge imposed in lieu of a gas tax and some sort of credit mechanism like they did in oregon and so this is an interesting new step forward. the governor has until the end of this month to dispose of the 700 or 8 to to bills at this time, we are going to see a

for a contract in the parsons brinckerhoffinc. in an amount not to exceed $250,000, for system engineering services for the treasure island mobility management program and for authorizing the executive director to negotiate contract payment terms and non-material contract terms and conditions. this is an action item. >> welcome, good to see you. >> good morning, ladies and gentlemen and commissioners of the finance committee and chair cohen, i am the principle engineer of the transportation authority and i am here to request your support for item number 6 and as you are aware on april 1, 2014, the transportation authority was designated the treasure island mowbility management agency, to implement the transportation program to support the upcoming development project on the yerba buena and treasure island including 8,000 homes and we have been closely coordinating the development of this plan with the treasure island

development agency also known as fita, our work program which is focused on the development of policy recommendations in this fiscal year, and consist of developing a plan that outlines and evaluates how we achieve our goals of reducing vehicle emissions, while providing access to and around the island. and to further the development of the transportation program and the associate work plan, we have secured a grant from the federal highway administration under their value, pricing, pilot program. and we also received a metropolitan transportation and mtc and priority development area grant and to fulfill the terms of these grants, we are required to develop the operations and the drafts system engineering management plan and the deliverables that will shape the over all policy, early in may, we sent out an

invitation to the dbe and sbe and the lbe and the advantage of this community and a consultant in the community at large to invite them to an event on may 16th, 2014. and we hosted this out reach, event to inform interested parties, and participants about the project, background and objectivities and to provide a networking opportunity, for the firm to conduct with the potential consultant, and 46 firms, participated with the strong, de representation. and we received the request for the proposal on may 28th and for the system manager conducting services we held a preproposal conference on june 6th where 20 firms attempted and we also advertised the release of the rfp in six local newspapers and various chambers of commerce, and by the due date of july 1, we

received 6 proposals and we had a review panel made and the representatives from transportation authority, tida and mtc who evaluated the proposals based on qualification and other criteria identified in the rfp such as understanding the project of justice and technical and management approach and capability and experiences. and our proposal, or the one proposal was disqualified. and the panel went and interviewed the top four team on august 19th. and based on the competitive selection process, the review panel recommended it for the following reason, depth of knowledge about the tools and engineering and the understanding of local system and challenges and the requirement to coordinate with the internal and the state systems, strong project management, approach and

technical capabilities and experiencing in the past lead and hers providing value, and suggestions in response to answer to the questions and proven track record in even stake holder involvement with the bay area. and since we will be using federal and regional grants to fund a portion of this contract, we are required to follow federal regulations around procurement and invoftment of disadvantaged business enterprises, for this contract we established a 12 percent, ed goal, all, net or exceeded this goal and the team, includes, 15 percent, db participation, and from 5 firms. asian pacific owned firms and include, william (inaudible) and association, and pacific inc, and yei engineers and the hispanic owned firm includes

canter solutions and garcia and associates. this request if phase one of the scope of work which is estimated to cost, 250,000 dollars. is to begin our work on the engineering side in support of the finding efforts if the transportation authority satisfied with the work performed by the consultants for phase one, we may choose to move forward with the same team for phase two, and when funding is available. authorization of future phases, of work, will be subjected to the transportation authority, board approval. >> thank you. >> i have a quick question for you. >> could you explain to us about the financial impacts? >> so, the funding that we have from the hswa, and the grant that we have from mtc, plus the money that we get from tida basilly fund the work program that we have set forward in our
